By participating in the Department’s January Mid- Winter Conference in Lancaster, VFW leaders across Pennsylvania returned to their posts with plenty of ammunition to show that the world’s largest combat veterans organization is the most effective group in supporting veterans, military personnel and local communities. The conference agenda provided a mix of committee reports, award celebrations, guest speakers, donations and networking opportunities to exchange leadership experiences–all generating motivation and momentum to create VFW mission success stories. The large delegate crowd included more female members and veterans from modern service than ever. Department National Council member Robert C. Eiler outlined top VFW priorities and program achievements at the national level. He echoed Commander-in-Chief William Thien’s plea that every member helps boost the VFW’s membership by signing up one new or reinstated member before June 30. Past State Commander Eiler also updated members about the many travels and activities of Past State Commander John A. Biedrzycki, now serving as the VFW’s National Jr. Vice Commander, who through Eiler thanked posts and ladies auxiliaries for supporting his campaign to elevate a Pennsylvanian through the national chain of command. State Commander Russell R. Canevari commended his chairpersons, line officers, recruiters and posts leading the way in VFW program participation. “This year’s theme is ‘No Step Backward.’ Keep up the great work and thanks for moving the Department forward.” All chairpersons reported progress on reaching goals including expanding how the VFW serves women veterans, homeless and unemployed veterans, wounded warriors, military families, students veterans, youth, public safety organizations, those suffering from serious diseases, victims of disasters and less fortunate citizens. The VFW’s powerful advocacy strength was showcased once again during late 2013 when final negotiations were held on what is now the Commonwealth’s newest small games of chance bill. The combined impact of local VFW post contacts with state lawmakers and Department participation in State legislative meetings significantly helped change the landscape of small games in Pennsylvania.

VFW posts and other non-profit service organizations are already benefiting from the numerous positive changes that went into effect January 27.

“The effort made by individual posts and our Department to educate lawmakers about the need for these SGOC updates was impressive and extremely successful,” said State Commander Russell Canevari. “Our Department leadership thanks all posts and individual members who met their lawmakers at the local level to implement an effective advocacy campaign. The Department’s strong success in signing up many new members at the State Farm Show and NRA Great American Outdoor Show demonstrated the power of a basic recruiting strategy: put the VFW message that “No One Does More for Veterans” on display at events and good things happen.

Driven by a dedicated team of Department membership recruiters, staff, local post volunteers and ladies auxiliary recruiters, the VFW’s exhibits at both events drew heavy crowds. Veterans of all ages completed new member applications, learned about why the VFW is the world’s elite combat veterans organization and spoke to State Service Officers about government benefits.

State HQs encourages local posts to check local event calenders and consider participating in gun shows, troop events, large community activities and other programs where veterans and military personnel will be present. Be sure to order recruiting supplies through National HQs three weeks in advance. Visit www.vfwpahq.org and “Membership Recruiting” to complete an order form to send to National HQs.

Smaller posts should work together to participate in events if they cannot afford to do so on their own. Posts may qualify for National MAP grants if their participation in an event directly support military personnel.

We ’ v e a l l heard the statement “if you are standing still, you are falling b e h i n d . ” T h i s applies to any sector including in the VFW organization. If we keep doing the

same things for programs and recruiting that are not effective enough, and we continue letting eligible and delinquent members slip by, we will be going backwards more than we move forward.

Let’s all commit to reaching our membership and other goals to finish off the 2013-14 year strong.

I c o a c h e d baseball for many years so I like to make comparisons to that sport. At this point in the year I feel that with our progress to date we are rounding second headed for third. We’re running out of innings this season so we need to pick up the pace to pass third and score the winning run.

Teamwork always pays off so let us take on the challenges we face together, put on our rally caps and swing for the fence.

Our recent Mid-Winter Conference showed that we have many success stories to share in how our programs impact people. I thank all those who gave up their weekend to attend and participate in the event.

We provided you with plenty of tips and resources to help your Post carry out its mission. We expanded the hours for the program information tables and kept all topics focused on your mission. Judging by the packed rooms for our sessions and workshops you felt that the information we presented was valuable.

Our Department can be proud of the winners of our student essay and teacher of the year winners, and we wish them well in the national competitions.

On the membership front our current Department standing is respectable, but not nearly what it needs to be to accomplish our 100% goal. I challenge all districts and posts to follow the lead of my area: District 10 is at 105.15% of last year’s membership, and that includes every post being over 100%. My Post 5544 in Jessup was the

first post to reach 100%, and now stands at 112.20% and counting. I hope this success is contagious; it can be done by all posts and districts.

Statewide, we have recruited more than 3,500 new and reinstated members already, and we stand at 93%, which puts us at 19th place in the nation. We are ahead of the past few years pace, but we all need to try just a little harder.

Remember, we have less than 20% of eligible members in the VFW now so there are many new members out there waiting to be asked to join.

There are many posts that need 10 or less members fo r 100% plus one m e m b e r. We have contests that reward you for this accomplishment.

I hope every member will sign up one new or

delinquent member before June 30. If that happens we will

surpass 100% to keep our ranking as the largest Department. If you’ve already signed up one, please recruit one more.

Pennsylvania was the Department that fought as a team against the $10 dues increase. I’m proud of the way we stuck together. Let’s show that we’re still a formidable team by reaching 100% in membership despite the increase.

I congratulate posts, members and our ladies auxiliary for a great effort that pushed the small games updates through. Thanks to Adjutant/Quartermaster John Getz, Communications Director David Sandman and our line officers for providing the direction, contacts and productive meetings to shape beneficial SGOC updates.

I hope you will support my special project–St. Joseph’s Center in Scranton. Through pregnancy, family and adoption services, outpatient therapy and residential and community-based programs for children and adults with Intellectual Disability, St. Joseph’s serves hundreds of people throughout northeastern Pennsylvania. General Orders #31. ELIGIBILITY: The attention of the Post Commander is directed to Section 101 Election, Nomination, Obligation of the National By-Laws and Manual of Procedure, as amended August 25, 2010. The Investigating Committee should not recommend acceptance of an application unless eligibility has been fully determined. Post investigating committee should approve/disapprove each applicant.

2. MEMBERS IN GOOD STANDING: Commanders on all levels will enforce the provisions of Section 105 of the National By-Laws (as amended July 24, 2013, effective August 23, 2013) and Manual of Procedure. A member whose dues are unpaid after their anniversary date ceases to be a member in good standing and loses all rights of membership in the Veterans of Foreign Wars.

3. DELINQUENT DUES COMMITTEE: All Post Commanders are directed to appoint a Delinquent Dues Committee for the purpose of contacting and collecting dues from delinquent members. The Committee should start operating NOW by visitation at the residence of delinquent members and collect their dues. Personal contact will bring results.

4. TRUSTEES REPORT OF AUDIT: Attention of Post Commanders is directed to Section 218 of the Manual of Procedure - Duty of Trustees: Trustee Report of Audit must be completed by the Trustees in detail, at the close of each quarter, one which will end March 31, 2014. Commanders are reminded that all funds are to be under the custody and control of the Post Quartermaster. Persons other than the Post Quartermaster, who may handle post funds, such as Club Manager, Bingo Chairman, or Committee Chairman are responsible to the Quartermaster to maintain accurate records and accounts and should be properly bonded. Post Trustees are to ensure that the financial records of these special funds are also audited in the same manner as other accounts of the Post Quartermaster.

5. NOMINATION, ELECTION, INSTALLATION OF POST OFFICERS: Section 217 of the National Manual of Procedure states: Post officers shall be nominated in March and elected in April. A member making the nomination of an absentee for any office shall have presented to the Adjutant, in writing, the consent of the member being nominated prior to the opening of nominations. Post officers shall be installed in their respective offices prior to the convening of the Department Convention, but shall not assume their duties until the Department Commander is installed. An officer-elect who may be absent for a good and sufficient reason or cause may be installed, at any regular or special meeting prior to the Department Convention, if not then installed, the office will automatically become vacant. THE POST MUST SEND IN THEIR ELECTION REPORT IMMEDIATELY AFTER THE ELECTION IN APRIL TO DEPARTMENT HEADQUARTERS AND NATIONAL HEADQUARTERS.

6. COMMUNITY ACTIVITY RECORD BOOK CONTEST: Close of reporting period for Community Activity Record Book is March 31, 2014. DISABILITY CLAIMS PROCESSThere are eight distinct steps that

most claims for disability compensation follow. These phases may vary in time depending on the complexity of the claim, the amount of evidence needed to support the claim and the type of evidence. You should submit as much evidence as possible with your claim to minimize processing time.

Step 1 Claim Received - Your claim has been received by the VA. If you applied online with VONAPP Direct Connect, you should see receipt in your list of Open Claims within one hour. If you applied through the mail, please allow mailing time plus one week for us to process and record receipt.

Step 2 Under Review - Your claim has been assigned to a Veterans Service Representative and is being reviewed to determine if additional evidence is needed. If we do not need more, your claim will move directly to the Preparation for Decision phase.

Step 3 Gathering of Evidence - The VSR will request evidence from the required sources. Requests for evidence may be made of you, a medical professional, a government agency, or another authority. It is common for claims to return to this phase, should additional evidence be required.

Step 4 Review of Evidence - We have received all needed evidence. If it is determined that more evidence is required, the claim will be sent back to the Gathering of Evidence phase.

Step 5 Preparation for Decision - The VSR has recommended a decision, and is preparing required documents detailing that decision. If more evidence is required, the claim will be sent back for more information.

Step 6 Pending Decision Approval - The recommended decision is reviewed, and a final award approval is made. If more evidence/information is required, the claim will be sent back.

Step 7 Preparation for Notification - Your entire claim decision packet is prepared for mailing.

Step 8 Complete - The VA has sent a decision packet to you by U.S. mail. The packet includes details of the decision.

complete a claim depends on several factors including the type of claim filed, complexity of your disability(ies), the number of disabilities and the availability of needed evidence.

Has your post ever held a free veterans benefit information event? Doing so will provide a valuable service for your members–many who may not have visited the post in years. Showing members that their post cares about their health and welfare will also remind them that membership benefits go well beyond just having a place to socialize. Posts can also promote the event in the community to build positive relationships and new membership leads.

A Department State Service Officer can lead the event program and make appointments with veterans who want to follow up with a claim. Requiring pre-registration will help determine how large of a room will be needed.

Call State HQs to find out how to contact your closest State Service Officer. Allow plenty of lead time for coordinating planning with the officer and for promotion using local media, community outlets and post literature.

Department Marches for Diabetes Relief Raise $34,000 More for Critical Research and Support

With dedicated walkers marching in support of diabetes research and relief in both western and central Pennsylvania, the Department added $34,000 more to its impressive long-term donation for this cause–now totaling nearly $2 million. This year’s event was dedicated to District 29 Chaplain Jim Bruder who battles the impact of the disease.

the Pennsylvania Adjutant General’s Office for his distinguished service during Operation Enduring Freedom in Afghanistan as an Apache attack helicopter mechanic and squad leader. He also served honorably overseas during Operation Iraqi Freedom and in Kosovo during a peacekeeping mission.

Staff Sgt. Zahurak serves with Company A of the 1-104th Attack Reconnaissance Battalion, a unit of the Guard’s 28th Division Combat Aviation Brigade. He was nominated for the Bronze Star for his fast and effective response to a potentially lethal mechanical failure on an Apache. His effective handling of the situation helped both pilots to avoid injury and saved a $30 million aircraft from possible destruction.

Zahurak is a proud VFW member,

who upon learning of his selection by the Pennsylvania Guard, said he was “extremely honored” to accept the award.

A recent recipient of the PA VFW Eagle Award, 28th Infantry Division Commanding General John L. Gronski thanked the Department and local posts for their outstanding support of his troops and all Guardians. “I am a member of many veteran and related organizations, and the one that I am most proud of is being a VFW life member,” said the veteran of Operation Iraqi Freedom. “I appreciate everything that the VFW does. You have provided a tremendous amount of support to the National Guard and the 28th ID. You have a lot to be proud of.”

BG Gronski updated VFW delegates on the broad activities of his division soldiers both overseas and domestically.

The VFW’s support for wounded warriors was also on display at the conference with many posts making donations to organizations that assist disabled veterans of all ages.

Helen Sajer, the director of the PA Wounded Warriors, Inc. (not related to the national Wounded Warriors), outlined the many ways that donations to her organization have directly benefited war on terror veterans. For more information

With a theme of “Why I am Optimistic About Our Nation’s Future,” the Voice of Democracy high school student essay contest continued to be a highlight of the conference. Nearly 3,700 students entered the competition through 175 posts and 126 ladies auxiliaries that dedicated $134,835 to the contest.

Representing Post 5308 (District 16) in Telford, Harleysville resident Caleb D. Kulathum—a sophomore at Souderton Area High School—was chosen as the state winner. Kulathum earned a $2,500 cash prize and a chance to compete for a $30,000 national prize.

Rounding out the top five: (second) Rachel Halliday of Gibsonia, senior at Pine Richland High School, representing Post 2754 and Ladies Auxiliary, $2,000; Sydney Ziatek of Cranberry Township, junior at Seneca Valley High School representing Post 879, $1,500; Jewel Gilbert of Easton, a senior who is home schooled, representing Post 3094 and Ladies Auxiliary, $1,200; and Nathan Coffman of Bradford, a senior at Bradford High School representing Post 212 and Ladies Auxiliary, $1,000.

The 2013-14 VOD Teacher of the Year was announced during the Saturday evening banquet with 600 people attending–Garnet Valley High School English teacher Heather Arters. The PA VFW’s trophy commended Arters for her dedication to lead students toward being good citizens. She was sponsored by Post 6835 in District 7.

“Mrs. Arters generates great participation in the contest from her students, but what is even more important is the fact that she inspires many of the students to understand patriotic themes and veterans issues,” stated Post 6835 Commander Dan Van Wyk, who nominated Arters for the award. “I’m convinced that her students leave high school with a lifelong appreciation for

what veterans provided to a free society and how important it is to preserve our freedoms. She is a true role model and positive influence on students.”

In the Patriot’s Pen contest for junior high students, 182 posts and 118 ladies auxiliaries forwarded local winners onto the district level. Writing to a theme of “What Does Patriotism Mean to Me,” Maura Skelley of Altoona, an 8th grade student at Altoona Area Jr. High School, earned the state champion title out of 8,881 student writers.

Skelley received a $2,000 prize and will receive $1,000 from the National VFW. She was sponsored by VFW Post 3 and its Ladies Auxiliary in the State VFW’s District 22.

Earning a second-place finish was Thomas Ahlin of Pittsburgh, a 7th grade home school student sponsored by Post 6664 and its Ladies Auxiliary in District 29. Placing third statewide was Danielle Beinhower of Duncannon, an 8th grade student, sponsored by Post 882 and its Ladies Auxiliary in District 17. VETERANS SERVICE

PA State Deputy Adjutant General for Veterans Affairs BG (Ret.) Jerry Beck briefed the crowd on how the Department of Military and Veterans Affairs provides services and support to the Commonwealth’s nearly one million veterans. He encouraged VFW members to become familiar with all state veterans benefits including the six veterans homes, a veterans’ emergency assistance fund, women veterans programs and a real estate tax rebate for paralyzed veterans.

The former 28th ID Commanding General announced that a “Veteran” drivers license is being rolled out. He promoted the “Honoring Veterans” license plate and Veterans Trust Fund donations as ways to support veterans.

BG Beck, a VFW life member, commended the Department for it’s veterans assistance programs and service officer network that in part uses a state grant to help veterans learn about veterans benefits. During the last fiscal

year, PA VFW service officers connected veterans to more than $48 million through 4,400 VA claims. “The VFW plays a huge role in supporting the veterans in our state in many ways,” stated DAG Beck, adding that registering veterans for the VA system will remain a top priority.

Beck also reported that Governor Tom Corbett has created a high level

veterans advisory board–including the participation of his cabinet members–to help address the needs of veterans.

Jim Bruder, representing the new Fisher House (FH) in Pittsburgh, encouraged posts to help veterans families through donations to the only FH in the state.

Mike Perry, executive director of the Army Heritage and Education Center, encouraged veterans to visit the facility for its historical and research value.

Post leaders packed into the Department’s small games of chance session during which many questions were asked to Department of Revenue and Liquor Control Enforcement officials.

Delegates left the conference excited about the with new ideas, resources, regulatory tips, leadership training and mentoring relationships they received to help them accomplish their 2013-14 VFW goals.

I w o u l d like to thank State Commander Russ Canevari for my appointment as Voice of Democracy State Chairman again.

Also thank you to Department Auxiliary President Julia Dever for appointing a very reliable, dedicated Chairman, Marsha Fuhrman. Thank you to HQs staff, who are always available if you are in need of assistance. Most importantly, thank you to all posts and, auxiliaries and districts who participated.

This year’s program concluded with another outstanding Awards Banquet. The weekend started Friday afternoon with the students and their guests checking in to the Ramada Inn, Lancaster. Their activities included a Friday night pizza party and DJ, and a Saturday tour of the National Civil War Museum. Thank you to Post 1463 Lititz Springs, Joel and Sue

Ellis, and their volunteers for providing our brunch. A very special thank you to Bailey Coach for providing a coach bus for the students Saturday. This was so much nicer than the school bus that was used previously and the students loved it!

It was a privilege to honor District 7 Teacher of the Year, Mrs. Heather Arters.

Marsha and I congratulate and send our best wishes to the VOD State Champion Caleb Kulathum from District 16 and Patriot’s Pen State Champion Maura Skelley from District 22.

Thank you again to anyone who helped in some way to make the 2013-14 program a success. Hopefully, all posts and auxiliaries continue to promote and support this very important youth activity. If your post or auxiliary has never participated, all you need is one student entry declared a post winner to advance to your District competition.

By-Laws Establish Election and Installation RulesPost officers, elected and appointed, shall submit proof of eligibility to the Post Adjutant. Post officers shall not be installed or assume the duties of their office until proof of eligibility has been submitted and properly reviewed. Such proof of eligibility shall be open to and reviewed by the Commander, Adjutant and Quartermaster prior to installation of office. If an elected or appointed officer does not prove eligibility within 60 days of election or appointment, the right of the officer to hold office shall be forfeited and the office vacated. Section 217 of the National By-Laws refers to the Manual of Procedure for details on installing officers imme-diately after elections. Focus on Mission Success

Members of Chalfont Post 3258 are joined by the Directors of Bucks and Montgomery Counties Office of Veterans and Military Affairs, to present Victor Lemus (Center) with a citation for his generous contribution of 100 $50 gift cards given to needy veterans for Thanksgiving and four $5,000 scholarships for students in the JROTC program.

Allison Reed, 7th grade student at Spring Cove Middle School, was named the Patriot’s Pen winner by Post 7689 and its Ladies Auxiliary. Joseph Whitmer was named the second-place winner of the Post Voice of Democracy contest for District 22.

Post 6631 Commander Harold Aucker passes a $2,000 donation to St. Paul’s UCC to support its Loaves and Fishes food pantry. Posts are encouraged to use small games earnings to support local community projects and VFW programs that improve lives and.

McMurray Post 764 continues to support wounded warrior Marine Cpl. Doug Vitale (Operation Enduring Freedom) by raising another $10,000 at a wrestling match, pushing its total to well more than $100,000 donated to his family. The Post Honor Guard, officers and members have contributed many volunteer hours to generate donations. Posts looking for ideas on how to support wounded warriors should call Post 764 at (724) 941-3358.

Upon hearing that Army Specialist Paul S. Reppert received his Purple Heart for being wounded in Afghanistan through the mail, Monhton Post 9045 and State Jr. Vice Commander Glenn Umberger snapped into action to provide a proper ceremony and to honor the Operation Enduring Freedom veteran who served with B Company, 2nd Battalion, 30th Infantry Regiment, 4th Brigade Combat, 10th Mountain Division.

PA Department leadership enjoyed participating in the “VFW Mane Event,” a National VFW fundraising project that featured Pittsburgh Steelers star Troy Polamalu. He allowed VFW leaders to cut his hair to help raise funds across the nation by encouraging veterans and the public to get their hair cut in exchange for donations. More than $200,000 was raised to help needy veterans and military families having financial hardship. The event was held in Pittsburgh on Veteran’s Day. Charter members of the BIKEVETS organization recently presented two new trail bikes for use by group members. BIKEVETS is dedicated to the mental, physical and emotional well-being of military veterans primarily focusing on returning veterans with PTSD, but also serving veterans from all eras. Friends of the Grove Vice Chairman Greg Cary and board members Cory Etchberger and Medal of Honor Recipient Gen. James Livingston (Ret.) accept a check for $2,000 from Downingtown Post 845 for the Grove’s Sponsor A Hero Program.

In support of a new Veterans Memorial being built in Hampden Township, Mechanicsburg Post 6704 presented a $2,500 check to the Hampden Township Veterans Recognition Committee. Harold Trautman, Quartermaster and Commander Paul Kreiner were on hand.

Erie Post 470 donated $1,000 to the Northwest Pennsylvania Collegiate Academy Model U.N. Team. Brian Sheldon, VFW Post Surgeon, said the award was given to “recognize outstanding scholarship and the promotion of core citizenship values by our future leaders.” The students will compete in the George Washington University Model UN Conference in Washington. The donation will be used to support their conference attendance.

A strong contingent of VFW and Ladies Auxiliary leaders accompanied State Surgeon Nelson Lowes during his visit to review the services provided to patients at the VA Hospital in Coatesville. Department leadership travels to all major VA facilities in Pennsylvania to ensure that veterans’ hospitals have the staff and equipment needed to provide the best care.

Comrades, with the changes in dues for the national organization there is confusion among some posts and the ladies auxiliary. Let’s look at the VFW dues side.

The post, “not the home association,” is the entity that had the dues increase, which is paid to the national organization. Therefore, since the ladies auxiliary is also a nationally chartered organization, the dues they pay is also paid to their national organization. This means that a post cannot tell the ladies auxiliary that they have to implement a $10 dues increase.

I understand that as members of the post we have also increased the dues to the members of the home association, (why would we want to charge our social members less then regular members pay?), but if we want the ladies to pay the dues increase on the home side we will also have to charge our life and regular membership the same price.

We are trying to see what we are able to do to help solve this problem, so please bear with us until we see what we can do. In the meantime, please don’t dictate to the ladies auxiliary what the cost of their National dues should be.

We have four months left in this year. Let us all work to complete our programs and take care of membership b e c a u s e t h e s e priorities make up the

backbone of the important things that we do as the VFW.

In my travels throughout the state, I’ve discovered bickering between some posts within different districts. Comrades, we all have plenty of work to do in our own posts to be effective service organizations without worrying about someone else.

We should be working together rather than fighting among ourselves. Remember, we are comrades–brothers and sisters–who share life-changing experiences and a commitment to serve and support one another. We should be able to count on each other, and not have

to look over our shoulders wondering what’s going on.

When you are working on projects in your post please don’t forget to include your ladies auxiliary. Your ladies auxiliary can be a tremendous help and they do great work for our veterans. I’ve seen many success stories at posts of all sizes, and often it is the ladies auxiliary that plays an important support role. If you are not utilizing your ladies auxiliary you are making a big mistake.

If you are not a member of the Military Order of the Cooties you should consider joining. This group offers another level of VFW camaraderie and support. Being an active Cootie is a very rewarding experience and activities like visiting our hospitalized veterans will remind you why you are involved in a veterans service organization.

“ T h e r e w e were ...” or “You won’t believe this ...” are phrases that immediately grab our attention.

Now, how about “I’d like to join and

get involved”? A phrase that grabs our attention, but not heard as frequently.

A few weeks ago, I was talking to an Army Reserve colonel, a veteran of Iraq, who told me he walked into a Pennsylvania VFW Post, made this statement and was ignored! Comrades, it is situations like this, and comments by veterans who tell me, “I went to my local VFW Post for help, but they told me they couldn’t help and said to try another organization,” that show at times we are our own worst enemy.

Leadership at all levels spend 90% of their time dealing with the troublesome 10% of the population. Remember the phrase “many hands make light work”? With a little effort from everyone, we can move our focus

from the , and put more effort into supporting our programs.

We have outstanding leaders and members throughout this great state. Many of you do many outstanding things, so it is frustrating and infuriating when that 10% make the rest of us, and the entire VFW, look bad.

The answer I can give you to address this problem is: continued hard work, communication and education. To be successful, we need to communicate and educate; inward to our membership, but also outward to our community.

If you hear of a veteran having a bad experience with a particular post, let them know not all posts and members are the same. Lead them to a post where they will be appreciated and supported. Then let your district leadership know what happened. The colonel I mentioned previously hasn’t seen the last of me, and one day will be a member of our VFW family.

VFW’s Unmet Needs Program Provides Lifeline to Veterans, Military Families

The VFW’s Unmet Needs program continues to provide financial assistance to veterans, service members and their families facing unexpected difficulties.

The program awards emergency grants of up to $2,500 to help cover the cost of basic necessities, such as mortgage and rent, home and auto repairs, insurance, utilities, food and clothing. Recipients do not need to repay the grant.

The program launched in 2004, and thanks to generous supporters like BURGER KING® Franchises, has awarded more than 3,500 grants totaling more than $4.8 million. All grants are paid directly to the creditor (such as the electric company), not to the individual.

“This year promises to be a momentous one for America’s veterans and its warriors. Issues affecting those in and out of uniform will be on the front burner on Capitol Hill.

“Two events in 2014 will no doubt put veterans and the armed forces in the national limelight: congressional elections and withdrawal of our troops from Afghanistan.

“Achieving such a milestone will attract publicity that should be maximized to the benefit of the Afghanistan War’s veterans and their families. While the media is focused on the political ramifications of the disengagement, we should draw attention to the needs of the youngest generation of war vets.

“This is part of our commitment to ‘fully support U.S. troops and their

mission to prosecute the war.’ “VFW’s Priority Goals include a

host of issues—health care, housing, education, employment, transition assistance and military quality-of-life—that are relevant to those on active duty. Each one of these goals is being pursued with vigor by our Washington Office.

“As politicians seek public office these and other issues important to us will take center stage. Adequate and timely funding for the VA budget, top-notch mental health services, reducing the disability claims backlog and protecting compensation are among them.

“When votes are being courted is the time when the prospect for a public hearing of veteran concerns is greatest. Mid-year up until Election Day will be the opportune time to get elected state and federal officials to pay attention. And it is at the grassroots level that you can make the biggest difference. Leverage your Post and Department membership in the quest to preserve veterans’ rights.

“Fifty years ago in August, Congress took a step that had far-reaching consequences. The Gulf of Tonkin Resolution opened the door to a wider war for Americans.

“So beginning that month we will commemorate the 50th anniversary of the sacrifices made in Vietnam. To me and my fellow Vietnam vets—now the largest single segment of VFW membership—this is a date with genuine meaning.

“Whether it be an anniversary commemoration, the highlighting of veterans issues in an election year or remembering the most recent generation of vets as they return home from Afghanistan—or a combination of all three—make 2014 a year worthy of your time.”

One of the things I learned as a Boy Scout when I was a member of Troop 20 in Myerstown was that a Scout was trustworthy. And, as a Boy Scout, I should not only tell the

truth, but keep my word.Of course, that was back in the day

when all that was needed between two people was a promise and a handshake. Written contracts were largely foreign and unnecessary. In fact, if someone would insist on having a written contract, it would be an insult to the other person’s integrity.

My, how times have changed! No longer is a man’s word “his bond.” In fact, it has become common place in politics, in business, and in everyday life, for people to say they will do something and then not keep their word. Regardless of what others do, we should be men and women of integrity. We should keep our word. When we say we are going to do something, we should follow through and do it.

Take for example, the words that are part of the Members Obligation found on pages 23-24 of the VFW Ritual. These words stand out to me because they are repeated each time our post takes in a new member and holds an initiation ceremony. As part of that initiation ceremony,

the new members have to recite the member’s obligation. Just prior to taking that solemn obligation, as Chaplain, I have an opportunity to speak to the new members. During this time, I also say a word to the other VFW members who are at the meeting. I encourage each of our members to silently follow along and recite the members obligation with the new members. The words of the obligation that have struck me recently are the following:

“That I will never wrong or defraud this organization – nor a member thereof . . . .”

As Comrades I trust that we keep our word and will always be faithful to the obligation we took when we joined the VFW. Reinforce it and recommit to it the next time your post takes in a new member. And each day:

• Be a person of your word. Honoring the promises and agreements you make is essential to building a relationship of trust.• Be trustworthy and a person of integrity. Your word should be your bond. If you say you’ll do something –whether “important” or seemingly insignificant–make sure you DO it.

Remember: Keeping your word is a strong indicator of what kind of person you are and whether others can trust you.

Blessings as you serve.

Membership recruiting does not have to be hard work; in fact, it should be far more rewarding than strenuous. There are some proven principles that work

and all it takes is a little time and effort.Work smarter on membership

by getting your membership data in order, familiarizing yourself with eligibility guidelines, putting yourself in front of veterans and reaching out to your comrades who are a year or two delinquent, and your efforts will pay off with stronger post membership.

What is your post doing differently to recruit new members and to get current members to stay active? Using the “same old approach” to getting more members can be both frustrating and disappointing. Use some new methods to get in touch with eligible members and those who have forgotten to renew.

Have you attended any community events to reach out to veterans and to show your community that your Post is more than a bar? Have you spoken to the S-1 or other leader at your local military post to create a relationship that will benefit the troops and the post? Have you offered an incentive for annual members to become life members?

Have you called or visited members who are delinquent for a few years? Have you used your post relief funds to pay for dues of those experiencing tough times or those on active duty?

Have you worked with your district membership chairman to identify and contact your delinquent members on the list sent out by HQs? Our Department office sends these lists out to remind district leaders and posts about those members who may be waiting for a phone call or knock on the door to renew their memberships.

Check our state membership contest program because there are still some contests in play that can benefit your post.

Results will come if you take the time and energy to perform hard work. Is it worth it? Well, let me ask you this: who will protect your future interests as a veteran and the interests of future veterans if the VFW is not strong enough to project an effective voice when key decisions are made in state and federal government?

“No One Does More for Veterans than the VFW.” That being said, no one should sit on the sidelines expecting others to recruit and retain our members. We need everyone to sign up at least one new member each year.

So what is in it for you? The greatest earthly reward one can hope for is to have an impact on a cause greater than yourself. The VFW is surely a great cause and having the reward of knowing that you helped preserve the future of the VFW should be tremendously satisfying.

Congratulations and thanks to all posts who reached the 100% goal by the contest deadlines! Your efforts are helping to create the foundation that gives the VFW its very future.

Our nation has not always honored our veterans as it should. I am extremely

proud that so many of you have tirelessly worked our many programs and emerging priorities like women veterans issues. Now is the time to step forward and finish strong—“NO STEP BACKWARD.”

Loyalty Day—May 1st—will be here soon. I hope that you will either attend the Department event at the State Capitol (10 a.m.) or that your Post holds its own ceremony for the public. We will once again hold a Loyalty Day Coloring Contest. A cash prize and plaque will be given to winners in grades 2-5. Dept. Loyalty Day Event is May 1 at State CapitolThe Department invites everyone to attend its Loyalty Day program at the State

Capitol, Thursday May 1, 10 a.m. This patriotic event will feature several speakers including Governor Tom Corbett and State Commander Russell Canevari.

The State Capitol is located at 501 North Third Street and the ceremony will take place in the main rotunda. There is a handicap entrance off the Capitol’s East Wing which can be accessed by the fountain on Commonwealth Ave.

This event reminds the enemies of freedom that America will protect the lives and liberties of its citizens when threats arise, whether at home or abroad.

The public is encouraged to join state lawmakers, veterans and military representatives at this event. Patriotic music will be provided by the Hanover High School Band. Posts that do not conduct Loyalty Day events locally are encouraged to attend the Department program. For more information contact Program Chair Thomas Brown (see column on this page).

PSC Charlie R. Feltenberger Passes AwayPast State Commander Charlie R. Feltenberger, who led

the Department during the 1989-90 VFW year and was named an All-American State Commander, passed away recently. Feltenberger enlisted in the U.S. Army in 1945 and served in the 3118th Signal Service Battalion in the European theater of operations for 15 months finishing out his service during the occupation period in Germany.

He joined Columbia Post 2435 in 1948 and was commander for seven terms. He was an All-State Post Commander twice, and an All-State Quartermaster. He was cited three times as an outstanding Post Quartermaster by the National VFW.

In 1983-84 he served as Chief of Staff for State Commander Raymond Mullin. He also served as Commander of both the Lancaster County Council and District 9.

Feltenberger held numerous national seats including on the National Security Committee, Finance Committee and Internal Affairs Committee. He was named a National Deputy Chief of Staff, was Assistant Inspector General and represented the Pennsylvania Department on the National Council of Administration.

Van Zandt Award Goes to Sports Clips FounderGordon Logan, founder and CEO of Sports Clips, was awarded the James Van Zandt Citizenship Award by National HQs for his company’s commitment to supporting veterans. with party leaders in the Capitol down to the last hours when the existing bills were scheduled for a final vote. Several last minute additions to the legislation were negotiated in part because of the VFW’s strong campaign.

“From the outset of our efforts to further update SGOC legislation in 2013 we prioritized helping smaller posts stay financially viable,” noted State Commander Canevari. “We are very pleased that the outcome was a new law that gives smaller posts–and all posts–greater ability to use games to improve their financial footing. I encourage all posts to write and hand deliver a letter of thanks to their state lawmakers to show our sincere appreciation for their efforts to support us. We asked for their help once again, and they delivered!”

All posts that use SGOC to raise funds are strongly encouraged to stay current on the most recent changes. Some of the major legislative changes include:

• Increasing the amount that posts can use internally to 40%• removing restrictions on how the 40% retained can be used except to pay fines• increasing individual game prize limits and the raffle prize limit• increasing the weekly prize limit

to $35,000• adjusting reporting requirements• requiring only posts who have proceeds exceeding $40,000 to keep separate bank accounts and•allowing Posts with less than $40,000 in game earnings in 2013 to use the first $20,000 of 2014 earnings to cover operating expenses (this threshold will also apply in future years).

The Department of Revenue waived reporting requirements for games held in 2013. The deadline to report SGOC activity for 2014 is set for Feb. 1, 2015.

Please adhere to the deadlines so you will not jeopardize any awards that your Auxiliary might achieve.

As we continue “Keeping America’s Veterans & Families Strong” not only during this 2013-2014 year, please keep your “Spirit to Serve with Commitment” for our Veterans, our youths, and within your communities to show the “American Pride” throughout our great state.

It seems that in many cases we have lost the service organization aspect that we were founded on. Many Ladies Auxiliaries seems to want the social organization aspect to be paramount. We need to correct this NOW and not let us fall for “United WE Stand – Divided WE WILL Fall.”

We must refresh and follow our “Bylaws and Ritual” as a member of the Ladies Auxiliary, which will keep us on the correct path by keeping our Ladies

Auxiliaries in good working order. Officers, please familiarize yourselves

with your duties and take them seriously, not just to have a title behind your name.

With our true patriotism and American pride we can continue showing our unfailing love of country; loyalty to its institutions and ideals; eagerness to defend it against all enemies; undivided allegiance to the flag; and a desire to secure the blessings of liberty.

Continue to educate not only our newest members, but our youth and adults in patriotic ways like reciting the Pledge of Allegiance. You should stand and salute the flag by placing the palm of the right hand flat over your heart when the flag passes by or by women veterans using the military salute. When the National Anthem is played and/or sung, everyone should stand, face the flag and salute.

Soon this 2013-2014 term will be ending and we need to carry our “Spirit to Serve with Commitment” into the future. We were founded 100 years ago and we can continue carrying on this legacy for another 100 years by being active members in the greatest organization of all–the Ladies Auxiliary to the Veterans of Foreign Wars of the United States.

Exciting programs are taking place at our VA hospitals, Veteran’s Centers and State Veteran’s Homes. One of the greatest gifts you can give is your time to someone in need. Ladies

Auxiliary and VFW members need to join forces to grow our programs while “Keeping America’s Veterans and Families Strong” with the “Spirit to Serve with Commitment.” Let’s serve our veterans in VA hospitals, centers and Homes.

In each of our hospitals and veteran’s homes we have representatives and deputies from the VFW and the Ladies Auxiliary. We will have a much stronger,

successful year if we join together to accomplish these facility needs.

The Ladies Auxiliary’s goals are service in hospitals, community involvement, and volunteer recognition. Together, we need to identify the needs in our hospitals, communicate them to the VFW through our posts and district meetings and work together to achieve these goals. Ladies, when planning a hospital party in your area, include your post. The same to the VFW, our ladies are always ready to help to serve our veterans in anyway that we can.

We can do this if we communicate with each other and work together. Let’s reach out together to serve our hospitalized veterans.

Post 1425 Ladies Auxiliary recently honored two members who have a combined membership of 131 years. Commander Bob Palchanis presented Betty Kraszewski and Irene Augustine with commendations recognizing their achievements and continued membership and support. Kraszewski, 71, has been the Treasurer for over 40 years and has held other positions including past National Historian, Department President, District President, and Luzerne/Lackawanna/Wayne County Council President. Augustine, 60, is currently the Senior Vice President. She has held several other positions including past District President and Post President for over 30 years.

I hope all the Auxi l iar ies are aware of our Youth Activities Golden Goals. They are “Encourage” the formation of a Junior Girls Unit, “Involve Youth” in ALL

Ladies Auxiliary Programs, “Make Ladies Auxiliary Programs Accessible” to today’s Youth, “Teach Youth” respect for themselves and others. If we all work on these Golden Goals we should have a great year.

Bullying is another concern of ours because it’s happing everywhere. We have to get the word out about bullying. These kids need our help. Let them know there are places they can get help. If you see it, report it to the police,

school and even the kid’s parents. Our Junior Girls Conference is

March 29 & 30, 2014 in Harrisburg. Try to make plans to attend; you will be amazed and inspired by how these girls hold a conference. If you cannot attend, please try to send a check donation to the Department office earmarked “Junior Girls.” Don’t forget to include your donation on your youth activities report.

Remember that the date for getting your reports to your District President is March 31, 2014. The District president also has a deadline to meet as part of her duties, so please don’t hold the process up.

When we have “Spirit to Serve with Commitment” we will be “Keeping America’s Veterans & Families Strong.”

Doylestown Post 175 assists with placing flags on veterans’ graves each year before Memorial Day. Last year, members Bob Staranowicz came across an unmarked grave of a Vietnam Veteran, then set out to learn his identity. His path took him from the pastor of the church where the graveyard is located, to a friend of the deceased and finally to the deceased veteran’s wife. With the wife’s permission, Bob contacted the VA to get a headstone for the grave for veteran Curtis Eugene “Gene” Lamb, shown at right, who died from an illness in 2007. He is now properly recognized as a Vietnam Veteran and we thank him for his service.

Already well known for its troop support, Albrightsville Post 294 recently mailed another 673 pounds of care packages to deployed troops. Congratulations to Past Pennsylvania Department Judge Advocate Robert DeSousa for his recent promotion to full colonel with the PA Army National Guard. A veteran of Operation Iraqi Freedom and service to the PA Army National Guard’s JAG program, DeSousa is pictured with his family at a promotion reception held in his honor.
