In a 2011 Minnesota ACE (Adverse Childhood Experiences) survey, 60% of Minnesotans surveyed reported at least one adverse childhood experience. Adverse childhood experiences and the resul0ng challenges are a public health crisis that play out each day in our schools, causing students to miss learning 0me. Your bargaining team presented a proposal to increase mental health support so we can help our students thrive and reach their full poten0al. Specifically, we proposed that each St. Paul Public School be fully staffed with a mental health team comprised of staff in the following posi0ons: School Social Workers who serve Special Educa0on and General Educa0on students, School Counselors, School Psychologists, School Nurses, and Behavior Interven0on Specialists. Each of these posi0ons brings different exper0se and skills into our schools. Together they compliment each other and can fully support our students. In addi0on to proposing we fully staff these posi0ons, we proposed the team provide training and support for all licensed staff and behavior interven0on specialists. We also proposed peer supports for our Behavior Interven0on Specialists. The District gave us a counter to our Mental Health Proposal at the July bargaining session. The counter was to form a commikee to discuss an equitable phase-in plan to support student mental health needs. Countering with another commikee to address our student needs is a delay our students cannot wait through and is more than disappoin0ng. We are working on a response for a future bargaining session. Quick Update Your SPFE bargaining team met with the district on May 30th and July 25th to present the following proposals. Peer Assistance and Review At the July 25th bargaining session, the District presented the following proposals and counter proposals. 1. Sick Leave Accrual Rates for EAs and SCSPs 2. Shorten the Interview and Selec0on Period with end date of May 31 (this was a verbal proposal made at the table) 3. Student Mental Health Supports counter proposal

DistrictSponsoredLicensureProgramsEAsandSCSPswhopar0cipateinadistrictsponsoredteacherlicensureprogram,suchasSUTR,currentlydonothaverightsbackintotheiroriginalbargainingunitiftheydon'tendupbecomingateacher.WeproposedthattheycancomebackintotheiroriginalbargainingunitiftheydonotgetplacedinSPPS,aredeniedtenure,ordon’tcompletetheprogram.Manymembershavetoldusthatthelackofjobsecurityisabarriertopar0cipa0nginthesetypesofprograms.Wewanttheseprogramstobesuccessfulinhelpingtodiversifyourteachingworkforceandarehopingto

openmoredoorsforourmembersofcolorwhowanttopar0cipateintheselicensureprograms.

Elec.ontoWorkAgreementsBasedonlastyear’sfrustra0ngElec0ontoWorkAgreementprocess,weproposedsomelanguagethatclarifiesthe0melineandprocedures.

PeerAssistanceandReviewandforma.veevalua.onsThisproposalisaclean-upofourPeerAssistanceandReviewcontractlanguage.Wealsoaddedaclauseregardingtheschedulingofforma0veevalua0onsforallteachers,reques0ngschedulesatthestartoftheschoolyearthatgiveteachersa1-week0meframeforwhentheycanexpecttobeobserved.

DistrictProposalsThefirstproposalfromSPPSwasaboutsickleaveaccrualsforEAsandSCSPs;thedistrictwouldliketohaveaccrualratesbethesameforallstaffregardlessof10monthand12monthstatus.10monthEAswouldlose1.25daysofsickleavewiththisproposal.

ThesecondproposalwasfortheLicensedStaffcontract;thedistrictwouldliketheInterviewandSelec0onprocesstoendonMay31insteadofmid-June.
