On November 7 (with early voting startingOctober 23), Dallas citizens will be asked to votefor a $1.05 billion bond package to include fundsfor city facilities, libraries, streets, economicdevelopment, city parks and more with separatevotes on the 10 individual propositions. Two of those propositions are crucial for cityowned historic structures – Propositions C and F.Proposition C will fund $50 million for crucialrepairs and rehabilitation of the buildings at FairPark, including the iconic Hall of State.Proposition F will fund $14 million for repairingand improving cultural and performing artsfacilities, including the Frank Lloyd Wright-designed Kalita Humphreys Theater. The Dallas Center for Architecture will be hosting Paying It Forward: A Discussion of the City of Dallas2017 Bond Election on October 23. The program will feature a group of architects and city employees withthe latest information on the bond. It will be an interesting discussion on how we maintain our architecturalheritage and determine what priorities we should make with these often-in-the-spotlight buildings. Details onspeakers and panelists are to come. The program will begin promptly at 7 p.m. A $10 donation to supportDCFA programming is requested at the door. RSVP here..

Preservation in the 2010s

This is the last in our series on the history ofPreservation Dallas which brings us to the 2010s.In an effort to bring younger folks into thepreservation fold, the Preservation Dallas YoungProfessionals group (PDYP) was started in 2011with the goal of creating a networking group and tolearn more about preservation in the city. Theyhave since gone on to hold events, happy hoursand participated in National Rebuilding Day in thehistoric Tenth Street neighborhood in 2014.

The Urban Armadillos group formally joined withPreservation Dallas in 2013 in an effort to developwalking trails in downtown Dallas. Their volunteergroup, made up of folks interested in “digging up the history of Dallas,” had been working on researching sitesin downtown Dallas before joining Preservation Dallas. The trails idea expanded into the free mobile appPegasus Urban Trails (available on Android and iTunes), which launched in 2014.

After the unfortunate surprise demolitions of four historic buildings in downtown Dallas in the fall of 2014Preservation Dallas called attention to the lack of protections for significant buildings in downtown.Preservation Dallas was represented on the city’s newly established Downtown Preservation Task Force tolook at the issue. The task force came up with nine recommendations for the city to implement. The mostimportant was a Demolition Delay Ordinance which was passed in the fall of 2015.

To help educate the public about the incredible diversity of architectural styles in Dallas a temporary exhibitwas launched at the Old Red Museum of Dallas County History and Culture in 2015. The exhibit wassubsequently developed into a booklet which has been donated to all public libraries and the libraries of allDISD middle and high schools. The exhibit has continued to travel since its debut in 2015.

Expansion of the celebration of National Preservation Month started in 2016 with a roster of activitiesthroughout the month to showcase and celebrate the power of historic preservation in Dallas. In 2017,National Preservation Month culminated in the biggest awards event for Preservation Dallas at the Statlerhotel with Stephanie Meeks, President and CEO of the National Trust for Historic Preservation, as thekeynote speaker.

As we move closer to the 2020’s there will more that Preservation Dallas will accomplish and in only fiveshort years we turn 50, which of course will be a huge celebration!

Preservation IssuesConfederate Monuments - The Confederate Monuments Task Force has completed their work and came upwith a set of recommendations for the city. They include: the Lee Statue not return to Lee Park and that thepark be renamed; the removal of the Confederate Monument in Pioneer Cemetery; the renaming of fivestreets – Lee, Cabell, Beauregard, Gano, and Stonewall; and the Confederate imagery at Fair Park remainwith information added to help explain its context as part of the history of Texas; and several others. Aldredge House – The Aldredge House will go to the City Plan Commission on October 19 for theconsideration of a Planned Development (PD) which will define and limit the uses of the property within itsresidential community and allow the Aldredge House to operate for charitable purposes with a focus oneducational, neighborhood groups and nonprofit activities. A Special Use Permit (SUP) is proposed for amaximum of 12 social events per year with specific guidelines and limits for how those events can operate. Eagle Ford School – A new owner has purchased the school and they have received approval from theLandmark Commission to install a fence around the property, make repairs to the exterior and paint, andremove the concrete blocks from the window openings to install new windows. The school is also still makingits way through the Landmark Designation process. Noll-Struck House – The Noll-Struck House has also been purchased and the new owner would like torehabilitate the house. It is also going through the Landmark Designation process. Lake Cliff Historic District – Last week at the Landmark Commission meeting they voted to initiate theLandmark Designation process to add 11 more properties to the Lake Cliff Historic District. The move wasprompted by a demolition permit application submitted for 834 Blaylock, which is at the entrance to the LakeCliff district. Unfortunately, since the demolition permit for 834 Blaylock had already been applied for beforethe Landmark Commission meeting it cannot be revoked. The Landmark Designation Committee will nowreview the additional properties and the potential for adding them to the existing historic district.

Thereare a lot of choices of organizations to give to during the day and Preservation Man was greatly pleased withthe results for Preservation Dallas. In total over $39 million was raised for nonprofits in North Texas. Thatwas $2 million more than last year.
