On Friday, Costa Mesa’s SouthCoast Plaza officially opened “thePavilion” in its northern parkingstructure, located nearest to Bris-
tol Street and Nordstrom’s, in aneffort to provide an in-personshopping experience for inter-ested customers to do safely dur-ing the coronavirus pandemic.
Over 100 of South Coast Plaza’smore than 250 boutiques areparticipating, including brandssuch as Omega, Prada and Ver-sace. And in Orange County, peo-ple find ways to shop for high-end products.
The Pavilion is accessible byappointment only and custom-ers are asked to call or email par-ticipating boutiques ahead of ar-rival to discuss what they wouldlike to see, try on or purchase,and what times work best forboth clients and staff.

The Santa Ana Regional WaterQuality Board on Friday again de-layed a vote on Poseidon Water’scontroversial desalination plantproposal in Huntington Beach.
Following an eight-hour onlineZoom meeting, board membersagreed to reconvene on Sept. 17 todiscuss whether to renew a permitthat would allow the $1.4-billionproject to move forward. ShouldPoseidon get the permit from thewater quality board, it would stillneed a permit from the CaliforniaCoastal Commission before itcould potentially forge a contractwith the Orange County WaterDistrict and begin construction ofthe facility.
Santa Ana Regional Water Qual-ity Board chairman William Ruh,vice chair William von Blasingameand director Daniel Selmi wereamong those who indicated sig-nificant concerns about the proj-ect. It would be located adjacentto the AES Huntington BeachGenerating Station on NewlandAvenue, which is soon to ceaseoperation. Poseidon plans to pro-duce 50 million gallons of de-salted drinking water per day.
“From the data I’ve seen, it’s nota need issue, it’s a diversificationissue,” von Blasingame said.“There is value in locally sourcedwater. I do hope the agency hasput a value on conservation be-cause that’s the most environ-mentally friendly way ... and wewouldn’t be talking about miti-gation and arguing about whatthe carbon footprint is.”

The lights may come back onat Laguna Beach’s only movietheater.
The theater on South CoastHighway closed its doors in 2015when Regency Theaters decidedto pull the plug for its lease forthe building at 162 S. Coast Hwy.after it was unable to secure along enough extension on itslease to make changes to im-prove the theater and convert todigital projection. Since its clo-sure, the building has remainedvacant, though adjacent storeshave continued to operate.
Rivian, an electric vehiclemanufacturer, announced onJuly 30 that it would be pursuingthe purchase of the historicproperty as part of the compa-ny’s retail strategy. The organiza-
tion said it aims for a 2021 open-ing, pending city approvals.
The current two-story build-ing was constructed in 1934 bythe Aufdenkamp family andnamed the New Lynn Theatrewhen it opened in 1935, but thetheater’s roots date to 1921. Citystaff said it is the first concreteand steel building constructedin Laguna Beach and is listed onthe city’s local historic inven-tory.
“A high concentration of ourpreorder customer communitylives in Southern California, andthe opportunity to put our phi-losophy of adaptive reuse intopractice at such a landmark lo-cation was really a great fit forus,” Amy Mast, a spokeswomanfor Rivian, said in an email. Thepurchase is still in escrow.
Concept plans were submit-
ted to the city on July 16 with thegoal of restoration to “transformthe historic theater to a commu-nity-focused hub that will in-clude retail space, food and bev-erage and a restored theater forpublic programming.”
“Rivian sees this project as anopportunity to invest into thecommunity of Laguna Beach byrestoring the historic facade,modernizing the theater interiorand introducing new publicprogramming to make it an acti-vated development year-round,”the company said, according toa staff report.

The $1,000 SafeDineOC grantswill cover expenses incurred fromMarch through September andcome from federal CARES Act re-lief funds. The Orange CountyBusiness Council will manage the
program on behalf of the county.“These grants reward restau-

asked whether or not Riv-ian would pursue regis-tering the property on thestate historic register, thereason for the reductionin seats and suggested thepossibility for artists towork onsite. CommissionChair Pro Tem Anne John-son raised the proposedconcerns about how thedisplay vehicles would berotated.
Cherry said that discus-sions with current tenantsof the adjacent storefrontshave not begun becausethe transaction is not yetfinal.
No members of thepublic spoke on the con-cept review.
“I think it’s conceptuallygreat. I know there’s somedetails and things to workout, but I’m so encour-aged that this project is fi-nally potentially being re-alized in terms of redevel-opment of the movie the-ater for something thatwill provide the commu-nity,” Commissioner JorgDubin said.
Johnson and Commis-sion Chair Susan McLin-tock Whitin both encour-aged the application ofthe property to the stateregister and for the resto-ration to be in-line withstate standards.
“We’re, of course, striv-
ing for a 2021 opening andso depending on howfeedback on this goes andother things, we hope tobe back in front of youguys before the end of theyear for sure,” Cherry said.

“The Pavilion and itssuites are designed forguests who want to try on,touch, feel and smell mer-chandise before buyingand want the immediategratification of takinghome their purchase,”Downing said.
“These can’t be donewhen browsing and shop-ping online. The experi-ence aspect is importantfor these shoppers.”
The Pavilion is in addi-tion to South Coast Plaza’sSCP 2 Go program, a curb-side pick-up program thatlaunched in May with 80stores and restaurants par-ticipating at the time. Itnow includes more than120.
Aliso Viejo residentKristi Conlon said sheheard about the Pavilionthrough a sales associatewith Yves Saint Laurent.
“I think [the Pavilion]'snice. It actually justdawned on me that we’restill in a parking structure,”Conlon said.
“It’s the best they can dounder the circumstances,so it’s nice.”
Conlon said she feltmaking an appointmentwas easy, adding that shehad texted one of the salesassociates and was sentpictures of things that shewas interested in.
She said she had seensomething that she likedand that her appointmentFriday was to select whichone she wanted to pur-chase in-person and leave.
Lauri Smith, wearing acheetah print mask, waslooking at purses fromLouis Vuitton, wanting toexchange an anniversarypresent that her husband,Yale, bought her becauseshe already had it.
“They mailed [thepurse] to me because thestore’s closed, but thenthey set [the Pavilion] upand we went, ‘Let’s justdrive down and see otherpurses,’ ” Smith said.
She and her husbanddrove 64 miles to SouthCoast Plaza from Murrieta.
“I love [the Pavilion], butit’s also overkill in myopinion,” Smith said.
“I’m not that worried
about it, but it’s OK. Imean, what are you goingto do? You just can’t shop.”
“It was easy. Louis Vuit-ton knows how to do it. Ithink South Coast Plazaknows how to do it. Theywant to get customers, sothey made it as convenientas they could under thecircumstances, but it’s stilloverkill in my opinion,”Smith said.
“It was convenient.Everybody was there to tellyou where to go and wedidn’t drive in circles andthe consultant met usright out, we had an ap-pointment, easy.”
Yale Smith said theprocess was convenient ifthe shopper knew whatthey wanted, but that itwas hard to do windowshopping.
"[Our consultant] wassending us pictures, so weknew what we were ... itwas just coming here toexchange, it was easy,” hesaid. “But, you can’t reallyshop this way.”
Lauri Smith said she’dcome again if she reallyneeded to go buy some-thing, but added that shedoes most of her shoppingonline now during thepandemic.

Lawrence Erwin Klein1933 - 2020
Lawrence Erwin Klein, aka Poppy, died peacefully on July17, 2020 from COVID-19. He was 86 years old.Larry was born in Brooklyn on July 24, 1933 and quickly
moved to Texas where he acquired his signature southerndrawl. Growing up in the hardscrabble Jewish section ofSouth Dallas, Larry was determined to make something ofhimself after his father died before his thirteenth birthday.Larry attended UT-Austin where he played on the football
team.After setbacks and considering dropping out of college,Larry applied the work ethic he learned as an athlete to hisacademics and graduated in 1955. Soon after, he fell in lovewith Carla Jean Langert and they married in 1957.Working as a physical therapist, Larry developed an interest
in medicine. With three toddlers at home, he enrolled at UT-Southwestern Medical School and graduated at the top of hisclass in 1965. As a resident at Parkland Memorial Hospital,he was the first medical professional to take care of PresidentJohn F. Kennedy after he was shot on November 22, 1963.After medical school, Larry served as a naval officer in Long
Beach, California. In 1969, he moved his family to NewportBeach and welcomed a fourth child. In private practice as anOb/Gyn at Hoag Hospital, Larry delivered more than 5,000babies during his 40-year career. He was admired for hisintelligence, charm and easy-going bedside manner. Afterhis retirement in 2004, Larry was often chased down bycolleagues and adoring former patients.Larry spent his free time at the gym, playing tennis, skiing
and left his mark telling naughty jokes. He loved readingbiographies, listening to Johnny Cash, and solving crosswordpuzzles. Larry relished gnawing on a juicy T-bone, drinkingfine wine and espressos, and hollering at the TV when hisLonghorns or Cowboys fumbled.He visited his family in NYC and the Berkshires often and
enjoyed taking his grandkids for ice cream, then trying tosneak a taste. These shenanigans inspired a story he co-wrote with his youngest grandchild, “Don’t Let Poppy HoldYour Ice Cream.”Larry passed away peacefully with his daughter, Stacy, by
his side. The family thanks the team at Hoag Hospital for hiscare, especially Larry’s dear friend, Dr. Joe Riggio.Larry was predeceased by his wife in 2012. He is survived
by his children: Glenna Klein, Stacy Yeany, Scott Klein,and Keri Bernstein; his son-in-law: Ron Bernstein; and hisgrandchildren: Austin Yeany, Hayden Yeany, Kelby Klein,McKenna Klein, Zachary Bernstein, and Sophie Bernstein.A celebration of life event is currently unsafe, so please
honor Larry by opening an elegant Pinot Noir or re-telling oneof his jokes! He would want all of us to enjoy life to the fullest-- as he did.In his memory, please consider a donation to CureJM

N ewport Beach isrushing headlongtoward a colossal
mistake that our communi-ty will regret for at least 35years. If citizens and im-pacted cities don’t inter-vene decisively and soon,an airport expansion willinundate our communitieswith noise and pollutionand provide no plausiblebenefit to residents.
Under the proposed35-year contract, two newlyselected companies op-erating at John WayneAirport will drasticallyexpand private jet servicein the general aviationsector.
After offering a majorcapital investment, thesetwo new fixed base op-erators (FBOs) will expect areturn on their investment,meaning as many privatejet flights as possible in-cluding during nighttimehours.
The plan could not bemore poorly suited to ourcommunity or the timeswe’re living in. Anyoneliving within a few miles ofJWA can already attest to
the problem of noise, butwhat’s more, a study per-formed at Santa MonicaAirport showed that resi-dents living nearby wereexposed to more pollutionthan a freeway during thatairport’s busiest hours.
In terms of flight avail-ability for most OrangeCounty residents, nothingwill change. There stillwon’t be commercial jetflights in the late eveningand early morning thanksto the established rules.
But rich private jet own-ers in the general aviationarea will play by their ownrule book — flying morefrequently and at all hours— and pass the cost, interms of noise and pollu-tion, onto the communitybelow them. General avia-tion (private) jets can cur-rently fly at all hours of theday or night as long as theymeet outdated nighttimenoise requirements. Thenew plan would park morejets and allow the expan-sion of late-night flights tobe a burden on our com-munities.
Most Newport Beach
residents don’t have anyidea of the significance ofthis general aviation FBOdecision. Representatives ofactivist groups and electedofficials with good inten-tions like Still ProtectingOur Newport (SPON),Airfair, Airport WorkingGroup, Citizens AgainstAirport Pollution, as well asneighborhood organiza-tions in Dover Shores, theBluffs, Balboa Island Im-provement Assn. and im-pacted cities includingNewport Beach and CostaMesa have been virtuallyexcluded from this selec-tion process. OrangeCounty officials (operatorsof the airport) want to meettheir revenue goals, andthey have designed theapproval process for thiscontract in order to breezepast watchdog groups andde-fang anyone with inter-ests that contradict thosegoals. For instance, thoseagainst the change havenot been able to see theinitial proposals in theirentirety, and possible be-hind-the-scenes revisionsmay never be made public.
The process has beenmade to appear demo-cratic, but when the inevi-table complaints arise afterthe consequences of thisexpansion become wide-spread public knowledge,the county will point to thepaltry disclosures it hasoffered up and claim thatdocuments have beenshared.
Local government agen-cies representing us shouldhave never compromisedat the beginning of thisprocess putting residents ina position where all we cando is beg the county to nothurt us. We are now in thatposition.
The only way to fix thisproblem is to change gearsand attempt to force mea-sures to safeguard ourcommunities or possibly
protest the process legally.Playing nice didn’t work,and what we will see at theTuesday Board of Supervi-sors meeting to select thetwo FBOs is a sham processwhere the public will begiven their three minutes tospeak but all the decisionswill have been made priorto the meeting.
It is troubling wheneverything has been de-cided by a public agencythat does not have thesame goals as our commu-nities.
Without the guarantee inthe contract of these fourthings we all lose: 1.) thecritical issue to close gen-eral aviation during night-time hours to comply withcommercial hours of oper-ation; 2.) no Uber/charterjets in the general aviationarea ever — all commercialoperators must be locatedat the main terminal; 3.) nointernational processingfacility as a part of eitheroperation; 4.) preservationof space for small planes ina fair ratio to limit thelucrative expansion ofprivate jet parking andflights at the airport.
The county will say itslegal counsel will not allowthe community-requestedprovisions to be writteninto the 35-year leaseagreements.
Not true. This must beguaranteed prior to theconclusion of the selectionprocess of the new op-erators or we lose. We mustmake sure these decisionsdo as much as possible toprotect all county residents.If these provisions are notset in stone now we won’tbe able to fix them for 35years, and by then, I will beover 100 years old or mostlikely dead.

Much of Friday’s re-gional water board discus-sion centered on whetherthe desalination plant wasneeded, and efforts thatPoseidon would be re-quired to take on to miti-gate the project’s damageto the marine environ-ment. Board membersagreed — going againststaff recommendations —that Poseidon would beprohibited from dischargesfrom the desalination facil-ity until it obtained per-mits for all components ofmitigation.
Ruh challenged OrangeCounty Water District exe-cutive director of engineer-ing and water resourcesJohn Kennedy to makeconservation a priority.Kennedy responded thatthe district takes conserva-tion very seriously, citing aChildren’s Water EducationFestival held each springand adding that its sisteragency, the Municipal Wa-ter District of OrangeCounty, had an even morerobust water conservationprogram.
“What specifically, be-fore you’re looking at thisproject, are you doing to
really integrate conserva-tion into the lives of theresidents?” Ruh asked.“Reminders, things onyour website, fliers,courses, putting in pro-cedures ... You say there’s aneed for the future and todiversify your source.Fourth- and fifth-gradersdon’t make decisions,adults do. Do you have aprogram or protocol inplace for new devel-opment, whether it becommercial or residential,for total drought-tolerantlandscaping?”
Kennedy replied thatwas a city issue, as individ-ual cities issue permits fornew development. ButRuh pushed forward.
“It’s up to you, the waterdistrict, to set an example,”he said. “On your websitethere’s nothing about con-servation. Before we getexpensive water, cuttingback is the best thing. Butyou haven’t said to cities ...to cut back.”
Kennedy later main-tained that the Poseidonproject was the best way tosecure a reliable watersource for the future.
“When we look out intothe future, we think we’regoing to need about120,000 acre feet a year ofimported water,” he said.“The Poseidon project,which would make 56,000acre feet a year, is our big-gest opportunity to signifi-cantly cut how much im-ported water we’re going toneed in the future ... Itmakes a big dent.”

earlier made a proposalthat Poseidon’s mitigationwould be split 75%-25% infavor of restoration overpreservation (inlet dredg-ing). The board came to aconsensus on that figure.
The requirement re-mains for 112 acres of miti-gation, so 84 acres of resto-ration credit would be re-quired along with 28 acresof preservation credit. Pri-or to Friday, staff recom-mendations were for aroughly 60-40 split in favorof restoration.
“The reason we don’thave final details isn’t be-cause Poseidon is unwill-ing to provide them, it’sbecause we can’t,” Posei-don Vice President ScottMaloni said, in response tovon Blasingame’s chargethat the company has notproduced a complete miti-gation plan. “We can’t ad-vance it because the earthunder our feet keeps shift-ing.”
Restoration of the BolsaChica wetlands would beincluded in the restorationtotal, and additional resto-ration would be accom-plished within the sourcewater body of the PacificOcean if possible. BolsaChica would take prece-dence.
Santa Ana Regional Wa-ter Board staff will consultwith the State Lands Com-mission on the feasibilityof the mitigation require-ments prior to the Sept. 17meeting.

Orange County is hometo nearly 10,000 restaurants,which, if currently op-erating, must stick to out-door dining, takeout or de-livery.

Overall, the county had 43new coronavirus cases Fri-day, bringing the total to38,754, according to the Or-ange County Health CareAgency. But Friday’s reportappears artificially low astechnical difficulties contin-ue to hinder CalREDIE, thestate health data collectionsystem.
“I urge the state to pro-vide timely, transparent in-formation on the status ofCalREDIE,” SupervisorsChairwoman Michelle Steelsaid Thursday.
“The public health offi-cials and policymakers
across the state rely on thisdata to understand COVID’sspread and make decisionson opening and closingschools, businesses andgatherings. It is essential toknow the extent of the prob-lems with the CalREDIE sys-tem and understand how itis affecting the data we re-port.”
Hospitalized coronaviruspatients numbered 511, with177 in intensive care. Thiscontinues a slide since aJuly 14 peak of 722 patients,and the lowest patientcount since June 29, when510 people were in hospitalsfor COVID-19.
The county also reportedseven related deaths Friday,bringing the total to 704. Anestimated 29,009 have re-covered. Here are the latestcumulative case counts anddeaths for select cities:

• Anaheim: 6,632 cases;167 deaths
• Huntington Beach: 1,745cases; 51 deaths

• Fountain Valley: 370cases; 10 deaths
• Laguna Beach: 138cases; fewer than five deaths
