Government Type : Representative Democracy The country of Pengua decided to go with a Representative Democracy for reasons of such that it keeps the people happy with what's going in there country. When others feel like they actually control the fait of there country it makes them feel more comfortable living there. Versus a country with a dictator or other sworn in individuals were they have no say what’s so ever on what goes on there. Having Representative Democracy could always be used to get fresh new people in ideas into office who gel with the people of the country well.

Function Type : Pluralism

The countries function of Pluralism was very important since from the start of the creation of the countries constitution. This would be a country of free religion and also as least racism as possible to control. There is also a point that are country has made to try not to make people have more opportunity than others through finances and other things. With the function of Pluralism it makes sure that diversity between different things is highly accepted and is necessity.

Preamble

As the people of Pengua, we should strive to create a nation that is based on equality and order. We want to live based on equality, order happiness and tranquility. The people of the nation will express their opinions about laws in a way that is fair and equal to all the seek to live in Pengua. Everyone in the nation should be able to express religion freely, take part in government discussion and have a sense of order as they make laws that are fair to everybody and these laws get to be voted on by the citizens of Pengua.

Legislative Branch I.) Structure:-Unicameral-Federal System-Citizens get to vote on the members of Congress.-250 elected member divided by 50 states then equal 5 members per state-Have a seniority system

II.) Qualifications:-Elected for a 3 years terms-Must be 36 years old-U.S. citizens for 9 years.-A Resident of the state they represent for 7 years.

III.) Powers:-The Speaker of the House will be the 3rd in line of succession to the Presidency.-Makes the laws-Oversee Immigration policies-Create Federal courts

Executive Branch

I.) Structure:-President-Vice President-Electoral college (Reps count

votes for their states.) II.) Qualifications:

-45 years old-Must be a born resident and

lived in the United States for 15 years consecutive before election.

-Been a member of House of Senate

III.)Terms-5 years and 2 year term

IV.) Powers• President

-Make Final decisions on bills -Pardon criminals-Make the laws-Control taxes-Declare war

• Vice President-Commander in chief of the

military -Second in line of succession

Judicial BranchI.) Court Structure:

-Higher court (final say for all the courts)-Appeal court (review all lower courts)-Mid court (federal crimes)-Lower court (criminal)-State courts (Property)-Local Court (marriages, criminal)

II.) Judges Qualifications:-Must have a masters degree in law-40 years -Must have prior experience at lower courts.

III.) Terms:-21 years

IV.)Powers:-Interpret all laws of the land-Swearing all public office-Enforce laws-Impeachment

EducationThe type of education system is a public education system. The federal government provides “100% of funding and set national curriculum which is only broad guidelines” that each State will enforce (Taylor). The education system will be federally funded though taxes on property and goods then each state will be allotted a certain amount of money each year. The standard federal government education system that teachers state and local levels are accountable for and specialize in what is need to educate each student properly.

Our public education system will consists of daycare programs for babies and toddlers until the age of three years old, one year of pre-school for four years old and one year of Kindergarten for five years old; then nine years comprehensive school for first through ninth grades (6-15 years), secondary general and academic and vocational education (16-18 years); higher education and or adult education like the Finnish education system (Taylor).

Healthcare

Health Care will be publicly funded and administered on a territorial basis, within guidelines set by the federal government.Citizens are provided preventive care and medical treatments from primary care physicians as well as access to hospitals, dental, surgery and additional medical services.All citizens will qualify for health coverage regardless of medical history, personal income, or standard of living.Health care in Pengua will be funded at both the state and federal levels. The financing of health care is provided via taxation both from personal and corporate income taxes. Additional funds from other financial sources like sales tax and lottery proceeds are also used by state.

ImmigrationI.)Who controls this?The Federal government controls immigration laws.

II.)The process of becoming a Pengua citizen.1. Send all your information to the house of senate. 2. Five of the representatives will then decide if you should be

approved. 3. After being approved you will be in a work program and get a

certificate and be on a twelve month probation.4. The first year they are on probation they will get taxed 5% more

than a penguin citizen.5. If you're an adult you can bring your children without contract

after you get approved.6. After probation you become a citizen. 7. Another requirement is that once a citizen they must register for

the military but they don't have to go. Unless there is a time of need.
