Terms of Reference: TOR

1. Background

As part of company strategic program on digital transformation, SHERA has a mission to incorporate

digital technology to transform all aspects of the business to create higher business

competitiveness, increased revenue, and higher operation efficiency.

To achieve digital transformation program, SHERA developed 5 key transformation areas on End-

consumer, Contractor, Architecture/Designer, Customers, and SHERA per summarized illustration

below.

In addition to digital transformation objective, SHERA define business strategy to become listed

company in SET and expand business operations in oversea markets as multinational company

(MNC). As such, following are key objectives of the project.

1. Drive Business Transformation and Support Global Expansion

Current SAP ERP system has been implemented since 1997 encountered several design

constraints, which hindering current SAP to support business growth strategy (e.g. lack of inter-

company process, financial statement consolidation with investment countries, etc.)

2. System Upgrade and Documentation

Current system has become difficult to sustain and train to new employee due to the loss of

documentation on business process and user manual overtime. High volume of business

requirements cannot be fulfilled with current SAP version, resulting in higher customization.

3. Improve Operation Efficiency via IT Business Application

New SAP S/4 HANA introduces significant improvement over current platform and will improve

overall operation efficiencies across all business areas. The platform is also simpler for users

and more flexible to integrate with external partners and cloud environment.

Below is IT key events at SHERA.

As part of SAP S/4HANA Project, SAP hosting is subjected to be changed to new hosting or use

existing hosting at TCCT.

2. Scope of Work

Below is current network diagram at Shera PCL

Data Center in scope is

1. Data Center at TCCT Bangna (SAP Production) – Shera MPLS connectivity with corporate WAN

2. Data Center at TCCT Sathorn (SAP DR site) – internal TCCT connectivity between 2 data centers

b. Design/details for backup and recovery plan of above servers

c. Characteristic of the system server must include:

i. Centralize server utilize as the database server

ii. Application servers use for system ERP

iii. Development server

iv. Quality Assurance server

v. Backup server

vi. The computer and server for SAP Fiori, SAP Web Dispatcher, SAP Solution

Manager, and SAP Business Object

1. Hardware Brand, Model, and specification is open for vendor to

propose

2. Operating System - SUSE Linux is recommended, but open for vendor

to propose

3. Database – SAP HANA Database

d. The Design of hardware requirement will based on list of hardware performance as

follow or better determine in later:

i. The system utilization of production system must not over than 50%

effectiveness of the server

ii. System availability must serve and support users on 7 working days at 24

hours/day

iii. The system performance and capacity will support 5 year working time

e. Shera PCL already procured following related licenses

i. SAP S/4HANA Enterprise Management

ii. SAP HANA Database

iii. SAP Business Object

2. Prepare implementation plan and cutover approach

a. Approach on how to migrate existing SAP servers to vendor data center (e.g. physical

backup and restore, over the air)

b. Steps with roles & responsibilities during migration (e.g. infrastructure related,

application related)

3. Procure any infrastructure equipment at vendor’s data center

4. Execute implementation plan and cutover

5. Train any system administration to Shera IT staff

6. Provide maintenance and/or managed service after new data center go-live

3. Technical Specification

Below are minimum servers (with exiting sizing based on SAP ECC6.0 and SAP Business Objects 4.0)

and hardware required to support SAP S/4HANA 1709 Enterprise Management, SAP Fiori Portal, and

SAP Business Objects.

Aside from SAP S/4HANA and related servers setup, below are additional technical points to be taken

into consideration:

1. Migration approach is still to be opened for both system conversion and system

re-implementation approach. Thus, bidder is required to propose solution and related cost

per each approach.

2. Implementation effort for SAP basis is depends on implementer proposal, which some system

integrators (SI) propose to perform most of SAP basis activities by themselves, while some SI

will leave most of the activity to SAP hosting provider. Thus, bidder is to propose

implementation cost as optional item.

Below is current application landscape illustrating interface between SAP ECC 6.0 and other satellite

applications.

To allow business users to access SAP and work from any device, any time, any place, new SAP

S/4HANA must provide following access channels.

4. Bidder Qualification

BIDDER must possess following qualification:

3.1. BIDDER is not a mutual beneficiary to the other bidder submitted to SHERA.

3.2. BIDDER is the vendor who has been considered / approved by SHERA procurement

department.

3.3. BIDDER must be a limited company or partnership or juristic person registered no less than

1 year with Data Center solution and service to state enterprise or private company.

3.4. BIDDER must own data center with minimum tier-3 standard

3.5. BIDDER must own following certifications for data center

SAP S/4HANA Hosting Certification – mandatory

ISO 27001 – Information Security Management System (ISMS) – mandatory

ISO 22301 – Business Continuity Management (BCM) – preferred but not mandatory

CSA STAR (Security, Trust & Assurance Registry) – preferred but not mandatory

3.6. BIDDER must have qualified personnel who have the knowledge, expertise and experience as

a working group in similar prior project.

3.7. BIDDER must not be named on the company's or government's list of work abandonment.

3.8. BIDDER must not be granted the privilege or immunity which may be refused to the Thai

court. Unless the government of the bidder has ordered such waiver and immunity.

5. Goods Receipt / Warranty

1. Design/details for identified SAP S/4HANA and related servers

2. Design/details for backup and recovery plan of SAP S/4HANA and related servers

All SAP S/4HANA and hosting solutions must perform properly

1. SAP S/4HANA and SAP Fiori provide performance at acceptable level

2. DNS & IP address are completely migrated

3. Application work correctly under new environment

4. All interface between SAP and non-SAP Data Center work properly

5. SAP Fiori Portal and SAP GUI can be accessed from Public / Private internet properly

6. Backup system work properly

Train any necessary system administration to Shera IT staff

Provide maintenance and/or managed service after new data center go-live
