Due to precautions associated with COVID-19 (coronavirus), the meeting was held by teleconference, consistent with Governor Newsom’s Executive Orders which allow

legislative bodies to hold Brown Act meetings via teleconference.

1. Call to Order: Chair Gallogly called the meeting to order at 1:30 p.m.

2. Introductions: Roll call introductions were made. All attendeesparticipated by teleconference.

3. Oral Communications: Rachel Moriconi noted that hard copies of ActiveTransportation Program (ATP) applications should be sent to CaltransHeadquarters, rather than the California Transportation Commission (CTC).Rachel also announced that Caltrans is releasing the draft CaliforniaTransportation Plan (www.CTP2050.com) and encouraged agencies to reviewand provide input on the document. Amy Naranjo reported that thewww.Cruz511.org website includes road closure, traffic, and otherinformation from Caltrans, California Highway Patrol (CHP) and the County,with links to CZU Lightning Complex Fire resources also provided on thewebsite. Anais Schenk reported that the County has been working onproviding information on the fires, noting emergency shelters are almost atcapacity.

REGULAR AGENDA 7. Status of ongoing transportation projects, programs, studies and

planning documents ITAC members provided updates on Measure D-funded projects, RTC-funded projects, and other major projects and planning efforts. Watsonville – Murray Fontes reported that the city has been working with Caltrans to solicit public input on transportation improvements through Watsonville. Construction of Segment 18 of the Rail Trail was temporarily paused, with work anticipated to restart in mid-September. Due to high bid proposals, the city is revising and rebidding the Lincoln Street Active Transportation Program (ATP) project. City staff have also been working on an ATP application to build bike and pedestrian facilities connecting to Pajaro Valley High School over Highway 1 along Harkins Slough Road.

Capitola – Kailash Mozumder reported that the Brommer St. multimodal project and Park Avenue sidewalk projects are getting notices of completion this month; and they are putting together an RFQ to get help with their pavement management program. Santa Cruz – Chris Schneiter reported that phase 1 of Segment 7 of the Rail Trail is about 80-85% complete, with construction anticipated to be completed in October. HSIP-funded crossing improvements have started, including on Soquel Dr through Seabright. City staff is preparing several grant applications for Rail Trail and other bike/ped projects in the scope. Anticipate awarding a contract for rail trail Segments 8 and 9 environmental review and engineering.

METRO – METRO held a kickoff meeting with the community on the planned new ParaCruz facility at the Soquel Drive Park and Ride lot. They have been focused on restoring service and with most service to 100% starting September 3, except some Highway 17 and will launch mobile ticketing-allowing tickets to be purchased by mobile phone. County – Anais Schenk reported that as the emergency operations center, the County has been focused on emergency response. The County has approved ordinance allowing temporary using of parking and sidewalks for outdoor seating during COVID. Also working on sustainability updates to the General Plan, codes and ordinances. Chair Gallogly appreciated Anais’s leadership on development of SB743 thresholds. Website is now online with threshold guidance posted, focused on the OPR approval process. SCCRTC – Sarah Christensen reported that the RTC applied for $107 million grant for Highway 1 auxiliary lanes, bus-on-shoulder improvements from Soquel interchange to State Park Drive, Capitola Ave overcrossing and signal upgrades and protected/buffered bike lanes on five miles of Soquel Drive. Rail corridor storm damage repairs – some under construction, some out to bid and going out to bid, and railing over Highway 1 being re-advertised this fall after modifying some of the plans. Maintenance ditch regrading planned for several locations this fall. AMBAG – Paul Hierling reported that AMBAG has finalized the Highway 1 climate resiliency study for the area around Elkhorn Slough Caltrans – Gus Alfaro reported that Caltrans will present the District Active Transportation Plan to the ITAC next month; Caltrans’ SB 743 website has been updated; a wrong-way driver pilot program is underway; the Legislative Analyst’s Office published a new report regarding sea-level rise and Caltrans has been working on encroachment permits to allow outdoor seating in the state right-of-way that do not impact ADA accessibility. He noted that in addition to projects listed in the agenda packet Caltrans has started environmental review and design on a pedestrian safety project on Highway 9 in Felton and planning for a Highway 129 capital maintenance project.

8. Draft Project List for 2045 Transportation Plans Amy Naranjo, RTC Transportation Planner, presented and solicited input from committee members on the draft project list for the 2045 Regional Transportation Plan (RTP) and Metropolitan Transportation Plan (MTP). The plans are long range transportation plans with a horizon year of 2045.

Since the project list exceeds funding anticipated to be available through 2045, staff will return at a future meeting with recommendations on which projects to prioritize for anticipated funding based on various analysis. She requested agencies provide any updates on project titles, descriptions, cost estimates, and completion dates by the end of next week (8/28). Gus Alfaro suggested that the lump sum Highway 9 corridor complete streets project (CT-P09) be moved under various agencies. Paul Hierling noted that the constrained project list should match up to forecast revenues.

9. 2045 Metropolitan Transportation Plan/Sustainable CommunitiesStrategy and 2022 Regional Growth Forecast Update

Paul Hierling, AMBAG provided an update on the 2045 MTP/SCS andRegional Growth Forecast, included regional performance measures anddraft environmental justice definitions and thresholds.

10. Regional Conservation Investment Strategy (RCIS) Update

Grace Blakeslee and Fernanda Pini provided an update on the Santa CruzCounty Regional Conservation Investment Strategy (RCIS). The RCIS willidentify environmental conservation actions. The transportation projectmitigation needs assessment will analyze potential compensatorymitigation needs of future transportation projects. Once finalized, theSanta Cruz County RCIS will be a tool to help expedite delivery oftransportation and other major infrastructure projects by identifyingpotential advance mitigation opportunities. Ms. Blakeslee asked agencies toprovide input on the transportation mitigation needs assessmentproject list by the end of August and to let her know if their agencieswould like to be involved in development of the RCIS. In response to aquestion from Gus Alfaro, she noted that Caltrans projects were included ina state needs assessment.

11. Measure D Five-Year Programs of Projects for Regional Projectsand Community Bridges Lift Line

Rachel Moriconi, RTC Senior Transportation Planner, presented andrequested committee input on the draft 5-Year Programs of Projectsshowing how RTC plans to invest Measure D funds over the next 5 yearsfor each of the regional transportation categories -- Highway Corridors,Active Transportation, and the Rail Corridor, as well as San Lorenzo ValleyHighway 9 Corridor Improvements, the Highway 17 Wildlife Crossing, aswell as the 5-year plan for Community Bridges Lift Line. The five year planshave been updated to reflect lower revenue forecasts, updated schedulesand expenditures for individual projects. Gus Alfaro suggested the Highway

9/SLV plan be modified to clarify that the Highway 9 Complete Streets project initiation document (PID) is expected to be used to facilitate integration into local and Caltrans projects. Staff agreed to make the change. A motion (Schneiter/Gallogly) was made to recommend that the RTC approve the Measure D 5-Year Plans. The motion passed with members Alfaro, Fontes, Gallogly, Mozumder, Rasmussen, Schenk, Schneiter and Urgo voting in favor. Member Hierling abstained.

ANNOUNCEMENTS ITAC members,

Caltrans had to delay the ATP presentation one more month. Anticipate an October update. We have multiple Caltrans presenters today including Office Chief of Programming and Asset Mgmt. Darron Hill and Data Analyst Joe Londono. They will be discussing the State Highway Operations Protection Program (SHOPP) and SHOPP viewer. Senior Transportation Planner Kelly Mcclendon will be presenting an update on the development of the new Caltrans Transportation Plan (CTP) 2050 and our agency’s vision for the future of California’s transportation system. Caltrans IGR Planner and Climate Change Liaison Jenna Schudson will give an in-depth discussion of the Caltrans Vulnerability Assessment and future progress to address climate change.

This month’s announcements in the following pages are focused on federal/state fire emergency relief efforts and FHWA news.

Federal/State Emergency Declarations and related local assistance:

Last month, both the President and California Governor issued emergency declarations directing federal emergency resources to support fire related damage in Santa Cruz County. Please reach out to Caltrans Local assistance for more information on emergency federal funds (Donn Miyahara) form completion.

Caltrans has hired Granite Construction for a $6 million contract to restore segments on Highway 1,9, and 236. Engineers and maintenance staff are continuing to assess the damage and the reconstruction effort is ongoing.

Closures:

• Highway 9 remains closed between Highway 35 and San Lorenzo Valley High School.

• State Route 236 • Highway 1 remains closed at Shafer Road near the Santa Cruz/San Mateo

County line.

*It is unknown when these highways will reopen, and updates are forthcoming.

FHWA News – Call for Projects: Nationally significant federal lands and tribal projects (released Sept. 8, 2020)

• FHWA is offering $70 million nationwide for projects helping to construct and repair roads and bridges serving tribal or federal lands.

• Funding is provided through the Nationally Significant Federal Lands and Tribal Projects grant program.

• The federal share of a project can be as high as 90 percent and can be used to improve the condition of a critical transportation facility.

• Projects located in rural areas would deliver positive benefits for nearby communities consistent with the Department’s Rural Opportunities to Use Transportation for Economic Success (ROUTES) initiative.

• Large-scale projects, estimated at $50 million or more for construction, are a higher priority for award selection, but projects are eligible with estimated construction costs of at least $25 million.

• The program aims to address the roadway needs of rural America, which has historically been neglected.

FHWA News – Call for projects: Railway-Highway Crossings (released Aug. 25, 2020)

• FHWA is offering up to $50 million nationwide for commuter rail agencies working to improve safety at railway-highway crossings.

• Funding is available through FHWA’s Commuter Authority Rail Safety Improvement (CARSI) Grants Program.

• Eligible projects include separating or protecting grades at crossings, rebuilding existing railroad grade crossing structures, relocating highways to eliminate grade crossings and eliminating hazards of blocked grade crossings due to idling trains.

• By statute, an eligible commuter authority must have experienced at least one accident investigated by the National Transportation Safety Board between Jan. 1, 2008 and Dec. 31, 2018 with an accident report submitted.

FHWA News – Input sought on new rule advancing broadband technology in rural America (released Aug. 13, 2020)

• FHWA recently proposed a new rule improving coordination in using highway rights-of-way to support installing broadband technologies—a critical step in advancing connectivity in rural America.

• Highway rights-of-way are commonly used to accommodate public utilities, including phone and electrical lines and pipelines.

• The proposed rule would help improve coordination with construction projects and ensure that regular utility digging would include installing broadband technology.

• Broadband is necessary to support a future highway system for the safe and effective integration of automated vehicles.

FTA News – New guidance for transit joint development projects (released Aug. 14, 2020)

• The FTA recently released a new guidance increasing flexibility for transitagencies to work with developers to build projects improving transitsystems and communities.

• The 2020 FTA Guidance on Joint Development reduces federalinvolvement in agreements between project sponsors and local partners,streamlines the eligibility review process and clarifies prior guidance.Joint development projects involve construction of commercial,residential or mixed-use projects near transit or transit-system property.

• Public and private investments are coordinated between transit agenciesand developers to build the project and produce revenue streams forboth entities.

RECOMMENDATION:

Staff recommends that the Interagency Technical Advisory Committee (ITAC):

1. Receive a presentation on the 10-Year State Highway Operation and Protection Program(SHOPP); and

2. Review proposed SHOPP projects and identify opportunities to integrate complete streetscomponents into or coordinate local projects with Caltrans SHOPP projects.

BACKGROUND

The California Department of Transportation (Caltrans) is responsible for maintaining and operating the State Highway System (SHS). Caltrans identifies major safety and maintenance projects in the State Highway Operation and Protection Program (SHOPP).

In general, the purpose of the SHOPP is to provide funding “to preserve and protect the state highway system.” SHOPP programming categories include: traffic safety/collision reduction, roadway rehabilitation, roadside rehabilitation, and mobility/operational improvements. Projects identified by Caltrans district offices compete statewide and are selected for funding based on need, rather than on geographical distribution. Caltrans District 5 regularly consults with local agencies on planned projects. Caltrans periodically shares information on programmed SHOPP projects with the Safe on 17/Traffic Operations System Oversight Committee, Interagency Technical Advisory Committee, and local jurisdictions.

DISCUSSION

Caltrans District 5 staff will present the 10-Year SHOPP and SHOPP Webviewer (https://tinyurl.com/reqf34t) at the September 17, 2020 ITAC meeting. Staff recommends that the ITAC review and provide input on 10-Year SHOPP projects. As discussed at prior meetings, local entities should inform Caltrans early in the project development process of potential opportunities for coordination with local agency projects and integration of complete streets elements where appropriate and feasible.

Earlier this summer District 5 updated its SHOPP map webviewer, which includes information on SHOPP projects in their various stages of development, including broad categories, project costs, and notes on currently programmed projects and 10-Year Book projects.

RECOMMENDATION

Receive a presentation and provide feedback on the draft 2050 California Transportation Plan (CTP).

BACKGROUND

The California Transportation Plan (CTP) is a long-range, statewide multimodal transportation plan updated by Caltrans every five years based on Federal and State requirements. The CTP sets a vision for the transportation system and will guide California’s transportation investments over the next 30-years.

DISCUSSION

The CTP lays out Caltrans’ vision for an innovative, accessible, sustainable, and integrated multimodal transportation system that supports California’s economy and greenhouse gas emission reduction goals. The draft CTP 2050 includes policies that inform the goals and priorities for six statewide modal plans and includes information on the impacts of COVID 19 on the transportation system.

Caltrans is seeking input on the Draft 2050 California Transportation Plan (CTP 2050) through October 22, 2020. Kelly McClendon, Caltrans District 5 Transportation Planning will provide a presentation on the CTP update at the ITAC. A public workshop on the draft CTP is scheduled for September 25, 2020.

BACKGROUND

Caltrans Districts statewide have prepared Vulnerability Assessments describing potential impacts of climate change on the State Highway System (SHS).

DISCUSSION

Jenna Schudson, Caltrans Transportation Planner will make a presentation on the District 5 Vulnerability Assessment at the September 17, 2020 ITAC meeting.

The District 5 Vulnerability Assessment includes a summary report, technical report, and an interactive web tool. The summary report provides an overview of the environment and transportation infrastructure within the district and describes the relationship between the transportation system and identified stressors. The Technical Report is a data driven look at impacts to state highways from those stressors and houses the methodology used. The interactive web tool allows users to toggle stressors on and off to better visualize impacts on the State Highway System. In 2021, Caltrans District 5 will be preparing an Adaptation Strategies Report, a companion report to the Vulnerability Assessment.

In response to requirements pursuant to its designation as a Metropolitan Planning Organization, the Association of Monterey Bay Area Governments (AMBAG) prepares transportation plans and programs for the Monterey Bay region consisting of Monterey, San Benito and Santa Cruz Counties. One of these documents is the Metropolitan Transportation Improvement Program (MTIP), a multi-million dollar, multi-year program of proposed projects for major highway, arterial, transit, and bikeway projects. Each MTIP covers four years of programming and is prepared in coordination with local, state and federal partner agencies. AMBAG updates the MTIP every two years and is currently preparing the MTIP for FFY 2021 to FFY 2024.

The federally required MTIP is a comprehensive listing of surface transportation improvement projects for the tri-county Monterey Bay Region that receive federal funds, are subject to a federally required action, and/or are regionally significant. The process AMBAG must follow when developing and adopting the MTIP is outlined at Federal statute 23 U.S.C. 450. After interagency consultation and public review/comments/hearing, the AMBAG Board of Directors adopts the MTIP. The document is then submitted to Caltrans, the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) for their approval and incorporation into the Federal Statewide Transportation Improvement Program (FSTIP).

Changes to the MTIP between two updates can be performed through formal amendments and administrative modifications. AMBAG processes formal amendments to the MTIP on a quarterly schedule or more often, if warranted by special circumstances. Administrative modifications are processed for minor program revisions

on an as needed basis. In accordance with the current Federal regulations, the MTIP as well as any amendments to the adopted MTIP must meet the following general requirements for a project to be approved by the U.S. Department of Transportation as a part of the FSTIP:

1) Projects must be consistent with AMBAG's adopted 2040 MetropolitanTransportation Plan/Sustainable Communities Strategy (MTP/SCS);

2) Projects must be financially constrained to reasonably available resources;and

3) Projects must satisfy public review/comments requirements.

AMBAG works closely with the Santa Cruz County Regional Transportation Commission in the development of the MTIP. The schedule for the FFY 2021 to 2024 MTIP update is listed below.
