SUMMARY

In response to the Bids invited by DEPUTY COMMISSIONER / PROJECT DIRECTOR,

SANGAR HOUSING PROJECT, GWADAR FOR DEVELOPMENT OF

INFRASTRUCTURE WORKS AT PHASE-I SANGAR HOUSING PROJECT,

GWADAR, seven (07) bids were received on due date i.e. October 09, 2019 by 2:00 PM at

PROJECT OFFICE, SANGAR HOUSING PROJECT, KOH-E-BATIL, GWADAR and

opened at 2:30 PM on the same day in the presence of bidder’s representative at the same

address.

The Bids were opened and the prices read out as follows:

In the light of foregoing evaluation and comparative study, M/s. Rakhshani Builders (Pvt.)

Limited offered lowest evaluated Bid price of Rs. 677,046,628.92 which is -0.28% below

against the engineer’s estimate and is substantially responsive to the Bid documents.

2.1 Invitation for Bid

Contractors / Suppliers / Manufacturers / Sole Distributor / Sole Agents Meeting

illegibility criteria viz having registration with Federal Bureau Revenue (FBR) for I, Sale

Tax & are not blacklisted in any procurement agency or authority.

2.2 Bid Submission

Seven (07) Bidders submitted their Bids by the Bid closing deadline.

2.3 Bid Opening

2.4.1 General

The Bids were announced in the presence of representative of the Bidders in

PROJECT OFFICE, SANGAR HOUSING PROJECT, AT KOH-E-

BATAIL, GWADAR.

2.4.2 Read-out Price

The Read-out Prices of all the Bidders are given as below.

3. EXAMINATION OF BID AND DETERMINATION OF RESPONSIVENESS:

3.1 Examination Criteria

Lowest Evaluated Bid Price & Responsiveness to all the Terms & Conditions of Bidding Documents.

All the Bid received were examined for substantial responsiveness to all the terms and

conditions of the Bid documents as per Contract Clause IB-26. Failure to comply the

requirements of Bid Submission will be at the Bidder’s own risk. Pursuant to Clause IB-26,

bids which are not substantially responsive to the requirement of Bidding Documents will

be rejected.

3.2 Result of Examination of Bid

As a result of examination for responsiveness, Four (04) bidders were found to be non-

responsive as per contract clause IB-26 (Detail Sheet attached as Annexure-B)

3.3.1 Bid selected for detailed evaluation

Three (03) bids were found to be responsive and considered for detailed evaluation.

3.4 Correction of Arithmetic Errors

Arithmetic errors were checked pursuant to Clause 16.4(b) of Instruction to Bidders.
