The new representative for the Desert/Mountain region is Wilson So (Apple Valley Unified), who has previously served on SANDABS. Two members appointed to unexpired terms were elected to full terms: Mary Sandoval (Fontana Unified) is the East Valley representative; and Charles Uhalley (Chaffey Joint Union High) is the West End representative. Congratulations. 1.4 Annual Election of SANDABS Officers Election of officers for the SANDABS Executive Committee will be conducted at this meeting. Officer positions are Board Member Co-Chair, Superintendent Co-Chair, Board Member Vice Co-Chair, and Superintendent Vice Co-Chair. The term for an officer is one year. 1.1 Acceptance of Minutes

1.3 SBCSBA Annual Meeting and Election of SANDABS Representatives

2.0 Review of Legislation and Activities

2.1 Washington Update: 2:10 p.m.

Jennifer McGee, federal advocate for SANDABS, will give an update on federal education and budget issues.

2.2 Sacramento Update: 2:30 p.m.

Kevin Gordon, Gerry Shelton, Jack O’Connell, Barrett Snider, and/or Lee Angela Reid, state legislative advocates for SANDABS, will offer updates on legislative and policy issues.

3.0 Discussion/Action 3.1 Positions on State and Federal Legislation

Although early in the legislative session, the SANDABS Executive Committee can take positions on legislative bills and propositions in the form of support, oppose, watch, or no position. The committee also can add qualifiers to positions on legislative bills such as “if amended” or “unless amended.”

As appropriate, letters may be generated on positions of support or oppose. The committee may discuss and consider positions on bills contained in the Legislative Bill Report. Members also can request that specific bills be added to a “tracking list” without taking a position on the bill.

California 2017 Regular Session Calendar Feb. 17 Last day for bills to be introduced Feb. 20 Presidents’ Day observed March 31 Cesar Chavez Day observed April 6 Spring recess begins upon adjournment of this day’s session April 17 Legislature reconvenes from Spring recess

3.2 SANDABS Delegation to Sacramento — March 14-15, 2017 Interest has been expressed again this year in sending a delegation of superintendents and school board members from the SANDABS Executive Committee to Sacramento to meet directly with lawmakers and key legislative staff on important education issues. A tentative schedule for March 14-15 has been cleared with Capitol Advisors for hosting a briefing on key issues followed by appointments and a dinner with invited members of the Legislature. The County Superintendent has offered to cover travel expenses and a Tuesday hotel stay (arrangements pending) for members of the SANDABS Executive Committee. This is a discussion/action item that includes gathering a head count of those interested in being part of the delegation trip to Sacramento and identifying possible topics.

3.3 29th Annual Legislative Night—Identify Topics for Panel Questions

At its meeting on September 14, 2016, meeting, the Executive Committee approved Friday, May 12, 2017, for the 29th anniversary of SANDABS Legislative Night, to be held at Embassy Suites in Ontario.

The Executive Committee can discuss the possible topics to develop in up to four questions for the panel of legislators. Below are suggested topics for consideration: Economic and political outlook—January budget proposal versus likely outcome Assessments and accountability Impact of CalSTRS and CalPERS increases on district budgets Teacher shortages and solutions for recruitment School facilities Special education funding

4.0 Reports/Presentations/Information 4.1 Boardsmanship Workshop on Critical Elements of Effective Communication

Critical Elements of Effective Communication for Successful Governance Teams is the topic of the second in a series of Effective Governance workshops. The low-cost, high impact event is from 6:00-8:00 p.m. on Monday, March 13, 2017, at the Desert/Mountain Education Service Center, 17800 Highway 18, Apple Valley, and at the SBCSS temporary offices for the West End at 9630 7th Street, Rancho Cucamonga. The $10 registration fee includes materials, dessert, and coffee.

4.2 Comments from Legislative Representatives The SANDABS Executive Committee invites state and federal elected officials or their field staff to comment on legislative issues related to education.

We anticipate returning to the renovated West End Educational Service Center in the Fall of 2017.
