Sustainable Groundwater Management Act • Signed into law by the Governor in Sept. 2014 • Intent is for groundwater management to be
strengthened at local level • Requires all High and Medium Priority groundwater
basins be managed in a sustainable manner

• Local agencies to form GSAs to prepare a GSP for their basin
• GSAs are granted broad authorities
Sustainable Groundwater Management Act (SGMA)
• SGMA is a major change in approach to groundwater management
• Requires coordination among groundwater users, specific technical work and management actions
• DWR will act as reviewers and resources
• SWRCB will act as regulators for non-compliant basins

• Must manage the basin to avoid negative changes in: ‒ Groundwater Levels ‒ Groundwater Storage ‒ Seawater Intrusion ‒ Degraded Water Quality ‒ Land Subsidence ‒ Depletions of Surface Water

• Documents how the County and City will collaboratively work together
