BARANGAY CALAMITIES AND DISASTER PREPAREDNESS PLAN

1. GENERAL

The occurrence of destructive natural disasters is ever present and has continuously threatened mankind with enormous property damages and loss of lives.

While technological advances has considerably enhanced man’s capability against the dismal effects of natural disasters, it has also ushered in more lethal weaponry, environmental pollution, huge serial and maritime disasters and flash holocausts.

That man will at anytime be subjected to these hostile tragedies warrants the need for pre-disaster planning, community disaster preparedness and positive, precise disaster control action to insure the survival of man during these calamities.

2. OBJECTIVES

The primary objectives of this Plan are: to save lives, to prevent needless suffering, to protect and to minimize damages during disasters and calamities.

3. CONCEPT

This Plan embraces all conceivable contingencies, short of war emergencies, making use of all available resources, both government and private. It is functional and action-oriented and is capable of meeting simple or multiple contingencies. It also develops self-reliance by promoting and encouraging the spirit of self-help and mutual assistance among the barangay officials and their constituents.

It is expected that each political and administrative subdivision of the country shall utilize all available resources in the immediate area before asking for assistance from neighboring entities or higher authority.

While emergency preparedness is a joint responsibility of the local and barangay governments, its effectiveness will depend largely on the skills and resources and the involvement of private organizations and the general public in the area of disasters.

To this end, regular exercises and drills will be conducted at all levels to enhance the people’s reaction capability and ensure precision and spontaneity in responding to emergencies.

4. ORGANIZATION

This Plan presents, among others, the composition and responsibilities of the Barangay Disaster Coordinating Council that will provide the vehicle for a concerted and coordinated disaster control efforts within its area of jurisdiction.

It shall provide executive management and control over all disaster operations and coordinate the support and assistance activities of the national and local government agencies existing in the locality.

These task agencies exist to provide the necessary support and assistance to the Barangay Disaster Coordinating Council when needed.

The Barangay Disaster Coordinating Council shall be established to complement the City Disaster Coordinating Council.

A “BARANGAY DISASTER COORDINATING COUNCIL” (hereinafter referred to as BDCC) which is under the over-all supervision of the Punong Barangay, shall be composed of a Chairman, a Vice Chairman, an Action Officer, Service Team Leaders and volunteer members.

5. TASKS

A. BDCC

1. Advises the City Mayor thru the BDCC Chairman and Action Officer on the status of disaster preparedness programs, disaster operations and rehabilitation efforts undertaken by the government and private sector.

2. Establishes policy guidelines on emergency preparedness and disaster operations.

3. Establishes priorities in the allocation of funds, services, disaster equipment and relief supplies.

4. Establishes the Barangay Disaster Operations Center (BDOC).

5. Implement guidelines set by National and City Disaster Coordinating Councils.

6. Coordinate disaster operation activities.

7. Advises the various BDCC Service Teams in accordance with the guidelines on disaster management.

8. Submit recommendations to the City Disaster Coordinating Council.

B. The BDCC Chairman

1. Convene the BDCC as often as necessary to effectively coordinate the national and city efforts on disaster preparedness, emergency operations, relief, recovery and rehabilitation activities; and

2. Call on other departments, bureaus, agencies and instrumentalities and corporations of the government and the private sector for assistance in preparing for, reacting to and recovering from the effects of disasters/calamities, local and national emergencies.

C. THE BDCC SERVICE TEAMS, THE NAMES OF ITS RESPECTIVE TEAM LEADERS AND THEIR DUTIES AND RESPONSIBILITIES

BARANGAY DISASTER COORDINATING COUNCIL(BDCC)

PUNONG BARANGAY GLORIA C. GUTIERREZOver-All Chairman

1. THE BDCC Chairman, is responsible for:

1.1 Developing the “Disaster Preparedness Plan” to protect lives and properties and to minimize damages in the event of a disaster/calamity;

1.2 Coordinating such planning with the next higher local authority;

1.3 Selecting, organizing and training an adequate staff to conduct the “emergency operations” required by the Plan;

1.4 Establishing designated primary and alternate evacuation areas; and

1.5 Directing and supervising the activities of the evacuees/victims during an enforced stay in the shelters.

The BDCC Chairman also performs the following duties:

1a. Ensures that the basic provisions of the Plan are disseminated to all persons in the barangay;

1b. Establishes a “Barangay Disaster Operations Center (BDOC) where the activities of the BDCC may be directed in an emergency;

1c. Maintains liaison with the City Mayor who is the City Disaster Coordinating Council Chairman;

1d. Maintains liaison with other barangays;

1e. Initiates and conducts training courses for disaster activities with assistance from appropriate private and government agencies;

1f. Coordinates arrangement for and directs all drills and exercises;

1g. Exercises command responsibility for the implementation of the Barangay Disaster Preparedness Plan;

1h. Arranges for and supervises the storage and disposition of required supplies and equipment;

1i. Works closely and cooperates with the City Disaster Coordinating Council Chairman in all matters involving planning, organization, training and operations; and

1j. Assesses the nature and extent of damages.

1. Serves as the principal assistant of the BDCC Chairman and acts for her in her absence. He will perform the same duties as the BDCC Chairman whenever necessary.

1. Assist the BDCC Chairman and/or Vice Chairman in implementing the “Disaster Preparedness Plan” of the barangay. He will perform other duties assigned to him by the BDCC Chairman from time to time.

DUTIES AND RESPONSIBILITIES:

1. The Warning Service Leader shall ensure that the warning signals can be received by all residents in the barangay. She perform at least the following tasks:

1.1 Educates all residents on the meaning of the different signals and the different actions to be taken if such signals should be given;

1.2 Organizes the Warning Service Team and Assigns members to certain blocks/areas in the barangay.

2. Keeps and maintains appropriate warning devices such as sirens, bells, gongs, horns, lights and others and operates these devices when needed;

2.1 Maintains constant contact with the BDCC Chairman and/or Action Officer so that warnings issued by the National and Local Government Agencies may be properly disseminated; and

2.2 Undertakes warning drills as often as necessary.

MR. NESTOR P. MOSERescue Service Leader

DUTIES AND RESPONSIBILITIES:

1. The Rescue Service Leader is responsible for locating injured, trapped and stranded persons and moving them to a place where they can be cared for safely in an emergency. Under the general direction of the Action Officer, he performs the following duties:

1.1 Organizes and trains the Rescue Service Team members provided for in the BMDCC Plan;

1.2 In cooperation with the Medical Service Leader, ensures that the members of the Rescue Service Team are proficient in on-the-spot first aid techniques; and

1.3 In cooperation with the Fire Brigade Leader, obtains appropriate equipment (e.g. hand tools, ropes, ladder, and others) for temporary use during rescue operations.

DUTIES AND RESPONSIBILITIES:

1. The Evacuation Service Leader is responsible for supervising and expediting the planned and controlled movement of all residents in an emergency. Under the general direction of the BDCC Chairman and/or Action Officer, the Evacuation Service Leader performs the following duties:

1.1 Plans movement routes and establishes movement procedures to give effect to the Evacuation Plan;

1.2 Designates zones/blocks/puroks leaders and members for Evacuation Service Unit; and

1.3 Directs and supervises evacuation activities during drills and actual emergencies.

DUTIES AND RESPONSIBILITIES:

1. The Disaster Relief Service Leader shall be responsible for:

1.1 Receipt of evacuees/victims from the Evacuation Service Leader;

1.2 Provision for housing for displaced persons or evacuees in evacuation centers or in private homes;

1.3 Receipt of supplies like canned food, clothing, medicines, household utensils, equipment needed for operations, materials for temporary shelters and others;

1.4 Informing the City Disaster Coordinating Council of the status of disaster relief activities; and

1.5 Coordinates with other relief agencies.

DUTIES AND RESPONSIBILITIES:

1. The Medical Service Leader is responsible for training and educating all personnel assigned to perform medical and first aid services in an emergency, and for supervising emergency first aid or medical self-help operations within the barangay during an emergency.

His duties include among others:

1.1 Arranging with the government health agencies, Red Cross or other sources for first aid and medical self-help training for all organization personnel who need it;

1.2 Supervising the selection of first aid or medical treatment areas in shelters and elsewhere as required;

1.3 Directing first aid and/or medical self-help operations and controlling access to medical supplies, as required to assure the proper use, conservation and availability for emergency use;

1.4 Maintaining adequate sanitation and hygienic standards and other matters relating to emergency health, hygiene and medical activities within the barangay during an emergency; and

1.5 Inspecting the storage and handling of food and drinking water in shelter areas.

DUTIES AND RESPONSIBILITIES:

1. The Fire Brigade Leader organizes fire-fighting teams/brigades for initial fire-fighting operations. His duties include:

1.1 Providing fire-fighting instructions through available sources such as training schools, local fire departments and others;

1.2 Assuring that fire-fighters know their stations, locations of fire-fighting equipment in their area of responsibility and the alarm signals which direct them to their stations;

1.3 Deploying fire-fighting personnel to fire areas to extinguish or contain fire pending the arrival of regular fire-fighting forces;

1.4 Providing fire-fighting personnel with ready supply of water ; and

1.5 Working closely with the dwellers or residents on matter of fire prevention and protection.

KAGAWAD SATURNINO J. GALANG, JR.Damage Control Service Leader

DUTIES AND RESPONSIBILITIES:

1. The Damage Control Service Leader is responsible for controlling utilities in the community during an emergency. The functions of the Damage Control Service Leader include:

1.1 Establishing a plan to attend to gas valves, power switches and others;

1.2 Deploying personnel after any disaster to re-connoiter and correct damage to utilities or to report conditions which require assistance;

1.3 Clearing roadways and streets of fallen trees and other debris;

1.4 Clearing canals and waterways of accumulated trash/junk;

1.5 Putting marks or signs on open manholes, unrepaired dangerous structures/facilities pending the arrival of technicians; and

1.6 After performing the primary tasks in paragraphs 1,2,3,4 and 5 above, the Damage Control Team may be assigned by the BDCC Chairman to assess damages inflicted in various areas of the barangay.

DUTIES AND RESPONSIBILITIES:

1. The Security Service Leader shall responsible for:

1.1 Protecting persons and properties in vacated houses or areas, evacuation centers and areas of operations;

1.2 Implementing and enforcing personnel identification and control by checking unauthorized persons and vehicles in the cordoned areas;

1.3 Responding to alarm signals or other suspicious activities and reporting unusual activities to higher authorities concerned through the BDCC Chairman or any person in authority;

1.4 Performing escort duties in the transport of persons, supplies and equipment; and

1.5 Coordinating with the Philippine National Police for security of the affected areas.

DUTIES AND RESPONSIBILITIES:

1. The Supply Service Leader shall be responsible for determining the supply requirements of all the action teams. She shall

1.1 Determine all the supply requirements of all service teams;

1.2 Identify the sources of such supplies as may be needed; and

1.3 Received such supplies and channel the same to the service leaders as needed.

KAGAWAD JOEL M. DAYRITTransportation Service Leader

DUTIES AND RESPONSIBILITIES:

1. The Transportation Service Leader shall be responsible for the transport needs of the BDCC. His duties include:

1.1 Identifying all locally available transportation facilities in the barangay and tapping these sources as needed; and

1.2 Supporting the transportation needs of the barangay during operations activities.

KAGAWAD EDDY O. CHANCommunications Service Leader

DUTIES AND RESPONSIBILITIES:

1. The Communications Service Leader shall be responsible for:

1.1 Receipt of warning information from the local civil defense authorities or other sources and disseminating the same to the Warning Service Leader;

1.2 Maintenance of appropriate communication link with the city government;

1.3 Organization and equipage of couriers;

1.4 Keeping or records of all warning and communication messages; and

1.5 Acting on all communications pertaining to disaster in behalf of the BDCC Chairman and/or Action Officer.

6. COORDINATING INSTRUCTIONS

6.1. All Service Teams shall develop and execute their respective “action plans” in support of the Barangay Calamities and Disaster Preparedness Plan. Action Plans shall be submitted to the Barangay Disaster Coordinating Council through the BDCC Action Officer at the earliest possible time.

6.2. Planning and operations shall also be done on an inter-agency, multi-sectoral basis to optimize the utilization of resources.

6.3. At the different levels of the disaster control organization, the Action Plans must be consistent with the local and national guidelines.

6.4. No provision of this Plan shall be construed to be an obstruction to prompt action by any service team in requesting or passing control to another service team better equipped to execute the mission.

6.5. The BDCC Chairman shall request the corresponding police/military authorities when the situation is beyond her control.

6.6. Coordination between echelons of the civic organizations and police/military units is encouraged.

6.7. Coordination between Service Teams and maximum utilization of private resources are encouraged.

6.8. When any emergency affect several areas, the Purok Chairmen, and Homeowners’ Association Presidents shall place themselves and their manpower and facilities under the operational control of the BDCC Chairman for the duration of the emergency.

6.9. The local and national government exist to support the barangay. In time of emergencies and according to their level of assignments, all local and national government offices shall automatically support the barangay government.

7. ADMINISTRATIVE AND LOGISTICS

7.1 All logistical and financial support for both short-term and long-term operations shall be chargeable against the Barangay Calamity Fund.

7.2 Request for support for protracted operations shall be forwarded to the Barangay Disaster Coordinating Council through the BDCC Chairman and/or Action Officer.

8. CONTROL

The direction and control of disaster operations at the barangay level will be exercised through the BDCC Action Officer under the over-all supervision of the BDCC Chairman.

IMPLEMENTING GUIDELINES

The Barangay Disaster Coordinating Center (Barangay Hall) must be activated at once as soon as the warning issued by the Warning Service Leader/Members or by any reliable source.

A. PRE-IMPACT PERIOD

1. All leaders/members must report automatically to the Barangay Disaster Operations Center (BDOC) to get last-minute instructions from the BDCC Chairman.

2. All families must be warned about the type of danger they will expect within the next few hours or days as the case may be.

3. A re-assessment on the capability of the barangay must be made.

4. The following must be re-checked:

a. roster of familiesb. supplies on hand-food and cooking utensils. Clothing and blanketsc. medicinesd. materials for temporary shelters if needede. evacuation/alternate evacuation places and routes/alternate routesf. rescue materials and equipmentg. plans on how to evacuate people if and when necessaryh. pick-up points of evacueesi. plans for emergency repairsj. transportation needs; andk. plans on how to involve volunteer workers.

B. IMPACT PERIOD

As soon as disaster strikes, the Leader/Assistant Leader or any qualified member of the specialized service teams must stay at the Barangay Disaster Operations Center (BDOC).

Their duties are to issue directives/order to the field and to receive feedbacks from the field. Each specialized service team must:

1. Analyze all communications/reports sent out and/or received.

2. Determine the materials and human resources needed by those operating in the field.

3. Supervise the members of their respective team; and

4. Control operations.

The Communications Service Team must:

1. Send a message to the next higher local authorities, informing them of the preparedness of the barangay; and

2. Follow-up this vital initial report with progress reports as needed. The BDOC must be manned twenty-four (24) hours a day and never for a minute must it be vacated by a staff of any service team to ensure proper coordination and smooth operations among the service teams.

If possible, the BDOC must be located nearest the evacuation center or in the evacuation site itself, but separate from the evacuees. This must be so because operations will be disorderly if there are many people milling around.

All instruction must emanate from the BDCC Chairman and/or Action Officer and likewise reports coming from the field must be directed to the BDOC for the Service Team Leaders to act upon.

C. POST IMPACT PERIOD

1. A final report must be accomplished by each Service Team Leader upon the termination of the disaster operations.

2. Such reports must be consolidated by the Communications Service Team Leader.

3. All pre-disaster, actual disaster and post-disaster operations must be properly recorded and kept intact for future reference; and

4. All agencies concerned must be furnished with copies of the reports.
