The Early Payoff Doesn’t Add Up DEAR BRUCE: My husband is 54 and is recently retired. He makes be-tween $66,000 and $73,000 annually from his pension. I estimate, because my husband’s ex is taking him to court for her share of his pension, and the courts have not yet ruled on what her share is. Once he’s done with court, our income combined may range from $138,000 to $144,000 per year. In our savings, we have about $20,000. We have four children, ages 9 to 14, and my husband and I do not file taxes together. Our total monthly debt is about $9,000. We have no credit card debt. We do have a home equity line of credit with an outstanding balance of $6,000. Our primary residence has a mortgage, and we have three rental prop-erties with mortgages (all rented, only one with a profit). We have 3 1/2 acres of land, title free, and our normal utilities, phone, satellite TV and normal expenses for our children. I figure if we double up on the mort-gages, in six years we could have our house paid off. The current mortgage bal-ance is $147,000; our monthly payment is $800. Given our situation, when is it too soon to pay off our mortgage? -- Lyn, via email DEAR LYN: I am perplexed about a number of things, but let’s start at the end of your letter. You have a current mortgage of $147,000. Even if you wanted to pay it off, how would you do so? I don’t see where the money is coming from. Fur-ther, you mentioned that you have three rental properties with mortgages, and two of the three are not making a profit. I question your math as well. If you’re paying $800 a month, that’s $9,600 a year. If you doubled up, that would be a total of

$19,200 a year, which multiplied by six years is $115,200. Part of that sum would go to pay taxes and very likely insurance out of your escrow account. Even if the entire $115,200 were paid against princi-pal, you wouldn’t come close to paying off your mortgage. You would have to pay closer to $24,500 a year. I’m also wondering why you file tax-es separately. People with a decent but modest income very seldom save by fil-ing separately. I think some recalculating on your part needs to take place. With your in-come, I don’t see this happening in six years. Good luck.

DEAR BRUCE: This is strictly a hy-pothetical question. We have A-1 perfect credit and would never do anything to jeopardize that, but my husband and I have a friendly bet on the answer. In 2005, we bought a house for $136,000 cash. The home’s value in-creased to about $220,000 in early 2007. We took out a home equity loan on that house for $220,000 because we were buying a second home and didn’t need the loan. This leaves us with an open line of credit for $220,000 just sitting at the bank. We never sold the first house but are renting it. It is now worth about $120,000. My question to you is: What would the bank do if we spent that money and didn’t pay it back? I am assuming that it would sell the first house that we used as collateral, but the bank would suf-fer a loss of about $100,000. We live in Florida, and I don’t think they can place a lien or take the second house (the one we live in). My husband thinks the bank would just take the loss. I think the bank would make us pay the difference. Who

ordinance amending ordinance no. 154 - an ordinance to authoriZe the iSSuance of SeWer SyStem revenue bondS, by the village of breckenridge PurSuant to the ProviSionS of act 94 of the Public actS of michigan of 1933, aS amended, for the PurPoSe of undertaking imProvementS to the village’S SeWer SyStem; to PreScribe the form of bondS; to Provide for the Payment and Security of Said bondS; to Provide for the rightS of the holder of Said bondS and enforcement thereof; and other matterS relating to Said bondS.

WHEREAS, this Village Council, by Ordinance No. 154 adopted on November 22, 2010 (the “Bond Ordinance”), authorized the issuance

of bonds (the “Series 2010 Bonds”) in the aggregate principal amount of not to exceed $4,903,000 to pay part of the costs of improvements to the

Village’s sewage disposal system (the “System”); and

WHEREAS, it is necessary to amend the Bond Ordinance as hereinafter provided.

THE VILLAGE OF BRECKENRIDGE ORDAINS, as follows:

1. AMENDMENTS TO BOND ORDINANCE. The following is substituted for and in the place of Sections 1(m) and 4 of the Bond

Ordinance:

“1. DEFINITIONS. Whenever used in this Ordinance, except when otherwise indicated by the context:* * * * *

(m) “Series 2010 Bonds” means the bonds of the Village authorized by Sections 3 and 4 of this Ordinance.

* * * * *4. BOND DETAILS. The Series 2010 Bonds shall issued in two series.

(a) ThefirstseriesoftheSeries2010Bondsshallbeissuedintheformofonefully-registeredbondintheprincipalamountof$2,800,000that shall be designated “Sewer System Revenue Bond, Series 2010” and shall be payable out of the Net Revenues, as more fully set forth in Section 5 hereof. Such series of the Series 2010 Bonds shall be sold to and registered in the name of the United States of America acting through the United States Department of Agriculture, Rural Development (“Rural Development”) in furtherance of Rural Development’s program to provide low-interestrate,long-termloansforeligibleprojects(the“Program”).ThisCouncilherebydeterminesthattheProgramandthedeliveryofsuchseries of the Series 2010 Bonds directly to the United States of America as provided in this Ordinance will provide the Village with the lowest costofborrowingmoneyfortheProject.SuchseriesoftheSeries2010BondsshallbedatedasofthedateoftheirdeliverytotheUnitedStatesofAmerica.ThisCouncilherebyratifiesandconfirmstheactionsofthePresidentinapprovingthetermsofsuchseriesoftheSeries2010Bonds,which series of the Series 2010 Bonds were issued to the United States of America on December 14, 2010. The principal amount of such series of the Series 2010 Bonds shall bear interest from the date a principal payment is received from the purchaser of such series of the Series 2010 Bonds asshownontheregistrationgridatarateequalto2.25%perannum,asdeterminedbythePresidentatthetimeofsale,payableonthefirstdayofJuneandDecemberineachyearcommencingonJune1,2011.AsdeterminedbythePresidentatthetimeofsaleofsuchseriesoftheSeries2010Bonds, the principal installments of such series of the Series 2010 Bonds shall be due on December 1 in each year as follows:

2. AMENDMENTTOFORMOFSERIES2010BONDS.TheformofSeries2010BondsinSection20oftheBondOrdinanceshall

beamendedtoconformtotheforegoingamendmentstotheBondOrdinance.

3. RATIFICATIONOFBONDORDINANCE;REPEAL;SAVINGSCLAUSE. The Bond Ordinance, as amended herein, is ratified

and confirmed. All other ordinances, resolutions and orders and parts thereof insofar as they may be in conflict herewith are hereby rescinded.

4. PUBLICATIONANDRECORDATION.ThisOrdinanceshallbepublishedinfullonceinanewspaperofgeneralcirculationin

theVillagepromptlyafteritsadoptionandshallberecordedintheminutesofthemeetingoftheCouncilatwhichthisOrdinancewasadopted.

SuchrecordingshallbeauthenticatedbythesignaturesofthePresidentandtheClerk.

5. EFFECTIVEDATE.ThisOrdinanceshallbeeffectiveimmediatelyuponitsadoption.

James R. “Jimbo” Fari-son (1943-2011)

James “Jimbo” R. Fari-son, 68, of Shepherd, died Tuesday, Dec. 27, 2011 at the Florida Hospital Wa-terman in Tavares, Fla. He was born on Jan. 2, 1943 in Oil City, son of the late, James E. and Audrey C. (Purtill) Farison Bandur-ske. Jim attended St. Louis High School, graduating in 1962. He married the for-mer Elizabeth A. Wilcox on April 22, 1967 in Midland. Jim was employed with the Michigan Department of Transportation as an in-spector, retiring in 1997 af-ter 34 years of service. He then when on to work with Wilcox Associates. Jim loved working on cars, go-ing to car shows, hanging out with his Oil City bud-dies, hunting, fishing and going to casinos. Surviving in addition to his wife, Liz,

of 44 years is his daughter and son-in-law, Tammy and Edward Haskins of Mid-land; grandchildren, James, Megan and Erica Haskins; brother, Larry D. and Linda Farison of Shepherd; sister, Linda A. and Robert Gee-seman of Brooklyn, Mich.; step-brother, Dan Bandur-ske and his partner Tim Schnaidt of Beverly Hills, Mich.; and several nieces and nephews. In addition to his parents, James and Audrey, Jim’s step-father, Leonard S. Bandurske pre-ceded him in death. Funeral services took place at 11 a.m., Wednesday Jan. 4, 2012 from the Ware-Smith-Woolever Funeral Home, 1200 W. Wheeler St., Mid-land. Pastor Mark Beers and Pastor Fred Becknell offici-ated with burial in Midland Cemetery. Bernard Parker Dawson (1920-2011)

Bernard P. Dawson, age 91, of Mt. Pleasant, passed away peacefully on Tues-day evening. Funeral services were held at Clark Funeral Chapel in Mt. Pleasant on Monday, January 2, 2012, at 11 a.m. with Pastor Terry Hose of-ficiating. Internment fol-lowed at Surrey Twp. Cem-etery in Farwell. Visitation was on Sunday, January 1, 2012 from 3 - 5 p.m. and on Monday, January 2, 2012, from 10 a.m. until the time of the service. Bernard was born on April 9, 1920 in Pontiac to Ber-niece and Gordon Dawson.

His parents and step-father, August Kadwell, preceded him in death. Step broth-ers Albert, Lawrence, and Howard Kadwell, also pre-ceded him.Bernard served in the U.S. Army during World War II, and he was a Mason. He loved hunting, fishing, golf-ing, baseball, bowling, and liked riding horses. Bernard and his wife Vivian retired from owning and managing the K and D Furniture store and Dawson’s Department Store in Farwell, in 1988, after 36 years in business.Bernard is survived by his wife of 65 years, Vivian I.; two children, Dennis (Fang) Dawson of Littleton, CO and Lynda (John) Lueb-kert, of Breckenridge, MI. Norma J. (Cofman) Essex (1932-2012) Norma J. Essex, 79, of Alma passed away at her home on New Year’s Day, surrounded by her loved ones. A Memo-rial Service for Norma was held at the Alma VFW Hall on Thursday, Jan. 5 at 11 a.m. Pastor Randy Brandon officiated. Norma was born in Mus-kegon on April 7, 1932 to Dewey and Helen (Jones) Coffman. She was a bus driver for Alma Schools for 22 years. Norma was an ac-tive member of the Alma VFW and volunteered at the Alma Presbyterian Church. She enjoyed gardening and bird watching. Norma was a loving mother, grandmother and friend and will be dearly missed. Surviving Norma are three sons, Darrell (Maxine) Stray-

Age 60, of Merrill, passed away Monday, January 2, 2012 at Mid-Michigan Medical Center, Alma.Liz was born September 23, 1951 in Alma the daughter of Don and Annie Allen. She graduated from Breck-enridge High School in 1969. She married Joseph Gregus on July 28, 1993 at Lake Tahoe, NV. Liz worked for over 15 years as a Collections Officer, AVP at the Isabella Bank in

James SoucieAge 86, of St. Louis, passed away December 28, 2011 at Schnepp Health Care in St. Louis.Jim was born July 31, 1925 in Windsor, Canada to James and Winifred (Mul-lin) Soucie. He married Jean Hutchinson on December 3, 1983. He attended Alma College and Central Michi-gan University earning his Masters Degree. Jim was a very accomplished art-ist. He taught art classes at Montcalm Community Col-lege. He served his country during WWII in the Navy and was involved with the Boy Scouts of America.Jim was a member of Mt. St. Joseph Catholic Church in St. Louis. He was a very devote man. Jim was one of the first social action minis-ters in the Saginaw diocese appointed by Bishop Uten-er. His ministry helped him to start the Office of Hu-man Services in St. Louis. He was also a member of the Knights of Columbus Council 2966 and the St.

Louis ministerial Associa-tion.He is survived by his wife Jean of St. Louis, two sons Mike (JoAnn) Sou-cie of Pasadena, CA., Jim (Kathy) Soucie of Paradise, CA., five daughters Denise Jensen of Las Vegas, NV., Jeanine Soucie of Philadel-phia, PA., Ricki (Taoufik) Nadji of Interlochen, Robin (Jim) Deyarmond of Stuart, FL., Rhonda (John) Carter of Carson City, NV. The son of the late Ruby Cleona (Tessman) and Lawton Jes-se was born September 11, 1941 in Harrison, Michi-gan, living in Saginaw all of his life. He married Shirley A. Pettit, March 9, 1968. She survives him. He was employed by the City of Saginaw retiring with about 30 years of service. He was an avid outdoorsman, en-joying hunting and fishing. Linda J. (Peters) Baracy (1957-2011)

Linda J. Baracy, age 54, of Riverdale, Mich. passed away on Thursday, Dec. 29, 2011. A Memorial Service for Linda was held at Doig Chapel, Masonic Pathways in Alma on Tuesday, Jan. 3 at 10:30 a.m. Pastor George Showers of Seville Com-munity Church of God offi-ciated. The family received visitors at the Dewey Fu-neral Home in Alma on Monday, Jan. 2 from 2 to 4 and 6 to 8 p.m. with an Elks’ Memorial Service at 7:30 p.m. Linda was born in Alma on July 12, 1957 to Wesley and Joanne (Dewey) Peters. She graduated from Alma High School in 1975 and attended Michigan State University. She then mar-ried Rick Pratt and together they had two children, Ali-son and Amy. She worked for Dr. Gervin and Com-mercial Bank for a number of years. For 23 years she was em-ployed by Lobdell Emery, starting as a purchasing clerk and progressing to assistant Vice President. Shortly after the closing of Lobdell Emery, she began working at the State Road Animal Hospital in Alma. In 1995 she married Gari Baracy in Lake Tahoe. They lived on the Pine River in

the Riverdale area, where they hosted the Thum, the Dewey, and the Peters Family Reunions for many years. Since her youth she was ac-tive with Alma Elks’ Lodge #1400 which provided her the opportunity to show-case her many talents. She was co-captain of the Alma Elk’s Relay For Life team for many years. Linda was a loving, caring wife, mother, sister, daugh-ter and friend, always put-ting others before herself. She never asked anything in return. Surviving Linda are her husband, Gari; her daugh-ters, Alison Pratt of Fox River Grove, Ill. and Amy Pratt of Rochester Hills, Mich.; her mother, Joanne Peters of St. Louis, Mich.; her brothers, Douglas (Car-ol) Peters of Temperance, Mich. and David (Cheryl) Peters of Caro, Mich.; her mother-in-law, Belva (Don) Knapp; her father-in-law, Melvin (Dawne) Baracy; her stepson, Heath (Sheila) Baracy; her stepdaughter, Candice Mays of Mauldin, S.C.; three step grandchil-dren; and many other fam-ily members. Preceding Linda in death were her father, Wesley Pe-ters in 2007; and her step father-in-law, Dr. Wm. S. Brilhart. Edie Parsons

On December 31, 2011, Edie Parsons went to be with her Savior after a three-year battle with lung pulmonary fibrosis. She is now celebrating in Glory Land and is smelling the roses and blowing out the candles.Edie is survived by her lov-ing husband of 52 years, Raymond Parsons, whom she married on April 25, 1959, in Germany. When Ray’s tour of duty with the U.S. Air Force was com-pleted, she and Ray moved to Freeland, before residing in Midland in 1961. She was an excellent home-maker, loving and caring wife, mother, and Oma. She enjoyed women’s league bowling at Northern Lanes for many years, aquasize at Four Seasons Health Club, and lunch with the Wen-dy’s group and many other friends. She loved baking her famous chocolate chip cookies for all of her grand-children and camping with family and friends. She was known to her grandchildren and other young children as Oma.Edie attended Merrill Wes-leyan Church for many years, and has many friends there.Edie is also survived by three children, Marianne (Cliff) Samuel of Hemlock,

Bill (Lynda) Parsons of Midland, and Alice (Mark) Krueger of Midland. The Rauchholz Memorial Library will be participating in the Volunteer Income Tax Assistance (VITA) program. This is a free tax assistance program for those who cannot pay for tax preparation. A trained volunteer will prepare simple tax forms at the library on Wednesdays only, Feb. 1 - April 11, between 9:00 a.m. - 5:30 p.m. by appointment only. No farm returns are allowed. Please call the library at 642-8621 to obtain more information and to schedule an appointment. Again, an appointment is needed to have your taxes prepared, walk-ins are not allowed. Preschool story/craft hour resumes on January 17 at the Rauchholz Memorial Library. Ages 3-5 are welcomed to attend. Openings are available and registration is required. Make your Valentine’s Day card craft activity will be sponsored by the Rauchholz Memorial Library on Thursday, Feb. 9 from 4:00 p.m. - 6:00 p.m. Younger kids will require an adult to attend to assist in making the cards.
