Technological change to meet such challenges requires
•Development/adaptation/absorption of relevant technologies and deployment at scale
•Addressing not just technology (availability, fit, and operation) but also economics, finance, markets/demand, and policy (i.e., supply, demand, and facilitation) – in local context and according to needs at different stage of technology cycle
•Strengthening of local human, organizational, and institutional capabilities

•Strengthening of capabilities in DCs needed on multiple dimensions (actors, linkages, and institutions)
Enhancing capabilities of local technical, finance, business, and policy actors
Coordination between various activities and actors for various stages of innovation (e.g., CICs)
Strategic approach (prioritization, balancing devt and climate)
Actors with ‘systems’ perspective and coordination role (innovation ‘systems operators’)
•Strengthening of capabilities (to build capacity in DCs) in industrialized countries
•International programs to fill gaps (collaborative R&D, policy- and business-model-design advice)
