HistoryDirector General of Civil Aviation (DGCA) was formed under the Aircraft Act of 1911.

Till 1972, the DGCA was the regulator as well as the service provider for CNS and ATM and also managed all the airports in the country.

1972 - International Airports Authority of India (IAAI) formed(to manage four international airports - Delhi, Mumbai, Kolkata and Chennai)

1986 - National Airports Authority (NAA) (to manage the domestic airports)

1995 - IAAI and NAA merged to form the present Airports Authority of India (AAI)

Audit of DGCA by International Agencies

1997 FAA, USA – International Aviation Safety Assessment team

DGCA India was rated in Category I.

1999Follow-up in 2001

ICAO – Universal Safety Oversight Audit team

DGCA has a comprehensive regulatory framework

System established by the DGCA enabled the State to fully comply with its obligations.

A sound system of control and supervision existed in India.

2006 Universal Safety Oversight Audit team of ICAO

Total of 70 findings63 out of 70 findings have already been addressed. Remaining findings mainly in the area of CNS/ATM are being addressed through ICAO TCB project.

Formation of CAA India

ICAO conducted a feasibility study for the ‘Establishment of a Civil Aviation Authority (CAA)’ in India

A committee formed by the Government is reviewing the report

Report has recommended setting up of an autonomous Civil Aviation Authority (CAA) in India with financial and administrative flexibility to meet functional requirements of an effective safety oversight system



Civil Aviation Safety Advisory Council (CASAC)

Setup in May 2010 under the Chairmanship of the Director General

Objective – “Strengthen aviation safety through synergisation of available expertise”

Now brought under the Chairmanship of Secretary (Civil Aviation)

The Council meets at frequent intervals. FOUR meetings held since formation



Works through six Groups in the areas of Operations Aerodromes Air Navigation Services Airworthiness General Aviation Helicopter

‘Enhancement of Aerodromes Safety Oversight Capability in DGCA’ Project’ completed Recommendations under implementation

‘Enhancement of Flight Safety oversight capability’ in DGCA Project completed Draft report reviewed in DGCA Highlights:

Identification of deficiencies in legislation Reorganization from flight safety enhancement point of view Design of training courses including on-job-training Inputs to State Safety Programme

area of ANS to improve safety oversight capability of DGCA

Three ICAO experts in the areas of ATS, CNS and MET in India for the year long project

Two experts in the areas of AIS and SAR for three months

‘State Safety Programme’ prepared by 30.11.2010 as required by ICAO

European Commission under the project ‘Institutional Capacity Building for the Civil Aviation Sector in India (ICCA)’ assisted DGCA in the finalisation of SSP

SSP Training for DGCA and industry conducted by ICAO in May 2010

‘Safety Policy’ of India prepared

Director General under the Aircraft Rules is responsible for formulation and implementation of SSP
