The critical role o surveyingand inspection regulationsin the eective implemen-tation o the InternationalConvention on the Control

o Harmul Anti-ouling Systemson Ships, 2001 (AFS Convention)was brought to the ore during aRegional Workshop held in Cy-prus between the 7 and 8 June.

Organised by REMPEC withinthe ramework o the SaeMed II

Project and the UNEP-MAP pro-gramme o activities approved

by the 16th Ordinary Meetingo the Contracting Parties tothe Barcelona Convention, theWorkshop took stock o the level

o implementation o the AFSConvention which entered intoorce on the 17 September 2008to address the harmul eectso organotin compounds whichact as biocides in anti-oulingsystems on ships.

Thirty-seven representativesrom Albania, Algeria, Bosnia &Herzegovina, Croatia, Cyprus,Egypt, Greece, Israel, Jordan,Montenegro, Morocco, the Pal-estinian Authority, Spain, Syria,and Tunisia gave inormativepresentations on their respectiveexperiences with respect to theratication and implementa-

tion o the AFS Convention.The Workshop also served asa platorm or the exchange oviews amongst ship inspectorson the implementation aspects othe Convention.

Various important aspectsrelating to the implementationand enorcement o the AFSConvention were tackled. Theresponsibilities o ensuring thesae disposal o anti-ouling

waste and the establishment andenorcement o rules or stake-

holders covering shipyards, boatowners, marinas operators andothers involved in hull cleaningservices were discussed, as was

the importance o providing Flagand Port State Control Ocerswith specialized training in theConventions implementation.

Countries yet to ratiy the AFSConvention received inormationwith respect to the ratica-tion process, while technicalpresentations on its implementa-tion and enorcement were alsodelivered.

Le Projet SaeMed IInance la participation desconrenciers deux coursde ormation nationale surla gestion de la scurit

Ces deux cours, qui se erontsuite, comporteront un volet de4 jours consacr la gestion dela sret maritime lintentiondes Autorits dsignes des paysbnciaires et un volet de 5 jours

System (GIS) on Maritime Tra-c Flows in the Mediterraneanwas shared at the 4th Meet-ing o the Regional TransportAction Plan (RTAP) Action 18Expert Group, in Barcelona, on8 June 2011.

Organized by CETMO withthe support o the EuroMed

database o demand, designinga GIS on multi-modal transportdata networks and orecast-ing common scenarios or theMediterranean.

That much progress hasbeen achieved in this respectwas made clear. The volume osystem data is now sucientto support the generation o astatistical model that will in turnsupport sophisticated orecast-ing, enabling the systems usersto quickly and easily compare

A strong collaborative eortbetween the SaeMed Projectand the European MaritimeSaety Agency (EMSA) hasresulted in the delivery o bothnational and regional PSC train-ing sessions which represents asubstantial eort or the trainingo PSCOs.

The Maritime EnglishLearning Tool, produced with theauthorization o the EU-nancedMarEng Project in the SaeMed

Project ramework, was distrib-uted during the workshop. Thissotware or improved knowl-edge o maritime English waswell received, earning excellenteedback rom the Workshopparticipants.

Developments in Port StateControl (PSC) procedures,training o Port StateControl Ocers (PSCOs)and advancements in IT

inrastructures were discussed indetail during the 5th IMO Work-shop or PSC MoUs held at the In-

ternational Maritime Organization(IMO) Headquarters in Londonbetween 14 and 16 June 2011.

These workshops are heldevery other year as a productiveorum or the exchange o ideasbetween MoUs and PSC re-gimes. For the SaeMed Project,it also was an opportunity torene and improve the accuracyo proposals or uture actions insupport o the Med MoU on PSC.

During the recent workshop,

Secretaries and Inormation Sys-tems Managers o the RegionalMoUs on PSC shared valuabledebate and exchange o experi-ences. The SaeMed Project em-phasised the actions taken or thehardware and sotware upgradeso the Med MoU supported by theProject to acilitate the exchangeo PSC data, in accordance withagreements established betweenthe Med MoU Secretariat andIMO at the 18th Session o the FSI

Sub-Committee.Through the SaeMed

Projects activities and nancialsupport, the Med MoU is improv-ing its standards and, in turn,achieving a stronger positionwithin the international maritime

le Projet SaeMed et lAgenceeuropenne pour la scuritmaritime (AESM) a dbouch surlorganisation de sessions de or-mation PSC aux niveaux nationalet rgional, ce qui reprsente uneavance dcisive dans la orma-tion des PSCO.

Loutil dapprentissage delanglais maritime (Maritime Eng-lish Learning Tool), produit aveclaval du Projet MarEng nancpar lUnion Europenne, a t

dius loccasion de cet atelier.Ce logiciel conu pour dvelop-per la connaissance de langlaismaritime a reu un accueil trsavorable ; les commentaires desparticipants ont t trs positis.

Plan daction rgional pour letransport (PART), qui sest tenue Barcelone le 8 juin 2011.

Organise par le CETMO (Cen-tre dtudes des Transports pourla Mditerrane Occidentale)avec le soutien du Projet EuroMedpour le transport, cette Runiona ait le point sur les avancesralises concernant la base de

donnes Action 18 et le modle deprvision des fux de transport.

LAction 18 du PART a pourobjet de mettre en place, dansle cadre du Forum EuroMed surle transport, un rseau dexpertsdes dirents pays euro-mdi-terranens amens collab-orer pour recueillir et analyserrgulirement les donnes rela-

tives au transport, actualiser unebase de donnes commune de lademande de transport, concevoirun SIG sur les rseaux de don-nes du transport multimodal etprvoir des scnarios communspour la Mditerrane.

Il a t clairement tabli quede nombreuses avances ontdj t ralises sur ce point.

Les donnes runies sont dsor-mais susamment nombreusespour permettre de gnrer unmodle statistique qui avoris-era une prvision sophistique,permettant aux utilisateurs dusystme de comparer rapidementet acilement direntes solutionsde transport multimodal au regardde leur cot et de leur rapidit.

Funding long-term trainingprogrammes at internation-ally recognised educationalmaritime institutions isone practical way through

which the SaeMed II Projectsupports the sharing o knowl-edge and expertise or the urther

development o the Mediterra-nean regions maritime sector.Ms Alia Osama Al-Gazzar, a

SaeMed II sponsored graduateo the IMO International Mari-time Law Institute (IMLI) (seeront page), is convinced that theSaeMed scholarship helped herachieve in ways she could onlyhave dreamed o otherwise.The SaeMed Project is a realsuccess. It has helped peopleall over the Mediterranean to

succeed in specialised maritimecourses such as the IMLI Mas-ters law degree which I read or.This is especially true or peopleliving to the east and south othe Mediterranean region whomay not be able to aord suchopportunities.

SaeMed sponsorships areo major importance also to theStates themselves by provid-ing the expertise required toincrease the standards and e-

ciency o their maritime sectors,which, in turn, contributes to thedevelopment o the internationalmaritime industry as a whole.

When asked what she viewsas SaeMeds most importantachievements, Ms Al-Gazzaremphasized SaeMeds successat increasing regional coopera-tion between the MediterraneanStates, which acilitates manyother positive developments,including improvements in

the implementation o bestpractices in terms o managingmaritime trac.

I believe that SaeMedhas helped the Mediterraneancoastal States grow increas-ingly aware o the importanceo cooperation as well as o thevalue o exchanging inormationand expertise. This achievementis central to the Projects aims omitigating imbalances in the ap-plication o maritime legislationwithin the region, thereby ensur-ing more coherent, eectiveand uniorm implementation ointernational conventions and,consequentially, better protec-

tion o the marine environment inthe Mediterranean region.

Regarding her homecountrys maritime sector, MsAl-Gazzar stressed that theSaeMed II Project contributessignicantly to Egypts maritimesector. By sponsoring Egyptian

The 10th REMPEC FocalPoints Meeting (FPM),convened in Malta between3rd and 5th May 2011, o-ered a thorough review o

the activities implemented by theRegional Marine Pollution Emer-gency Response Centre or theMediterranean Sea (REMPEC)since the previous FP Meeting inApril 2009.

Participants endorsed a dratprogramme o work or REMPECor 2012-2013, to be submitted oradoption to the next Mediter-ranean Action Plan (MAP) FocalPoints Meeting and next Meeting

o the Contracting Parties to theBarcelona Convention.

During the period underreview, REMPEC urther assistedMediterranean coastal Statesin ratiying and implementingrelevant international maritimeconventions, thereby strength-ening their capacities to prevent,prepare or and respond tomarine pollution.

Developments in oshore

exploration were discussed inview o the entry into orce o theOshore Protocol to the Barce-lona Convention. Participantsdeliberated various approachesto prevent incidents similar tothe Gul o Mexico oil spill (April2010) rom happening in theMediterranean Sea.

Signicant developmentswere registered in connectionwith projects being implementedby REMPEC, including the

SaeMed II Project, a 5.5 millionEU unded initiative, and the GEF/UNDP/IMO GloBallast Partner-ships Project. In this connection,the Meeting was inormed by theEC delegation that the SaeMedII Project was being extended tillthe end o 2012 (see page 1). TheMeeting also endorsed a dratregional strategy or achievingharmonisation o ships ballastwater management in the Medi-terranean.

Correspondants en avril 2009 ontt passes en revue.

Les participants ont approuvun projet de programme de travaildu REMPEC pour 2012-2013 quisera soumis pour adoption lorsde la prochaine runion des

Correspondants du Plan dActionpour la Mditerrane (PAM) et la prochaine runion des PartiesContractantes la Convention deBarcelone.

Au cours de la priodetudie, le REMPEC a pour-suivi lassistance aux tats ctiersmditerranens pour ratier etmettre en uvre les conventionsmaritimes internationales perti-nentes, leur permettant de dvel-opper leur capacit de prvention,

de prparation la lutte et de luttecontre la pollution marine.

Le centre a poursuivi sesralisations dans lapplication dela Convention internationale pourla prvention de la pollution parles navires (MARPOL), notam-ment par la premire oprationarienne de surveillance contreles rejets illicites en mer, nommeOSCAR-MED, associe une or-mation spcialise pour renorcerles capacits techniques des

magistrats en charge dappliquerla loi dans la rgion.

Les derniers dveloppementsdans le domaine de lexplorationoshore ont t discuts en rai-son de lentre en vigueur de duProtocole Oshore de la Conven-tion de Barcelone. Les partici-pants ont dlibr des direntesapproches pour empcher quedes incidents similaires lamare noire du Gole du Mexique(avril 2010) ne se produisent enmer Mditerrane.

Des progrs signicatis ontt raliss dans le cadre de pro-jets mis en uvre par le REMPEC,comprenant le projet SaeMed II,une initiative nance par lUnionEuropenne dote de 5,5 millionsdeuros, et le projet de partenariat

GloBallast du FEM/PNUD/OMI.Dans ce cadre, la runion a tinorme par la dlgation dela Commission Europenne de

lextension du projet SaeMed IIjusqu n 2012 (voir en page 1).La runion a galement approuvun projet de stratgie rgionalevisant harmoniser la gestiondes eaux de ballast des naviresen Mditerrane.
