The Parliament’s Budget Committee is considering three proposals to amend the

personal income tax act towards a progressive taxation system. MPs told

reporters that there is some opposition to raising taxes, while the dominant

Support Egypt Coalition appears to be supportive of the move. Earlier, Prime

Minister, Sherif Isamel, noted that the government is studying the

implementation of a progressive taxation on individuals.

Egypt expects to record a primary budget surplus next year, the first since 2006,

said Deputy Finance Minister Ahmed Koushouk. The surplus would help reduce

government borrowing, he said, without providing further details. The reform plan

– which aims to achieve economic growth and lower unemployment and inflation

rates by FY17/18 - includes measures to reduce budget deficit and public debt,

redirect spending channels and revenue sources, expand tax base, and

restructure business environment, he added.

A meeting between the Minister of Finance, Amr El Garhy, Prime Minister Sherif

Ismael, and the Head of Customs Authority Magdy Abdel Aziz explored fixing the

exchange rate for custom duties in light of the currency float, Al Garhy said. The

Ministry is in talks with the Central Bank (link here) about implementing a

fixed rate for customs, Abdel Aziz said, adding it is required by many importers

who complained that the float had a negative impact on pricing of goods since the

exchange rate changes on a daily basis.

Egypt’s unemployment rate edged up to 12.6% in 3Q16 from 12.5% in 2Q16,

according to data from the Central Agency for Public Mobilization and

Statistics (CAPMAS) (link here). Male unemployment edged up to 8.7% in

3Q16 from 8.5% in 2Q16, while female unemployment increased to 25.9% from

25.6% previously. 88.1% of the unemployed are youth (aging between 15 and 29

year), while 88.4% of the unemployed have intermediate or higher education

degrees. The total labour force grew 2.9% Y-o-Y and 1.0% Q-o-Q to 28.8mn in

3Q16.

EGYPT EYES UP TO USD6BN FROM GLOBAL BOND SALES THROUGH 2017

Egypt will seek to raise between USD5-6bn from international bond sales in 2017,

though the first issuance may be delayed due to market ‘volatility’ after the

election of Donald Trump, Minister of Finance Amr El-Garhy said. The government

is still weighing whether to tap markets next week, El-Garhy said. “We were

planning to do it by end of November, but there has been volatility since the

election in the United States,” he said. “The window is closing because by the

second week of December the markets will be very quiet. So it’s either this or

maybe by mid-January.” El-Garhy said authorities seek to gradually lower the

inflation rate to 10% by mid-2017 from the current level of 13.6% as

investments start to flow and the budget deficit narrows.

Tarek El-Molla, Minister of Petroleum & Mineral Resources, has announced that

the government will not reduce natural gas prices, noting that they are already

subsidised. El Molla also stated that it would be difficult to fix the USD to EGP rate

for producers, especially after the EGP flotation, and this comes in line with the

government’s strategy to liberalise the energy market in Egypt. Finally, El Molla

mentioned that the Ministry did not receive any official documents to reduce gas

prices. It is worth noting that natural gas costs are quoted in USD and paid in

EGP, which makes it subject to fluctuations in the exchange rate.

Kuwait’s Cabinet has reportedly agreed to provide Egypt with 2mn barrels of

crude per month starting January 2017, with a nine-month grace period. Pricing

will be based on the international oil price. The deal comes after Saudi Aramco

had decided to suspend refined oil supplies indefinitely worth 700,000

tonnes/month to Egypt for the second month, despite a five-year USD23bn

agreement with the Egyptian General Petroleum Corportaion (EGPC) that was

signed earlier this year.

FEI DISCUSSES NEW AUTOMOTIVE DIRECTIVE WITH CAR

MANUFACTURERS

The Federation of Egyptian Industries (FEI) (link here) met with car

manufacturers to discuss the new regulations of the automotive directive. Key

features of the law include incentives for meeting minimum requirements of

domestic content, production, and exports set out by the new regulations.

Incentives are in the form of a payout for every car sold worth 23.1-57.5% of the

car's sales price varying by engine size. Also, a break on custom duties for

imported parts will be proportional to the percentage of domestic components

used to assemble the vehicle. These incentives will be paid by a fund

administered by the Industrial Development Authority (link here) and

deposited with the Central Bank. According to the regulations, a passenger car

will need to have 45.5% domestic content in the first year, rising over time to

60% after eight years, to be considered manufactured in Egypt. In order to

benefit from the incentives outlined by the law, companies producing cars with

engines 1.6L or smaller must produce 20,000 cars in the first year of the directive

and increase that to 60,000 after eight years. Those producing cars with larger

engines must produce at least 3,000 units in year one, and 8,000 cars

annually within eight years. Production quotes for medium and heavy trucks will

be 20,000 in the first year with a gradual increase to 50,000 in eight years. The

new law also sets import tariffs on cars at 10% in addition to imposing an “auto

industry development tax", which will be 30% on cars with engines below

1600cc; 100% on cars with engines between 1600cc and 2000cc; 135% on

passenger cars above 2000cc; 30% on microbuses; and 10-20% on trucks. It is

not yet clear whether this will replace the sales tax.

provided EGP5.2bn to more than 7,000 projects in nine months as part of CBE

initiative, and its total loan portfolio of SMEs and micro-enterprises reached more

than EGP27bn and 51,000 projects by October-end, Chairperson Hisham Okasha

stated. “During the first four months of FY16/17, NBE managed to achieve a leap

in the field of lending SMEs, as it injected financing worth EGP2.7bn into these

projects with a 30% increase compared to the same period in FY 2015/2016,”

Okasha said. This is compared to only EGP6bn in June 2011, and EGP18bn in

June 2015, he said, adding that the bank aims to expand the portfolio to

EGP72bn within the next four years.

Ministry of Finance is considering lifting tariffs on pharmaceuticals active

ingredients, and the Ministry of Health had promised pharmaceutical firms that it

would reconsider raising prices in January 2017.

month, have raised so far EGP92bn (USD5.2bn), according to NBE’s Vice-

president Yehia Abu El Fotouh. NBE said on 3 November that they would offer 18-

month certificates of deposit at 20% and three-year certificates of deposit at

16%. The CDs are part of efforts to stabilise the EGP following the currency free

float.

The Central Bank of Egypt (CBE) reportedly gave instructions to banks to begin

financing imports of non-essential goods, requiring that liquidity must come from

the interbank market. Some bankers, however, say the interbank requirement

will discourage financing non-essential imports. The alleged decision comes after

importers had complained that they had to source foreign currency from the

parallel market as banks have been withholding it for non-essential products. The

Central Bank revealed that during the period between 3-15 November, banks

have availed a total of USD2.492bn for imports of food, production inputs, and

pharmaceutical products through short-term loans to importers and letters of

credit.
