Neighbours frustrated by rats, light and noise pollution and fecal dust from a cattle feed lot in resi-dential Gordon Head are cautiously relieved after Saanich council moved the two-year stalemate for-ward on Monday night.

Coun. Fred Haynes brought for-ward a proposal for a “one-time deviation” from Saanich’s usual practice when dealing with the removal and rezoning of Agricul-tural Land Reserve property.

“My job is to represent the interests of the community, and I don’t think we serve that inter-est by avoiding this issue,” Haynes said before the vote. “My motion is about process, not land use of homes versus farms.”

The Alberg family, who owns the 1.6-hectare property at 1516 Mt. Douglas Cross Rd., put forward a development proposal to subdivide the land in 2012. But they were told they first had to remove the land from the ALR under a long-standing but unwritten Saanich practice. The family refused to do so, fearing they would be stuck with unusable farm land and the possible rejection of their development proposal.

The Albergs then put in a cattle feed lot in 2013 to the dismay of nearby neighbours like Jinx Barber, who said she and her family can’t bear another summer near the feed lot.

“We’ve had the most horrible time imaginable,” Barber told coun-cil. “I think the neighbourhood has been saddened, disrespected, and your policy has to change because you’re really affecting the people in this neighbourhood.”

The packed room of about 130 people included Ray Galey of Galey Farms, who argued passionately against the belief by some that the farmland can be salvaged for crop use.

“Any land can be farmed, but this piece is past that,” Galey said. “We do need our farmland, but this (property) is too late.”

Neighbour Janet Stark told coun-cil she stopped counting after trap-ping 60 rats on her property that have proliferated since the feed lot began.

David Chambers was in the minor-ity of speakers when he argued the land should still be preserved for farming.

After public speaking concluded, Coun. Vic Derman sympathized with nearby homeowners, but said he worried Haynes’ exception could lead another developer to expect “favourable treatment by putting pressure on the neighbourhood.”

The growing trend of stand-up-paddle boarding will be on grand display May 31 when Cadboro-Gyro Beach hosts the first of three races in the 2015 Vancouver Island SUP series.

However, concerns about water quality in the Caddy Bay waters mean organizers will

donate proceeds from the race to an independent testing agency, Blue Water Task Force.

“Doesn’t matter if you’re a child taking a dip on a hot day or if you’re paddle boarder, kay-aker or a sailor, a lot of people use Caddy Bay and are affected by the health of the water and we want to support that,” said Gyro Beach Board Shop owner Sam Goski, the venue sponsor for

Life goes on at the tiny Paropakar Maternity Hospital in Kathmandu, where doctors have been delivering up to 70 babies a day since the April 25 quake killed

more than 8,000 people. “The babies are going to come whether

we like it or not,” said Dr. Jageshwer Gautam, hospital director.

“At the moment of the first tremor we were performing caesarean sections. We brought the patients outside and successfully completed the surgeries. These doctors and nurses never left the patients.”

Because of the danger of building collapse, improvised operating rooms have been erected in the parking lot in front of the hospital. About 20 women sit on thin mats with their husbands and families gathered around them, attempting to provide comfort. Only women experiencing complications go inside the hospital, which is actually preferable to most.

“Both the staff and the patients do not want to stay in the ward. They want to be outside in the open because of fear of another earthquake,” said Dr. Gautam.

Inside the emergency room it’s chaos; the smell of sweat and urine is overpowering. Nurses run around frantically trying to

monitor dozens of patients at once. Cries of women in great pain – sometimes shrieks – reverberate through the hospital hallways.

Days of waiting in the tents have begun to take a toll on the families outside and many feel they are being ignored.

Shiva Sedai, a farmer, and his pregnant wife travelled from a small village 80 kilometres from Kathmandu on April 23. They still haven’t seen a doctor.

“We spend hours filling out forms and nobody talks to us,” said Sedai. “They give us no information. I have been here four

days. We’re just sitting here.”Sedai learned through phone calls with

family that his entire village was destroyed. “One hundred houses fell down and my

brother was injured. All my animals are dead. Life will be hard now.”

It’s a small hospital, and Dr. Gautam says most of the care must be focused on women who are about to deliver. He also notes with some pride that his staff are disregarding their own families in order to bring the babies into the world. Some have even lost family members or have had their homes destroyed.

“We’ve managed with great difficulty. There has been huge destruction. It’s a national problem, and a local one. Houses are destroyed, even (the hospital staff) are living in tents; it’s a very difficult situation that is applicable to all of us.”

It should be noted that not all the scenes at the hospital are tragic. Outside, half a dozen fathers embrace their new sons and daughters with tears in their eyes. Grandmothers, aunts and cousins hold out their arms and plead for a turn with the newborn, desperate to have another look at their little fat faces, but the dads just won’t let them go.

Clark’s dream has always been to tell a world story. His heroes are the great storytellers like James Nachtwey and Victoria’s Farah Nosh. Like them, he wants change the world with an astonishing still image, but before he can book a flight to Iraq he needs a lot more experience.

Clark bought a 110cc Kawasaki motorcycle and travelled alone through Thailand, Laos and Cambodia, clocking over 14,000 kilometres in nine months. He photographed everything, but focused on the local people living in the rural areas – often impoverished and living under corrupt governments. His portfolio began to grow.

Clark bought his ticket to Nepal on April 19. He planned to buy a cheap motorcycle, ride through the Himalayas and shoot village life. Halfway there, in Kuala Lumpur, his phone buzzed and he found himself en route to the biggest news story in the world.

What started as an attempt to help a student read music has turned into a project that could open doors to thousands of would-be musicians.

Even if Andrea Blair’s colour-coded adaptation of sheet music doesn’t catch on, it’s already done what it was intended to do: allow one of 200 students to join band.

Blair was the 2014 middle school recipient of the Black Press Great Teachers award, for going beyond the call of duty as music director at Gordon Head middle school.

Her efforts to help former student Daniel Davenport over-come dyslexia in the music room led to the creation of a colour-coded music scheme. He showed up in Grade 6 hoping to join the band, and Blair wasn’t going to say no, as long as Dav-enport put in the effort.

Within a few weeks they began to sort out a solution, and nearly four years later Dav-enport still plays the clarinet.

“I don’t have time to think about the position of each note on the staff,” he said.

“The colour tells me where to put my fingers. When I was able to communicate that to Mrs. Blair, we got to where we are today.”

As soon as she found he was relying on the colourized notes in the staff to find the position, he suggested it would be easier to simply do away with the tradi-tional notation and go with colour only.

Throughout Daven-port’s three years at Gordon Head, he met with Blair for a weekly one-on-one session. And now that he’s at Lambrick Park second-ary, he continues to play in the band using the coloured music that Blair developed.

“Daniel is performing well with Lambrick band and contin-ues to use the colour notation. We meet two to three times a month for a clarinet lesson and continue to tweak the system,” said Blair, who also teaches strings programs at Torquay elementary.

“I’m very excited about the software progress. When my second cousin was visiting last summer he reminded me he is a programmer and would love to be involved in the project. So he is now developing the software for the colour notation. Hope-fully by summer it will be ready for a test drive.”

Blair’s efforts to colour the music for Daniel started with a basic approach, attempting to add colours to his music, the same sheet that everyone else uses. It came from her desire to make the music room a sup-portive environment.

“In my music room, a lot of

kids consider it a safe place and feel they can really step out of their comfort zone,” she said. “They can develop that love of music. I’ll find kids who are not academically strong in here, and they shine.”

It’s something she’s carried with her since she studied Grade 6 band with “Mr. Cres-wick” in Northern Alberta.

“He was the one that inspired me and sup-ported me in every-thing I did in music. We remained friends for 28 years.”

If all goes well, Blair is hoping to submit an article to music edu-cator journals as soon as the fall, regarding Davenport and the coloured music nota-tion.

Last year’s elemen-tary school Great Teachers win-ner Marilyn Hodgson subse-quently retired from Kelset ele-mentary in North Saanich after 35 years of teaching.

Great Teachers high school recipient Jamie Davis spurred the Spectrum Community School band to yet another big year. In nine years he has built the program from two dozen students to approximately 200.

His band students end the school year with a full calen-dar of events, including march-ing band performances in the upcoming Victoria Day Parade on Monday, (May 18), the Oak Bay Tea Party Parade on June 6 and the Esquimalt Buccaneer Day Parade on June 13.

In an effort to support the local tourism industry, Tourism Victoria is putting its own staff services up for auction during the Spring Travel Auction which begins today (May 15).

The auction, in its 20th year, includes travel packages, such as a seven-night Rocky Moun-taineer Canadian Rockies expe-rience, a three night pamper package at the Fairmont San Francisco, and a VIP day at the Butchart Gardens, among other things.

Two years to move feed lot fiasco forward

The applause offered on Monday night after Saanich council moved forward with a rezoning application in the Gordon Head feed lot fiasco was appropriate. The neighbours near the Mount Douglas Cross Road property have been putting up with odours, light pollution and a proliferation of rodents in the area for two summers, and they’re about to enter a third. They’re rightly sick of waiting for both parties to sort out the issue, and they made that clear when council debated whether or not to advance the file on Monday. (See Page A1 for details.)

The biggest question left looming after that evening’s robust discussion is this: Why has it taken more than two years for anyone on council to do anything about this mess?

New Coun. Fred Haynes spent the past month bumping up against staff, lawyers and colleagues in his attempt to break the stalemate, which has existed since council refused to go move forward with a rezoning application for the urban farm until its owner removed the parcel from the Agricultural Land Reserve. There are a host of unique circumstances that make the property unsuitable for farming and very appropriate for residential development.

As Haynes and others pointed out on Monday, the discussion wasn’t a land versus homes debate. It was about process – something as simple as advancing a rezoning application while acting in good faith with the land owner to appease all interested parties. Council now needs to undergo a public hearing process, after which they’ll decide whether or not to approve the land for residential development or leave the land alone. The latter option means the cattle lot will continue on.

Whatever the outcome, Gordon Head residents are simply dumbfounded this issue has been “log-jammed” for the past two years, as several councillors put it. These residents should stay angry and they should keep up the pressure on council to sort this out. As Mayor Richard Atwell said: The neighbourhood needs to heal, and doing nothing certainly won’t lead to that resolution.

We also collaborate extensively with Saanich Parks who are very helpful as well. Oil spill sarcasmwas justified

Re: Coast Guard hysteria sinks lower, B.C. Views (April 29)

Tom Fletcher’s sarcasm about the Vancouver media’s coverage of the “Great Bunker Spill of 2015” was justified. However, given that only 17 barrels of fuel oil were spilled, his cynical comments were not harsh enough.

A favourite of West Coast alarmists is the tired “wake-up-call” cliché – used with reckless abandon for minor local fuel spills or frequent but barely noticeable earthquakes. For major spill or quake events world-wide – the Nepal disaster being a latter case in point – we’ve been subjected to yet even more strident wake-up-calls.

It’s clear that many have forgotten the lesson of the chicken little fable: one should not readily believe the sky is falling, or, for that matter,

that numerous large oil spills are inevitable and we’re at significant risk of frequent large or mega quakes.

Putting the West Coast quake issue into proper perspective is the June 12, 2013 Canadian Journal of Earth Sciences evidence-based finding of an average recurrence interval for large and megathrust earthquakes of about 500 years. Within a variable interval timeline of up to 1,000 years, it’s understandable why so many of us don’t sweat west-coast quakes.

Let’s avoid alarmists’ hyperbole and simply meet our individual and family all-hazard preparedness responsibilities with seven day stand-alone survival plans.

More than 1,000 Grade 4 students are learning how to be prepared in the event of an emergency by assembling an emergency kit and creating a preparedness plan.

Taught in Saanich schools, the Grade 4 Pre-paredness Program is a joint partnership between the Saanich Emergency Program, Red Cross of B.C. and Thrifty Foods.

Students receive a start to their individual “Grab and Go Kits” to take home and complete.

This year’s month-long Grade 4 Preparedness Program ends on May 15. Since 2008, the Saan-ich Emergency Program and Red Cross have pre-sented the annual Grade 4 Preparedness Program to more than 8,000 students in Saanich.

It is a volunteer arm of the Sur-frider Foundation on Vancouver Island, which promotes environ-mental stewardship. Goski is hoping the proceeds can help them procure an autoclave – a strong, heated container used as

a sterilizer – to assist with water testing.

Goski started the Gyro Beach Board Shop in 2013. She rents the SUP boards year-round and runs yoga classes out of a stu-

dio connected to the storefront. Offering yoga makes her busi-ness sustainable during the win-ter months, said Goski, who is certified both as a yoga instruc-tor and paddle board instructor.

Rentals of paddle boards come with a trolley, which makes the trek from Cadboro Bay Road down Penrhyn Street easier.

The VI SUP series race takes place on Sunday, May 31. The cost is $65 for adults and $45 for youth, and comes with goodies. The closed circuit race (around buoys in Caddy Bay) will take approximately 30 minutes for the more experienced athletes.

The circuit race starts at noon with relays at 2 p.m., followed by a dash for cash, barbecue and awards.

Taking a Touareg of the Sierra Nevada mountains

Driving through spectacular Spanish scenery shows the capability the Touareg SUV

Malaga Spain -Southern Spain isn’t a place one gets to quickly, especially from the west coast of Canada. Trekking across the Atlantic Ocean, arriv-ing late in Frankfurt with only 40 minutes to connect to our flight to Malaga, result-ed in a dash though the airport. Slumping into my seat, sweaty and tired I awoke a half hour before landing looking out the window at the Sierra Nevada mountain range, the location of our off-road experi-ence the following day. Volkswagen has what they call “Driving Experiences” in far-flung places like Spain, Morocco, Switzerland, Norway and Sweden, getting to drive the Touareg SUV through spectacular scenery and experience the true capability of this vehicle. The two-day adventure our group was on was a condensed version of the four-day experience the public can book. The cost is 2,300 Euros ($3,115), which includes the vehicle, fuel, food and transfers for the full four days but not airfare. When you break it down by the day, it’s rather good value and would be a wonderful side excursion for anyone already on holiday in one of these locations.Our TDI clean diesel Touareg featured a leather interior and navigation, almost identical to our Canadian spec versions with one difference. This vehicle had an adjustable air suspension to raise or lower the vehicle depending on the road surface. Since we don’t get this feature in Canada, all the off road driving was done as close to the ride-height of the passive springs and shocks used in the Canadian spec trucks.For the first leg, we drove on the highway to the city of

Granada, an hour away. The group was excited to visit the World Heritage Site of the Alhambra (The Red Castle). This stunning site dates back to roughly 800 BC but the structure seen today has roots in the 14th century. It has been used as a fortress and palace and several different religions have called this home. The architecture is stunning from the inside but even more fascinating from across the valley floor, as we had dinner and watched the cas-tle glow under the clear moonlit sky.The next day was the business day, with 290 km of off-road driving, making our way through the Sierra Nevada Mountains, back to Malaga. The eight identically equipped Touareg SUVs were quite a sight travelling through the

small villages and towns carved into the mountainside. The forested section was similar to driving in British Columbia, even the pine trees looked similar to the ones found around Lillooet and the dusty roads cov-ered the once clean SUVs in a matter of minutes. The driving was slow. Not because of the Touareg but because there were three TV crews on this adventure, including myself from Driving Television. Having to stop and take video held the whole group up, but it made for some stunning shots. The Touareg TDI is the perfect choice for this challenge or any average commute. The 3.0L turbocharged engine has 240hp but a whopping 406 lb.-ft. of torque. And torque is what you need for crawling over rocks and splashing through rivers, but it also makes driving this large five-passenger SUV a breeze even in city sit-uations. On the short highway stages we experienced,

the TDI cruised effortlessly at over 120 km/h. After a lunch break of traditional paella, the group headed out again into the canyons and rugged land-scape – very similar to Utah – with carved cliffs. The most memorable part was the smell of wild Rosemary bushes and the wild Jasmine filling the air. Not just a hint, rather a wonderful aroma that occupied the entire valley floor.As we pulled into Malaga after 12 hours behind the wheel of the 2015 Touareg, I have come to appreci-ate it all over again. This is a premium VW offering, starting at $53,965. The TDI is the one to get. Not that the regular gasoline is a bad choice; rather, the TDI diesel is a better choice. The TDI version delivers amazing power; it uses up to 25 per cent less fuel and has amazing resale value. The 2015 model gets a slight facelift, so slight I’d have a hard time pointing out the changes, but this SUV is about what it can do, not how flashy it is. Highlander big for bigger familiesBy Bob McHugh

Toyota introduced a completely redesigned and more upscale Highlander in 2008 (its mid-sized utility vehicle) that was bigger with three rows of seating, more powerful and more expensive. Bad timing, as that very same year the world`s economy took an unexpected and spectacular nosedive, which sparked a major consumer trend to scale down. This model offers has a more rounded shape with pronounced wheel arches and there’s a flip-open rear door window. It`s a handy feature that allows you to drop stuff into the cargo area without opening the large rear door. The V6 engine versions of Highlander came with four-wheel-drive plus extra goodies like a back-up camera, a power driver’s seat and fog lamps. Above base, the higher trim levels were Sport, Limited and SR5 (only for 2008). A four-wheel-drive Highlander Hybrid with a gas/electric powertrain was also offered and came in base and Limited trim levels. Hybrid power is provided by a 3.3 litre V6 engine coupled to an electric motor and they have a combined power output of 270 horsepower, which is roughly the same as the regular 3.5-litre V6. The hybrid`s city/highway fuel economy, however, is rated (new five-cycle method) at 8.6 / 9.5 L/100km compared to 13.8 / 10.4 km/100km for the 3.5 litre V6. Reacting to the new economic reality, in an impressively quick way, Toyota introduced a substantially lower priced and more basic, front-drive Highlander, midway through the ’09 model year. It came with two-row seating and a 2.7 litre 4-cylinder engine mated to a 6-speed automatic transmission. This engine can provide 187 horsepower and 186 lb-ft of torque at 4,100 rpm and its city/highway fuel economy rating is 11.8 / 8.7 L/100km. Highlander is a ‘Top Safety Pick’ according to the Insurance Institute for Highway Safety, based on its front, side and rear crash tests. Highlander was included in a series of safety recalls (see list), including the famous “floor mat recall”, in response to mysterious defect that supposedly caused unin-

tended acceleration.No changes were made to the 2010 Highlander, but for 2011, it got revised front and rear styling, with slimmer headlights, a new front grille and new taillights. The Sport model was discontinued and the hybrid version got a (combined 280 horsepower) 3.5L V6. A third-row seat also became standard on all models.No significant changes were made for the 2012 or 2013 mod-el years, which were the last of this generation Highlander. Canadians of Filipino ancestry in Greater Vic-toria are hosting an eat-in or take-out dinner to raise funds to help the victims of the 7.8-mag-nitude earthquake in Nepal.

The dinner is on Fri-day, May 15, from 5 p.m. to 8 p.m. at the Philippine Bayanihan Community Centre at 1709 Blanshard St., on the second block south of the Save-On-Foods Memorial Centre, between Fisgard Street and North Park.

The dinner is $15 per person and all funds raised will go to the Canadian Red Cross to help the earthquake victims. The federal government will match any amount raised before May 25.

The Bayanihan Cul-tural and Housing Soci-

ety [BCHS] or the Cana-dian Red will issue tax receipts for donations beyond the $15 charge for the dinner, depend-ing to whom the dona-tion is made payable.

The April 25 earth-quake brought tremen-dous loss of lives and property in Nepal. The destruction of heri-tage sites is immeasur-able, and the economic impact to clean up, rebuild and restore is heavy.

“We identify with their loss and pain. It is our turn to help,” said Laila Pires, BCHS spokesperson. “The Philippines had its share of natural calam-ities in the past, such as typhoon Haiyan in 2013. It claimed thou-sands of lives. Peo-ple around the world responded swiftly and

relief operations, finan-cial aid, medical ser-vices were immediately deployed.

“Victorians stepped up with such generos-ity for the Haiyan vic-tims that it touched our hearts. The Philippines is still receiving interna-tional aid for rebuilding efforts in the aftermath of typhoon Haiyan. We are forever grateful and we will never forget,” she said.

“We don’t want to leave that message to some in the development community that if you put enough pressure on your neighbourhood, that you’ll get more opportunity to get through (an application) more easily,” Derman said.

Mayor Richard Atwell said the neighbourhood has to heal from the long-standing issue.

“We’re not going to get anywhere close to that unless we move forward,” Atwell said.

Haynes’ motion – which after an hour of pas-sionate public input and council debate received unanimous support – means council will soon consider the 16-lot subdivision for the property. The Alberg family will need to apply to a provincial body to have the land removed from the ALR at some point before that development application and rezoning could be approved. Council could also reject the application altogether and require the land to remain as permanent farmland.

“I think we’re at one of those moments where in showing good faith, this council can reach out to the applicant and ask them what they wish to have considered on this property while keeping an open mind,” Brice said.

When the motion passed, the council chambers audience erupted in applause.

Lawyer John Alexander, who represents the Alberg family, said the decision was “good news” and said the family is ready to move forward as soon as possible.

“My client is entitled by law to at least have his application considered. And that’s what this motion does,” Alexander said.

The Alberg property has been zoned for resi-dential use since the 1980s, but its ALR designa-tion allows the right to farm. It is identified as residential in the Gordon Head local area plan and the Agricultural Land Commission identified the property as appropriate for removal from the ALR in the 1980s.

Council will now set a date for public hearing on the Alberg property rezoning at a yet-to-be-deter-mined committee of the whole meeting.

Have you ever wanted to stroll through an old military camp to see what life was really like for soldiers involved in past wars? This week-end is your chance to do just that.

From 10 a.m. to 5 p.m. Saturday and Sun-day (May 16 to 17), Fort Rodd Hill National His-toric Site proudly hosts their annual Historical Military Encampment.

“It’s sort of a scaled-down version of the (re-enactments) you see on TV in the U.S., I sup-pose,” said acting Fort Rodd Hill and Fisgard Lighthouse NHS man-ager Lara Cohlmeyer, trying to boil down the event.

Vintage military vehi-cles, including tanks, jeeps and motorcycles, will be on site and visitors are sure to be enthralled by the sto-ries of past battles and military history.

“Our volunteers will be here all weekend interacting with the public and answering questions and acting out battles. It’s really something to see – and smell,” she said.

The re-enactors don’t use real black powder, Cohlmeyer said, but there definitely is an atmosphere hovering around the facilities of smoke and battle, mak-ing for a unique, histori-cally reflective experi-ence.

The volunteers, mem-bers of the Victoria-Esquimalt Military Re-enactor Association, are very engaged with what they’re doing, which creates an authentic experience for the pub-

lic, she added.“These guys make

sure that everything they do is accurate, right down to the but-tons on their uniforms being actually from the time period. Many of them have been doing this for a long time and are very knowledgable and eager to share that knowledge.”

sion prices are in effect for the event: $3.90 for adults, $3.40 for seniors, $1.90 for youth and $9.80 for a family.

Cohlmeyer added that right now would be an excellent time to get an annual pass, as they are on sale until June 15 for $5.80 for the season. Attendance with your annual pass this week-end would make the

rest of your year essen-tially cost a mere $1.90. Annual passes are good for all daily activities and many of the special events held at the site.

“It’s the best deal in town, in my opinion,” Cohlmeyer said.

“We don’t want to leave that message to some in the development community that if you put enough pressure on your neighbourhood, that you’ll get more opportunity to get through (an application) more easily,” Derman said.

Mayor Richard Atwell said the neighbourhood has to heal from the long-standing issue.

“We’re not going to get anywhere close to that unless we move forward,” Atwell said.

Haynes’ motion – which after an hour of pas-sionate public input and council debate received unanimous support – means council will soon consider the 16-lot subdivision for the property. The Alberg family will need to apply to a provincial body to have the land removed from the ALR at some point before that development application and rezoning could be approved. Council could also reject the application altogether and require the land to remain as permanent farmland.

“I think we’re at one of those moments where in showing good faith, this council can reach out to the applicant and ask them what they wish to have considered on this property while keeping an open mind,” Brice said.

When the motion passed, the council chambers audience erupted in applause.

Lawyer John Alexander, who represents the Alberg family, said the decision was “good news” and said the family is ready to move forward as soon as possible.

“My client is entitled by law to at least have his application considered. And that’s what this motion does,” Alexander said.

The Alberg property has been zoned for resi-dential use since the 1980s, but its ALR designa-tion allows the right to farm. It is identified as residential in the Gordon Head local area plan and the Agricultural Land Commission identified the property as appropriate for removal from the ALR in the 1980s.

Council will now set a date for public hearing on the Alberg property rezoning at a yet-to-be-deter-mined committee of the whole meeting.

With an eye on the “shrinking condo,” local developers Kang and Gill Construction saw a niche opportunity for The Boulevard at 4000 Shel-bourne Ave.

“We noticed the market was missing larger units,” said Ivica Kalabric, head of sales for The Boulevard. “There is a high demand for downsiz-ers wanting a condo, but the condos are too small and the transition is too harsh for empty nesters, so we created sizeable suite plans to meet that demand.”

Kalabric works exclusively for Kang and Gill, and has done so for five projects. He was inte-grally involved with The Boulevard process from the ground up.

“Downsizers are moving from 2,000 square feet to something between 600 and 700, and it’s too hard. We found that demographic is wanting a two-bed, two-bathroom unit that averages more than 1100 sq. ft.”

The Boulevard is move-in ready, and is cur-rently 60 per cent sold out. It features 56 units in all: 40 condos, eight condo lofts, which are two-storey with private rooftop garden decks, and eight family townhouses which have sepa-rate ground floor access. The L-shaped build-ing faces Shelbourne with a new yet-to-be-named park (provided by the developers to Saanich) behind it.

“The building is 95-per-cent complete, we’re just doing the final touches inside and outside, exterior landscaping,” Kalabric said.

Six of the eight two-storey condos are still available from $479,000 to $499,000, and between 1,300 to 1,500 square feet, in either two bedroom and den, or three bedroom options.

They present like a stacked condo, with a main floor living area and second floor bedrooms.

There’s also three bedroom condos with two or three bathrooms.

Underground parking spots are available for each unit as well as a spacious bike storage .

Behind the building, transitioning into the new park, is a private courtyard.

All units are at least two bedroom, and the

remaining condos are priced between $399,000 to $499,000.

A block from University Centre, The Boule-vard is amenity rich in terms of shopping needs

and entertainment. It’s walkable to Gordon Head Recreation Centre, elementary, middle and high schools, and is close to bus routes and bike routes, including the Gordon Head connector, as well as Mount Douglas Park,

The builing itself meets stringent green cer-tifications. All heating is in-floor, radiant, using geothermal radiant heat from below the building.

“Supplemented with geothermal heat, the heat-ing costs are included in the price of strata,” Kalabric said.

Run series kicking off year sixThe Christie-Phoenix Insurance Victoria

Run Series (formerly known as The Q’s Vic-toria Run Series), kicks off it’s sixth annual season tomorrow (May 16) at the Univer-sity of Victoria’s Centennial Stadium.

The first race of the evening starts at 6:30 PM with the 5,000-metre elite division. The race features two Kenyan runners, Leonard Koech and Benard Ngeno, as well as visit-ing Vancouver athletes, one of which is one of Canada’s top-performing masters, Kevin O’Connor.

“The race should go as fast as 14 minutes, depending on the level of other competi-tors, meanwhile O’Connor may be under 15 minutes. These are fast times and should be entertaining to watch,” said race direc-

tor Christopher Kelsall. “All abilities and all ages are welcome, we have runners as young as nine and as old as 85. All races are captured on video and viewable on the series website. All races are sanctioned by BC Athletics.”

The Run Series begins with four track meets during May and June – all at UVic on Saturdays starting at 6:30 p.m. The series shifts off-track with three cross-country meets during September at Beaver Lake Park.

Proceeds support the Mustard Seed Food Bank. Cash, clothing and non-perishable food donations are welcome at each meet
