Their Repreaeotatinn Tn-Night. Last Mardi Gras the Mistic Krewe of Comus presented one of the most highly interesting and artistic displays that ever mummers indulged in. The subject was the “Missing Link," an embellished extrav- agant* on the Darwin theory of the origin of man. The poem, for poem it was and is, was written by a journalist of this city, and so superb'that it would indeed be strange if it did not bring to the surface some second- hand brain to travesty it. The travesty has come and will appear on our streets to-night, produced by a number of men who call themselves the Knights of Momus, or some name like unto that, and whose excellent motto is “ Dum vivimus vivamns”—whilst we live let us live. Of course, when one lives he is not dead, but that absurdity is not the fault of the knights of this late day. To-night, on the occasion of this associa- tion making its annual display parade, the subject will he, “The Coming Race,” a faint imitation of the Missing Link, which turned its tale on two occasions—once in New Or- leans and later in Houston. The represen- tation to night will oonsist of nothing more than about fitty transparencies, carried by disguised men. Who they are or why they attempt to follow in the footsteps of illus- trious predecessor is more than the “ end men" in negro minstrels would undertake to answer. The transparencies, as we saw them in the third story of a brick building, aided by the use of a powerful field glass, are artistioaily painted on six cent white cotton, stretched on strong wire frames, in appro- priate colors. Broomstick poles will an- swer for handles, so that the pictures will be sailed so high that even the shortest boy will be able to view them with critioal eye< even though he have a cubstone seat. We shall be regaled with the représenta, tion of a what-d’ye-call-it, in the delormed form of a man from the coming race, who will be a cheat on shoemakers, for he has but one leg, and consequently only one foot. Another monstrosity .will have only one eve, and that in a wrong position. Another will be composed partly of vegetable and partly of animal substances Some will be of human and brate combination, while others will possess traces of metallic, vegetable and auimal origin. Birds, beasts, men and tools will he tumbled together in one nonsensical form, all painted on cheap white cotton, brilliantly illuminated “by a tallow dip or a bright particular star snatched from the blue dome above for this particular occasion only—copyright secured—and can be seen at the best barrel house head of Canal street on New Year day; price five cents. The entire affair, as far as the reporter's opera glasses would permit him to see at the distance of across one street, will not add greatly to the glory of New Orleans mimicry, and citizens arc advised of this fact to prevent them leaving their homes unguarded to-night simply to view what they will decry alter having seen. The rate of freight on cotton exported from New Orleans during the past year ruled at live eighths to one penny per pound, which is ooe-fourtb to one-half petyiy (equal to one-half to one cent) per puuud more than vessels would charge if no ob- struethiu existed at the mouth of the river. Vessels have been detained so often and frequently for weeks, at great e^iense, that high rates of freight have to he charged to prevent loss. If we estimate th - excess on 1,406 (126 bales cotton, average weight 460 pounds, at one-fourth (>enny or one half cent, we have |3.233,8ô9. which must be deducted from the value of the cotton, and borne by the producer. Remove the obstructions at the mouth of the river, and make* it possible for vessels of larger draft to enter our port without fear of detention, and tonnage sufficient for the wants of our commerce would seek this port and take our cotton at one-half penny or less per pound, enabling buyers to pay one-half cent to one cent more in gold for cotton than at the present rate. If we add to this the excessive rate charged on all other articles exported from New Orleans (the trade in many of which is materially curtailed from this cause), and make reason- able allowance for the losses sustained by merchants frequently having their cargoes detained lor weeks on the bar, to the great inconvenience of all connected witb the trade, we hare a sum sufficient now being borne directly or indirectly by the pro- ducers, merehanto and manufacturers ol the Mississippi valley and the North each year to construct the Fort St. Philip canal, and otherwise improve the navigation of the river between tbis port and St. Louis. Two Days with the Heaate Committee Monday, at ten o'clock, was the time ap- pointed for the members of the Committee on Transportation of the Senate of the United States, now in this city, composed of Senator William Windon, of Minnesota, chairman; John Sherman, of Ohio; J. R. West, of Louisiana; H. G. Davis, of West Virginia, and S B. Conover, of Florida, ac- compaied by Senator Hamlin, of Maine, and Representative D. W. Gooch, of Mas- sachusetts, to complete their labors on the question of the feasibility of the Fort St. Philip eanal by inspecting the proposed site. The steamer Crescent City, which has been newly repaired and fitted up for the use of the United States corps of engineers, was lying at the head of Conti street, the flag of that department, the white eastle on a blue ground, flying at the fore. The revenue cutter laid several squares below. At about eleven o'clock the majority of the distinguished guests had arrived, attended by Governor Kellegg and many other prom- inent gentlemen of Louisiana, some of whom participated in the excursion. On the part of the Chamber of Commerce were Messrs. John H. Kennard, A. K. Mil 1er, Charles Ë. Slay back, while the Cotton Exchange was represented by Harrison Watts, Esq. Besides these gentlemen were General W. H. Emory, Colonel W. W. Sanders, Judge C. L. Chase, General M. Jeff. Thompson, State Engineer, Major John R. French, sergeant-at-arms of the Senate, and E. Z. Brailey, Esq., phonogra- pher who acoompanied the committee in their official capacities. In the company were Mrs. Hamlin, Airs. Gooch, Miss Alley and Willie Gooch, and the latter certainly en- joyed the trip as well as any of his elder companions. The stook of refreshments liberally sup- plied by the committees of arrangements of the Cotton Exchange and Chamber of Com- merce were stored on board the Crescent City, the John A. Dix being selected to convey the excursionists on account of her speed. The cotter was first directed up the river as far as the elevator to give the guests an idea of the size and appearance of New Orleans, and then Captain Free man determined to see how quick he could reach Magnolia plantation. The fastest time ever made on the forty-eight miles be- tween there and the city was by the Heroine, of two hours and nineteen minutes, and the next by the Rio Grande, two hours and twenty-one minutes. Both of these vessels were blockade runners, built expressly for speed. Alsnday the John A. Dix made tne same distance in two hours and fifty minutes, which is a re markable performance. The vessel, formerly the Wilderness, has been entirely rebuilt, has new boilers and is the fastest boat of her kiud. H er offioers, who contributed greatly to the cum fort and pleasures .of the party, are Captain E. A. Freeman, First Lieutenant- T. Mason, Second Lieutenant S. E. Maguire, Third Lieutenant A. P. R. Hanks, Chief Engineer J. N. |Case, First Assistant S. T. Taylor, Second Assistant W. F. Blafcemore. Gn reaching the landing at Magnolia plantation, the excursionists were met by Hon. Effingham Lawrence and escorted to the house. Alter » short stay the sugar house was inspected, and the process, uew to most of them, of reducing the cane through all the stages, from the first cut tiug to the final production of pure white sugar, was thoroughly explained by Mr. Lawrence and his brother and son. What the latter young gentleman could not ex plaiu about sugar making did not seem to be of much importance to the committee. From the sugarhouse a ride was taken lo where the steam plow was at work. The number of questions asked by the Senators and the interest manifested were very gratify ing. Hon. Bradish Johnson drove up while the plow was being examined, and returned to the house. Some guests expressing a desire to pluck an orattge, they were led to a tree loaded with the beautiful fruit, and indulged their fancy to their heart's content. Alany wont through the orange orchard, the most magnificent on the continent, and cut sou- venirs of their visit. Two hours or more were pleasantly spent in this way, and then caut6 dinner. The hospitality of Magnolia plantation is too well known to need description, and besides the committee was on its way to see about a canal. There was not much said about it until justice had been done with aflairs affairs nearer to hand. Colonel Lawrence ana Senator Hamlin monopolized the con- versation on the eul.j’-ct of Cub», with an occasional word from Senator Windom.wlio finally called on Senator West, as the com- tnauder-in chief of the expedition, to say something of its object. Our Senator’s opinions having long been well known to be heartily in favor of the canak his address was of course devoted to showing what progress had been mads to- ward success. He called on Senator Windom, who said that in considering the question, it was not a matter of merely local Louisiana interest. The West had to look upon the question as affecting the whole country. Ho did not state what the committee would do, but he showed that, as a representative of Minne- sota, he had a desire for the prosperity of Louisiana. Colonel Lawrence spoke of the decline of property and increase of taxation, and Air. Johnson also touched on the same theme. One cause was the condition of the mouth of the Mississippi. The people asked for help, and he knew of no way to give it to them except through a favorable report ot this committee. The earnestness of his remarks and those of Colonel Lawrence seemed to make a great impression on the committee, for Senators Sherman and Davi* both spoke strongly on the burden ot taxation. No remarks were made officially on the sabject, but confidentially, as Senator Sher- man said, the chances for the canal etetned to improve. Colonel Lawrence said he should like to hear from Senator Conover, as he lived the nearest to Cuba, and that gentleman made few remarks, which pleased all who heard them. General Thompson said a little about the canal and a great deal on the subject of levees and the levee tax, which was the most unendurable of all. He thought Con- gress should make an appropriation suffi- cient to remove this burden. The discussion, or rather conversation, touched of coarse every phase of the puliti • cal situation, and every gentleman ex- pressed the views that he entertained. But there was not the slightest in teruption to the harmony'oi the ocoasion. Vice President Hamlin, after stating the object of the committee pleasantly, said he and Mr. Gooch had constituted themselves a committee of one from each house to travel with them and see how they pro- gressed. He came from the cold and sterile North, and he looked with wonder on the soil and productions of Louisiana. He spoke forsome time on her condition and the proper remedies for the causes of a complaint. Judge Kennard, chairman of the com- mittee of the Chamber of Commerce, spoke of the case of the canal and other topics which were necessarily involved iu its con- sideration. He had given the snhject great deliberation and thought, and spoke very earnestly and seriously. General Emory and Colonel Sanders were prevailed on to make a tew brief remarks, and Lieutenant John Quinn, of the engi- neers, in the absence of Major Howell, who had left lor Washington, gave a succinct history of the experiments relating to the canal and some data from a forthcoming report. Air. A. K. Alilier responded to a call by saying be had come to New Orleans after being told the place was dead. If he were to judge of that fact by the specimens of business men he had had dealings with, they were alive as any men he had ever met. He whs sure the canal would be an advantage to contmeroe, as he himself had once been ki pt forty nine days on the bar- In response to a rentork made by Colonel Lawrence, that be prayed that the Louis- iana case would soon be settled, Air. Gooch, of Massachusetts, said he desired to an- swer it. He looked upon the people of the State to settle the question, but if the pres- ent government, which, at any rate, was a de facto one, was to endure for four years it should have the support of every good citizen to aid it iu any attempt to extricate the State from its difficulties. Even if it were not to last so long it should have the same support. If the best citizens did not support it they became guilty of the same crime as those they accused ot wronging them. Mr. Gooch’s remarks were made in a very feeling and dispassionate manner, and Air. Lawrence immediately said he desired to publicly thank him for them, and the spirit that prompted them, in the name of the people of Louisiana. Captain Freeman was told to make a speech, and avoided it by a facetious apology. Air. C. E. Slavback told of his losing a glorious opportunity to distinguish hitnse.f by utoviug that a convention in Detroit, where he first met Senator Hamlin, should adjourn sine die. He failed because another young man did it for him; this time he thought he was ahead with his motion, and the hour being late the party returned to the boats. The evening, which all said had been one of the most pleasant within their recollec- tion. was finished by a moonlight sail down the river. The cutter went to Fort Jack- sou und laid up till morning, when it over- took the Crescent City, and the site ot the canal was inspected. Afterward the forts were reached and the return home com- menced iu the John A. Dix. On the way Lieutenant Quinn was again examined by the committee tin the engin- eering data within his knowledge. Captain Hiram Eollett was called to tes- tify on the towboat question. He said it was the interest of that association to block up the bar and starve out the small capital- ist. Orders bave been given to take possession of the bar. It is for the interest of a towboat pilot to keep a ship on the bar, because if it were dear, he might be laid up half the year. He detailed the bystem of contract by so luueh a tide. The different companies are not now opposed to each other. They make believe once in a while to starve others out. It is against the inter- est ot the associai inn to have the canal or to keep Pass a-l'Outre open. They have placed a ship athwart the bar to keep others from crossing it. Marry and Y ’ot ke were onee opposed to each other, and one kept the otner in while he kept the first out by blocking both sides of the bar and forming a hollow square. Captain Eolleti's statements were exceed- ingly racy and seemed to he appreciated by the committee, who asked questions relat- ing to the management at the bar which showed they had much knowledge of the facts themselves. About eleven o’clock the cutter again readied the Magnolia plantation, aud re- ceived oa board the ladies and a few others win* had rem lined over night with Culouel Lawrence. From thence the party pro- ceeded to the p]<4Ri«tion of Colonel Bradish .Johuson, and were shown over his wonder- ful mill by him aud Ins sous. After partak ing of an elegant lunch and a glass of Chate.ix Giseours, of which Colonel John sou is properly proud, the party came on to the city, landing at Esplanade street about 7 P. AI. Tho excursion was an exceedingly agreea- ble one, and whether future remembrance will be associated with more beneficial re- sults or not, the managers and hosts have the thanks of all their guests. To Senator West, the “commander-in- chief,” to Captain Freeman and his officers, the members of the Chamber of Commerce, Mr. KeDnard afid his associates, to Mr. Watts, of the Cotton Exchange, and par- ticularly to Alessrs. Effingham Lawrence and Bradish Johnson, is due the credit of its success, as is the universal good will manifested by each one to the other the cause of so much pleasure. Resolutions Passed by tbe New Orleans Academy of Sciences in Reference to the Late Professor Agassiz. " At a regular meeting of the New Orleans Aaademy of Sciences, held at the Univer- sity buildings, December 29, 1873, the fol- lowing preamble and resolutions, introduced by D. K. Whitaker, LL. D , and seconded by Professor C. G. Forshey, were unani- mously adopted; W hereas , Louis D. Agassiz, LL. D , pro- fessor of natural sciences in Harvard Uni- versity, a native of Switzerland, but for up- ward of a third part a century an honored citizen of the United States, and an illus trious member of the republic ot letters, has been recently called from the scene of his earthly labors and triumphs, and it de- volves ou scientific organizations to express the regret that is deeply felt on the occur- rence ot so lamentable an event; therefore, ßfsolxcd, unanimously by tbe New Or- léans AtttUemv of Sciences, that, in the re- moval by death of this eminent personage, the cause of science, ot humanity and civil- ization throughout the Union and through- out the world, have received a shock from which it will not soon recover. Resolved, that the loss of tbis distinguished savait is more sensibly felt because, though he hail passed the meridian of life, his in- tellectual powers, in their full vigor, prom- ised a future career of usefulness and fame, in his particular department of j inquiry, equal to if uot surpassing that of any of his predecessors or contemporaries, and because Lis death was unexpected and sudden. Rtsolred, That this Academy deeply sym- pathizes with the accomplished relict of the deceased, the companion of his literary la- bors and the ornament of his household, und with his children, to whom he has transmitted un inheritance mote valuable than that of wealth, in the greatness ot his scientific achievements and in the multi- tude of his virtues. Resolced, That a copy of these resolu- tions, signed? by the president, attested by the secretary, and sealed with the seal of this Academy, be transmitted to the family of the deceased by the secretary. A Ruthless Killing., Edward I)av was manager on what is known as tbe Williams' estate place, in this parish, bo had resided here, up to the time of his death, nearly two years. He was u native of Virginia, and from Culpepper Courthouse, in that State, where hi* sister and brother-in-law, A. J. Stofer, editor of the Culpepper Observer, now reside. Here and at his home he was much respected by all who knew him, and was regarded as a correct and law abiding citizen. P. L. Pen ery is au old resident ol our parish, a black- smith by trad«, he has on several occasions given evidence r.t a vindictive spirit and is addicted to too much whi*ky. It seems that a misunderstanding had taken place be: «een Day and Penery on Saturday I ist, when high wordo and offen sive language wai exchanged. Penery had abused and badly beaten the Cook woman in the employ of Day, and Day, to preveut a recurrence ot su«h conduct, came to Pro- vidence ou Blond aj to procure the arrest of Penery; and while in the magistrate’s office making the neccesvy affidavit for the war- raut to is-ne Pemry stepped in, and by some means itiscovn-eit what was going on, and immediately lift town on horseback. Shortly afterward Mr. Day left town in his buggy anl drove ' toward his home on “Bunch’i Bend.” When he got within about ti'ty yards of the May place, Penery stepped out into the road lrotu a thicket when he bad been hid, and halted Mr. Day, striding immediately in front of his horse aid about twelve steps from the buggy, «eliberately raised a double barreled gun took aim and fired, lodging thirteen buekhot in tbe left side of Mr. Day, who fell am expired in less than five minutes. Green jalloway, who was in the buggy with Air Day, drove up to Solari’s store, where tie body of the mur- dered man was propety cared for. Penery in the meantime second a skiff, and cross- ing Old river, seorend himself on the ielaDd, where, after diligent search, he was found on Tuesday by the young men of the neighborhood who had organized a sq'kd to hunt him down. When taken he did not offer any resistance, but quietly sibmitted himself to his captors, was brouglt to town in the eveeiDg and securely locked iD jail. Washington, December 30.—The Secre- tary of the Treasury has returned. Mexican War Veterans. The President will receive the soldiers of the Mexioan war on New Year’s day. Minister Cashing’* Instructions. The appointment of Caleb Cushing to be the successor of General Sickles, as minister to Spain, continues to exoite comment con- cerning tho character of the instructions he will receive from the Department of State after the confirmation of the nomination by the Senate. Although usage is opposed to an open declaration of the line of diplomacy to be pursued, it can be stated with truth that one of the subjects to which Mr. Cushing will give his attention will t>d the policy of political and administrative reforms in Cuba, as tbe best m.-ans calculated to restore peace to that island, and promote its prosperity. Among these reforms is in- cluded the abolition of slavery in the-isiand. The views which have appeared both in the President's annual message and the official correspondence of Secretary Fish, and which have been often communicated to the Spanish Cabinet, will be urged. It will be recollected that several years ago oar government tendered its good office to Suain in the hope of Cuban pacification, but it was respectfully declined on tbe basis suggested. It is not improbable that a similar tender will again be made by the new minister, as the administration will re- sort to every proper expedient for the pur- pose of restoring peace and ot protecting American interests in puba and the adja- cent waters; and there can be no doubt that au effort will be made to conclude a new commercial treaty with Spain; the only-one ever made with that (tower being that of 1795 of friendship, limits and navigation. December 30.—A Herald special says: The Spanish Cortes, which meets January 2, will place Serrano at the head of the government. Tbe Araplles to be Released. Captain Shufeldt, exeentive officer of the Brooklyn navy yard, said that the obstruc- tion occasioned by the sanken coal barge would probably be removed and the Span- ish frigate Arapiit-s released either to-day or to morrow. She wili then proceed to the ordnance dock to receive her gnns. The Juniata Aleak. Tbe Juniata needs repairs, and there is a leak in her steru, but it is ihongfit she can be placed in order without docking. Work at tbe Navy Yard. Tite report that a large number of men will be discharged from the yard on Wed- nesday next, was said hy Captain Shufeldt to be unfounded. Orders were received from Washington merely directing the heads ot departments at tho yard to dis- charge woikrnen as circumstances may per- mit. There ate now 3200 workmen employ- ed at tbe yard, besides about 500 in the em- ploy of outside contractors. The appropria- tions arc only sufficient to keep 1600 men at work, but a considerable number will be kept engaged all winter. The new sloop of- war building at the yard will be completed before spring. The Tenn«6see will be placed in dry dock and it will require two months’ work to put her in proper condition. M an ie Jourrfaa Case. The trial of Maggie Jonrdan, for assisting in the escape of Sharkey, from the Tombs, was not concluded this evening, and tho jury wore locked npfor the night. The Polaris Crew. A few members of the late Polaris crew met to-night. After informal conversation, daring which the unanimous opinion was expressed that Captain Hall died a natural death. A memorial to Congress was signed, asking additional compensation because of the iuabii-ity of most of them doing any work from the effects of their hardships during their late voyage. Financial. Customs receipts to-day, $250.060. The sub-treasurer paid to-day $1,799,000 in gold for the January interest; also, $79,000 for called bonds. TH E VIRGIN ITJS. Minkina ot the Vlrcinlmt'. New York. December 30.—The Ossipee reports that the Vtrginius, when tiff Cape Fear aud in sight of land, in spite of all the efforts of the crew aboard of her, settled and went to the bottom. Shortly after the arrival of the Ospipee a reporter hoarded tho vessel and had an interview with the officer of the deck. The latter said he had strict orders not to com municate with anybody .in relation to the circumstances attending the foundering of the Virginius; he would not even give the date of the occurrence or the place where it happened. Offlciul Report of the Commander of the Ossipee. Lieutenant Commander Hasewell, execu- tive officer of the Ossipee, says: The Os- sipee left the Tortugas with the Virginius in tow on the morning of the nineteenth instant, as already reported. They had fair weather until the afternoon of Saturday, the following day, when a gale sprung up. She continued to have bad weather like that encountered by the Juniata. The Virginius signaled that she was leaking badly. Cap- tain Walters, commander of tbe Ossipee, therefore determined to shape his course for Charleston, South Carolina; but as they got into smoother water the Virginius behaved better, and the water was kept out of her fire room. On the morning of Christmas day, however, the severe weather having continued, the Virginius was again leaking as badly as ever, and the vessels put into Frying Pan shoals, about ten mile« south of Cape Fear light, where smoother water could be obtained, and here tbe vessels came to anchor, Captain Walter4 hearing that the Virginius would ride out the gale. Before daylight next morning, Friday, Commander Wood row signaled with lights that the Virginius was leaking rapidly, with fires out and pumps stopped, and that the crew wished to be taken off. A boat was lowered from the Ossipee at daylight, and by 7 A. M. all on board the Virginius were transferred to the former vessel. As a heavy sea was-running, the work of removing the crews was one of mach dan- ger and difficulty, and therefore no lives were risked in endeavoring to save their personal effects, or any other property on tbe Virginius. The hawser of the Virginias was cut, and the buoys attached to mark her position in case she sank out ot eight. The Ossipee remained at anchor during the day, and at 4:13 P. M. the Virginius, which had been gradually settling, went to the bottom. She sank in eight tathoms of water, and her topmasts remained above the surface. The Ossipee then resu»®d her voyage to this port. Her supply of coal was ample, twenty-five ton« still remaining on board. All on board th* Ossipee Ke well. She will proceed to the navy yard here to-day or to-morrow, after discharging her powder. Captain Walters has made a written report, whioh will be forwarded to Washington at once. Landfill of the Released Prisoners. The survivors of the“ Virginias landed to-day. The crew of th«*-Vermont cheered them as they passed. They were met on shore by several Cuban leaders and taken to quarters. The only Southerner on the list of survivors is PliilipMetzler. a cigar- maker, of Charleston, Soimjk Carolina. The survivors number&e hundred and one, including one Engliftman, one Cana- dian eight Americans, tn.Jamaoians and twenty-nine natives of Havana. Among them there are nine students And nineteen ciznrmakers. A faw who -were siekwern well oared for. j J? The released captives of the Virginius still remain at the Cuban restaurant on Pine street, and the scene there this morn- ing was one of great enthusiasm. Resolu- tions were adopted returning thanks to Captain Braine, of the Jnniata, for his kindness, and expressing sympathy with him in tbe loss of his son. It was also resolved that the ox-captives should attend the fuueral of tbe ehild in a body. Some of them this morning won» visited by personal friends, und the meet- ings on these occasions were of a most af- fecting character. A Vote of Thanks. The released Virginius prisoners to-day S assed a vote of thanks Co Commander raine and the other officerff of the Juniata. The Henteore of the Prisoners. Engineer Knight, of the Virginius, said the original sentence of the prisoners wma that the entire crew should be hung to the yardarm, but the captain of the Isabella la Catolica did not wish such a spectacle on bis vessel, and obtained a change to death by shooting, and the commutation of the sentence of seventeen of the erew to the chain gang. Knight, two of the quarter- masters and one of the oilers were accord- ingly sentenced to the chain igang for life, and the other thirteen, all of whom were mere boys, to eight and four years ef hard labor in the gang. Sage, from New Orleans. Investigating the Ville da Havre Disaster. M. Ilaritol, an official of the board of trade, opened the inquiry into the Ville du Havre disaster to-day. He states that the objeot was to elicit facts, and thpt there was no desire to prefer criminal charges against any one. The second add third mates of the Lochearne testified they did everything in their power to prevent the collision, and described the etforta they made to attract the attention of tfhse on board the steamer The hearing Uf their testimony as to the conduot of the Vfunoh officers after the collision was postponed, as tbe latter have not yet arrived bgre, and tbe owners ot the steamer had no counsel present to represent them. A Treaty of Peace. St. PETERsnuRO, Decern her 30.—Tho treaty between Russia and Bokhara Is pub- lished. It gives the Kltivan territory on the t ight bank of the Amu Daria river to Bokhara, who, in return, agrees to abolish slavery and to establish mutual trading facilities with Russia. CUBA. BurricI Relieved of His Command. H avana, December 39.—The home gov- ernment relieved General Burriel of the command of the eastern department be- cause, in a proclamation issued last week, he attacked the exisriug administration of Spain. He has been ordered to appear at Madrid to answer charges preferreu against him in relation to this matter. Jouvellar'a Demands. Jouvellar insists tbe government shall accept bis resignation, unless he is granted iu full the extraordinary powers enjoved by his predecessor. The government nan consented to increase his powers, but there are restrictions, by certain conditions. Extraordlnaay Powers Required. The Vox de Cuba says the only reason why Jouvellar has not taken active meas- ures for tranquilizing tbe island was lie- cause he couhl not legally do so. The Vos and Diaria declare the Conservatives favor the grant of extraordinary powers, and say the only way to save Cuba to Spain is to declare martial law throughout the island, levy forced contributions and call out the militia to suppress the rebellion. The execution of reform laws must be postponed to a more fitting opportunity. Cushing’s Appointment. The Cos, alluding to the change in the American legation at Madrid, says: “The original appointment of Générai Sickle« was an act of discourtesy, if not hostility, toward Spain, and showed a want of con- sideration for her susceptibilities. Cushing is the antithesis of Sickles, and the change made can not be regarded otherwise than a gracetnl tender of good will on the part of the government of the United States.” Satisfactory to tbe Slave Owners. The colonial minister has made a speech at Matanzas in which he sought to allay th» > fears in regard to the immediate abolition«)«^ of slavery. His remarks gave mach satis- / faction to the owners of slaves. Keeler Heard From. Tidings have been received of Mr. Ralph Keeler. THE STRIKE. The Strikers Holding Ont—Violence Dis- couraged. Louisville, Ky., December 30.—All tha striking engineers in this vicinity have r»- fused to accept the offer of the Jefferson- ville, Madison and Indianapolis Railroad Company, and none of them resumed work yesterday. At a meeting of the brotherhood last night the authority of Grand Chief Engi- neer Wilson was disavowed, and the re- ported acts of violence by the striking engi- neers elsewhere were strdnglv condemned. No violence whatever in this vicinity has been reported. At this terminus of the Jeffersonville, Madison and Indianapolis railroad the situation remains unchanged. Nine strikers have resumed work, while several outside men employed by the company gave ut* their engines to-day. Their places were afterward supplied. But very liitte busi- ness was done on tho road. Last Mardi Gras the Mistic Krewe of Comus presented one of the most highly interesting and artistic displays th a t ever mummers indulged in. The subject was the “ Missing Link," an embellished ex trav ­agant* on the Darwin theory of the origin of man. The poem, for poem it was and is, was written by a journalist of this city, and so superb 'that it would indeed be strange if it did not bring to the surface some second­hand brain to travesty it.

The travesty has come and will appear on our streets to-night, produced by a number of men who call themselves the Knights of Momus, or some name like unto that, and whose excellent motto is “ Dum vivimus vivamns”—whilst we live let us live. Of course, when one lives he is not dead, but th a t absurdity is not the fault of the knights of this late d ay .

To-night, on the occasion of this associa­tion making its annual display parade, the subject will he, “ The Coming Race,” a faint imitation of the Missing Link, which turned its tale on two occasions—once in New Or­leans and la te r in Houston. The represen­tation to night will oonsist of nothing more than about fitty transparencies, carried by disguised men. Who they are or why they a ttem pt to follow in the footsteps of illus­trious predecessor is more than the “ end men" in negro minstrels would undertake to answer.

The transparencies, as we saw them in the third story of a brick building, aided by the use of a powerful field glass, are artistioaily painted on six cent white cotton, stretched on strong wire frames, in appro­priate colors. Broomstick poles will an ­swer for handles, so th a t the pictures will be sailed so high tha t even the shortest boy will be able to view them with critioal eye< even though he have a cubstone seat.

We shall be regaled with the représenta, tion of a what-d’ye-call-it, in the delormed form of a man from the coming race, who will be a cheat on shoemakers, for he has but one leg, and consequently only one foot. Another monstrosity .will have only one eve, and th a t in a wrong position. Another will be composed partly of vegetable and partly of animal substances Some will be of human and b ra te combination, while others will possess traces of metallic, vegetable and auimal origin. Birds, beasts, men and tools will he tum bled together in one nonsensical form, all painted on cheap white cotton, brilliantly illuminated “by a tallow dip or a bright particular s tar snatched from the blue dome above for this particular occasion only—copyright secured—and can be seen a t the best barrel house head of Canal street on New Year day; price five cents.

The value of the cotton exported for the year ending August 3i, 1873—1,406,026 bales—is esiiinuteil to bo $118,700,738.

The ra te of freight on cotton exported from New Orleans during the past year ruled a t live eighths to one penny per pound, which is ooe-fourtb to one-half petyiy (equal to one-half to one cent) per puuud more than vessels would charge if no ob- s trueth iu existed a t the mouth of the river. Vessels have been detained so often and frequently for weeks, a t great e^iense, tha t high rates of freight have to he charged to prevent loss. If we estimate th - excess on 1,406 (126 bales cotton, average weight 460 pounds, a t one-fourth (>enny or one half cent, we have |3.233,8ô9. which must be deducted from the value of the cotton, and borne by the producer.

Remove the obstructions a t the mouth of the river, and make* it possible for vessels of larger d raft to enter our port without fear of detention, and tonnage sufficient for the wants of our commerce would seek this port and take our cotton a t one-half penny or less per pound, enabling buyers to pay one-half cent to one cent more in gold for cotton than a t the present rate. I f we add to this the excessive ra te charged on all other articles exported from New Orleans (the trade in many of which is materially curtailed from this cause), and make reason­able allowance for the losses sustained by m erchants frequently having their cargoes detained lor weeks on the bar, to the great inconvenience o f all connected witb the trade, we ha re a sum sufficient now being borne directly or indirectly by the pro­ducers, merehanto and m anufacturers ol the Mississippi valley and the North each year to construct the F ort St. Philip canal, and otherwise improve the navigation of the river between tbis port and St. Louis.

Monday, a t ten o'clock, was the time ap­pointed for the members of the Committee on Transportation of the Senate of the United States, now in this city, composed of Senator William Windon, of Minnesota, chairman; John Sherman, of Ohio; J . R. West, of Louisiana; H. G. Davis, of W est Virginia, and S B. Conover, of Florida, ac- compaied by Senator Hamlin, of Maine, and Representative D. W. Gooch, of Mas­sachusetts, to complete their labors on the question of the feasibility of the Fort St. Philip eanal by inspecting the proposed site.

The steam er Crescent City, which has been newly repaired and fitted up for the use of the United States corps of engineers, was lying a t the head of Conti street, the flag of tha t departm ent, the white eastle on a blue ground, flying a t the fore. The revenue cu tter laid several squares below. At about eleven o'clock the majority of the distinguished guests had arrived, attended by Governor Kellegg and many other prom­inent gentlemen of Louisiana, some of whom participated in the excursion.

On the part of the Chamber of Commerce were Messrs. John H. Kennard, A. K. Mil 1er, Charles Ë. Slay back, while the Cotton Exchange was represented by Harrison W atts, Esq. Besides these gentlemen were General W. H. Emory, Colonel W. W. Sanders, Judge C. L. Chase, General M. Jeff. Thompson, State Engineer, Major John R. French, sergeant-at-arms of the Senate, and E. Z. Brailey, Esq., phonogra- pher who acoompanied the committee in their official capacities. In the company were Mrs. Hamlin, Airs. Gooch, Miss Alley and Willie Gooch, and the la tte r certainly en­joyed the trip as well as any of his elder companions.

The stook of refreshments liberally sup­plied by the committees of arrangem ents of the Cotton Exchange and Chamber of Com­merce were stored on board the Crescent City, the John A. Dix being selected to convey the excursionists on account of her speed. The co tte r was first directed up the river as fa r as the elevator to give the guests an idea of the size and appearance of New Orleans, and then Captain Free man determined to see how quick he could reach Magnolia plantation. The fastest time ever made on the forty-eight miles be­tween there and the city was by the Heroine, of two hours and nineteen minutes, and the next by the Rio Grande, two hours and twenty-one minutes. Both of these vessels were blockade runners, built expressly for speed. Alsnday the John A. Dix made tne same distance in two hours and fifty minutes, which is a re m arkable performance.

The vessel, formerly the Wilderness, has been entirely rebuilt, has new boilers and is the fastest boat of her kiud. Her offioers, who contributed greatly to the cum fort and pleasures .of the party, are Captain E. A. Freeman, F irst Lieutenant- T. Mason, Second Lieutenant S. E. Maguire, Third Lieutenant A. P. R. Hanks, Chief Engineer J . N. |Case, F irst Assistant S. T. Taylor, Second Assistant W. F . Blafcemore.

Gn reaching the landing a t Magnolia plantation, the excursionists were met by Hon. Effingham Lawrence and escorted to the house. A lter » short stay the sugar house was inspected, and the process, uew to m ost of them, of reducing the cane through all the stages, from the first cut tiug to the final production of pure white sugar, was thoroughly explained by Mr. Lawrence and his brother and son. W hat the la tter young gentleman could not ex plaiu about sugar making did not seem to be of much importance to the committee. From the sugarhouse a ride was taken lo where the steam plow was a t work. The number of questions asked by the Senators and the interest manifested were very gratify ing.

Hon. Bradish Johnson drove up while the plow was being examined, and returned to the house. Some guests expressing a desire to pluck an orattge, they were led to a tree loaded with the beautiful fruit, and indulged their fancy to their heart's content. Alany wont through the orange orchard, the most magnificent on the continent, and cut sou­venirs of their visit.

Two hours or more were pleasantly spent in this way, and then caut6 dinner. The hospitality of Magnolia plantation is too well known to need description, and besides the committee was on its way to see about a canal. There was not much said about it until justice had been done with aflairs affairs nearer to hand. Colonel Lawrence ana Senator Hamlin monopolized the con­versation on the eul.j’-ct of Cub», with an occasional word from Senator Windom.wlio finally called on Senator West, as the com- tnauder-in chief of the expedition, to say something of its object.

Our Senator’s opinions having long been well known to be heartily in favor of the canak his address was of course devoted to showing what progress had been mads to­ward success.

He called on Senator W indom, who said th a t in considering the question, it was not a m atter of merely local Louisiana interest. The W est had to look upon the question as affecting the whole country. Ho did not state what the committee would do, but he showed that, as a representative of Minne­sota, he had a desire for the prosperity of Louisiana.

Colonel Lawrence spoke of the decline of property and increase of taxation, and Air. Johnson also touched on the same theme. One cause was the condition of the mouth of the Mississippi. The people asked for help, and he knew of no way to give it to them except through a favorable report ot this committee.

The earnestness of his rem arks and those of Colonel Lawrence seemed to make a great impression on the committee, for Senators Sherman and Davi* both spoke strongly on the burden ot taxation.

No rem arks were made officially on the sabject, but confidentially, as Senator Sher­man said, the chances for the canal etetned to improve.

Colonel Lawrence said he should like to hear from Senator Conover, as he lived the nearest to Cuba, and tha t gentleman made

few remarks, which pleased all who heard them.

General Thompson said a little about the canal and a great deal on the subject of levees and the levee tax, which was the most unendurable of all. He thought Con­gress should make an appropriation suffi­cient to remove this burden.

The discussion, or ra ther conversation, touched of coarse every phase of the puliti • cal situation, and every gentleman ex ­

pressed the views tha t he entertained. But there was not the slightest in teruption to the harmony'oi the ocoasion.

Vice President Hamlin, after stating the object of the committee pleasantly, said he and Mr. Gooch had constituted themselves a committee of one from each house to travel with them and see how they pro­gressed. He came from the cold and sterile North, and he looked with wonder on the soil and productions of Louisiana. He spoke forsome time on her condition and the proper remedies for the causes of a complaint.

Judge Kennard, chairman of the com­mittee of the Chamber of Commerce, spoke of the case of the canal and other topics which were necessarily involved iu its con­sideration. He had given the snhject great deliberation and thought, and spoke very earnestly and seriously.

General Emory and Colonel Sanders were prevailed on to make a tew brief remarks, and Lieutenant John Quinn, of the engi­neers, in the absence of Major Howell, who had left lor Washington, gave a succinct history of the experiments relating to the canal and some da ta from a forthcoming report.

Air. A. K. Alilier responded to a call by saying be had come to New Orleans after being told the place was dead. If he were to judge of tha t fact by the specimens of business men he had had dealings with, they were alive as any men he had ever met. He whs sure the canal would be an advantage to contmeroe, as he himself had once been ki p t forty nine days on the bar-

In response to a rentork made by Colonel Lawrence, th a t be prayed tha t the Louis­iana case would soon be settled, Air. Gooch, of Massachusetts, said he desired to an ­swer it. He looked upon the people of the State to settle the question, but if the pres­ent government, which, a t any rate, was a de facto one, was to endure for four years it should have the support of every good citizen to aid it iu any attem pt to extricate the State from its difficulties. Even if it were not to last so long it should have the same support. I f the best citizens did not support it they became gu ilty of the same crime as those they accused o t wronging them.

Mr. Gooch’s remarks were made in a very feeling and dispassionate manner, and Air. Lawrence immediately said he desired to publicly thank him for them, and the sp irit th a t prompted them, in the name of the people of Louisiana.

Captain Freeman was told to make a speech, and avoided it by a facetious apology.

Air. C. E. Slavback told of his losing a glorious opportunity to distinguish hitnse.f by utoviug th a t a convention in Detroit, where he first met Senator Hamlin, should adjourn sine die. He failed because another young man did it for him; this time he thought he was ahead with his motion, and the hour being late the party returned to the boats.

The evening, which all said had been one of the most pleasant within their recollec­tion. was finished by a moonlight sail down the river. The cutter went to Fort Jack- sou und laid up till morning, when it over­took the Crescent City, and the site ot the canal was inspected. Afterward the forts were reached and the return home com­menced iu the John A. Dix.

On the way Lieutenant Quinn was again examined by the committee tin the engin­eering data within his knowledge.

Captain Hiram Eollett was called to tes­tify on the towboat question. He said it was the interest of tha t association to block up the bar and starve out the small capital­ist. Orders bave been given to take possession of the bar. I t is for the interest of a towboat pilot to keep a ship on the bar, because if it were dear, he might be laid up half the year. He detailed the bystem of contract by so luueh a tide. The different companies are not now opposed to each other. They make believe once in a while to starve others out. I t is against the in ter­est ot the associai inn to have the canal or to keep Pass a-l'Outre open. They have placed a ship athw art the bar to keep others from crossing it. Marry and Y’ot ke were onee opposed to each other, and one kept the otner in while he kept the first out by blocking both sides of the bar and forming a hollow square.

Captain Eolleti's statem ents were exceed­ingly racy and seemed to he appreciated by the committee, who asked questions re la t­ing to the management a t the bar which showed they had much knowledge of the facts themselves.

About eleven o’clock the cutter again readied the Magnolia plantation, aud re ­ceived oa board the ladies and a few others win* had rem lined over night with Culouel Lawrence. From thence the party pro­ceeded to the p]<4Ri«tion of Colonel Bradish .Johuson, and were shown over his wonder­ful mill by him aud Ins sous. After partak ing of an elegant lunch and a glass of Chate.ix Giseours, of which Colonel John sou is properly proud, the party came on to the city, landing a t Esplanade street about 7 P. AI.

Tho excursion was an exceedingly agreea­ble one, and whether future remembrance will be associated with more beneficial re­sults or not, the managers and hosts have the thanks of all their guests.

To Senator West, the “commander-in- chief,” to Captain Freeman and his officers, the members of the Chamber of Commerce, Mr. KeDnard afid his associates, to Mr. W atts, of the Cotton Exchange, and par­ticularly to Alessrs. Effingham Lawrence and Bradish Johnson, is due the credit of its success, as is the universal good will manifested by each one to the other the cause of so much pleasure.

The committee did not promise to report th a t the canal should be built, bu t all w ho have iaith in tbe wisdom of the undertaking felt tha t a long step had been taken toward the desired end,

D , pro­fessor of natural sciences in Harvard Uni­versity, a native of Switzerland, but for up­ward of a third part a century an honored citizen of the United States, and an illus trious member of the republic ot letters, has been recently called from the scene of his earthly labors and triumphs, and it de­volves ou scientific organizations to express the regret that is deeply felt on the occur­rence ot so lamentable an event; therefore,

Duffy, a painter, a t the hands of a young man named Adrien Brewinx, of this parish The particulars, as we learn them, a reas follows: A numberof persons were in Mr. Hebert’s coffee house amusing themselves, when a difficulty arose between Breaux and Duffy, which was soon quieted by tboeo prisent; nothing more was tbeu thought of tbe little difficulty until the report of a pistol was heard on the side­walk and Duffy tailing a corpse uearthedoor; the fatal shot taking eff. ct under the left eye and penetrating the brain. Breaux made bis escape and has not been arrested up to the time of going to press; the officers of the law are in pursuit ot him .—Lafayette Advertiser.

Edward I)av was manager on what is known as tbe Williams' estate place, in this parish, bo had resided here, up to the time of his death, nearly two years. He was u native of Virginia, and from Culpepper Courthouse, in tha t State, where hi* sister and brother-in-law, A. J . Stofer, editor of the Culpepper Observer, now reside. Here and a t his home he was much respected by all who knew him, and was regarded as a correct and law abiding citizen. P. L. Pen ery is au old resident ol our parish, a black­smith by trad«, he has on several occasions given evidence r.t a vindictive spirit and is addicted to too much whi*ky.

I t seems that a misunderstanding had taken place be: «een Day and Penery on Saturday I ist, when high wordo and offen sive language wai exchanged. Penery had abused and badly beaten the Cook woman in the employ of Day, and Day, to preveut a recurrence ot su«h conduct, came to Pro­vidence ou Blond aj to procure the arrest of Penery; and while in the magistrate’s office making the neccesvy affidavit for the war- rau t to is-ne Pemry stepped in, and by some means itiscovn-eit what was going on, and immediately lift town on horseback. Shortly afterward Mr. Day left town in his buggy anl drove ' toward his home on “ Bunch’i Bend.” When he got within about ti'ty yards of the May place, Penery stepped out into the road lrotu a thicket when he bad been hid, and halted Mr. Day, s triding immediately in front of his horse aid about twelve steps from the buggy, «eliberately raised a double barreled gun took aim and fired, lodging thirteen buekhot in tbe left side of Mr. Day, who fell am expired in less than five minutes. Green jalloway, who was in the buggy with Air Day, drove up to Solari’s store, where tie body of the m ur­dered man was propety cared for. Penery in the meantime second a skiff, and cross­ing Old river, seorend himself on the ielaDd, where, after diligent search, he was found on Tuesday by the young men of the neighborhood who had organized a sq'kd to hunt him down. When taken he did not offer any resistance, but quietly sibmitted himself to his captors, was brouglt to town in the eveeiDg and securely locked iD jail. Much credit is due to the g'ntleiuen who so prompriy exerted themsevea fur the vindi­cation of the law by ateeting the merci­less fugitive, vzhose hams arc so deeply stained with tho bLiod tf his fellow-man. While we siucerely deplonthe tragic event, we point with much sarisketion to the con ductof those citizens as showing a deter­mination on the part of outpeople to afford no shelter to criminals, a tt to assist with all their power in a just enorcement of the laws.—Carroll Republican.

the successor of General Sickles, as minister to Spain, continues to exoite comment con­cerning tho character of the instructions he will receive from the Department of State after the confirmation of the nomination by the Senate.

Although usage is opposed to an open declaration of the line of diplomacy to be pursued, it can be stated with tru th tha t one of the subjects to which Mr. Cushing will give his attention will t>d the policy of political and adm inistrative reforms in Cuba, as tbe best m.-ans calculated to restore peace to th a t island, and promote its prosperity. Among these reforms is in­cluded the abolition of slavery in the-isiand. The views which have appeared both in the President's annual message and the official correspondence of Secretary Fish, and which have been often communicated to the Spanish Cabinet, will be urged.

I t will be recollected th a t several years ago oar government tendered its good office to Suain in the hope of Cuban pacification, but it was respectfully declined on tbe basis suggested. I t is not improbable th a t a similar tender will again be made by the new minister, as the administration will re­sort to every proper expedient for the pur­pose of restoring peace and ot protecting American interests in p uba and the adja­cent waters; and there can be no doubt tha t au effort will be made to conclude a new commercial treaty with Spain; the only-one ever made with th a t (tower being th a t of 1795 of friendship, limits and navigation.

Orders were received from W ashington merely directing the heads ot departments a t tho yard to dis­charge woikrnen as circumstances may per­mit. There ate now 3200 workmen employ­ed a t tbe yard, besides about 500 in the em­ploy of outside contractors. The appropria­tions arc only sufficient to keep 1600 men a t work, but a considerable number will be kept engaged all winter. The new sloop of- war building a t the yard will be completed before spring. The Tenn«6see will be placed in dry dock and it will require two months’ work to put her in proper condition.

reports tha t the Vtrginius, when tiff Cape Fear aud in sight of land, in spite of all the efforts of the crew aboard of her, settled and went to the bottom.

Shortly after the arrival of the Ospipee a reporter hoarded tho vessel and had an interview with the officer of the deck. The latter said he had s tric t orders not to com municate with anybody .in relation to the circumstances attending the foundering of the Virginius; he would not even give the date of the occurrence or the place where it happened.O fflciul R e p o r t o f th e C o m m an d er o f th e

tive officer of the Ossipee, says: The Os­sipee left the Tortugas with the Virginius in tow on the morning of the nineteenth instant, as already reported. They had fair weather until the afternoon of Saturday, the following day, when a gale sprung up. She continued to have bad weather like tha t encountered by the Juniata. The Virginius signaled tha t she was leaking badly. Cap­tain W alters, commander of tbe Ossipee, therefore determined to shape his course for Charleston, South Carolina; but as they got into smoother w ater the Virginius behaved better, and the water was kept out of her fire room. On the morning of Christmas day, however, the severe weather having continued, the Virginius was again leaking as badly as ever, and the vessels put into Frying Pan shoals, about ten mile« south of Cape Fear light, where smoother water could be obtained, and here tbe vessels came to anchor, Captain Walter4 hearing th a t the Virginius would ride out the gale. Before daylight next morning, Friday, Commander Wood row signaled with lights tha t the Virginius was leaking rapidly, with fires out and pumps stopped, and th a t the crew wished to be taken off. A boat was lowered from the Ossipee a t daylight, and by 7 A. M. all on board the Virginius were transferred to the former vessel.

As a heavy sea was-running, the work of removing the crews was one of mach dan­ger and difficulty, and therefore no lives were risked in endeavoring to save their personal effects, or any other property on tbe Virginius. The hawser of the Virginias was cut, and the buoys attached to mark her position in case she sank out ot eight.

The Ossipee remained a t anchor during the day, and a t 4:13 P. M. the Virginius, which had been gradually settling, went to the bottom. She sank in eight tathoms of water, and her topmasts remained above the surface. The Ossipee then resu»®d her voyage to this port. well. She will proceed to the navy yard here to-day or to-morrow, after discharging her powder. Captain Walters has made a written report, whioh will be forwarded to Washington at once.

Landfill o f the Released Prisoners.The survivors of the“ Virginias landed

to-day. The crew of th«*-Vermont cheered them as they passed. They were met on shore by several Cuban leaders and taken to quarters. The only Southerner on the list of survivors is PliilipMetzler. a cigar- maker, of Charleston, Soimjk Carolina.

The survivors num ber& e hundred and one, including one Engliftman, one Cana­dian eight Americans, tn.Jamaoians and twenty-nine natives of Havana. Among them there are nine students And nineteen ciznrmakers. A faw who-were siekwern well oared for. j J?

The released captives of the Virginius still remain at the Cuban restaurant on Pine street, and the scene there this morn­ing was one of great enthusiasm. Resolu­tions were adopted returning thanks to Captain Braine, of the Jnniata, for his kindness, and expressing sympathy with him in tbe loss of his son.

It was also resolved that the ox-captives should attend the fuueral of tbe ehild in a body. Some of them this morning won» visited by personal friends, und the meet­ings on these occasions were of a most af­fecting character.

The Henteore o f the Prisoners. Engineer Knight, of the Virginius, said

the original sentence of the prisoners wma that the entire crew should be hung to the yardarm, but the captain of the Isabella la Catolica did not wish such a spectacle on bis vessel, and obtained a change to death by shooting, and the commutation of the sentence of seventeen of the erew to the chain gang. Knight, two of the quarter­masters and one of the oilers were accord­ingly sentenced to the chain igang for life, and the other thirteen, all of whom were mere boys, to eight and four years ef hard labor in the gang. A life sentence!’hi this kind was regarded as worse than ddhth.

M. Ilaritol, an official of the board of trade, opened the inquiry into the Ville du Havre disaster to-day. He states that the objeot was to elicit facts, and thpt there was no desire to prefer criminal charges against any one. treaty between Russia and Bokhara Is pub­lished. It gives the Kltivan territory on the t ight bank of the Amu Daria river to Bokhara, who, in return, agrees to abolish slavery and to establish mutual trading facilities with Russia.

The execution of reform laws must be postponed to a more fitting opportunity.

Louisville, Ky., December 30.—All tha striking engineers in this vicinity have r»- fused to accept the offer of the Jefferson­ville, Madison and Indianapolis Railroad Company, and none of them resumed work yesterday.

At a meeting of the brotherhood last night the authority of Grand Chief Engi­neer Wilson was disavowed, and the re­ported acts of violence by the striking engi­neers elsewhere were strdnglv condemned.No violence whatever in this vicinity has been reported.

At this terminus of the Jeffersonville, Madison and Indianapolis railroad the situation remains unchanged. Nine strikers have resumed work, while several outside men employed by the company gave ut* their engines to-day. Their places were afterw ard supplied. But very liitte busi­ness was done on tho road.
