Rutherford County Schools Technology Plan Strategic Priorities

2012 - 2014 Rutherford County Schools (RCS) strives to expand the traditional role of education. Our students are engaged in a technology-rich and challenging curriculum through resources available to teachers and students 24/7. Electronic access to curriculum resources ensures curriculum alignment is focused on inquiry-based instructional methods that are linked to real world experiences. Professional learning communities in each school collaboratively develop course curriculum that seamlessly integrates technology into the new Core and Essential standards based curriculum. Equitable access to technology resources through our Going G.L.O.B.A.L. (Growing Learning Opportunities Beyond All Limits) initiative will continue to enhance student learning. The Rutherford County Schools system provides opportunities for administrators, faculty, and staff to develop technology skills aligned with ISTE-NETS standards. Professional development activities provide teachers with the knowledge necessary to integrate technology within core content while exploring new ways to enhance rigor and relevance to the learning process. The RCS 1:1 Accountability Team systematically evaluates the effectiveness of our 1:1 initiative. Decisions regarding digital teaching and learning resources, additional professional development, and technical support are based on the data gathered from surveys as well as administrator observations, school improvement meetings, focus group discussions, technology requests submissions, technical infrastructure audit, and district leadership meetings. The Rutherford County Board of Education and Rutherford County Board of Commissioners continue to demonstrate their common commitment to providing our schools with the technology resources and tools to produce globally completive students. Together they have worked to establish a Blue Ribbon 21st Century Commission and Rutherford County Schools Education Foundation charged with developing a strategic plan to continue to provide these resources. Rutherford County Schools will continue to seek funding to sustain the 1:1 Initiative. Additional funding will also be sought through state and federal education grant opportunities as well as grants from private sources to sustain the digital learning environment. In an effort to conserve district funds we will utilize available services of the NC Education Cloud shared services initiative, which are cost effective and efficient. Infrastructure and online instructional resources will be supported through the development of and access to NC Educational Cloud.

Strategic Priority 1: Infrastructure and a Statewide Shared Services Model The infrastructure of the Rutherford County Schools (RCS) consists of a very robust district WAN consisting of a fiber gigabit Ethernet (single mode 1000mb w long or short distance transceivers) from the central office to each school/site (23 sites – schools and admin) and LAN within each school consisting of a 100mb to 1 gb switched Ethernet of a combination of fiber (some 50 micron, some 62.5 multimode, 100FX and 1000SX) and copper (cat 5e and cat 6). All sites but two have HP high-end switched Ethernet network – two elementary schools have a 100mb Allied-Telesyn / CNET switched Ethernet network. These two elementary schools will be the next in the plan to upgrade, as funding is made available. All schools are also equipped with Xirrus Arrays for wireless coverage. The Middle and High schools have a fairly dense coverage for the 1:1 laptop access and each elementary school has sufficient school-wide coverage and common-area coverage. RCS has invested in many tools to assist the technical department in monitoring, managing and maintaining the network and end-user devices in the system. Examples of tools are Filewave, KACE, MS Active Directory, HP Procurve Management, Xirrus XMS, REAL VNC, APPLE ARD, and many others (see appendix for a more complete listing.) Currently ESET NOD32 is used as the virus protections on all devices. LightSpeed has been the system used for content filtering but plans are underway to transition to the state support “cloud” offering as the LightSpeed license expires. In the past, individual schools made many of the technology purchases. Departments and district involvement was not always there. Over the past five years the district has worked very hard to communicate and collaborate together with like groups and department or district-wide needs for technology procurement. Currently all technology purchases are discussed with the intended user group and are made collectively as a group of users. This has helped with consolidation of funding sources, assurance of compatibility, eliminated some duplication, and allowed for some standardization across the district. E-Rate funding requests have been managed at the district office and are being maximized where possible. The E-Rate funds have assisted, where available, with internal network equipment for qualifying school sites that needed the upgrades. E-Rate is being utilized for voice line communication funding in cooperation with the State ITS contracts and services for all sites in the district. E-Rate funding has also been successful in providing cell services to schools where needed. E-Rate funds for Internet, WAN, and WEB services are also sought and received for the district. This funding stream has been very important to the district in providing the appropriate access for students and teachers to the Internet and other resources necessary for a 21st Century teaching and learning environment. Planning and filing of E-Rate for enhanced voice services such as VoIP and other eligible services are being considered for the future as appropriate matching funding and support is available. The technical staffing include a technical supervisor/ WAN engineer, a LAN engineer, a web master/ID management/communications director, one AV/Promethean/level III technician, three workstation/end-user device level I & II technicians, and seven middle/high school level I in-school technicians covering 8 school sites (Alternative and Early College are shared.) This team

of technicians support the network of approximately 3,000 windows-based computers and 6,000 Macintosh OS devices, 650+ Promethean Systems, various other end-user devices (document and digital cameras, GPS, response systems, several iOS devices, etc.) RCS has a head-in room at the central office that contains several servers (blade and standalone) and storage devices. Over the past few years RCS has been consolidating services and servers and has engaged in out-sourcing or hosting applications/services where available, appropriate, and cost effective or better/more reliable service existed. As schools and programs are updated or new purchases are made, hosting or “cloud” services are sought. Source vendors are currently hosting many applications such as ANGEL, Renaissance Place/AR, Rosetta Stone, Study Island, Odysseyware, SchoolMessenger, Atomic Learning, SchoolDude, etc. RCS is looking forward to working with the state provisioned cloud service to host applications and services as they become available. RCS is currently planning with the “state cloud” for the filtering and firewall services and should be implemented by the time this plan is in place. The existence and utilization of the cloud services will free local staff time and resources to assist end-users and provide for a more reliable and stable service to the students and employees of the system. More local resources can then be directed to more digital content and other instructional resources. Many of the operational departments in the RCS are utilizing technology solutions to improve the services to the schools, employees, students, and parents/community. The district is comprised of 19 PK-12 school sites, 3 central/admin/technical sites, and one re-purposed site shared with the local community college (CC) as a remote CC site and an afterschool/summer Arts/ 21st Century grant site for students at all levels. The Child Nutrition program uses an automated point-of-sale system in each school integrated with an online parent payment system for collecting, managing and reporting of meals purchased in each school. Nutri-Kids software is being used for menu planning and analysis. Some equipment upgrades will be needed in the near future to support these systems. The facilities and maintenance department uses the SchoolDude system to receive, manage, and track work orders and the facility needs of the district. Several different systems (of varying age) are being used to allow for automation and remote management of HVAC and energy-controlled environments within the district. Some additional equipment and upgrades will be needed to assist the facilities technicians in accessing these systems remotely to provide the most efficient and effective service to the district. The transportation department has also upgraded much of the technology needed to manage a fleet of buses and service vehicles for the district. The mechanical technicians are using laptops with diagnostic software to diagnose and assist in maintaining the safe, efficient operation of each vehicle. All yellow buses and many of the activity buses and service vehicles are equipped with GPS devices to allow tracking and monitoring of the location, speed, and operating time by a central transportation supervisor. This has greatly enhanced the monitoring for safety of students and ability to locate a bus as needed. Other communications such as two-way radios and cell devices are in use as appropriate. Many other enhancements and technologies are being planned for the transportation department, including bus cameras, additional GPS features, and internet access.

Security systems within the district have been upgraded at most sites. Currently all sites with the exception of one have alarm systems and after-hours monitoring of access into the site. A couple of sites need minor upgrades, and security and safety plans are being considered for the one site without these monitoring capabilities. All middle and high schools have real-time DVR security camera systems with appropriate number of camera devices for the physical layout of the individual site. Many of the elementary schools have entrance/common area camera coverage as well. Those without are being surveyed and planned for as funding is available. All schools have administrators equipped with 2-way radios for site communications as needed. Each middle and high school is equipped with either a handheld or walkthrough metal detection system for use as deemed necessary by site administrators. Elementary schools have requested handheld devices for each site but have not been purchased at this time. Each school and central office site has weather radios/alert systems for NOAA Emergency Alerts and weather notices. There is an older tone alert system that could be used for announcements from the central office to each of the schools. This system has not been utilized in several years and is in need of upgrading or replacing with a different system. The district utilizes the SchoolMessenger system for parent phone communications. Many of the schools have also purchased the Ident-a-Kid system with a camera and storage of visitor’s pictures and creation of a visitor’s pass. RCS also is attempting to require all employees to display/wear their district-provided name badge at all times while at work and at all after-school site events.

Strategic Priority 2: Universal Access to Personal Teaching and Learning Devices Over the past five years, the Rutherford County School System has worked to transform our classrooms into 21st century digital learning environments. In this new educational environment, computers will be the tools of daily work, enabling students to develop vital skills for college and career readiness. Teachers will integrate technology into every area of the curriculum by a variety of instructional methods including project and inquiry-based learning. As a result, the system has launched the Going G.L.O.B.A.L. (Growing Learning Opportunities Beyond All Limits) initiative to provide appropriate technology tools, resources, and 21st century instruction in all classrooms from Pre-K through high school. Computers are essential tools for mastering 21st Century skills, skills that are necessary for jobs in the future. By providing students with these tools through Going G.L.O.B.A.L., Rutherford County Schools has the potential to affect the future job outlook and positively impact the economic condition of Rutherford County. All middle and high school students (~4850) recently received a laptop for use at school and home. This tool is providing many families with access to a computer for the first time. A goal of Going G.L.O.B.A.L. is to use technology to access knowledge and skills needed to be competitive in a constantly changing global environment. Moreover, the broader goal is to create a competitive workforce that will attract business opportunities to Rutherford County for economic development. The Going G.L.O.B.A.L. initiative is transforming teaching and learning through a variety of efforts including:

• Equipping all schools with wireless infrastructure • Equipping each classroom with an interactive whiteboard • Providing all certified teachers with a laptop computer • Providing all students in grades 6-12 with a laptop computer • Staffing each middle and high school with an instructional technology facilitator • Providing grade appropriate electronic devices, electronic applications, and digital content.

These efforts will a) ensure equal access to digital information for all students, b) provide classrooms led by 21st century professionals, c) foster an environment where all stakeholders impact student success, d) provide the skills needed to be delivered and sustained to our teachers and students, and e) promote collaboration of school professionals to discover strategies needed to facilitate change.

Strategic Priority 3: Statewide Access to Digital Teaching and Learning Resources, Including Digital Textbooks As technology continues to play an essential role in education, our district will continue to enhance the technology skills as well as the integration of technology into all areas of curriculum. The new Principal and Teacher Evaluation process has been implemented and will guide and encourage teachers and administrators to continually cultivate the success of integrating technology into the curriculum. As we continue to increase the use of technology, it is imperative that the employees of Rutherford County Schools are equipped to provide digital teaching and learning resources to enhance skills such as:

• Collaborating and discussing ideas • Connecting with students around the world • Engaging in project-based learning and making real world connections • Thinking critically • Evaluating problems and creating solutions

Rutherford County Schools has begun to form committees to research digital textbooks most directly aligned with the Common Core and Essential Standards. Accessing free digital content and tools can be an effective way to improve educational resources in difficult times. The sharing of effective practice and experience, in addition to free content and open source tools, will help ensure the maximum benefit of open educational resources. Educators in our district currently use free digital content such as iTunes U, SAS Curriculum Pathways, and NC WISE OWL combined with other content purchased by our district. Access to digital content and digital textbooks is possible due to the multiple learning devices we provide including laptops, iPads, and iPods. Teachers, administrators, and staff are applying 21st Century assessment systems through the use of Angel and Moodle for instruction and assessment. In the middle and high schools, teachers are beginning to create all courses through the use of Angel. By delivering content in a digital environment such as this, teachers and administrators facilitate the development of skills students must have to succeed in the 21st Century. Learning Management systems bring resources together in one place, so it is easier to provide quality digital content. Students and parents are able to access assignments and grades throughout the course. Professional learning communities provide a vehicle for collaboration among teachers, the result of which is the creation of digital resources for use in our classrooms. As the budget allows, traditional textbooks are being replaced with digital textbooks students can access via their laptops.

Strategic Priority 4: A Statewide Model of Technology-Enabled Professional Development Professional development is vital for building and sustaining a quality 21st century learning environment for the students in today’s society. Rutherford County Schools provides opportunities for administrators, faculty, and staff to develop technology skills aligned with ISTE-NETS. All professional development activities are designed to support our goals of advancing student achievement and preparing students for global surroundings. Rutherford County Schools has a local requirement for all certified employees to earn 3 units of continuing education credit in technology integration. A blend of local funds, state funds, federal funds, and grants support the technology professional development needs of our staff. Rutherford County Schools is committed to providing time for professional development through a blended approach including face-to-face instruction, online modules, webinars, and ongoing job-embedded classroom modeling and instruction. Each semester, two half-days are set aside in order for teachers to participate in professional learning and collaboration. Curriculum and Instruction staff and Instructional Technology staff collaborate with schools to provide appropriate professional development based on needs assessments. Most schools use these days to provide on-site professional development that supports our 1:1 digital learning environment. The ability to provide daily, sustained support for the professional growth of our employees has been identified as a critical need for our district. Strategic Priority 5: 21st Century Leadership for All Schools and Districts This year all of our principals and central office instructional leaders will participate in five days of Common Core training. The new Common Core Standards and NC Essential Standards will be implemented during the 2012-2013 school year and will be the focus for this training. Upon completion of the training, the participants will have a solid understanding of the depth of the content expectations within each subject area as well as the 21st century skills students should develop as they interact within the content standards. Technology will be a tool that students utilize consistently as they work to understand the content. Teachers will also participate in five days of Common Core training in the content area(s) they teach. Upon completion of the training, the participants will have a solid understanding of the depth of the content expectations as well as the nature of the specific standards within each subject area. During four of the professional development sessions, teachers will work in Professional Learning Communities (PLCs) and will focus on developing plans for student mastery of the content standards as well as development of 21st Century skills as students work within the content. They will utilize Revised Bloom’s Taxonomy (RBT) to guide their planning. Instructional strategies that incorporate problem solving and higher order thinking will create a classroom culture in which collaboration and student engagement is the norm.
