Amendments module
BACKGROUND
Module AM is designed to hold rules changes which do not justify the reissue of a
particular module. This includes amendments previously published in the Periodical
Operation Notice (PON) and those which are being published for the first time. New
changes since the previous issue of module AM are marked by a red bar at the top
of the page.
Module AM will be completely reissued each June and December as new changes
are added and previously published amendments are removed and reissued in their
specific modules at the same time.
KEY CHANGES
Amendments to modules TS3, TW1 and TW8 have been removed as the changes
are being included in reissues of the particular modules.
GE/RT8000/TS3 Issue 2
Absolute block regulations
BACKGROUND
Rule Book module GE/RT8000/TS3 sets out the requirements for signallers
operating signalling equipment under the absolute block method of signalling.
The reissue of TS3 will feature changes regarding the removal of detonators from
signal boxes, examination of the line when a track circuit fails to clear after the
passage of a train and the failure of block bells only.
All changes, other than the failure of block bells, contained within this module have
been previously published in module AM or the Periodical Operating Notice.
Removal of detonators from signal boxes
Detonators have been removed from signal boxes since October 2004. The rules
previously required the signaller when dealing with certain situations to take the
detonators from their secured location and to leave the signal box, often running
down the stairs, to place them on the track. There are many other things that the
signaller could do in these circumstances. Many signallers now have the facility to
send Cab Secure Radio (CSR) messages and if that equipment is not provided then
they can make contact with their control to initiate an emergency National Radio
Network (NRN) call. The instructions in TS3 where the signaller has to leave the
signal box and place detonators on the line have been withdrawn.

Examination of the line when a track circuit fails to clear after the
passage of a train
The rules for examining the line when a track circuit fails to clear after the passage
of a train or shows occupied for some other reason were overly restrictive and lead
to unnecessary delay to trains on adjacent lines.
Failure of block bells only
The wires for absolute block signalling used to be carried over telegraph poles
situated at the side of the line, known as pole routes. A failure of the block bells may
have meant an obstruction has severed some wires but not all and the driver would
be cautioned as a result of this failure. Due to changes to modern communications
the use of pole routes is now extremely rare and where they do exist the actions of
the signaller are covered in signal box special instructions.
KEY CHANGES
Removal of detonators from signal boxes
There is no longer a requirement for a signaller to place detonators on the line as
required by regulations 3.1.17, 6.1.1, 6.1.2, 6.2.1 and 6.2.2. However, if detonator
placers are available they must be used.
Diagrams TS3.8 and TS3.12
Typographical errors in the reference letters of diagrams TS3.8 and TS3.12 have
been corrected.
Examination of the line when a track circuit fails to clear after the
passage of a train
Regulations 9.4.3 and 9.4.5 have been updated. There is no longer a requirement to
detain trains on adjacent lines when there is a need to examine the affected lines
when a track circuit fails to clear after the passage of a train or shows occupied for
some other reason. The amended regulations allow the signaller to caution trains on
adjacent lines whilst a train is examining an affected line. If there are track circuit
failures on multiple lines then each affected line may be examined at the same time.
Regulation 9.4.4 remains unchanged. There is no change to the regulations when a
line needs to be examined for any other reason.
Failure of block bells only
Instructions for signallers, previously numbered as 11.2.7, where signalling wires are
carried in pole routes have been transferred to signal box special instructions. The
section entitled 'Failure on one line only' has been renumbered from 11.2.8 to 11.2.7.

Preparation and movement of trains: General
BACKGROUND
Rule Book module GE/RT8000/TW1 sets out the requirements for train crew,
signallers and other associated staff involved in the general day to day operations in
the preparation and movement of trains.
The reissue of TW1 will feature changes regarding driving cab passes, hauling dead
locomotives, the security of trains carrying sensitive traffic, propelling of independent
snowploughs and additional instructions for drivers that need to walk alongside their
train.
All changes, other than driving cab passes, hauling dead locomotives, contained
within this module have been previously published in module AM or the Periodical
Operating Notice.
Driving cab passes
The numbers of different types of driving cab passes have increased over recent
years. This is due to the introduction of new types of cab passes. As a result, it is no
longer practicable to show illustrations of all the various types of cab passes within
the Rule Book.
Hauling dead locomotives
The restriction on the formation of a train formed of more than 5 locomotives, which
includes the hauling locomotive, was originally imposed as the weight may have
exceeded the permitted limit for specific structures on the line on which the train was
intending to travel. There are routes in the country where the weight of a train
consisting of more than 5 locomotives can be safely accommodated. Therefore this
restriction has been eased under specific conditions.
Trains carrying sensitive traffic stopped
Due to the current perceived terrorist threat the security instructions for drivers of
postal trains have been expanded to include drivers of block trains of dangerous
goods.
Authority for the propelling of independent snow ploughs
Her Majesty’s Railway Inspectorate (HMRI) has issued an exemption to the Railway
Safety Regulations 1999 so that traction units could propel independent
snowploughs with TPWS isolated. The change is simply to bring the rules in TW1
that refer to propelling into line with the exemption issued against the legislation.

Walking alongside your train
The existing rule in section 15.2, 'Working on the outside of your train' in TW1 was
primarily to protect drivers who were required to work on the outside of their train
which had been stopped on a running line because of a failure or other exceptional
incident, or the need to check working equipment is correctly positioned on an on-
track machine. As a result of the formal inquiry into the fatality of a driver at Edgeley
near Stockport, this rule has been extended to drivers who need to walk along their
train, which would put their personal safety in danger.
The instructions in section 15.2 of TW1 apply specifically to drivers. The
corresponding rules for signallers are contained in section 13.1 in TS1, which is
published in module AM issue 2.
GE/RT8000/TW8 Issue 3
Level crossings
BACKGROUND
Rule Book module GE/RT8000/TW8 sets out the requirements for train drivers,
signallers and level crossing attendants involved in the operation and use of level
crossings. These instructions also mandate the process of controlling the passage
of trains over level crossings that are disconnected or have failed.
The reissue of TW8 will feature changes regarding the reporting of crossing gates
left open, telling the user to phone back after using the crossing, keeping a record of
telephone calls, failure of a telephone and when vehicle gates are left open.
With the exception of sections 7.2 a) and e), all changes contained within this
module are being published for the first time.
Reporting crossing gates left open
There were no explicit instructions for a driver to report that crossing gates had been
left open. To address this, a new section has been added to the driver's general
responsibilities.
Crossings with red and green warning lights
The instructions to someone wanting to take animals or large, low or slow moving
vehicles over the crossing, but there is not enough time, and instructions on 'Keeping
a record of telephone calls' were originally contained in the Signalling General
Instructions. These instructions were omitted when the instructions were transferred
to the modular Rule Book.
In dealing with vehicular gates opens at level crossings the present rules only require
the signaller to stop and caution trains until confirmation has been received that the
gates have been closed. The local mobile operations manager would normally be
called to close the gates. The length of time that trains are cautioned for is
dependent on the availability of someone to close the gates and how long is takes
them to travel to the location. This rule change is a more rational and quicker way of
resuming the normal passage of trains.

Occupation and accommodation (including bridleway) level crossings
The instructions have been changed to make it clear that calls from an occupation
or accommodation crossing may apply if the message is received from other than a
fixed telephone at the crossing.
Although there are instructions for what the signaller should do in the event of a
failure of the telephone there were no corresponding instructions for drivers. These
have now been added to section 11.5.
Instructions for signallers and drivers, similar to those for crossings with red and
green warning lights, for when vehicle gates have been left open, have been
included for occupation and accommodation crossings.
KEY CHANGES
Reporting crossing gates left open
An additional section has been added, section 2.6, which states that drivers who
observe crossing gates which are left open must report it to the signaller by the
quickest possible means.
Crossings with red and green warning lights
An additional sentence has been added to 7.2 a) 'Before authorising the movement'
which tells signallers to instruct road users to wait and telephone again if there is not
enough time to allow them to use the crossing.
A new clause has been included into 7.2. Clause e) 'Keeping a record of telephone
call' states the details to be recorded by the signaller from any call received from the
crossing.
Section 7.7 'Vehicle gates left open' is a new section that include instructions to
signallers and drivers in the event of a report of gates being left open. Signallers
must stop drivers and ask them to proceed at caution and check if the vehicle gates
are closed. The driver may be requested by the signaller to close the gates if they
are found to be open.
Occupation and accommodation (including bridleway) level crossings
Additional new instructions have been included in section 11.1 'Equipment and
operation' and 11.2 'Signaller receiving a telephone call'. When receiving a phone
call from a crossing user the signaller must establish which crossing the user is
phoning from. This applies to where more than one crossing phone comes through
to a single receiver in the signal box.
Section 11.3 c) 'If the crossing user does not report back' contains corresponding
instructions for drivers for when a crossing user has failed to contact the signaller
after taking animals or large, low or slow moving vehicles over the crossing.
The corresponding instructions for a driver when dealing with the failure of a
telephone at a crossing have also been included in section 11.5 'Failure of a
telephone''.

Additional instructions, similar to those in section 7.7, have been added for vehicle
gates being left open at occupation and accommodation level crossings. Signallers
must stop drivers and ask them to proceed at caution and check if the vehicle gates
are closed. The driver is requested by the signaller to close the gates if they are
found to be open.
