1. Name/Organization Town of Oro Valley 2. Project Title La Cholla Boulevard Widening: Overton Road to Tangerine Road, OV Project No. OV 30 04/05 26 3. Introduction Proposal Purpose The purpose of this proposal is to request RTA Wildlife Linkages funding for the construction of wildlife features and crossings along La Cholla Boulevard from Overton Road to Tangerine Road, which is identified as a wildlife priority corridor by the RTA. The Project Vicinity Map is shown below in Exhibit 1. This project will include (4) medium sized crossings. One of these crossings will be over-sized above the hydraulic design and the other 3 will be unchanged. Three of the four crossings will have inlet and outlet treatments to accommodate wildlife. Some additional structures modifications to accommodate wildlife may include skylights and baffles. Locations for recommended crossings were identified in the report from the AZGFD entitled Tangerine Road and La Cholla Boulevard Wildlife Mortality and Hotspot Evaluation (2011: available on the RTA website). The La Cholla Blvd Technical Advisory Committee prioritized culvert features and fencing based on open space connectivity, considering existing and future land development and other technical features including hydraulic and roadway constraints. Project Background La Cholla Blvd is RTA project #4. Phase I from Magee Road to Overton Road construction was completed in 2014 with a bridge over the CDO wash. Phase II is from Overton Road to Tangerine Road. This phase will include many of the same improvements as Phase I including widening the roadway to 4 lanes, adding multi-use path, drainage, intersections, curbed landscape median, turn lanes, bicycle lanes, sidewalks, ADA facilities, and wildlife and equestrian accommodations as shown in Exhibit 2. The south end of Phase II will tie into the recently constructed Phase I La Cholla Boulevard and the north end will tie into the Tangerine construction improvement project, which is beginning in the summer of 2016. The southern one mile portion of La Cholla Blvd is Pima County’s jurisdiction and the northern 2.5 miles is Oro Valley’s jurisdiction. Wildlife Linkages Background This section of La Cholla Boulevard from Overton Road to Tangerine Road is part of the Tortolita Mountain alluvial fan, which has been identified as a critical area for wildlife linkages. The Tucson-Tortolita-Santa Catalina Mountains wildlife linkage, located to the west and northeast of the project area, has been the focus of considerable public investment in recent years, most recently with the completion of a large wildlife bridge and wildlife underpass across State Route 77 north of Tangerine Road. This area was also identified as one of six Critical Landscape Connections in Pima County’s Sonoran Desert Conservation Plan. Pima County has also recently expanded the Tortolita Mountain Park north of the project area by purchasing significant natural undisturbed open space from the Arizona State Land Department. This land resides within the Tortolita-Santa Catalina Mountains wildlife linkage.

This project will tie in with other wildlife crossing projects funded by the RTA, including the SR77 wildlife bridge and underpass, a large wildlife underpass on Camino de Mañana to the west, and a series of wildlife underpasses planned for Tangerine Road. The La Cholla project area is included on the RTA Wildlife Linkages committee “Wildlife Priority Corridors List” as a priority project for funding. In 2011 AZGFD completed an RTA-funded roadkill study entitled “Tangerine Road and La Cholla Boulevard Wildlife Mortality and Hotspot Evaluation.” According to the study, “La Cholla Boulevard…exhibited a high number of WVC hotspots” with a higher number of wildlife species relative to other roadkill studies that AZGFD has completed in the region. Species detected either through roadkill surveys or track counts included gila monsters, mule deer, coyotes, bobcats, javelina, and gray fox, along with a range of reptiles and amphibians. Half of the mule deer tracks were also identified along La Cholla Boulevard, even though the section of Tangerine Road that was included in the study was considerably longer. Ramifications of No Action The AZGFD “Tangerine Road to La Cholla Boulevard Wildlife Mortality and Hotspot Evaluation” report stated that “the northern extent of La Cholla Boulevard, from W. Lambert to Tangerine Road exhibited a high level of road kill” and that multiple “hotspots” for wildlife exist along this stretch of roadway. If funding is not approved for this project, the Town of Oro Valley and Pima County will not be able to accommodate wildlife throughout this wildlife corridor and the “high level of road kill” demonstrated in the AZGFD 2011 report will likely continue. This will result in a continued lack of safety along this roadway for both wildlife and motorists. Although drainage structures would still be incorporated into the project, there would be no inlet and outlet accommodations for wildlife or fencing to funnel wildlife to the structures. This means less wildlife would be likely to use these structures to safely cross the roadway.

4. Objectives The objectives of this construction project are to:

Provide inlet and outlet treatment modifications to box culvert crossing structures #1, #2 and #4 to accommodate medium to small wildlife, including concrete surfacing and flatter inlet and outlet slopes.

Add skylights to crossing structure #2. Increase the horizontal width of one crossing structure #4 to improve the openness index. Analyze other wildlife features like baffles and skylights while progressing in design. Effectively funnel animals to the crossing structures with 4’ high wildlife fencing with mesh. Limits of fencing

based on project features and future and current developments to be determined as design progresses. Conduct post-construction monitoring.

5. Approach If the funding request is approved, this project will utilize this money for 4 crossings and other features described below in Table 1. Table 1, Proposed Wildlife Crossings Dimensions

*These openness index was calculated using metric dimensions. Openness Index= (Height x Width)/ (Length). Each of the crossings has multiple box culvert cells; therefore, the openness index of each individual cell was also added together. Crossing #1:

Increase structure size from 2-6’x5’ to 2-8’x5’. Structure width will increase by 4’. Upgrade inlet & outlet to accommodate wildlife including concrete surfacing and flatter 6:1 slopes for inlet & outlet

structure. Increased drainage excavation, drainage easement and concrete inlet apron.

Provide baffles in the box culvert floor to trap natural substrate if possible. Inlet and Outlet Structures Inlet accommodations will include concrete surfacing and 6:1 slopes. Outlet accommodations will include concrete/rip rap outlet structures as shown in Figure 1 below. The design of these outlet features may be refined as design progresses further and outlet structures are constructed on the Tangerine project. Fencing 4’ high fence will be used wherever feasible within the existing and new row to funnel animals. Fencing locations will be determined as design progresses based on the existing and future land use near the crossing locations. Locked gates will be needed at drainage crossing inlet and outlets to allow maintenance access to the drainage structures. Cattle guards may be considered near crossing #1 in the Pima County portion of the project. These cattle guards are for small residential driveways or maintenance access. Cattle guards within the Town of Oro Valley are not recommended by the Town of Oro Valley. The La Cholla Wildlife TAC is interested in including larger 7 to 8 cell cattle guards at the main Casas Church entrance and other nearby entrances off of La Cholla. All fencing limits included within the project limits including gates will need to be stained. The staining was recently done for the wildlife fence on SR 77 and improved the appearance of the fence by achieving a more rustified look. Other Wildlife Features

3-24” concrete pipe crossings for smaller wildlife will be included in the La Canada Hills area between Lambert and Naranja. These crossings will be non drainage and for wildlife only.

No escape ramps are currently recommended. There are also 2 locations included in the current fencing limits just north of crossing #1, where there are 3-36”

concrete pipe culverts that wildlife may use at station 381+20 and 385+00. One additional culvert location just south of Naranja Drive at station 484+70 consists of 3-48” concrete pipe

culverts that are included in the fencing limits and may be used by wildlife. Post construction wildlife monitoring will include collection of road kill data, track counts and cameras for the

crossings. Monitoring will continue for at least one year following the end of construction. 6. Final Deliverables The final deliverables for this project are to accommodate wildlife as described above through 4 drainage structures and provide funnel fencing where recommended by the La Cholla Wildlife TAC. will be included in the Final PS&E project plans, specifications and estimates. Post construction monitoring will also be included. 7. Schedule The following is the tentative design and construction schedule for La Cholla Boulevard: Overton Road to Tangerine Road.

Summary A meeting was held on Wednesday December 2, 2015 at 2:00 PM in the AECOM conference room.

The purpose of the meeting was to introduce the project to the Arizona Game and Fish Department

(AGFD) representatives and review wildlife crossing recommendations provided in AGFD’s Tangerine Road and La Cholla Boulevard Wildlife Mortality and Hotspot Evaluation (Lowery et al 2011). for the

La Cholla Boulevard Phase II project. Attendees are included in the attached sign-in sheet.

The meeting followed a prepared agenda, which was provided to all attendees. The following is a

summary of the meeting:

Eric Sibson started the meeting by making opening remarks.

I. WELCOME AND INTRODUCTIONS La Cholla project team members and AGFD representatives were introduced.

II. PROJECT BACKGROUND

a. HISTORY Eric explained the previous La Cholla corridor efforts completed to-date and described the

current La Cholla project include project extent from Overton Road and Tangerine Road. He explained current project management structure with the Town of Oro Valley as lead and

IGA with Pima County.

b. PROPOSED IMPROVEMENTS Eric began the discussion with a summary of the current proposed design based on based

what was done previously during the Phase I efforts, particularly the Design Concept Report.

III. PROJECT SCHEDULE & MAJOR DESIGN FEATURES

Eric provided a summary of the design schedule and emphasized the need to identify

wildlife crossing locations and design details during Stage II/30% design development.

Construction is scheduled to begin June 2017, pending verification of funding.

b. DESIGN

1. ROADWAY

Eric explained that roadway design would basically widen La Cholla Boulevard from 2 lanes to 4 lanes. In addition, incorporation of wildlife crossing structures or

modification of drainage structures could impact roadway design. In particular, changes in roadway elevation (e.g. raising roadway elevation) resulting from incorporation of

independent wildlife crossing structures or drainage structure augmentations could have

significant impacts on design and cost, and could be a limiting factor in the place of wildlife crossing structures.

2. DRAINAGE Cross drainage structures could be a likely location to incorporate wildlife crossings.

Eric provided a summary of the proposed major drainage crossings in the project area.

3. LAND USE Eric provided an overview of current and future land use changes in the project corridor

and vicinity. Current and future residential and commercial develop in the project corridor could be a limiting factor in the placement of wildlife crossing structures.

IV. WILDLIFE CROSSINGS

a. WILDLIFE CROSSING SUMMARY TABLE

AECOM developed a summary table of wildlife crossing recommendations provided for in Tangerine Road and La Cholla Boulevard Wildlife Mortality and Hotspot Evaluation.

b. RECOMMENDATIONS

Specific location recommendations for wildlife crossing structures are provided Wildlife Crossing Summary Table on the following page of this meeting summary.

1. CULVERTS Eric explained that project costs from incorporation of wildlife crossing structures (e.g.

design of culverts, wildlife fencing, etc.) would be initially requested from Oro Valley

to the RTA. Request for funds from the RTA will require a formal proposal and request. Incorporation of wildlife structures and cost would need to be defensible and

warranted based on the recommendations based on the Tangerine Road and La Cholla Boulevard Wildlife Mortality and Hotspot Evaluation.

Design team will analyze general recommendation and attempt to reduce the number of

cells in CBC structures to improve openness index (see Tangerine Road and La Cholla Boulevard Wildlife Mortality and Hotspot Evaluation) of these structures.

2. FENCING General Recommendation: AGFD provided a general recommendation to review the

wildlife fences specs from the SR77 project and incorporate into the La Cholla project

were possible.

V. ACTION ITEMS a. AGFD Segment 170 (approx.)/Design station505 (approx.) – Design team will analyze

alternatives to riprap inlet structure (12:1 or flatter non-lined).

b. AGFD Segment 184/Design Station 461+50 – Design team will analyze use of a larger CBC structure (10’) or arched drainage structure at this location. Alternatively, an independent

from Overton Road and Tangerine Road. He explained current project management structure

with the Town of Oro Valley as lead, IGA with Pima County, and AECOM as lead design consultant. JP summarized the current proposed design that is based on what was done

previously during the Phase I efforts, particularly the Design Concept Report. JP provided an overview of the previous and current Section 404 efforts and Section 404 permitting

schedule.

II. REVIEW PROJECT FEATURES AND SECTION 404 PERMITTING

a. LA CHOLLA PHASE 1 PRELIMINARY JURISDICTIONAL DELINEATION A Preliminary Jurisdictional Delineation (PJD) was completed in May 2011 for La

Cholla Phase 1 (Corps File No. SPL-2010-00101-MB). The PJD covered areas from Magee Road to Lambert Lane. The La Cholla Phase 1 PJD includes approximately 1 mile

of La Cholla Phase 2 from Overton Road to Tangerine Road. For La Cholla Phase 2,

Kevin advised that AECOM review La Cholla Phase 1 PJD for any potential changes since 2011 and incorporate into a single PJD for La Cholla Phase 2.

b. REVIEW CONNECTIVITY WITH TANGERINE ROAD PROJECT

Kevin requested that AECOM review possible drainage connections between the La Cholla Phase 2 project and the Tangerine Road Project. Drainage design and possibly

Section 404 permitting should be coordinated for those drainages that share connectivity between the two projects.

c. WILDLIFE CROSSINGS

JP described the potential wildlife crossings and summarized the wildlife crossing meeting with the Arizona Game and Fish Department held on December 2, 2015.

Preliminary design for prospective medium/large wildlife crossings would be potentially incorporated into roadway drainage structures (e.g. concrete box culvert). Kevin

explained that the Corps can’t authorize additional impacts to waters of the U.S. that

would result from changes to drainage structures to accommodate wildlife crossings. For example, increasing the size of a concrete box culvert to accommodate wildlife crossings

that would result in increased impacts to waters of the U.S. beyond the minimum needed for drainage design would not be authorized by the Corps. Kevin can assist in

coordination with Arizona Game and Fish Department.

d. LA CHOLLA WASH JP explained the preliminary design for La Cholla Wash. The main objective of the

design for La Cholla Wash is to minimize impacts to waters of the U.S. The preliminary design calls for collecting surface flow upstream of La Cholla Blvd. and conveying

surface flows under La Cholla Blvd. via a concrete box culvert. A concrete lined and

natural bottom channel would be constructed downstream of the concreate box culvert. These structures (i.e. concreate box culvert and drainage channel) would be constructed

south of the existing La Cholla Wash. Constructing these structures south of La Cholla Wash would avoid direct impacts to La Cholla Wash. Furthermore, the drainage design

would maintain flow in La Cholla Wash via a drainage pipe under La Cholla Blvd. Kevin

advised that rather than constructing a new drainage channel south of La Cholla Wash, the drainage channel should be constructed in the same location as the existing La Cholla

Wash. Kevin explained that constructing the drainage channel at La Cholla Wash would directly impact the wash; however, the drainage channel would maintain the primary

water conveyance function of La Cholla Wash. As a result, impacts to La Cholla wash

would not be considered a permanent loss, but rather as a temporary loss. By classifying impacts to La Cholla Wash as temporary, La Cholla Wash could be permitted under a

Nationwide Permit 14.

III. ACTION ITEMS

a. Kevin Grove will issue a Corps project number. b. AECOM will review drainage connectivity between the La Cholla Blvd and Tangerine Road

projects. c. AECOM will review the La Cholla Phase 1 PJD and make changes as needed.

The meeting was called to order by Jennifer Christelman at 9:05 a.m. Introductions were made. 2. Approval of the Minutes Motion was made by Ms. Campbell to approve the minutes, seconded by Mr. Ellis and

unanimously approved. 3. RTA Board Updates Mr. DeGrood gave the group an RTA update. He stated the RTA Board met on April 28th and that

the Board approved of the design on the next phase of Houghton Road, starting at 22nd and extending to Irvington Road. The Board also approved an IGA with the City of Tucson for design and right of way acquisition on Broadway Blvd., and a number of real property activities associated with the Kolb and Valencia intersection project. Mr. DeGrood mentioned that the RTA Board will meet next on May 26th. At this meeting the Board will be adopting the FY 2017 Budget. This FY budget does not include have a lot of funding for the Wildlife Linkages but the budget does address the fencing for SR77, the design for SR86, and the bat boxes on Houghton Road.

Ms. Christelman asked that Mr. DeGrood make sure that the Tangerine Road funding was adequate. Mr DeGrood stated that the funding for Tangerine is in the Roadway Element, but that he would review the funding requests to ensure that the wildlife crossing costs on Tangerine are allocated the proper level of funding.

4. I-11 Presentation Mr. Jay Van Echo gave a presentation on the I-11 Corridor. The presentation may be seen at: Presentation I-11 Overview Considerable discussion followed the presentation, with emphasis on process and the need to

ensure all stakeholders were listened to. Mr. Van Echo indicated that all comments were welcome and would be valuable in informing the ultimate alignment recommendation.

5. La Cholla Wildlife Linkages (Oro Valley/AECOM) Mr. Ravesloot presented a proposal for the La Cholla Wildlife Linkages in Oro Valley. He provided

handouts explaining the project they were proposing and gave cost estimates. After some discussion about the culverts the group decided that although they saw merit in this proposal they would like to have more information. There was a motion made by Ms. Campbell to bring this proposal back in June so that more information can be gathered, seconded by Mr. Ellis and unanimously approved.

6. SR77 Wildlife Bridge The event was well received and many people had attended the ceremony. There was still some

concern about the signage needed to keep the public off the bridge and out of the underpass. It was suggested that larger signs needed to be posted and more public outreach needed to be done. Mr. DeGrood mentioned that Mr. Holder would be meeting the landowners along Catalina State Park to determine if they would be willing to have the wildlife fencing put on their land.

Ms. Campbell and Mr. Gagnon stated that there were videos of wildlife moving through the underpass and on top of the bridge. Mr. DeGrood encouraged them to keep sending him the video clips so that he may use them for outreach purposes. Ms McVie suggested that some of the videos be posted on the RTA’s website. Ms. Christelman suggested maybe something simple like a summary statement or showcase piece with the suggestions to check back later for more updates as they come in. Motion was made by Ms. McVie to add this to the RTA’s website and add links to the Coalitions and Game and Fishes website, seconded by Ms. Campbell and unanimously approved.

7 . Project Updates Ms. Christelman gave the group a few facts related to the bats on Ina Road. Ms. Spencer noted

that the lowest number of bats were counted in March and the highest were counted in January. Most of the bats sighted were free tail bats and a few Myotis bats that were counted in January. She counted about 14,000 bats that were visible; likely there were a great many more in the bridge that were not readily visible.

8. Budget Report Ms. Gill gave the group a short budget update. She stated that of the $11.2 million that was

budgeted in 2016 only $1.2 million was spent. She noted that the finance director was in contact with ADOT as to why they had not yet drawn any money for SR 77 since it was

obvious that it was spent. The total program in the TIP showed $19 million and SR 86 had not put in all their programming. The Board had authorized $25 million to date. Ms. Gill also mentioned that the $89,000 for Houghton was still showing in the TIP as is the $2.6 million for Tangerine Road. Ms. McVie had wanted to know how much money was left that was not allocated. Ms. Gill responded with about $ 8 to $8 ½ million was unobligated. She would give the group an updated report at the nest meeting.

9. Announcements

Ms. Campbell reiterated what Ms. McVie spoke of in regards to the Pima County Habitat Conservation Plan. It was published today and it will be finalized when the Board of Supervisors vote on it in July. An Incidental Take Permit was the beginning of the process, which was started in 1999. This permit covers seven endangered animal species and thirty five animal and plant species that that are not on the list yet, but may be listed in the future. She also noted that once the permit is issued, the conserved land that Pima County purchased for this purpose will have permanent conservation status.
