1 BACKGROUND AND INTRODUCTION

1.1 Cranbourne Gardens

Royal Botanic Gardens Victoria (RBGV) at Cranbourne Gardens is one of Victoria’s most precious areas of remnant native bushland and

offers visitors the chance to explore heathlands, wetlands and woodlands on the 363-hectare site. It is recognised as a site of State

significance for flora and fauna conservation, with over 25 species listed as endangered, threatened or at risk of extinction.

Facilities in the bushland include over ten kilometres of walking tracks, six kilometres of cycling tracks, a lookout tower, picturesque

shelters, barbecues and picnic tables. The Australian Garden, completed in October 2012, celebrates the beauty and diversity of

Australian landscapes and flora and features approximately 170,000 plants from 1,700 plant varieties. Complementing the Garden are

a visitor centre, café, gift shop and interpretive displays

1.2 Project Overview

A previous technical review of potential alternative water sources for RBGV identified that the ‘Class A’ water supplied as part of the

Eastern irrigation Scheme (EIS) (formerly TopAq) as the most sustainable long-term alternative water source. The EIS water nutrient

load for both Total Nitrogen (TN) and Total Phosphorous (TP) is higher than the maximum requirements and if used (without further

treatment) as the source of irrigation water may potentially be damaging to the soil and a long term risk to sensitive vegetation.

Consequently, in order to manage this risk, additional treatment of the EIS feed water is required to achieve the key irrigation water

targets as presented in Table 1.

1.3 Document Purpose

This document provides the following purpose:

Design basis for the Water Treatment Plant (WTP) to be considered in the EOI submission.

Technical requirements for the WTP.

A reference conceptual design has been included to accompany this technical specification including preliminary process and

arrangement drawings. Contractors are encouraged to offer innovative / alternate approaches which:

Improve safety and operation of the facility;

Reduce both capital and / or operating costs;

Improve process flexibility or robustness;

Improve ease of access / maintenance.

2 GENERAL INFORMATION

The following section outlines the general requirements of the project.

2.1 Standards

All applicable best practice design guidelines and standards are to be referenced, followed, implemented and adhered to where

applicable, which may include, but not be limited to, the following:

Australian Standards

International (ISO) Standards

WSAA Codes

Australian Guidelines as applicable

NSF Certifications for Potable Water

Associated Australian Standards for the safe use and storage of chemicals

2.2 Safety in Design

Safety issues must be considered and addressed in the design, in particular:

a) All equipment must comply with the more stringent requirements of:

i. Relevant Regulations;

ii. Australian Standards;

iii. Industry Code of Practice and Guidelines; and

iv. Industry best practice for water infrastructure in Australia.

b) The equipment and plant layout shall be designed such that it can be operated and maintained in a safe and ergonomic

manner.

a) All equipment must be provided with isolation devices to enable it to be removed from service in a safe and practical

manner.

b) All mechanical equipment is to be fitted with an emergency stop (e-stop) button in a prominent, adjacent, and easy to

reach location and clearly labelled with the equipment description / tag number.

c) Guarding is to be provided where necessary to prevent access to moving parts during operation.

d) Interlocks shall be provided where necessary to protect personnel and / or equipment.

e) All equipment is to be designed for fail-safe operation.

2.3 Location of Equipment

All equipment, including valves, instruments, fittings, etc., must be easily accessible (i.e. between floor level and 1.2 m above floor

level) without the need for specialist access equipment (i.e. ladders, elevated work platforms, etc.).

2.4 Design Life

Table 2 summarises the compulsory design life required for key components. The design life for items that do not fall in one of the

categories below is to meet or exceed best practice for the water industry in Australia, including reference to all relevant Australian

Standards, WSAA Codes, NSF/ANSI requirements, Australian Drinking Water Guidelines and all other relevant regulations and

guidelines.

2.5 Materials of Construction

Table 3 summarises the minimum requirements for materials of construction. The materials of construction for items that do not fall

in one of the categories below is to meet or exceed best practice for the water industry in Australia, including reference to all

relevant Australian Standards, WSAA Codes, NSF/ANSI requirements, Australian Drinking Water Guidelines and all other relevant

regulations and guidelines.

2.6 Sampling and Drain Points

The plant shall be designed with sufficient drainage and sampling points. Sampling points are to be easily accessible and located on

all major process streams. Drain points in pipework should be designed to facilitate removal of equipment with minimal spillage.

Temporary hoses may be used to direct liquid from drain points to permanent drains.

2.7 Chemical Storage and Dosing

Chemical dosing systems for the WTP are to be selected by the Contractor to ensure the compliance with the process requirements

whilst minimising operating costs; also considering the chemical availability and supply options for the region. All chemical storage

to be sized for 30 days storage based on design capacity, with an additional 20% spare capacity to allow refill.

All chemical shall be bunded as per the requirements of the associated Australian Standards for the safe use and storage of

chemicals, hazardous chemical and other chemicals, and the appropriate safety equipment must be installed and functional prior to

the delivery of chemicals to site. Chemicals shall be stored in a covered area.

Appropriate spill stations, eyewashes and safety showers must be supplied in accordance with the required Australian Standards for

the storage and use of chemicals.

2.8 Electrical

All electrical installations must comply with AS/NZS 3000. All electrical control and instrumentation must operate on extra low

voltage (24 VDC) unless specifically approved by the Principal. All electrical enclosures are to be rated to IP 56 as a minimum.

In order to minimise plant downtime, there a number of key areas with respect to electrical hardware that should be considered.

2.8.1 Instrumentation

All instrumentation is to be provided with a local display and connected to the PLC / SCADA. Furthermore:

a) All instruments to be 24VDC

b) All instrumentation to be easily accessible for both maintenance and to read/adjust the display.

c) All instrumentation to be installed as required by the manufacturer (e.g. all flow meters must allow for appropriate straight

pipe lengths before and after the meter).

d) All instrumentation must have a suitable cover to protect the display screen from UV exposure as well as to allow ease of

reading.

e) All pumped fluids shall have backup flow switch protection in addition to flow meter monitoring

Good quality instrumentation such as E&H or Hach should be installed to minimise faults and downtime.

2.8.2 Soft starters

All non VSD drives larger than 7.5kW must be fitted with a soft starter. Each soft starter shall have,

1. Inbuilt thermal overload

2. Adjustable current ramp rates

3. RUN and FAULT output contact signals to the PLC

4. Contactor bypass

2.8.3 Surge protection

Lightning and surge protections shall be provided to all instruments and equipment that could be potentially damaged by voltage

spikes.

2.9 Automation and Control Functionality

The plant shall be controlled by a master PLC which will provide the required monitoring and control signals to the plant equipment.

Given that the system will largely operate unattended, it is imperative that it identifies equipment faults and alarms in the system to

provide equipment protection.

2.9.1 Sequencing control

An automated sequence is a series of programmed steps that are executed by the required process equipment. The PLC will control

and monitor the pre-determined energising/de-energising of each piece of equipment based on the programmed sequence logic.

The system will ensure that no automated sequence proceeds under the following conditions:

a) Any of the process equipment required is in fault or unavailable.

b) Any of the process equipment required is not in auto (where duty/standby equipment is available, at least one must be in

auto).

c) The process is not initiated by the PLC or manually by the operator.

In the event that the sequence is unable to proceed, a process sequence alarm will be generated in the alarm banner or the SCADA

terminal specifying the reason for the sequence failure. The respective sequence will be aborted and the associated sub system will

be placed into “shutdown” or “fault”.

2.9.2 Fault discrepancy logic

Fault discrepancy logic is required for each drive/machinery item to ensure that all process equipment operates in accordance with

the control logic. This logic is initiated upon request of the said equipment to start/stop or open/close. If appropriate feedback is not

received within a pre-determined time frame, the PLC will output FAILED, e.g. “P301 pump failed to start”.

2.9.3 Power failure

In the event of a power failure, the plant will cease to operate. Upon restoration of mains power, the PLC’s must restart all process

sequences automatically without operator intervention. An alarm must be generated in the SCADA alarm banner for power failures.

2.9.4 Alarms

All analogue inputs from the field will require High High and Low Low alarms as well as High and Low warnings. These alarms shall be

operator adjustable and can be accessed by clicking on the respective analogue signal on the SCADA. High/Low warnings should act

as an advisory, indicating to the operator that the given process value is nearing its respective alarm level. HighHigh/LowLow alarms

will typically shutdown the respective process they are associated with. The shutdown of any process due to alarm or equipment

failure/faults should generate a separate shutdown alarm. When configuring alarms the system will ensure that:

a) Analogue alarm/warning setpoints are not written to by any other functions in the PLC code other than the respective

analogue pop up.

b) Alarms are to latch in the PLC, only resettable by operator.

c) Warnings are not required to latch and can self-reset upon returning below the specified High or Low setpoint.

2.9.5 SCADA

The SCADA system will display control, data logging, indicating, alarming and reporting of the plants PLC control system,

communication system and other systems associated with the plant in accordance with industry best practice. The SCADA layout

should include mimic pages that follow a logical process sequence. The screens shall be easily viewed with text and data easy to

read.

The preference will be that trending shall be configured to allow for historical trending of all key process performance parameters

for 12 months. All flow rates shall have totalisers for the following time instances,

a) Today.

b) Yesterday.

c) This month.

d) Previous month.

e) Cumulative total.

The Contractor shall supply an SMS paging service either hardware or software based that will alert the required persons under the

following conditions:

a) Process Area Shutdown alarms; and

b) Critical Control Point alarm.

Each sub system of the plant shall have its own display page on the plant SCADA. The system will ensure that each sub system (each

train) has its own pop up which will display the following,

a) Sub system setpoints and control values (all setpoints must have appropriate engineering limits set to avoid setpoints being

entered outside the allowable limit)

b) Enable/Disable selection by the operator, this selection must not be written to by any other function in the PLC code.

c) Permissive/interlock display, indicating the state of all permissive’s required for the sequence to proceed.

d) Ready/Not ready indication.

The plant design to allow for the range of water qualities as presented, ensuring there is minimal change in plant performance even

at the maximum feed water qualities.

If required, the EOI submission to indicate any additional water quality parameters required that may influence the final design,

including the justification.

3.2 Design Flow Characteristics

The WTP is designed for a capacity of 250 kL/day product water. The design will take into account the allowance for a 5% blending in

the treated water, with the RO capacity adjusted accordingly to accommodate this. This recycle ratio is based on achieving the limiting

nutrient specification. The design will, however, allow for up to 30% blending to accommodate scenarios where the nutrient target

can be relaxed. Under this scenario the WTP will be able to produce 310 kL/day of treated water. It is proposed that the EIS transfer

pipeline is designed for 6 L/s to accommodate/offset short disruptions in supply as well as to cater for future potential scenarios.

Table 5 provides a summary of the recommended design basis for the key process components.

3.3 Treated Water Requirements

3.4 Plant Availability

The design will have potable top-up to the new irrigation tank, which ensures a high level of availability in terms of irrigation supply.

The following approach is proposed in terms of equipment availability with respect to the WTP equipment:

Due to the potential time required for replacement and the location of the site, it is proposed to include a duty/standby

configuration for the EIS Transfer Pumps (to be supplied by others – refer Section 3).

All process critical equipment to have installed redundancy or shelf spares unless considered to be a low risk.

o Where only duty pumps are installed, space to be allowed for an additional pump to be installed in the future.

Non-process critical equipment to either carry shelf spares and/or critical spares or ensure that equipment change-

over/restoration can be completed with a 48 hour period to minimise downtime.

General approach is for the plan to have a 95% availability based on peak production period.

3.5 Treatment Process

The treatment process is to consist of a reverse osmosis process with associated pre-treatment and post-treatment infrastructure to

provide water at a suitable quantity and at a suitable quality as per Section 3.3. The process design summary is provided in Table 7

with the PFD provided in Appendix A and the P&IDs in Appendix B.

Feed Tank Used as a feed balance tank to ensure a reliable continuous supply to the WTP.

Media filtration

Provides pre-treatment for the RO. Filer media (e.g. sand) or similar is used to trap suspended solids within the media. The RO operation and performance is extremely sensitive to any suspended solids within the water. The requirement for this process step will be determined during detailed design with the potential of more advanced pre-treatment required before the RO.

Reverse Osmosis (RO)

Salt and nutrients will be reduced via an RO unit or similar to acceptable levels for irrigation. Reverse osmosis is a mechanical method of reversing the natural osmosis process in order to remove dissolved minerals, salts, organic molecules and other contaminants. Water from the concentrated (feed) solution is forced through semi-permeable membranes into a more dilute solution (permeate). In order to accomplish this flow reversal, a high pressure pump is used to increase the feed pressure in excess of the osmotic pressure.

Bypass / blending

This will be used to control the nutrient level within the final treated water as well as providing additional capacity without requiring all the water to be processed by the RO. Typically RO direct water is corrosive (low dissolved salt content), with the blending also allowing the final water quality to be stabilised (partial) for distribution.

Calcite Filters Calcite filters are proposed to manage the corrosion potential of the water and partially return some hardness and alkalinity into the water.

Brine disposal storage tank To manage the load on the sewer network, the waste water will be transferred to the existing sewage pump station at the Northern end of the car park. Brine will be stored through the day and discharged at night (i.e. from 12pm to 4am).

Chemical dosing systems

Scaling of RO membranes may occur when sparingly soluble salts are concentrated within the elements beyond their solubility limit. To minimise scaling, the feed to the RO is dosed with an antiscalant to limit the precipitation of problematic compounds. Antiscalants are surface active materials that interfere with precipitation reactions.

Polyamide-based RO membranes are subject to damage upon exposure to chlorine or other oxidising agents. Sodium Bisulphite (SBS) is a commonly used chemical reducing agent that destroys chlorine. SBS will be dosed in the feed to de-chlorinate the feed before the RO (NOTE: the Class A water will have a residual free chlorine level requiring neutralisation).

Biocide will be dosed to limit the biological fouling potential of the water, for both pipes and process equipment.

With the water sourced from wastewater, alternative option to be considered for chloramine dosing (or only free chlorine) to limit biological fouling of the RO membranes.

A stabilisation pH correction and/or corrosion inhibitor is recommended for further stabilisation of the treated water, after the calcite filters, provided there is no impact on the treated water quality for irrigation.

Sodium hypochlorite dosing is required to maintain a residual level of disinfection in the water to minimise any biological re-growth within the storage as well as the distribution network.

3.6 General Requirements

A purpose-built new building (shed based design) is to be constructed for the Water Treatment Plant BY OTHERS. All WTP

equipment (excluding storage tanks) is to be inside the building, with a proposed foot print of 12m x 18m.

The reference building general arrangement (GA) is provided in Appendix C.

The overall site layout is provided in Appendix D.

Although the building is BY OTHERS, the contractor is to:

Advise the client if a larger footprint is required.

Take on all responsibility for site and building permits if a larger footprint is required.

Under all scenarios, provide the civil design of the floor plan, including pump/equipment plinths, drains, sumps (including

external to the building) and any required below slab conduits/piping.
