The City of New Westminster pur- chased the waterfront site for $8 million in 2009 and built the $25.9-million park. The city received federal and provincial government con- tributions for two-thirds ($16.6 million) of the project funding through the Build Canada Fund and contributed more than $8 million in city funds to the park. Soil remediation and groundwater treatment were required at the brownfield site, where past uses included coal storage warehouses, industrial equipment opera- tions, industrial machine shops, marine works, foundries for www.burnaby.ca/ seniorsbustrip scrap metal melting, coal- fired power generation, marine and auto- mobile fuelling and land filling. The Ministry of Environment issued a certificate of compliance for the entire site on June 28. The presence of chlorinated solvents in the form of a dense, non-aqueous phase liquid (dubbed a toxic blob by some resi- dents) caused some delays because the area near the Fourth Street section of the site had to be remediated to the provincial Ministry of Environment’s satisfaction. “The ministry’s site classification system and groundwater investigation require- ments were both updated in mid-2010, resulting in the need for more comprehen- sive investigation and monitoring,” said Jim Lowrie, the city’s director of engineer- ing. “The end result, however, is a higher level of environmental protection.” The July 9 post-construction report to council also outlined the city’s next steps for the park, which include improving access, adding concession services and programming a portion of the park known as the Timber Wharf. Several members of city council expressed concern about the city’s plan to lease out the concession space at the park to a private operator, rather than operate it as a city concession. Dean Gibson, the city’s director of parks, culture and recreation, said the city’s plan has always been to seek proposals from private operators interested in running the concession. He said those proposals would determine whether it’s a seasonal or year- round concession, and what type of food is provided at the concession in Westminster Pier Park. Because the concession area is an “empty shell” that needs to be equipped with whatever equipment is needed by the operator, the city doesn’t anticipate the concession will be operational until next year. Several councillors questioned why the city would provide an opportunity to an independent operator to run the conces- sion, rather than operate the concession as it does in other park facilities. Gibson said the city’s existing conces- sions provide basic food items, and a private operator may be able to provide “a different ambiance” with the foods ser- vices offered at Westminster Pier Park. Dealing with contaminated soil atWestminster Pier Park increased the park’sprice tag by nearly three-quarters of a mil-lion dollars.

A post-construction report aboutWestminster Pier Park states that the totalcost of the park was $25,892,822. The proj-ect exceeded its budget by about $740,080.

Coun. Bill Harper said the project was$740,000 more than expected because ofthe need to deal with contamination andchanges to provincial regulations concern-ing contaminated sites.

The City of New Westminster pur-chased the waterfront site for $8 million

On July 6, the RoyalCity senior told police thatin March or April of thisyear, he received a letterin the mail from Reader’sDigest informing him thathe had won a $50,000 lot-tery.

The man filled out thecontact info and mailed itback to an address locat-ed at 1125 Stanley St. inMontreal, Que.

In June, the man beganreceiving telephone callsfrom a man named Vijayfrom a phone number inthe United Arab Emirates.

He informed the NewWestminster man that inorder for him to receivethe prize money, he hadto send him $2,525 viaWestern Union.

The New Westminstersenior never received anymoney back.

Police are warning thepublic to be aware of thistype of fraudulent activ-ity.

Police say that no legiti-mate lottery or companywould ask for moneybefore someone is able toclaim their prize.

Time’s a-ticking for Royal City residentsto comment on city hall’s plan to borrow $59million.

New Westminster city council announcedin April that the city would proceed with con-struction of an office tower above the futurecivic centre and would need to borrow up to$59 million for the project to proceed. The deci-sion came after the Uptown Property Grouppulled out of the project.

The City of New Westminster has launchedan “alternative approval process” in whichelectors who are opposed to the loan authori-zation bylaw must sign forms that are avail-able at city hall. Residents who support thebylaw don’t have to do anything.

“Nobody has heard about it,” resident JamesCrosty said about the process. “People thoughtit (the loan) was a done deal. They have no

idea they can actuallysay something aboutthis.”

Anyone objectingto the loan authori-zation bylaw mustdrop off completedforms at city hall by4:30 p.m. on Tuesday,Aug. 7.

“Some residentsare questioning thevalidity of a nega-tive approach forthe approval of thisborrowing bylaw aswell,” Crosty toldcity council Mondaynight. “The bylaw

approval process assumes that if you do notrespond you are in agreement with the cityborrowing $59 million. I am not sure peopleaway during the summer would agree.”

Crosty asked the city to amend the processto allow more than one signature on each ofthe forms being handed out at city hall, andto extend the deadline beyond Aug. 7. He isconcerned about the deadline, noting the city’stypical practice is to avoid dealing with con-tentious issues in the summer months whenpeople may be away on vacation.

Coun. Chuck Puchmayr, who along withCoun. Betty McIntosh are the only councilmembers to oppose the city’s plan to build theoffice tower, said he doesn’t have any concernsabout the process. “Staff tells me our process isconsistent with past practice and there is noth-ing out of the ordinary.”

The City of New Westminster is able toproceed with adopting the loan authoriza-tion bylaw unless at least 10 per cent of theestimated number of electors in the city (4,528people) sign an alternative approval processelector response form.

Crosty has obtained copies of the forms thatelectors must sign if they’re opposed to theloan authorization bylaw and will make themavailable for residents to sign at his businessat 239 Sixth St. between 10 a.m. and 4 p.m. onweekdays. The forms can also be picked up atthe reception desk at city hall.

Mayor Wayne Wright said the city is work-ing under the rules and timelines that governalternate approval processes. He said the cityhas provided Crosty with forms and agreed toplace the forms on the city’s website.

“Everything in the business world is timesensitive,” he said. “This fits in to the planswe have.”

Crosty is frustrated that residents weregiven no option to say whether they supportedcouncil’s decision to move forward on con-struction of the office tower at the civic centresite after the Uptown Property Group pulledout of the project. He said the $59-million loanworks out to nearly $1,000 for every man,

New Westminster city council is taking a bit more timebefore making a commitment to tougher anti-smokingbylaws.

The Fraser Health Authority has asked the city toamend its smoking control bylaw to ban smoking: within7.5 metres of doors, window and air intakes; on restau-rant and pub patios; in parks, on beaches and on trails;in public places where people gather (such as outdoorplaygrounds, playing fields, outdoor stadiums/sportsvenues); and at bus shelters and transit stops.

A staff report to city council stated that some citieshave responded to requests by medical health officers andhealth groups (including the Cancer Society, Heart andStroke Foundation and Lung Association) and imposedrestrictions on smoking in outdoor space, while others(including Burnaby) have opposed further bylaw pro-visions and believe it’s a health matter that should beaddressed by the province.

Coun. Bill Harper said he recently attended a picnic ina local park, where adults stood away from children tohave a cigarette.

“When you see them smoking, they stand on the side,”he said. “Now they are going to have to walk out of thepark.”

Harper believes that smoking should be allowed inparks, under certain conditions. While earlier bans dealtwith health risks associated with being exposed to sec-ond-hand smoke, he said the proposed regulations thatare being sought are intended to deter people from smok-ing – and he doesn’t think banning smoking in parks isgoing to stop people from smoking in parks or encouragethem to quit smoking.

“People finally stop smoking when they come to gripswith their addictions,” he said. “It’s not when someoneputs up a sign in a park.”

Harper also expressed concern that the city doesn’thave the staff to enforce the bylaw.

“I, too, think this is a little heavy handed,” said Coun.

Chuck Puchmayr. “Smoking is a horrible thing. We arestarting to turn the corner where it is more and moreunacceptable.”

Puchmayr said smoke-spewing trucks, trains andfreighters contribute to air quality concerns, but smokersare targeted.

“There is enough peer pressure,” he said. “That is thebest way to stop people from smoking, not over regula-tion.”

As a registered nurse, Coun. Betty McIntosh feels theCity of New Westminster isn’t being as progressive as itcould be regarding smoking control bylaws. She believesthere are things the city can do that would help level theplaying field in Metro Vancouver.

“Go to California. California has put in major restric-tions,” she said. “People are still going to California.”

Harper, however, said there’s a “mish mash” of regula-tions among municipalities and not all Lower Mainlandmunicipalities have endorsed all of the restrictions beingsought in New Westminster.

Coun. Lorie Williams also supports toughening the

city’s bylaw, as she believes that the regulations wouldgive more sustenance to the fact that the city wants to helpstop smoking in public places.

“Eventually people do get used to it,” she said ofsmoking restrictions.

Coun. Jonathan Cote said there has been a dramaticdecline in smoking rates in B.C. in the past 20 years andhe thinks there’s a direct link between that and policiesenacted by municipal and provincial governments. Hesaid New Westminster has fallen behind initiatives imple-mented in other municipalities regarding smoking controlbylaws.

“I’d like to see New Westminster join those othermunicipalities in terms of the options being proposedhere.”

City staff will prepare a bylaw amendment for coun-cil’s consideration.

“We will bring back a bylaw for council to consider,”said Keith Coueffin, the city’s manager of licensing andintegrated services. “You may wish to modify it.”

woman and child living in NewWestminster.

Crosty, who lost his bid for mayor inthe November 2011 municipal election,doesn’t think the city has the right to bor-row a huge sum of money and potentiallyleave future generations holding the billfor a “white elephant” without givingresidents plenty of time to have input.

He said the city knew the UptownProperty Group was having secondthoughts about its involvement in theproject before the municipal election andvoters should have been informed andbeen able to question candidates abouttheir plans for the civic centre.

The Record has obtained a documentthat states Uptown Property Group noti-fied the city on Oct. 31, 2011 of its “inten-tion to pause its participation” in theproject.

The office development will be builton top of the civic centre, which will belocated at the corner of Columbia andEighth streets.

The total budget for the project is $94million, which includes $41.5 million forthe civic centre, $12.5 million for theparking structure (to be used by the officetower and the civic facility), and $40 mil-lion for the office development.

Several years ago, the city negotiatedto receive casino funds known as “devel-opment assistance compensation” thatincluded $35 million for a civic facil-ity in the downtown. Because the scopeof the civic centre increased during theconsultation and design process, the cityrecently sought and received approvalto reallocate an additional $8 million

in development assistance compensation(DAC) funds from other projects (FraserRiver dock improvements and a crossingbetween Queensborough and the Quay)to the civic centre project – meaning $43million of DAC funding is available forthe project.

According to a staff report, the city’splan is to borrow up to $11 million fromthe Municipal Finance Authority for thecity’s costs related to the multi-use civicfacility and parking structure, up to $33million related to traditional capital pro-grams, and up to $15 million to interimfinance the costs related to developmentassistance compensation funding untilthe city receives those funds.

“You have to build it before you col-lect it,” Puchmayr said of DAC funding.“I can certainly justify an urgency toproceed forward with it – they are build-ing it right now. They need to bridge theDAC moneys that aren’t paid out untilcompletion.”

New Westminster city council decidedto proceed with construction of the officetower because it believes Class A officespace is a critical component of down-town revitalization efforts.

The city has stated it will result inincreased revenue from property taxes(about $50 million over 50 years), createan activity precinct in the downtown,bring new customers for new and existingretail in the downtown, and create up to250 new jobs in the downtown.

“We are cautious about what we arespending our money on and what theresults will be,” Wright said. “I think itis going to be an extremely successfulventure.”

“You are not expecting your child todrown today.”

That was the not-so-subtle reminderthis week from the B.C. CoronersService that expectations mean nothingif you don’t pay careful atten-tion to the risks.

One of the most heart-rend-ing realities of life is embod-ied in the drowning of a child.

It can – and does – happen. Andwhen it does, it will most likely hap-pen right in your own backyard, a facttragically underlined by the deaths ear-

lier this week of a two-year-old girl inQuebec and the double-drowning of a20-month-old boy and his grandmotherin Surrey.

B.C. Coroners Service statistics for thepast six years show that closeto 30 per cent of pool-relatedfatalities involved childrenbetween the ages of one andfour years.

All of B.C.’s preschooler pool deathssince 2006 occurred in residential swim-ming pools – either in backyards orassociated with townhouse or apartment

complexes.Not surprisingly, the summer months

– especially July – are associated withthe highest risk levels.

The coroners service points out thattoddler pool drownings are preventable.

Stay within sight of your child at alltimes, and if you can’t swim, keep yourchild within arm’s length near water.And get yourself some swimming les-sons right now.

Backyard pools are not completeuntil they have an effective barrier tounsupervised toddlers. It needs fencing

on all four sides, and self-closing andself-latching gates.

Keep your neighbours’ kids in mindwhen you secure your pool space.

Whether your own or someone else’s,even the greatest kids sometimes dodumb things.

The anguish of losing a child todrowning is unnecessary. Toddlers’behaviour can be suddenly erratic. Youhave to be extra-vigilant in keeping yourchild safe around water.

The news of your child’s death is thestory we never want to write.

Who’s selling outCanada Post?

Summer’s here; let’s talk gar-age sales.

When you hold a gar-age sale, people swoop downfor the steals and ignore the rest.Similarly, some pundits wantthe government to privatize orderegulate Canada Post, whichwould allow private interests toskim the cream off the Crowncorporation, conveniently ignor-ing that those profitable partspay for the unprofit-able parts.

Canada Post has thelargest retail networkin the country withenviable brand recognition.

When CEO Deepak Chopratook the helm, he vowed toleverage this network, but hasdone little beyond promotingEpost. In the absence of anyvision for the future of CanadaPost, the baying for privatiza-tion and deregulation is gettinglouder.

Piecemeal privatizationalready happens when tradition-al post offices close, replaced bycounters in pharmacies and con-venience stores.

These counters and the poorlypaid workers staffing themcome and go at the whim of theprivate operator, making it dif-ficult for the post office to be asaccountable as it should be.

As for deregulation, thegovernment deregulated inter-national letters in 2010, and we’llprobably see a push for furtherderegulation during the reviewof the Canadian Postal ServicesCharter in 2014.

But where is this push com-ing from? Not from the public.In 2008, 69 per cent opposedderegulation. Even last summer,when Canada Post managementlocked out 50,000 workers, 65per cent opposed privatization ata time when public disenchant-ment with the post office shouldhave been at an all-time high.

If most Canadians don’t wantto sell their post office, who

does? Just a handful,but they’re obses-sive about it. MichaelWarren, a formerCanada Post CEO,

frequently beats the privatizationdrum and recently used the cor-poration’s first loss in 17 years todo so again, failing to mentionthat the dip was due to one-timepayments. There’s also EdwardM. Iacobucci and Michael J.Trebilcock of the right-wing CDHowe Institute, who extol priva-tization as some kind of magicalpixie dust.

Vague success stories andvaguer claims of efficiencyshouldn’t fool us.

Very few national post officeshave successfully been priva-tized. Britain and Japan arecurrently attempting it, but it’sproving bumpier than antici-pated.

The Netherlands sold itscourier network TNT to UPS fora one-time cash injection; theremaining chaos has familiessorting tottering piles of the pub-lic’s mail on kitchen dishracks.Privatization in the Netherlands

District deserves restitutionDear Editor:

New Westminster is experiencing renewedgrowth, and in the coming years it will continue togrow and develop.

Recently, there has been discussion about thepossibility of moving city hall downtown, whichraises the issue of how to re-purpose the current cityhall property.

As a city, technically, we have more students,more portable classrooms and less school lands nowthan we did five to 10 years ago.

Because the current high-school replacementplans have been seriously hindered by the re-estab-lishment of an active graveyard site, as well as thepossibility that an historic Chilcotin First Nationschief “may” be buried on site, it makes sense thatany future changes to the current city hall site be

considered for school district purposes.Additionally, I would suggest that those discus-

sions include the federal and provincial govern-ments’ share of responsibility in making restitutionto the school district. At different points in time,the high school land was occupied by the ministryof defence, and there was also once a hospital onsite. Communications on the matter of the NewWestminster Secondary School lands have alreadybeen established with those partners.

The point of the matter is that New Westminsterschool children have been wrongfully penalizedfor the historical actions of past government agree-ments and decisions.

The loss to the school district of the desig-nated cemetery lands, and the ongoing costs of therequired site and soil investigations, is punitive tocurrent and future generations of students.

In any official or unofficial discussionsabout the future of the city hall lands, Iurge all members of council to keep thatpoint in mind.

To adequately meet student needs nowand in the future, compensation should bemade to the school district for the recentlyincurred land loss, and the city could andshould play a significant role to achievethat objective.

Ideally, city council could pursue a jointpartnership with provincial and federallevels of government to issue compensa-tory lands to the school district and/ora special dispensation that would allowthe school district to use the entire NWSSparcel for the construction of a new highschool.

There is concern that inaction on thiscritical issue will surely compound today’sdifficulties – for the school district, andMassey Theatre, as well as for the chil-dren and families of New Westminster’sfuture.

For the benefit of all residents – similarto the city’s apology to the Chinese forpast wrongs – an initiative to resolve thecurrent “wrong” being done to the schooldistrict should be made a priority consid-eration.

Whatever course of action is deter-mined, incorporating current plans for amonument of record to acknowledge anyand all past wrongs done to our historicalpeoples should remain an important com-ponent of the resolution process.

Park-space, whether active or pas-sive, is important to the livability of NewWestminster, but so too is the education ofour future citizens.

Provinces should sharepower to prevent shortfallsDear Editor:

It’s a shame that the electrical grids inB.C. and Alberta aren’t better connected.

If they were, the people of Albertaprobably wouldn’t be suffering throughthe rolling blackouts they’ve been expe-riencing lately as a result of record hightemperatures.

Power demand in Alberta, particularlyfrom air conditioners and farm irrigationequipment, has basically exceeded sup-ply.

Making matters worse, two of Alberta’smajor coal-fired generating plants and oneof its natural gas-fired plants suddenlywent offline at the same time as the recordhigh temperatures hit the province, push-ing the spot price for electricity in Albertato around $1,000 per megawatt/hour.

Meanwhile, hydro reservoirs in BritishColumbia are overflowing from recordspring rains and snowmelt.

That means B.C. is basically in a posi-tion to produce more power than we canuse.

If our electrical grids were better con-nected that extra power would go a longway toward covering Alberta’s currentenergy shortfall.

We certainly can’t control the weather,either here in B.C., or in Alberta, but wedo have some control over our electricalsystems and interprovincial co-operationand planning.

And who knows, there may come aday when the shoe is on the other footand we find ourselves needing a top upfrom Alberta to help keep the lights onin B.C.

Deregulation hasn’tworked well either, even atNew Zealand Post, whichowes its success to itspopular postal bank.

The Canadian Union ofPostal Workers has beenadvocating that CanadaPost consider restoring anexpanded public postalsavings bank as a way todeal with its financial chal-lenges.

Our national postal sys-tem must take into accountCanada’s huge landmassand the remoteness ofmany communities. Here’swhere the privatizationpushers collide with thereality that service to these

communities would be, inthe words of the CD Howethink-tankers, “relaxed.”Stop to consider what thatreally means.

Currently, Canada Postdelivers “from anywhereto anyone,” from busyurban centres to the ruralmailbox on a two-lanehighway.

Were this obligation tobe “relaxed,” it’s unclearexactly how rural resi-dents would get mail.Their answer is a “targetedsubsidy” for unprofitableroutes, incentives for pri-vate companies such asUPS or FedEx to deliver.

How would this costless or be more “efficient”than the current universalpostal service?

Both FedEx and UPS

already use Canada Postfor “last-mile delivery”to remote customers.Needless duplicationnot only raises costs, itincreases pollution. What’sefficient about that?

Canada Post isn’t thefinancial disaster thatthose with privatizationand deregulation agendaswould have you believe.But mail volumes continueto decline.

We need some realvision from Chopra, withthe best interests of thepeople of Canada as aguiding principle, not a“garage sale” sign.

Coun. Chuck Puchmayr said the city may be break-ing even at other concessions, but Westminster Pier Parkmay provide an opportunity to do better financially,given that the park will be a “huge draw” to visitors.

He questioned why the city would look at “giving itaway” to a private operator at a time when the space hasthe potential to make money.

Coun. Jonathan Cote said he has received “over-whelmingly positive” feedback about the park, but somepeople have questioned the timeline for programmingthe “timber wharf” and for dealing with long-term plansfor that portion of the site. (The area gets its TimberWharf name from the fact that the original timber pilesand decking are located on this portion of the wharf.)

Gibson said the city sought ideas about the use of thatportion of the site (which gets its name from the fact thatit is the part of the park located on the original timberpiles) and 25 to 30 ideas were proposed, ranging frombeach volleyball to a ball hockey court.

He said the city’s plan is to review those suggestionsover the summer and look at ways of implementingsome of the top priorities.

According to Lowrie, public consultation on possibleprogramming for this area will take place in August andSeptember.

He said a detailed inspection and loading analysiswill be done on the Timber Wharf area this summer, sothe wharf area is currently limited to pedestrian activityand service vehicles.

Cote said some residents have also questioned thecity’s plans to improve access to the site. Currently thesite is only accessible via the private parking lot at theeast end of the site, next to River Market.

The city is proposing a bicycle/pedestrian overpassthat would provide a direct access to the park at FourthStreet, where it would come over the parkade, overFront Street and the railroad tracks and descend into thepark. Design work is underway.

Lowrie said the concept is expected to be consideredby city council in August. With construction anticipatedto begin in the fall, the city is aiming to complete the $1.3million overpass next spring.

Royal City residents will no sooner havepaid their 2012 property taxes and they’llget a chance to offer input about the 2013budget.

The 2013 is getting underway with pre-budget planning and an overview of the2013 financial plan. An online survey forresidents will help guide the city’s bud-get deliberations, which will take placebetween October 2012 and January 2013.

“It will commence about mid-Augustand go to September,” said finance direc-tor Gary Holowatiuk about the survey thatwill be posted on the city’s website. Coun.Chuck Puchmayr expressed concern that

some seniors may not have the ability toparticipate if they’re not computer savvy.Holowatiuk said hard copies of the surveycan be made available to the community.

“I’d question the accuracy of this type ofonline survey,” said Coun. Bill Harper.

Holowatiuk said the city did an onlinesurvey and had Ipsos Reid do a survey forthe city in 2009.

“The results were comparable,” he noted.“It didn’t seem that one was skewed wayout of whack from the other method.”

The city’s goal is to present a draft finan-cial plan for the general fund and propertytaxes to city council in December or January,to complete the public consultation processin February 2013, and to adopt the financialplan bylaw in March 2013.

The vice-chair of NewWestminster’s board ofeducation says the districtshould look into the feasi-bility of changing bound-aries for the new JohnRobson Elementary sothat students living southof Royal Avenue wouldgo to the new school andthose north of the streetwould go to Lord KelvinElementary.

“I have no opinionone way or the other. Myonly opinion is I think weneed to look at it,” trusteeMichael Ewen told TheRecord.

The idea came up whenthe board was discussinga motion by Trustee LisaGraham to have Frenchimmersion in the newelementary school, Ewensaid.

“I don’t think we shouldjust throw French immer-sion in there,” he said.

“During that conversation,some of us said, and someof us of being me, said ifwe are going to do that, weshould look at maybe re-drawing boundaries andhaving everybody whogoes to Robson currently,and I don’t know what thenumbers are, I don’t knowif it’s feasible, I don’t knowif Kelvin could handle it,but the idea was to lookat whether we could havekids from north of Royalgo to Kelvin, put Frenchimmersion into the newRobson … and re-drawthat boundary.”

Ewen said he has heardfrom people who are con-cerned about kids crossingbusy Royal Avenue to getto the new school, whichwill be built on the formerSt. Mary’s Hospital site.

“We always point outwhen someone says thathalf the school crossesRoyal right now,” he said.

If French immersionremains in the new Robson(currently, the schooloffers French immersion),Ewen said he’s concernedthat the new school willbe packed with students,while Kelvin’s - located up

the hill near Moody Park– population shrinks.

“And it may be that wedivide up between Kelvinand Spencer becauseSpencer is declining too,”he said. “I don’t think it’sreasonable totake the newschool andshove it fullof 500 kids,and two otherschools close bythat are in the250-range.”

The board ofeducation willhave to ask staffto analyze thenumbers beforeany decisionsare made, Ewensaid.

While thedistrict is pre-paring to buildthe new school,it’s an oppor-tune time to look at thoseboundaries, he said.

“That being said, theboard hasn’t made anydecision on that,” headded.

The board will beginregular meetings again inthe fall, and Ewen said he

plans to put the boundaryissue on the agenda.

Trustee Graham saidthat it is “incumbent”on the board to considerthe boundary options toensure “that the needs of

the district aremet in the bestpossible way.”

“My hope isthat in doingthat we willconsider thefamilies whoare going tobe immedi-ately affectedby the JohnRobson trans-fer, particular-ly, I know theFrench immer-sion parentswould like tostay with theircohort at thenew school,”she said. “You

want to minimize transi-tions for students at youngages. You want to provideas much stability as pos-sible.”

The district has been“unsettled” for a long time,Graham said, becauseof questions around the

project. Now that the pro-vincial government hasapproved funding for twoschools – a middle schoolas well – the district hasthe opportunity to plan,she said.

“Now that we haveministry approval, we willbe able to look at statisticsand make informed deci-sions,” she said.

Currently, provinciallaw states that studentsmay enroll in a schooloutside their boundary ifthere is room.

John Robson’s parentadvisory council presidentSerena Trachta questioned

whether Kelvin couldhouse more students.

“My feedback from par-ents has more been aboutthe east/west boundary,not so much the north/south boundary,” she said.“It’s people that are west ofRobson now that are hav-ing to come further east toget to the new school at theSt. Mary’s site.”

Trachta agreed that aboundary change mightalleviate that issue, butshe didn’t want to com-ment on the idea until shehad talked to other Robsonparents.

There is a legend about the “rainbowbridge,” a mythological place where pets gowhen they die. There they wait to eventu-ally be reunited with their owner.

It’s a concept that brings comfort tothose who have lost a pet, says KristinSchumacher, a New Westminster womanwho owns Kitty Kompany professional petsitting service.

The rainbow bridge idea came to mindwhen Schumacher and her business partnerCarol Francis were thinking about how theycould give their clients a way to memorial-ize their pet.

“Of course, we always run across situa-tions when people’s pets pass away, espe-cially when we’ve been doing this so long– 10 years – we grow quite fond of them,”says Schumacher.

People often don’t know what to dowhen someone’s pet dies, she says.

“It winds up being like an elephant inthe room. They don’t know what to say,”she says. “Do I get a card, do I just ignoreit?”

As the pair sat in Schumacher’s apart-ment kicking around ideas for how tomemorialize a pet, “something glinted– a little rainbow into the living room,”Schumacher says.

“And I said, ‘You know what, we shoulddo? We should make a suncatcher.’”

From there, the idea to create customcrystal suncatchers with personalizeddetails, like tiny dog bone charms, sterlingsilver initials and coloured beads, tookshape.

“Carol just did one for a little tiny greyteacup poodle, who is 17-years-old, whojust passed away, and we found little greybuttons, and we managed to put themback to back. There’s an actual little greypoodle on the suncatcher,” Schumachersays, explaining the process.

They use Swarovski crystals to createthe rainbow effect – a nod to the rainbowbridge legend.

“It’s a legend, and most pet people Iknow believe in it fiercely,” Schumachersays, “just as much as they believe in heav-en or hell or that sort of thing.

“Many of the people that have receivedour suncatchers actually say whenever theysee the rainbows, they feel like they’ve beenvisited by their friends. It may sound kindof weird, but it feels like a visit.”

Rather than making the pet owner feelsad, it makes them think of their furryfriend with fond memories, Schumachersays.

The pair started making the suncatch-ers as a one-off, but within a few weeks,

a North American publication called BeadDesign Studio Magazine wrote an articleabout their custom suncatchers, and theproject took off.

Schumacher says they are primarilyinterested in doing the pet memorial pieces,but they do sell non-custom decorative sun-catchers at Pharmasave at Columbia Squarein New Westminster.

They retail between $30 and $40, andSchumacher says for an additional costthey can add custom elements to the pieces.As well, people can order custom piecesdirectly for about $60.

The pair has only been doing it for acouple of months, but already they havegarnered international attention, shippingtheir work to Australia, England and theUnited States.

“We had a lady from Australia, (we)designed her memorial piece,” Schumachersays. “She sent us a photo of her cat, and wework a lot off photos, so we get the colour-ing of the cat or the dog.”

They learned that the cat’s best friend

was a golden retriever. The pet ownerwanted the piece to be silver and purple, butSchumacher struggled to make it work.

“I tried and tried and tried to make thisdarn starcatcher for her out of purple, andit just wasn’t working for me, and finally Ifound these stones that looked like tabbycolour – that was the colour of her cat, andI was able to combine those with purple,and I took a little teeny, tiny gold heart andI attached that on there to resemble thegolden retriever and their friendship.”

Clearly, Schumacher loves animals. She’sspent the last 10 years in the pet-care busi-ness. She left the corporate world after sheburned out and turned her passion for petsinto a full-fledged business.

“Nobody thought in a million yearsthat a pet company … would do as well aswe have done,” she says. “We’ve turned aprofit every year since we opened.”

Technically, Schumacher’s pieces areconsidered suncatchers, but she likes to callthem starcatchers in keeping with the rain-bow bridge legend – because pet owners

and their animals go to heaven “beyond thestars” when they are reunited, Schumachersays.

New Westminster’sQueen’s Park isa very popular

place to visit for differentreasons at all times of theyear. For spring flowers,summer warmth, fall col-ours and winter snow, youwill always find someoneenjoying this part of theRoyal City.

Over its many decades,there have been many dif-ferent reasons to attendevents at the park thatmight be a little unusual orstrange, but all are memor-able. The following are afew that fit that description.

A Royal visit in 1919

by the Prince of Wales fitsthis quite well. He greeteddignitaries, spent sometime talking with old sol-diers, and seemed to enjoyhimself, but one part ofthe event was unusual. Asthings were wrapping up,the Prince took the micro-phone and announcedthat he had just asked themayor to give all the stu-dents another day off fromschool because of his visitto the city and of coursethe mayor had said yes.This was followed by greatcheering and applauseby all the young folks inattendance and the Princeof Wales was very popularthat day.

Another park event abit out of the ordinary wasthe rodeo. For many yearsthe fall fair also included arodeo. People came fromfar and wide to see this andthere are action photos ofbucking broncos and jost-

ling riders putting on theirshow. Apparently spacewas pre-arranged at theRoyal Columbian Hospitalby the travelling circuit incase there were injuriesto any participants of thisrodeo.

The ProvincialExhibition held each fallalways offered somethingquite different, somethingthat people might not havehad any other opportun-ity to see. We have talkedof such things manytimes, but one that standsout occurred during theexhibition that was theDominion Fair of 1905.This was something thatwe take totally for grantedtoday – the buildings wereoutlined with strings oflights and at a specifictime, a switch was flipped,and the buildings lit up.In its time – 1905 – thiswas simply amazing, andhuge crowds gathered each

evening of the fair to see ithappen.

And then there wasa lacrosse game, but notjust any game – a cham-pionship between NewWestminster and Montreal.This specific game in theearly 1900s was, of course,the field game (box lacrossehad not yet been created)and took place on the mainplaying field – today’sstadium area. The big, big,difference from today?Imagine more than 15,000people in attendance. Not atypo – a huge crowd; andyes, the locals won.

Usually cautious with new people, the childwarms up quickly to the personal welcome. Afriendly instructor greets the family, inviting thegirl to blow bubbles in the pool. The mother isinvited to watch from nearby and relieved by theeasy introduction. How did they win the childover so easily? The secret must lie in a vaultaccessible to the staff at New Westminster Parks,Culture and Recreation (NWPCR), because col-lectively, parents rave at how great the staff is atNew West community and recreation centres.

Customer service can pose its challenges andunfortunately, often is the case where it doesn’teven come with a smile, but with NWPCR, asmile is only the beginning. One noticeableaspect is that there isn’t a lot of staff turnover.When a child sees the same faces on a weeklybasis, it not only helps make them feel comfort-able in the moment, it also has the rippling effectof building their sense of community.

Another point to note is that upon observation,the NWPCR staff that work closely with childrenseem to genuinely enjoy their work. A child canpick up on the energy someone brings to thetable and if it’s visible that the leaders are hav-ing fun, most likely the child will too. Sincemany of the programs offered are geared towardsyoung children, it’s not unusual to find childrena bit apprehensive about leaving their parents totake part in an activity, but it doesn’t take longfor kids to warm up to the friendly and fun atmo-sphere created by the staff. As New Westminsterparent Tricia Keith notes,“They are truly gifted withkids and care. My girlshave always fallen inlove with the parkleaders and sohave I. From thereceptionists to theinstructors, NewWestminster is goldstandard.”

The variety show last month at TheColumbia was not supposed to includerock bands.

But the four guys from Bobby’s Cane, anew group in town, asked nicely, so BradTones, executive coordinator for the venue,gave them a slot on the bill among the jug-glers, magicians and other acts.

After the band’s set, he was glad he did.“They were very well-received,” said

Tones. “And when I announced to thecrowd that I was going to give them theirown night, everybody was keen; they wereall going to come back and listen to them.”

Bobby’s Cane will headline tonight,Friday, July 13 at The Columbia with twoother local musicians; Kendra Moriah andThe Oceanographers.

The band is made up of four friends whoall went to New Westminster SecondarySchool, and is named for the lead singer,Bobby Jeboult, who is blind and uses acane.

Jeboult said the band’s sound is a blendof grunge and surf-rock, and the four mem-bers have an eclectic mix of influences, fromBob Marley to Nirvana.

The band recently finished recording afour-song EP and are looking forward toshowcasing their original music at theirlive shows.

Burnaby Lake refreshes Olympic oars

Canada’s national eight-oarmen’s rowing team’s practice onBurnaby Lake on Thursday, July 5had a special connection for bows-man Gabe Bergen.

Bergen’s father also rowed onthe lake for the University of B.C.before representing Canada in the1976 Montreal Olympics.

The idea of following in hisfather’s footsteps on his own path-way to the Games was the incen-tive that coaxed the 30-year-oldBergen south from his home in100 Mile House.

“I wanted to give it a try afterseeing (my father) went to theOlympics,” said Bergen after amorning practice on the lake lastweek which underwent a $22 mil-lion dredging with the coopera-tion of a City of Burnaby and pro-vincial government partnership.“I went to UVic because that waswhere the national team trained,to see if I could get there (theOlympics) as well.”

With the London Games lessthan two weeks away, Bergenwill get his first shot at going forOlympic gold.

“That was my plan,” Bergensaid of his reasons for attendingthe University of Victoria.

Although never touching arowing oar while living in theSouth Cariboo, it took him justtwo years of competitive rowingbefore Bergen reached his firstworld championship in the men’seights, helping Canada finishninth in Great Britain in 2006.

“A lot of guys push for eights.It’s an exciting event. I wanted tobe in the eights. I wanted to get inthere,” Bergen said.

But for the next three years,Bergen’s two-oared sculling skillsfound him in the pairs or quadshells representing Canada.

Bergen won his only goldmedal in the pairs in Linz, Austriaat the 2008 worlds.

After continuing to push for aspot in the long shell, Bergen wenton to earn a silver in the eights atthe worlds in Poland in 2009 and abronze last year in Slovenia.

As the defending Olympicchampion, the men’s eights haveto be considered a favourite torepeat. The team set a new worldrecord of 5:19.35 at a World Cupevent in May, shaving a half sec-ond off the old mark in the 2,000metres, set by the United States atthe 2004 Olympics in Athens.

Bergen will be pulling the oarin the bow of the men’s eight inLondon, a position that requires alively oar, said Bergen.

“You want to make it feel lightfor the other guys in the middle.You want the blade of your oarjust slightly ahead of the others toget them excited,” he said. “Thestroke guy (No. 8) is setting therhythm and we’re all supportinghim.”

Canada’s biggest threat willlikely come from Germany, whichhas turned in the most consistentfinishes over the past three years.

The host United Kingdom isalso strong, while the U.S. andAustralia cannot be counted out,Bergen added. Poland, too, is ateam not to be taken lightly.

“We know the speed is there,we have to do it on the day,”Bergen said.

“I know how it feels to be in anA final, but this is the Olympics. Ijust think it’s the one time every-one is watching. It’s the big stage.Everyone wants to be there. It’sthe one time everyone ramps upfor. It’s pretty exciting.”

The gold medal final of themen’s eights at the London Gameswill be run on Aug. 1.

Murray Lehman andformer New WestminsterSalmonbelliescaptainCraigStevenson were named forinduction as builders andplayers, respectively.

Canada’s 1928Olympic gold-medalteam, made up from the1927 Mann Cup cham-pion New WestmminsterSalmonbellies, was namedin the team category.

The formal inductionbanquet will be held atthe Firefighter’s Club inMetrotown on Nov. 17.

Lehman began his intro-duction into lacrosse as abench official in the oldInter-City Lacrosse Leaguefrom 1963 to 70.

He also turned his pas-sion to coaching in theSouth Burnaby and NewWest minor systems.

He later held the pos-ition of B.C. junior A com-missioner for nine years.

Lehman returned toNew West in the 1990swhere he spent the bet-ter part of 11 seasons withthe junior A club as assist-ant general manager, andfinally as president andGM when he helped theSalmonbellies win a MintoCup in 1994.

He is currently in hisfifth season as GM of theNew West junior B team.

Stevenson learned hiscraft in Peterborough, Ont,but he is best known asthe captain of the senior ASalmonbellies through theearly 2000s.

The crafty right-hander won three MintoCups in the 1980s withPeterborough and wasthe championship MVPin ’89. He scored 194 goalsand totalled more than 500points in his junior career.

He played three sea-sons with the seniorPeterborough club beforebeing lured west by theSalmonbellies.

In the Western LacrosseAssociation, Stevensonwas named a league all-star four times and endedhis senior A career 17th inall-time scoring.

pair of silver medals to go alongwith the Burnaby’s Selects under-13 boys’ gold medal in Kamloopslast weekend.

The u-18 Burnaby Selects andthe u-15 South Burnaby MetroClub Vipers both finished run-ners-up in Provincial A and B Cupfinals, respectively.

The senior Selects were edged2-1 by Surrey’s Central CityPegasus in the gold-medal finalat MacArthur Island Park onSunday.

The same Surrey side knockedthe Selects out of the Coastal Cupsemifinals back in May.

“We just can’t put the ball inthe net against these guys,” saidSelects coach John Penman.

Burnaby had its chances in thematch clanging two separate shotsoff the crossbar and a third off thepost.

The Burnaby club also droppeda 1-0 decision to the eventualchampionships in the tournamentopener on July 5.

The Selects came back on thefollowing day and blanked Islandchampion Upper VancouverIsland United 1-0.

Burnaby advanced into thefinal with a 5-1 victory over thehost Kamloops Blaze.

“The boys played really welland won the fair play award,”Penman added.

In Aldergrove, South Burnabyalso struggled against its principalrival, losing 2-0 to another CentralCity club in the u-15 boys’ B Cupfinal.

“The team had a good tourna-

ment and we had a great season,and we got real close to going allthe way,” said Vipers head coachDon Ehrenholz. “(Central CityElite) is a strong team and I knewthe team that scored the first goalwould probably win it.”

In the final, South Burnaby cre-ated some good scoring chances,but it was Surrey in the 25th min-ute that got the go-ahead marker.

Midway through the secondhalf, the Elite made the score 2-0on a well-taken free kick from 25metres out and then held off theVipers for the final 15 minutes.

In the tournament openeragainst Nelson, South Burnabytook a first-half lead on goals fromMatt Duda and Caleb Ogden, butwere surprised in the final 10 min-utes of the match and had to settlefor a 2-2 draw. The tying goal bythe Nelson Selects coming in the

final minute of the game.The following day, the Vipers

fell behind 1-0 to Prospect Lakefollowing a penalty kick in theopening minute. Ogden tied thecontest 10 minutes later with hisfirst of three goals, while Burnabygoalie Chris Schneller made acouple of good saves to keep thescore level.

Local stars offer lacrosse campfor youth at Queen’s Park

New Westminsterlacrosse stars KevinCrowley, Jordan McBrideand Kyle Belton will be put-ting on a weeklong camp atQueen’s Park from July 23to 26.

The Sea to Sky lacrossecamp is open to tyke, nov-ice, peewee and bantam-aged players keen on hon-ing their field lacrosse skillsby three of the best up-and-coming young field andbox players in the game.

Campers will be offereda variety of drills specific

to all positions – midfield,defence and attack – ensur-ing a more versatile andoverall athletic experience.

All three players gradu-ated from Stony BrookUniversity. Crowley wasdrafted first overall in thepro field and box leagues,as well in the WesternLacrosse Association entrydraft. At Stony Brook,Crowley set the record formost points in school histo-ry, while earning Division1 player and midfielder ofthe year. He was also a

two-time All-American.McBride led the 2010

World field lacrosse cham-pionships in scoring andplays for the Scottishnational team. At StonyBrook, McBride was theAmerica East player of theyear in 2011.

Belton plays with theMann Cup finalist LangleyThunder.
