She has been involved in the design of numerous
residential, hospitality and mixed use commercial
projects in the Washington region, notably the
Mandarin Oriental Hotel, Plaza America in Reston
and the NRECA HQ in Ballston. Among the types of
projects are high rise apartments, condominiums,
urban infill and mixed use residential over retail
and master planning large scale projects for office,
retail, hotel and residential of all types.
Ms. Edwards is responsible for feasibility studies,
master plan, program tests, concepts and
preliminary cost estimation in early design phases.
She implements design from concept through
design development and insures through review all
design continuity and intent through construction
documentation and final construction.
The over 120 projects included were designed during her career
as an architect with established firms in the Washington

US Navy Headquarters at Pentagon CityArlington, VA
Design Competition for relocation of the HQ Commands for the US
Navy was held in the mid 1990’s. Ms. Edwards was a design leader
for the competition teamed with a developer to deliver 2.5 million
s.f. of prime office space in a secure campus across the major
interstate from the Pentagon. Comprising three office buildings
totaling 800,000 s.f. to house three of the Navy’s commands:
NAVSEA, NAVAIR and NAVSPACE.
Large underground parking and circulation infrastructure
connected with Metrorail and adjacent retail properties. Design for
the buildings were in a neo-classical style in reference to the
Pentagon. Site design included many site amenities within a highly
secured perimeter. Ms. Edwards was one of two lead team design
architects for planning site, design of base building plans, site
amenities and garages.
Expansion of RFK StadiumWashington, DC
Design Competition for renovation of RFK Stadium in Washington DC
was proposed to the owner at the time, Jack Kent Cooke. Instead of
building an entirely new stadium , we proposed creating a second ring
of seating to wrap the entire structure.
To create multiuse for the site, we proposed that the structure of the
new building could contain over 250,000 sf of office space and
infrastructure for DC government use, with stadium parking (which
was empty for most of the time) to be used for commuters and
tenants in the ring of office space. Mr. Cooke was determined to
build a namesake stadium and did not accept our proposal.
Roxanne Edwards was the lead designer for this proposal.
The Waterfront of Southwest Washington Master Plan Washington, DC
A client owning a third of the underdeveloped properties on the Washington Channel waterfront contracted for a master plan to propose to the city.
Ms. Edwards developed this plan which envisioned a mixed use of residences, hotels offices and retail focused on the revived boardwalk and the cruise
industry. Pedestrian connections over Maine Avenue to the L’Enfant Plaza at Banneker Memorial on 10th Street was key to tying the development to
the Mall Core. A new marina and a major entertainment pier were proposed as well as diversity of market places, parks and the Arena Stage.( Ultimately, the client did not come to an agreement with other owners. Twelve years later, the city requested new plans which were reworked for a new SW waterfront)

Mandarin Oriental HotelWashington, DC
The first five-star hotel built new in the District, the Mandarin
Oriental Hotel is a landmark building at the City’s Southern
gateway. Located in The Portals site, the hotel overlooks the
Tidal Basin and has views to the Capitol dome, the Washington
Monument and Jefferson Memorial which is unique in the city.
This elegant 400 room property was planned and architecturally
designed and detailed by Ms. Edwards, including all interior
planning in collaboration with Hirsch-Bedner, interior designers
of Atlanta. The Grand Hotel style was incorporated to make a
statement of luxury and tradition worthy of the great hotels of
the city. A garden plaza is placed off of the main lobby and
overlooks the Potomac and the boat channel, which is currently
being designed as part of the new city waterfront.
Roxanne Edwards was lead architect for planning the site,
designed the base building, the space planning, the exterior site
amenities and the garage.

National Rural Electric Cooperative AssociationBallston, Arlington VA
A two phase project, NRECA national headquarters was designed in
tandem with the managing partner. Ms. Edwards master planned
the urban park and site, the floor plans and garage the major
details of the façade, all public space and main auditorium as well
as finished stone work, elevator, lobby finishes and special façade
decoration.
Red brown granite, the same species used to clad the Renaissance
Center in Detroit, was used for the base and lobby, with decorative
motifs that were reminiscent of art deco that was popular in the
Rural Electrification era of the 1920-40s. Masonry was paired with
buff limestone precast with the top floors highlighted by massive
arched windows and Tower. The Auditorium was proffered to the
county for extra density and is used for business and as a stage for
music and performing arts productions.

Plaza AmericaReston, VA
This premier site in Reston VA was unique as it was outside of the
control of the incorporation ordinances of Reston, allowing design
without their Architectural Review Board oversight, speeding up the
approval process. A mixed-use project with 168,000 sf of prime
retail and 1 million sf of Class A office space in four buildings was
able to begin phased construction during the 1990 recession.
Roxanne Edwards designed the site and architecture for phasing
stages for each building with optimum parking in a tight site. Phase
One was the retail center, using half the site, developing the service
access for the office buildings and parking to be built in phases to
meet each building in the next four phases. Phase Five was designed
to be a hotel site., but market demand was for office space.
Designed with careful detail for retail level finish that would be
compatible with the higher end finishes of the offices, this complex
continues to be a successful center for the Reston community. With
the Metro, the project will remain a landmark for the rail corridor.
Landscaping, water features, plazas and other outdoor amenities
were included to compliment this urban center which preceded the
Reston Town Center by nearly a decade.

CenturaDallas, TX
A plan for three office buildings, hotel and retail
center was created for a major site in North Dallas.
Phase One was a fifteen story, 450,000 s. f. Class A
office with atrium connection to an eight story
parking structure. Limestone colored precast, satin
aluminum metalwork and reflective gray glazing was
used to clad this dignified statement building.
Working with a Washington area based office, Ms.
Edwards was the lead design architect and planner or
this project.

One Monument PlaceFair Oaks, VA
This new eight story Class A office building was one of three
planned for a developing location in the Fair Oaks area of
Fairfax, close to the new County Government Center.
A free standing parking garage at the rear had its own upscale
lobby (see 3 and 4) as well as the formal entrance facing the
prominent corner and water feature. This was one of the
first suburban office building to acknowledge the tenant
arrival each day deserved a special entrance lobby, not just a
back door. Low height profile of parking structure above
grade allowed clear views from all office floors on all four
elevations, even though it was thirty feet from the main
building and accessed under cover.
Ms. Edwards master planned the site and phasing stages for
each of three office buildings although the market changed
and the site is now high density residential. She designed
the exterior and interior spaces with polished granite as the
base material with precast concrete mixed to match the
flame finish granite used at the base.
Sleek modern lines were used to create a tight envelope and
a well ordered floor plan for maximum efficiency. This
building was sized and proportioned to an optimal floor plate
for office leasing market standard layouts .

3100 Washington BoulevardClarendon in Arlington, VA
A full block site near the Clarendon Metro Station, this site
had sat empty except for a pair of designated historic ‘early
modern’ storefronts at the northwest corner. Although a
single large office building was planned for a mixed use site,
incorporating retail and office, the building was designed to
look like two separate office structures on the block.
However, it was configured and planned to allow a very large
floor plate for tenants through a demising wall at the main
elevator banks, emphasized with the glass tower feature.
Ms. Edwards was contracted to provide leading the design
development for the building plan and facades by Noritake
Associates. She modeled the entire building using both CAD
and other 3D programs.
Construction was completed in 2014.
1140 Connecticut Ave, NW Washington, DC
This redesign of a prominent downtown office building was prompted by a zoning change that allowed the capture of more space. The
owner, The Charles E. Smith Companies, had a tenant for the basement space, “The Improv“ Comedy Club, and new retail on the prime
downtown shopping corridor at Farragut North Metro. Ms. Edwards designed a new storefront for the building, new signage and the entry
to the theater space below grade and a new lobby entry working directly with the owner, Robert H. Smith.
Roxanne Edwards, AIA LEED AP Office Building Experience
Stafford Place IIBallston in Arlington, VA
An eleven story Class A office build was one of two in
Ballston, VA in the high density Metro based Stafford Place
development. While she was working on the design of the
Stafford Place One exterior and atrium which was next door
with the partner in charge, this property was studied and
delayed for market reasons.
Roxanne Edwards was on the exterior architecture design
team.

INOVA Mental Health ServicesFairfax, VA
Working on a contract to support architecture firm, Noritake
Associates, Ms. Edwards worked on the design of this
specialized medical office building near the INOVA Fairfax
campus. It includes five levels of office space and clinics and a
free standing parking garage. Ms. Edwards was one of several
architects on the exterior architecture and site planning design
team while working with Noritake Associates.
1199 Vermont Ave, NWWashington, DC
On a triangular site on Vermont Avenue, an existing building
was to be completely demolished to its concrete structure and
repurposed.
Roxanne Edwards worked with partner David Habib to create a
reuse for the building as prime office space with floor to ceiling
glass and new metal clad façade with a signature light tower at
the point facing Thomas Circle. Another offer for a Holiday Inn
was accepted for the site and this design remained un-built.

Reston Executive Center Office I. II, III Reston, VA
A three building complex originally designed for The Analytic
Sciences Corporation (TASC), a major government contractor,
the site was one of the first nearby to the future town center.
Warm light and dark mauve textured precast concrete and
reflective green glazing fit the suburban nature of this Reston
locale.
Two parking garages provide enough close parking and green
space to give the plan space for views into landscaped courts
while protecting tenants from the elements while walking from
parking. Ms. Edwards designed the base buildings, their lobbies
and the garages.

Summit Avenue Office BuildingOld Town Gaithersburg, MD
Old Town Gaithersburg site is adjacent to the MARC line and to
the city hall complex across the street. As a second phase of
space for a company in the office building across the street by the
same developer, this building creates an urban edge with a small
park at the commuter line.
A small park was designed to the north and a landmark tower
added to the elevator core of the parking garage. The pedestrian
bridge was designed to access the garage to the lot across the
railroad line and also allowed the garage to act as a buffer to the
second phase of residential construction for the site.
Simple floor plan is set in a site that allowed occupied basement
space at the southern end of the building that did not count
entirely in FAR calculations, giving a bonus to the developer. Ms.
Edwards designed the site plan, base building and garage.

1) The entrance canopy at was designed to emphasize the
entrance on a long repetitious façade along the major
Avenue. Metal features relate to the lobby interior which
was also designed by Ms. Edwards.
400 First Street, NW
1) The lobby of this older Capitol Hill office building was narrow,
dark and small with the awkward offset elevator lobby that
is often found in older DC buildings. Ms. Edwards used a
curving wall to increase the apparent volume of the space to
focus the eye on the elevators and to create a rotunda feel.

subtle change in tone to emphasize height of the signature
tower feature. In construction, some detailing was
changed in value engineering but remained remarkable
similar to the original design during a time of rebound for
the hospitality industry. Ms. Edwards was lead designer
for this project.

The Bath ClubMiami Beach, FL
Renovations to the historic Bath Club, a
private beach country club in North Miami
Beach led to the plans to develop land for
condominiums, a 200 room hotel and six
spectacular ocean front villas.
Planning and density studies were made and
some rendered exhibits for financial planning
with the club, however the 9/11 recession in
the hotel industry stopped the plans. They
were revised some years later and a different
plan was built with no hotel, one
condominium building and the six villas.

As lead designer for the dramatic gateway building for
Shenandoah University’s Winchester Campus, Roxanne Edwards
oriented the Performing Arts Center and Music Conservatory
toward the main entrance of the school. It presents a layered
masonry façade with main lobby feature surrounded by the
decorative masses of the Experimental Theater wing, the
Olhstrom-Byrant Proscenium Theater along with the new Music
Conservatory. The airy theater lobby centers and welcomes the
visitor for access to all three functions of the building.
Warm buff precast concrete and terracotta toned brick with
special decorated patterns clad the facility and announce the
playful use of the facility. This Broadway-scaled theater is used
to train some of the preeminent talent on the East Coast in the
award winning drama programs at Shenandoah University. The
light and airy foyer welcomes theater patrons to both venues: a
three hundred seat theater and a 125 seat ‘Black Box”. The main
Proscenium theater’s fly loft and main stage are recreated to
exact standards found in New York professional theaters.
Music programs as well as theater and dance are performed on
the stages. Classrooms and practice room comprise
approximately half of the space in the complex. Students use
the entire facility for study and also produce professional quality
productions for the public.

Broadway Arts and Entertainment District Development Long Branch, NJ
A redevelopment plan for two central; city blocks in the seaside town of Long Branch, NJ. Using zoning codes and planning guidelines for
revitalizing a dying downtown this project was done in collaboration with HOK. Multi-phased with mixed use and high density, the focus was on
two existing empty theaters. These were developed as pre Broadway venues near New York, accessible in future by a direct ferry from Manhattan.
Retail anchors the sites with 160,000 sf of community and tourist retailers, 500 residential units and live work and 1500 garage spaces in three
garages. Density attained was urban in nature while providing residential units privacy and breathtaking ocean views from upper stories. Retail
mix was aimed at providing the right mix of tourist oriented national retailers and support retail for the community. The main theater was the key
to the development. Ms. Edwards worked with theater consultants to repurpose the early 20’s building for a modern theater function while
retaining its historic era flavor, including both street front theater marquees and box offices to the main retail street.
Phasing was particularly difficult to balance between parking and uses. Much of the planning process was involved in careful financial and space
allocation planning while giving a finished appearance to the project at the end of each phase. Approvals were gained overriding complex local
political issues that threatened to halt development. However, after approvals, the 2008 recession did the job of financially halting the project.

American Tobacco Campus Master Plan Durham, NC
Duke University controlled this abandoned industrial warehouse site
created in the 1880’s by the American Tobacco Company. The university
desired to turn the site into a mixed use urban campus setting. Ms.
Edwards led a team that conceptualized the reuse of old buildings and
added others to repurpose this large acreage adjacent to the Durham
Bulls’ Baseball Park and future Durham Performing Arts Center.
Converting an old office building into a hotel with a new enclosed
courtyard as atrium was the first phase (A) with parking (G). An outdoor
covered pavilion (K) for events was adjacent to a second building
renovated to be a hotel (C) which was not built.
The central space was dominated by a power plant (E) and surrounded
by loft warehouse space that was to be converted into retail, restaurant,
office and residential space as well as Duke University classroom space
(D,F). Implementation of concepts did not begin for over four years from
the time of this study in 2000.

Georgetown HeightsWashington, DC
Upper Georgetown overlooks the city and this project, near the west
of the Vice President’s home is a result of St. Luke’s Church on Calvert
Street being in need of capital to finance their congregation’s survival
in this location. The adjoining parking lot was underutilized, and
afforded a prominent corner site on Wisconsin Avenue. The
condominium has 44 luxury units with an internal courtyard with
garden. The ability to increase the number of units by using the
internal lower level court was carefully manipulated by grades and
defining living areas allowed within the FAR and the definition of
habitable to useable space.
The detailing of the street façade was designed by Roxanne Edwards
with collaboration of Bill Helmuth of HOK Washington, using
Palladian inspired French doors and windows plus balconies, warm
masonry with rusticated and decorative limestone precast.

Parc ConnecticutWashington, DC
Located on a steep site of the Rock Creek Park stream valley, this
apartment building took advantage siting to overcome the height limits
in DC. By using the maximum height from the Avenue side and stepping
unit floors down from the main grade in a single loaded corridor into the
hillside, we gained five additional single loaded corridor floors of
apartments overlooking parkland site perpetually protected by the city.
The scale and detailing of the street façade recalls the grand mid-century
apartments of Washington, with bay windows and balconies, warm
masonry with rusticated and decorative limestone precast. A small
pocket park is at the central garden entry court that moderates the
noise and bustle of Connecticut Avenue.
Ms. Edwards was lead designer for this project.

Avalon at Courthouse PlazaArlington, VA
In a deep valley at the Courthouse Plaza on Veitch Street in
Arlington, this site was designed for a major one city block
apartment building. Twenty story apartment in U shaped
plan creates a west facing pool courtyard. Design used
stepping the north and south wings to relate to massing of
neighboring properties.
A deep buff brown masonry is accentuated by light color
banding and rusticated brick courses and rich light bronze
metal at entry. Curved balconies at the main façade
emphasize the entrance as a tower form to the top arch.

Avalon on Blair RoadWashington, DC
Centex, one of our firm’s clients asked us to provide a
completely new façade design for another architect who
could not get approval of their project through the DC
government design review after three attempts. Ms.
Edwards worked with the other firm to insure that the
planning remained as close as possible to the original.
However, this new design passed the review process at
the first submission. The site was adjacent to the rail line
at the rear of the property.
Deep red brick and black diagonal patterning with
decorative belt coursing, and precast with accents of light
color masonry Railings and sun trellises were added along
with dark green metalwork, canopies and other detailing.

Twenty nine stacked towns over structured parking on top of hill
overlooking west over DC to the Potomac River (5). Design had to
relate to the facing historic building Floors were split with smaller
units under two full floor units with top balcony on the west .
We decided on a traditional street front elevation (2, 3, 4) but used a
modern contemporary façade on the west (1). This provided a
striking presence for the public, and more economical than the street
side. Ms. Edwards was the exterior design architect.
