Introduction

The National Tobacco Control Programme (NTCP) at the Ministry of Health and Family Welfare

(MoHFW) is responsible for overall policy formulation, planning, implementation, monitoring and

evaluation of the different tobacco control related activities. The overarching objectives of NTCP are

to bring awareness about the harmful effects of tobacco use and tobacco control laws along with its

effective implementation. In the recent past, Government of India has taken lead in various

interventions in this area like scaling up tobacco cessation services, countering tobacco industry

interference, containing illicit tobacco products, establishing tobacco/nicotine testing labs and so on.

The large pictorial health warnings on tobacco products have put India on the forefront of tobacco

control globally.

In this context, Post Graduate Institute of Medical Education and Research(PGIMER) Chandigarh has

taken a lead in development of Resource Centre for tobacco control under BI 22-20 INDIA PROJECT

(2018-2020).The project has been sanctioned to Department of Community Medicine and School of

Public Health, PGIMER by International Union Against Tuberculosis and Lung Disease(The Union)

under the Bloomberg Initiative for tobacco control entitled “Advancing tobacco control at national

and sub-national level through Capacity building, MPOWER implementation, and support to

National Tobacco Control Programme (NTCP)”. This 2 years project is being conducted in states

of Odisha, Telangana, Puducherry, and Meghalaya. These states are in the initial stages of

implementing National Tobacco Control Programme, WHO MPOWER policies and other tobacco

control measures and are different in respect to tobacco use prevalence, implementation of tobacco

control measures along with low-to-moderate politico-administrative commitment for tobacco control.

The primary goal of project is to strengthen policy and institutional framework of National Tobacco

Control Program in these states through:

Capacity building, MPOWER implementation

Monitoring, enactment of FCTC article 5.3 policy

Provide support to National Tobacco Control Programme (NTCP)

In addition, the project aims at establishment of a Resource centre (RC) which shall serve as one-point

reference system for all tobacco control (TC) updates and technical resource materials in the country.

Objective

The main objective of the consultation was to develop a framework for a resource centre for tobacco

control which shall act as a platform for all tobacco control information and related resource materials

in the country.

Introduction by Participants The welcome address was followed by a formal introduction of the participants who were tobacco

control advocates and leaders form 20 different leading organisations across the country. The major

collaborating partners were MOHFW, WHO-SEARO, The Union, CTFK, Vital Strategies, VHAI. In

addition, senior officials from non-government organizations working primarily in tobacco control

including MANT, Public Health Foundation of India, Sambandh Health Foundation, SEEDS Bihar;

Institutions of Eminence like AIIMS Delhi and JIPMER Puducherry; Reputed medical institutes like

MAMC, Vardhman Mahavir Medical College and National Institutes like IIHMR and NICPR; State

Government officials from New Delhi and Punjab were also present in roundtable consultation.
