GENERAL INFORMATION

Rosenets Port Terminal /PT/ is an integral part of LUKOIL Neftohim Burgas AD.

It constitutes a port for public transport of national importance, specialized in

trans-shipment of liquid cargo. The sea traffic in the port aquatic area is performed

in compliance with the “Mandatory Rules for Sea Ports in the Republic of

Bulgaria”, effective since 2009, mod. and suppl. SG No.57 of 27.07.2012. These

rules can be found on the specialized website of the Executive Agency of Maritime

Administration: www.marad.bg

The geographical coordinates of Rosenets PT are: 42 27.1N / 27 32.2 E

The characteristic features of Rosenets PT navigation conditions are identical to

those of Burgas Port and namely:

There are no tide phenomena and sea currents in the region influencing

navigation.

The predominant wind direction during winter is /North/ N to /North-East/

NE, and during the summer period the direction is variable.

All manoeuvres in the port are forbidden when the wind velocity exceeds 15

m/sec.

It is very rare for the port to be closed due to fog conditions, and if this

happens it is only for few hours.

Even in coldest winters there is no ice formation in the port.

Rosenets PT consists of three berths:

Pier – 1 – depth – 9,80 meters, permitted draft – 9,60 meters /max. LOA -180

meters

Pier – 2 – depth – 12,30 meters, permitted draft – 12,00 meters /max. LOA -260

meters

Pier – 3 – depth – 7,10 meters, permitted draft – 6,80 meters /max. LOA -120

meters

Every year, after making some changes at the Port, Order № 1 by Maritime

Administration Agency is issued which determines the allowable draught, the

maximum length of the vessels and the order of maneuvering.

Traffic control

VTS Authority Black sea Directorate is a part of Bulgarian Ports Infrastructure

Company and by Vessel Traffic Service - Burgas it performs functions with a view

to increase safety and efficiency of shipping, protection of human life at sea and

protection of environment in the integrated Burgas Port area it is in charge with in

terms of monitoring and control, as well as the adjoining coast line against any

possible harmful impacts of shipping.

The Directorate provides traffic management services and shipping information

services by providing vessels with advices and recommendations related to safety

of shipping and supporting the decision making processes on the boards of the

vessels in complicated weather and navigational situations, organizes vessel

movement in order to prevent any occurrence and development of any risk of

emergency situation and collision.

Through its Information Centers in Varna and Burgas, the Directorate provides

information services for the ports by improving the organization related to

processing of documents for issue of Clearance, Sailing Permission in order to

shorten the time required for processing of documents by using standardized

documents as per the recommendations of IMO (FAL Forms). Services are

provided through BS Varna Radio in accordance with Global Maritime Distress

and Safety System (GMDSS) by providing continuous 24-hour monitoring of

international distress channels and frequencies (areas А1and А2 of GMDSS), it

distributes maritime safety information (information related to the

hydrometeorological situation, navigational warnings and any other information

related to shipping conditions and safety). It provides communications in cases of

maritime distress and emergency situations.

Procedure:

1. This is a Mandatory VTS Reporting System. The following categories of

vessel are required to participate in the Reporting System:

a) All vessels of 300 gross tonnages and above

b) All passenger vessels carrying more than 12 passengers

c) All vessels carrying dangerous or polluting cargo on board

d) All vessels over 24 meters

e) All fishing vessels over 15 meters.

2. The languages to be used are Bulgarian or English using IMO Standard

Marine Communications Phrases.

3. Full reports from vessel should contain following Information:

IMO SRS Items: A, B, C or D, E and F, G, I, L, O, P, Q, T, U and W

4. When transiting, at anchor or waiting berth, all vessels must keep a

continuous listening watch on VHF Ch 16 and the designated frequency.

5. VTS operations, traffic information and clearances, do not relieve the Master

of his responsibility for the safe navigation of his vessel.

REPORTS:

Reporting Line 1: The limits of the VTS area

Reporting Line 2: A line joining the positions 42°33.20ʹN 27°39.70ʹE and

42°24.60ʹN 27°43.80ʹE

Entry report: All vessels entering Burgas VTS area/Reporting Line 1 must report

to Burgas Traffic stating IMO SRS Item: Full report by some method - VHF, AIS

etc.

Exit report: All vessels leaving Burgas VTS area/Reporting Line 1 must report to

Burgas Traffic stating IMO SRS Item: ALFA, BRAVO and CHARLY by some

method - VHF, AIS etc.

Cross report: All vessels crossing Reporting line 2 must report to Burgas Traffic

stating IMO SRS Item: ALFA, BRAVO and CHARLY.

Arrival report: All vessels arriving at a berth or anchorage must report to Burgas

Traffic stating IMO SRS Item: ALFA, BRAVO and CHARLY.

Departure report: All vessels must obtain permission to depart from Burgas

Traffic not more than 5 minutes before casting off from the quay or leaving the

anchorage. The vessels must report to Varna Traffic stating IMO SRS Item:

ALFA, BRAVO and CHARLY.

Other reports: Vessels must report anything likely to affect safety and when

requested by Burgas Traffic.

The port pilotage is performed by the company licensed to perform this

activity – Burgas Pilotage Station Ltd. The company employs 26

experienced captains – licensed pilots and 13 other employees – pilot boats

crew and administrative personnel. Since 2009 the company has got ISO

Pilotage is compulsory from the anchorages for all vessels over 100 GT and is

available H24.

Vessels should send request for Inner Roads Pilots at least 2h in advance through

the agents.

Vessels requiring Outer Roads Pilots should advise agents at least 4h in advance.

The hand-over of waste from seafaring activity is forbidden on the territory of

the port during loading/unloading operations.

The mooring activities are performed by the port operator’s personnel.

MANDATORY SPEED FOR HARBOURING AND UNHARBOURING

TANKERS INTO AND OUT OF THE TERMINAL

1. The below speeds for the three piers are acceptable during the mooring

operation of tankers into the terminal following the instructions of pilot on

duty:

Pier 1- The maximum allowable speed is not more than 2.5 knots from

the end of the jetty to the Pier and the speed of final positioning at the Pier

is 0.10 m/s.

Pier 2 – The allowed speed for a tanker to enter the aquatory of the

Terminal is not more than 2 knots from the end of the jetty to the Pier and

the speed of final positioning at the Pier is 0.09 m/s.

Pier 3 – For positioning at Pier-3 the allowable speed is not more than 4

knots from the end of the jetty to the Pier and the speed of final

positioning at the Pier is 0.15 m/s.

2. During tanker unmooring operation from the terminal aquatic area the

acceptable maximum speed for the piers is as follows:

Pier 1 and Pier 2- The maximum unmooring operation speed should not

exceed 2 knots.

Pier 3-Maximum allowable unmooring operation speed should not exceed

4 knots.

At Pier 1 the tankers shall be positioned Port side Alongside.

At Pier 2 the tankers shall be positioned Port side Alongside.

At Pier 3 the tankers shall be positioned Starboard side Alongside.

An exclusion is only allowed for the fueling vessels at Pier 3.

MEANS OF COMMUNICATION

During the processing and during the handling operations watch duty is provided

by one land operator on each berth – on 24 hour basis.

The shore-ship communication with the Shift supervisor is done via channel 10 –

around the clock on all matters related to the safe conduction of the loading

operations and matters on the safe stay of the vessel at the Pier.

PERSONNEL IN CHARGE OF THE CONDUCTION OF LOADING AND

UNLOADING OPERATIONS

The Dispatcher on shift is the responsible representative of the Terminal

coordinating the proper conduction of loading and unloading operations.

In case of an emergency situation on board, he/she shall coordinate the activities

between the shore and the vessel.

The mate is the responsible representative of the vessel for the safe conduction of

the loading and unloading operations. He/She shall be in a continuous contact with

the Dispatcher on shift on channel 10.

INDUSTRIAL AND FIRE SAFETY MEASURES

1. The safety of the personnel and the port is of primary significance.

2. Smoking in the port area is strictly forbidden.

3. The use of regular mobile phones is forbidden.

4. The movement of people outside the berth limits is forbidden.

5. The vessel shall provide continuous duty on the radio transmitter during its

stay in the port as well as response to the calls by the port officers.

6. Using of channel 10 by ship personnel for their own needs is forbidden.

7. Loading auxiliary materials with the vessel’s derrick is forbidden during

handling operations.

8. Coming of any vessels alongside the ship is forbidden during

loading/unloading operations with the exception of specialised vessels in

case of emergency.

9. The completion and strict observance of Check list is mandatory.

10. In case of wind velocity оf 22 m/sec. handling operations must be

stopped.

11. In case of thunder storm handling operations must be stopped.

12. The port is closed for maneuvering under the following conditions:

- wind velocity – 15 m/sec.

- wind velocity – 12 m/sec. for vessels with LOA above 180 m. in

ballast condition

- visibility under 300 meters.
