15. Upon the recommendation of the Superintendent of Schools, accept the resignation of Yashanta

Holloway-Taluy, English Teacher, Abraham Clark High School, effective on or before February

10, 2014, pending effective start date of a Board approved replacement.

16. Upon the recommendation of the Superintendent of Schools, accept the resignation of Robyn

Brown, English Teacher, Abraham Clark High School, effective on or before February 11, 2014,

pending effective start date of a Board approved replacement.

17. Upon the recommendation of the Superintendent of Schools, accept retroactively the resignation

of Robyn Brown from her position as Senior Class Advisor for the Class of 2014, Abraham

Clark High School, effective December 31, 2013.

18. Upon the recommendation of the Superintendent of Schools, accept the resignation of Gary

Baker, Language Arts Teacher, Grace Wilday Junior High School, effective on or before

February 17, 2014, pending effective start date of a Board approved replacement.

19. Upon the recommendation of the Superintendent of Schools, approve retroactively, the

appointment of Elijah Brown as Special Education Classroom Aide, Roselle Preschool Annex

and Dr. Charles C Polk Elementary School, Step 1 of the REA Aides Salary Guide, at a rate of

$170.70 per diem, effective January 14, 2014 through June 30, 2014.

20. Upon the recommendation of the Superintendent of Schools, approve retroactively, an adjustment

to the rate of pay for Barbara McGregor, Long-Term Substitute Art Teacher, Certificated,

Washington and Harrison Elementary Schools, from $105.00 per day to $195.00 per day, as per

the Board approved Compensation Rate Schedule, based on the 12/19/13 receipt of certification,

effective December 19, 2013 through January 13, 2014 [Previously Board approved on 8/26/13 as

long-term leave replacement, at the rate of $105.00 per day, effective 9/5/13 through 1/13/14].

21. Upon the recommendation of the Superintendent of Schools, approve the appointment of the

following Harrison Elementary School Teachers, two (2) per grade level per day, totaling four

(4) teachers per day, as Teachers for the After the Bell Program, Harrison Elementary School,

with program operation three (3) days per week, for a total of forty-one (41) days, two (2) hours

per day, from 3:10 PM to 5:10 PM, at the rate of $34.21 per hour, at a cost not to exceed

V. Moore Middle School students in an after-school Intramural Basketball Program, open to male

and female students in Grades 5 and 6, operated and supervised by LVMMS Physical Education

Teachers and the School Activities Board, with signed permission slips required for any student to

participate, to be held in the Leonard V. Moore Middle School gymnasium, on Tuesdays and

Thursdays, from 3:00 PM to 4:00 PM , effective January 21, 2014 through February 27, 2014.

2. Upon the recommendation of the Superintendent of Schools, approve the participation of Leonard

V. Moore Middle School students in the Divine Nine Dress for Success Activity, a celebration of

Historically Black Fraternities and Sororities, to be held at Leonard V. Moore Middle School, from

2:00 PM to 3:00 PM, effective Friday, February 21, 2014.

3. Upon the recommendation of the Superintendent of Schools, approve the participation of Harrison

Elementary School students in the Mobile Dentists and its Smile Program, a school-based, dental

outreach program whose mission is to provide state of the art, preventive dental care to students in

4. Upon the recommendation of the Superintendent of Schools, approve the participation of Harrison

Elementary School students and staff members in the Leukemia and Lymphoma Society Fundraiser,

by donating $1.00 and being allowed to wear pajamas to school, effective March 3, 2014.

5. Upon the recommendation of the Superintendent of Schools, approve the participation of Harrison

Elementary School students in a Poison Awareness and Prevention Assembly presented by the

New Jersey Poison Information and Education Systems (NJPIES), a division of the Department of

Preventive Medicine and Community Health of the New Jersey Medical School of the University

of Medicine and Dentistry of New Jersey, at no cost to the district, effective March 11, 2014.

6. Upon the recommendation of the Superintendent of Schools, approve the participation of Harrison

Elementary School students and staff in a Wear Red Fundraiser, at a cost of $5.00 for staff and

$1.00 for students, to dress down and wear red, the first Friday in February, when thousands of

hospitals, small businesses, multinational corporations, news broadcasters, schools, individuals and

even landmarks will “Go Red” to help raise crucial awareness and significant funds in the fight

against heart disease and stroke in women, with this year being the 11thyear of the American Heart

Association’s “Go Red for Women,” with all monies collected to be donated to the American

Heart Association, for research and education for the fight against heart disease and stroke in

women, effective February 7, 2014 [Heart disease is the #1 killer of women, claiming more lives

7. Upon the recommendation of the Superintendent of Schools, approve a Spoken Word/Poetry Slam

proceeds to be used for Class of 2015 activities, effective May 16, 2014.

8. Upon the recommendation of the Superintendent of Schools, approve the acceptance of twenty-eight

(28) additional LOCKAIDE keyless lock devices and installation, with a retail value of $7,231.28,

provided by TARQMAX Solutions, LLC, to help provide additional immediate school security to

classrooms at Grace Wilday Junior High School [Acceptance of five (5) LOCKAIDE devices and

installation, with a retail value of $1,291.30 was Board approved 11/12/13; for a total of thirty-three

3. REQUISITIONS FOR TAXES

The amount of district taxes needed to meet the obligations of the Roselle Board of Education

for the next 30 days is $1,875,104.00 and is due January 28, 2014. Balance due to June 30,

2014 is $9,375,584.00.

4. RESOLUTIONS

a. BE IT RESOLVED, that the Board Secretary of the Roselle Board of Education certifies that

as of [December 1, 2013] that no line item account has encumbrances and expenditures

which in total exceed the line item appropriation in violation of N.J.A.C. 6A:23-2.11(a).

b. Pursuant to N.J.A.C. 6:20 –2.11(c)4, the Roselle Board of Education certifies that as

[December 1, 2013] through [December 31, 2013] after review of the secretary’s monthly

financial report no major account or fund has been over-expended in violation of N.J.A.C.

6:20-2.11(b) and that sufficient funds are available to meet the district’s financial obligations

for the remainder of the fiscal year.

Audit rules and regulations promulgated by the New Jersey Department of Education (N.J.S.A. 18A:23-

5) require the Board of Education to read and discuss the audit recommendations made by the Auditors

in the Annual Audit and a copy of the minutes of the Board, together with a corrective action plan be

submitted within 30 days after the audit is received by the Board, to the State Department of Education

through the Union County Superintendent of Schools.

Be it Resolved, that the Roselle Borough Board of Education accepts the Auditor’s Management

Report (AMR) and Comprehensive Annual Financial Report (CAFRA) for the fiscal year ended,

June 30, 2012, and the recommendations included therein, and in order to meet these

recommendations, a corrective action plan is hereby submitted. [Attachment #8]

6. RESOLUTION TO ACCEPT DONATION FOR MARINE CORPS JROTC PROGRAM

The Roselle Borough Board of Education hereby accepts a donation in the amount of $500.00 from Mr.

Peter Hussey to be used by the Marine Corp JROTC Program at Abraham Clark High School.
