Romanian Order of Dental Technicians (ROTD) , set up according to the law 96/2007 r.1 on the exercise of the profession of dental technician, as well as the set up, organization and functioning of the Romanian Order of Dental Technicians, is a professional, nonprofit organization, with legal personality of private law, apolitical, of public interest, with own patrimony and budget, autonomous and independent.

In accordance with the provisions of the Law no.200/2004 (Annex 2 and 3), subsequently amended and supplemented, in Romania the profession of dental technician is a regulated profession that requires at least 3 years of upper education (degree of an university or university college), and RODT is the competent authority corresponding to this profession.

The Organization comprises dental technicians authorized to exercise their profession in units of the Ministry of Health or of other ministries with own sanitary network, in the private sector and in education or research units and, at present, it records a number of 4100 dental technicians, also including the dental technicians that practice the profession in other community states and to whom documents have been issued in order to certify the professional qualifications achieved in Romania.

    ROTD has the obligation to provide data and information concerning the

exercise of the profession of dental technician to the national coordinator for the recognition of professional qualifications.

From among the attributions of the organizations the following can be mentioned:

Defends the professional prestige and dignity of its members in the relations with third parties natural or legal persons;

Defends and promotes the professional interests of its members; Issues norms with internal characters in compliance with the legal provisions; Elaborates the Code of ethics and deontology of the profession of dental

technician; Supervises the compliance with the Code of ethics and deontology of the

profession of dental technician; Represents its members in the relations with the governmental,

nongovernmental organizations and with the trade unions at internal and international level

Grants professional and legal  assistance to its members in the situations for the trial of the cases of deviations from the norms of professional ethics and deontology as well as for settling disputes;

Elaborates the regulations regarding the registration in the National Registry of dental technicians of Romania. In what regards the Romanian law, in order to exercise the profession of dental technician on the Romanian territory it is mandatory to register in the organization even for the professional activities that are temporarily or occasionally exercised. This registry permanently updated is administered and is published on the Internet page of the organization.

Collaborates with the Ministry of Health for the elaboration and monitoring of the programs for the training, specialization and improvement of theoretical and practical professional preparation of the dental technicians. Furthermore, by the law for the regulation of the profession of dental technician one sets up the obligation to participate to continuous professional training programs, in order to maintain a high professional level and an increased quality of the performed services.

Collaborates with the Ministry of Health for the purpose of elaborating the specific norms and regulations concerning the profession of dental technician;

The profession of dental technician is exercised on the Romanian territory by natural persons holders of an official title of qualification in the profession of dental technician:

- citizens of the Romanian state; - citizens of a member state of the European Union , of a state belonging to

the European Economic Area or of the Swiss Confederation; - family members of a citizen of one of the member states of EU, EEA or of

the Swiss Confederation  - citizens of third states, beneficiaries of the permanent resident statute in

Romania;  - beneficiaries of the long term resident statute, granted by one of the states

of UE, EEA or Swiss Confederation

The profession of dental technician may be exercised on the Romanian territory by any previously envisaged person that fulfills the following conditions:

  a)Is holder of an official title of professional qualification in the profession

of dental technician

    b) is fit in medical terms in order to exercise this profession;

     c) has no criminal record;

  d) is member of the Romanian Order of Dental Technicians

The dental technicians, citizens of a member state of the European Union, of a state belonging to the European Economic Area and Swiss Confederation, established in Romania, have in the exercise of the profession the same rights and obligations as dental technicians, Romanian citizens, members of Romanian Order of the Dental Technicians . Consequently, the citizens of the EU member states, of EEA states and of the Swiss Confederation, in order to exercise the profession on the Romanian territory, must address to our organization, for the recognition of the professional qualifications.

 

The Organization has structures also in the territory but they have representation competencies and they do not have attributions in what regards the field of recognitions of professional qualifications. This a responsibility at national level and is achieved by specialty commissions.

In Romania, the training of dental technicians is achieved by high education institutions, the duration of the studies being three years, after the graduation of high school finalized with an exam, necessary in order to have access to the university education. At present in our country there are 12 accredited education institutions: 9 state and 3 private universities that educate dental technicians.

 

The profession of dental technician, being a regulated profession, the recognition of professional qualifications is done according to the provisions of the directive 2005/36/CE, transposed in the Romanian legislation by the law 200/2004 with the subsequent amendments and supplements, based on the general system of recognition.

Given the fact that there are states in the EU where this profession is not defined as being in relation to the medical act, but rather as a “craft”, implicitly the training manner as well as the level of the studies is very different. Most of the times here difficulties are encountered and we think that the existence of a common platform in order to compensate the significant differences found between the training requirements of the different member states would be welcome.

 

In what regards the procedure for the recognition of the professional qualifications this includes:

  The checking of the education institution that issued the documents of study The request of a certification of study conformity and professional experience The checking of the type of training, study program, professional qualification

based on the diploma supplement, the specialties studied and of the number of hours, credits, in order to compare with the education system from Romania

in case major differences are found the compensatory measures specified in the legislation are applied: adaptation probations or skill test.

Romanian Order of the Dental Technicians is the competent authority that issues conformity certifications of the studies performed on the Romanian territory, in order to recognition the professional qualification in the EU, EEA or Swiss Confederation states.

 

In what regards IMI PQ NET system we mention that we were not one of the competent institutions requested by the system, a reason why we do not have yet an objective opinion on the functionality of this information system, even though we appreciate its utility.
