There isnodoubt thatwater iskey todevelopment,be-cominganincreasinglyimportantstrategicissue,notonlyapublichealthandenvironmental issue.There isa realneedtoconsiderboth,thedynamic linksbetweenwater,energy,andfarming,andtobuildresilienceagainstclimatechange,includingbyimprovingtheabilitytoprojectfutureclimate throughadequatemonitoringand research.Tak-ingintoaccounttheimportanceofappropriatedosagebe-tweenscienceandpolicyinordertoaligntheactivitiesonkeypriorities,policyresponsesshouldincludeadaptationtoclimatechangeandadequatelyaddressingissuessuchaswater-relateddisasters,healthandtheroleofecosystems.

At thebeginningof thesamemonth,onMarch7,2013,theRomanian-AmericanUniversityhostedtwoothersig-nificantevents:

• TheworksoftheGeneralAssemblyoftheAssociationofFacultiesofEconomicsinRomania(AFER).AFERisaimingateconomicdevelopmentandimprovementofHigherEducationreforminRomaniaintheEuropeanspirit,beingapowerfulforumfordiscussionofspecificproblems,identifyingbestpracticesinacademicedu-cationand researchdedicated topromotingnationalandinternationalbenchmarksforeconomicseducationinRomania(http://www.ssmar.ase.ro/news.asp).Therigorousagendaof theMarch2013GeneralAssem-blyofAFERexpressedboththeobjectivesassumedwithresponsibilityanddeterminationinaddressingthequality and consistency of the values and expecta-tionsspecifictotheacademicmodelservingeconomicneedsandaspirationsofHigherEducationinRoma-niaattheconfluenceofglobalizationandintegration.

ThemonthofMarch2013 inRomaniawas full of hopeas towhat concerns the significanceof anewpart-nership in finding solutions concerning a correlated unfolding of understanding and action of the evolution in so-ciety andnature,while responsibly assuming the control of risksgeneratedby theactual evolution in thenewcom-plexity of the world of uncertainties. Friday, March 22, 2013, in Bucharest, the Capital of Romania, took placethe works of the inspired and inspiring Forum celebrating “World Water Day” (22 March) and “World Meteorologi-calDay” (23March), organizedby the “GroupofEcological InitiativeandSustainableDevelopment–GIEDD in col-laboration with the Academy of Agricultural and Forestry Sciences „Gheorghe Ionescu-Şişeşti” (ASAS), “Roma-nianWaters”NationalAdministrationand theNationalMeteorologicalAdministration.GIEDDwas representedby thedistinguishedMembersoftheExecutiveBoard:theformerPresidentofRomania,HisExcellencyMr.IonIliescu,Presi-dent ofGIEDD,Dr. Eng. Cristiana Sîrbu – Executive President ofGIEDD, andHRHPrinceMichael of Laufenburg.

THE PACE OF THE DEVELOPMENT IN COMMUNICATIONS AND INFORMATION TECHNOLOGIES IS DRIVING THE INFORMATION SOCIETY TO YESTERDAY’S INCREDIBLE STEPS

AbstractThepaperpresentsananalysisofthedetailedmechanismsandmodelsimpliedintheactualdevelopmentofcom-municationandinformationtechnologies(CIT),asthemainfactorswhichdeterminethepaceof(CIT)anditsmajorconsequencesonInformationSociety(IS.)ThemainissuesofanalysisarefocusedonidentifyingsomedeeplinksbetweenCITdevelopment’smodelsandpace,ononehand,andISradicalprogresssteps,ontheotherhand.Theprominentresultofthisanalysisisreflectedina3-dimensionalglobalinfluence(volumeofchanges)onISasmodel:horizontaldiversityofactivityfields,vertical/depthofthechangesinthefieldandtime-bytheperiodandspeedofthegeneratedinfluence.OntheissueofCITdevelopmentthepaperincludesthenewapproachofthe3-Dtransistor,developedbyIntelandotherimportantplayers,becausethismodelcomeswiththeextensionfromtheplanarmodel(2dimensions)tothespatial3-Dmodelandsothenumberoftransistorsonchipcouldberadicallyincreased,asanessentialsupportfortheintegrationcapacityonthechip(thestoragecapacity) thatmustfacetheexadataerabyspeed,memoryandcomputingpower.Amongconclusions,thepaperpointstheCITmechanismandpacewhichdetermine,byrefiningdataandproducingnewknowledge,premisesforoptimizedsolutions,irrespectivetheapplicationbutespeciallywheretheefficiencyandtheradicalprogressinthefieldweredifficulttoobtainorlongtimeexpected.

1.The amazing speed of the processes in the communi-cations and information technologies (CIT) generates premises for social and economical milestone changes

Almosteverydayweseehowmediaispresentingnewproducts, servicesor eventswhich reflect theexpo-nentialdevelopmentofCIT,assmartphones,TVsetsandmanyotherapplicationsofthenewtechnologies. Therealdimensionofthisicebergisdifficulttoes-timate,but it isobviousthattheentireenvironmentwhichisassociatedwiththeinformationsociety(IS),frompeoplehabitudestotheglobalsocialandeconomicallifeonEarth,ischangingunderthetremendousinfluenceofCIT. A pertinent evaluation of these processes has toremarkthefactthatCITareonlyapartoftherelevanttech-nologiesoreconomicalfieldswhichgeneratethemankinddevelopment,asenergy,chemistry,transportationetc. ThetruepictureofourWorldprogressfactorsmustalsoinclude,amongothers,theeducation,thescientificre-searchandeventuallyalltheculturalcreation.AtthispointonecouldsaythatCITare“justapieceofthepuzzle”, alongwith somany important pieces,which arelinkedinverycomplexprocessesandgloballygeneratethemankindprogress.Infactitisimportanttonoticethateventhepartialpicture,inspiteoftheappearancethatCITisonlyoneamongsomanyfactors,isaclearopportunitytoobserveanessentialtrue:CITisinsideofeveryotherfactorswehavementionedornot.Thisway,therealweightandimportanceofCIT,inthe“puz-zle”, ismultipliedbyall theotherfactorsandthedepthofCITinsideeachofthem,sowealsohavearelevantimageofthemechanismsbywhichtheCITdevelopmentisdrivingtheWorldandeventuallytheIS.Thereforewehaveadvancedafirststepontheabovemen-tionedevaluationofCITdimension,asCIT image isverysimilarwithan iceberg,wherewecanseeapiece in the“puzzle”,butunderthesurfaceCITcouldbelargelyextend-edasadynamicsupportforthevisibleenvironment. Althoughthepaperspaceisnotaiminganexhaus-tiveanalysis,thenextstepistoobserve,asaconsequenceofthepreviousstep,thattheamazingpaceofCITdevelop-mentwill strongly influenceall themankindactivity fieldsbyamultiplyingmechanism,whichwillgeneratethiswayimpressiveglobalchangesonIS.Thismechanismcouldbefurtherevaluated,asamodel,ifweconsideritsglobaleffectasdependingon3dimensions:-onhorizontal,bythenumberofinfluencedmankindactivityfields–i.e.almostall;-onvertical,bythedepthoftheinfluenceinsideeveryfield;-intime,byperiodandspeedofthegeneratedinfluence.As a consequence, with thismodel, one could evaluate/illustratetheglobaleffectofCITdevelopmentasamultipli-cationof theabove3dimensionsandtheresultcouldbesimilarwitha“volume”–wemaycallthevolumeofchang-es.Inthesametime,itisfairtonoticethatafurtherconcreteevaluation,withthemodel,couldbedoneonlyifweidentifysomeappropriatemetricsforeachofthe3dimensions,sothiscomplexanalysiscouldbetheaimofotherpapers.Ontheotherhand,wemayconcludethatitisclearnow

why and how the exponential pace of CIT developmentcouldinducerealpremisesforsocialandeconomicalmile-stonechanges,asthesepremisesaredirectlydepending,asaprobabilitytohavemilestoneconsequences/changes,onthevolumeofchanges.Itisalsocorrecttoobservethattheaboveconclusionisaqualitativeone, because, for everyactivity field, the con-creteconsequencesoftheimplementedCITproductsandservices,whichwilldependalsoonthepaceofCITdevel-opment,couldbeaccuratelyevaluatedonlyalongwiththespecificstageandchallengesofthefield.AcommonfeatureofallfieldsisthefactthatCITmodels,morethantheirproductsandservices,haveagreatpowertoleveragethehumancreationinallfields,bythewaytheyrefinedataandproducenewknowledge,asoptimizedsolu-tions,irrespectivetheapplicationbutespeciallywheretheefficiencyandtheradicalprogressinthefieldweredifficulttoobtainorlongtimeexpected.NowitisalsoclearhowtheamazingpaceofCITdevelop-mentcoulddeterminetheconditionswheredeepchangesinmanyactivityfieldswillgenerate theprogressof ISonyesterday’sincrediblesteps.Usuallyanexampleistheshortestwaytoconfirmthetheo-ryandwhatcanbemoresignificantthanthehistoricalstepmadebythemankindinthespaceresearchthan“themanonthemoon”in1969?Withoutneglectingtheothertechnologies,whereagainen-ergyandchemistrywouldbeintop,howthatachievementcouldbeimaginedwithoutcomputingandcommunicationsevenatthosedistancesandinthoseconditions?The point of this example comes when we see that thecomputingpowerofanactualsmartphoneishigherthaninthecaseofApollomission.What could we expect tomorrow as a consequence ofthisspeedofchangeinCIT?Todaywelookwithpowerful“eyes”tothenextgalaxies.Andiftheexampleisnotrelevantbecauseofthoselong40passedyears,wecancontinuewiththeInternetinthelast20yearsandsoon.Aswehaveearliermentioned[9],itdeservestowatch,evenbyonly someexamples, the impressiveevolutionofCIT,althoughthis isanexercisewhichbecomesmoredifficulteveryday, inordernot loseanythingbutespeciallynoticethemilestonechangesthisevolutionwillinducetotheIS.

2.Tendencies in the development of CIT models and their major impact in the IS

Perhapsthe“mobilerevolution”isthemostprominentclassoftechnologies,productsandservices,rapidlyfollowedbytheiramazingconsequencesonmankind lifeandeventu-allyonIS.ThatiswayweconsiderveryrelevanttheglobalimageofCIT that was presented by the recent Barcelona MobileWorldCongress-BMWC(February2013).BMWC has clearly described the features of the mobilebroadbandcommunicationsrevolutioninthenext5years(2012/2017)bysomeestimations:-6.8/9.7 billions mobile global connexions to Internet(2012/2017);-exadatamobiletraffic:0.1→11exabit/month(2012-2017);-thehigheffortsforagreenCITmodel:1.2billionssaved

treesinthenext5years.Among the above and an impressive gallery of gadgets,besidesfactsliketheon-linegamesindustrywhichisgoingtoexplodewithabout1billionUSD/year,BMWCshowedsomedeepissueslikehigheffortsforspectrumefficiencysolutionsandalreadymentionedgreenCIT.IngeneraltheCITachievementsandtendenciescouldbeobservedeverydayandtheyaregeneratedasaresponsetoaglobalandcomplexsuperpositionoffactors,wherethemarket,thesocial,politicalandculturalarethemain[9].StillthelastdecadesprovedthattheMooreLaw(doublingthenumberoftransistorsonachipevery2years)isgener-allythemain“motor”,orthedrivingforce,oftheCIT,withoutneglectingotherCITmechanismsandmodels,aswewillfurtherpresent.Onthiscontextitisessentialtonoticethatthis“law”couldnot last forever,asmanyspecialistsalreadysaid [3], [5],[8].The last yearsconfirmed theseopinionsand theCITestimationsforpost-2012presentadecline,astherefer-enceperiodof2yearswillgoto3yearsandperhapssoon.ThissituationwasforsureconsideredbytheCITindustry,asresearchandmanyforecastscenarioswerepresented.Wealreadyhavementioned[8], that themankindandsotheCITresearchhastolearnfromthenature,becausea“research”ofmillionsofyearsissedimentedthere.As concrete personal opinion, we think that the study ofhumanbrainandgenerallyofthebiologycouldgivethean-swersforthefuturecomputingandcommunicationsmod-els,usefulforthepost-semiconductorsorpost-“nanoMOSchannel”era.For instance, we notice as prominent a newmodel, the3-Dtransistor,developedbyIntelandotherimportantplay-ers,becausethismodelcomeswiththeextensionfromtheplanarmodel(2dimensions)tothespatial3-Dmodelandsothenumberoftransistorsonchipcouldberadicallyin-creased.Such of improvement could appear not so important asamodelofdevelopment forCIT,butweremind thehugeimpact that theprocessorsand thememories– themostlargelyusedandwiththemaximumimpactonperformanc-es–haveonallapplications(thehorizontaldimensionofthevolumeofchanges)[4],[5],[8].ThiswayIntelhaslaunchedthreenewresearchcentresfo-cusedonthesamechallenge:developingsupercomputerswithExa-scaleperformancelevels(1billioncomputationspersecond).The relevanceof suchagoal starts from the fact that ifabout7billionpeopleonEarthwouldsolvemathematicalproblemswitharateofonepersecond,itwouldstilltakemorethanfouryearstocalculatewhatanExa-scalesuper-computercoulddoinasinglesecond.The integration capacity on the chip (the storage capac-ity)thatmustfacetheexadataeraisnotindependentbutstronglylinkedwithspeedandcomputingpower.Anotherreasonfor thenewsupercomputer is theaimtocreate the completemapof humanbrain circuitry (about1000000mm3),but1mm3willrequestabout1petabyte(1000terabytes),soeventuallyabout1000exabytes.Onthesamedepthlevelofthevolumeofchanges,butatother horizontal dimension, in order to simulate the longtermclimatechangesonEarth,itwillbenecessaryasimi-larcomputingpowerasintheabovecases.Atthispointitisinterestingtoobservethatalltheaboveex-amplesrepresentmilestonesfor therespectivefieldsand

yesterday’sincrediblestepsfortheIS.Ontheotherhand,thesameexamplehasacommones-sentialfeature:theywouldnotbeconceived,inaforeseenfuture,without thepremiseswhichwill becreatedby theperformanceof thenewmodel for thedevelopmentpaceofCIT.Perhapsonecouldnaturallyask:howthispaceandperfor-mancelevelisstillpossible,especiallytakingintoaccountthatthisraceisnotstartingfromscratch(zero).Forsomebodythequestioncouldcontainacontradictioninterms:itisobviousthatnowCITisnotstartingfromzero–andthisisshortlytheanswer.Ontheotherhand,withalittleeffortwehavetorecognizethatsuchrevolutionarychallenges,asthesemilestonesap-pearedimpossibletoreachintherecentpast,representsnewracesevenforthe“experienced”CITspecialists.Comingbacktothequestion,atruebutverypartialanswercouldcomefromarelativelysimplebutessentialmodelofCIT:reuseknowledge[1]. A young researcher was recently asked: how can youachievethejobofdesigningaVLSIchipwithmorethan2billionstransistors?Theyoungsimplyresponded:“reusingtheknowledge”,i.e.allthepreviousresearchresults.OfcoursethissimpletruthisknownbeforeCITandwealsoobserved[9]thatthefundamentalprincipleofCITistore-usethelogic,aswellhardandsoft,inapracticalinfinitedi-versityofstructures,applicationsandlevelsofknowledge.ThesearetheCIT,thepoweroftheIS!All the above examples may be assigned to the mainsphereofCITprogresses,sometimescalled“nanotechnol-ogies”,although,aswehavementionedabove,the“nanoMOSchannel”modelisonlythemainbutnottheonlyonetechnologyamongCIT.Inaddition,wehavetomentionthat,especiallyinthenextfuture,othertwo“spheres”willgrowandgrowwiththeCIThighpacesupport:-geneticengineering(GE);-artificialintelligence(AI).ThecomplexityandrevolutionaryconsequencesofGEandAIneeda further largerspace than theactualpaper,butweshortlyhavetoobservethatGEwilladdressmilestoneprogressesinhealthaimingdiseaseslikecancer,diabetesand heart diseases, respectivelyAI in competing humanbrainwithall unprecedentedapplications including intelli-gentrobots.

3.Conclusions

AnalyzingtheCITdevelopmentpaceanditsimpactonISasmilestonesstepsforthemankindprogressisacomplexanddifficultapproach,buteveninashortformweidentifiedsomedeeplinksbetweenCITdevelopment’smodelsandpace,ononehand,andISradicalprogresssteps,ontheotherhand,reflectedina3-dimensionalglobalinfluence(volumeofchanges)onIS:horizontaldiversityofactivityfields,vertical/depthofthechangesinthefieldandtime-bytheperiodandspeedofthegeneratedinfluence.AmongthemostprominenttendenciesinthedevelopmentofCITmodelswepresented,theactualstepof“nanotechnologies”basedonthenewmodelof3-DtransistorwillhaveahugeimpactonprocessorsandmemoriesandfurtheronspeedandotherperformancesofCITapplications.ThemostsignificantabovepresentedissueistheCITmechanismandpacewhichdetermine,byrefiningdataandproducingnewknowledge,premisesforoptimizedsolutions,irrespectivetheapplicationbutespeciallywheretheefficiencyandtheradi-calprogressinthefieldweredifficulttoobtainorlongtimeexpected.

Companies that operatewithin a regional trading bloc (e.g., the EuropeanUnion,NAFTA,MERCOSUR)usuallyintegratetheirmarketingef-forts to someextent across theaffiliateswithin theblockarea.AcaseinpointistheEuropeanUnion.InlightoftheEuropeanintegration,numerousMNCsdecidedtostream-linetheirorganizationalstructure.Manyofthesecompaniesstillmaintaintheirlocalsubsidiaries,butthelocusofmostdecision-making now lies with the pan-European head-quarters.AsothertradingblocssuchasAsia’sAPECandSouthAmerica’sMERCOSURevolvetowardtheEuropeanmodel,onecanexpectsimilarmakeoversinotherregions.Nature of Customers.Thecompany’scustomerbasealso has a great impact on theMNC’s desired organiza-tionalsetup.CompaniessuchasDHL,IBM,andCitigroup,whichhavea‘‘global’’clientele,needtodevelopstructuresthatpermitaglobalreachandatthesametimeallowthecompanytostay‘‘close’’totheircustomers.Strategic Importance of International Busi-ness. Typically,whenoverseassalesaccount foraverysmallfractionofthecompany’soverallsalesrevenues,sim-pleorganizational structures (e.g.,anexportdepartment)can easily handle the firm’s global activities.As interna-tionalsalesgrow,theorganizationalstructurewillevolvetomirrorthegrowingimportanceofthefirm’sglobalactivities.Forinstance,companiesmaystartwithaninternationaldi-visionwhen they test the internationalwaters.Once theiroverseasactivitiesexpand,theyarelikelytoadoptanarea-type(country-and/orregion-based)structure.Product Diversity. Thediversityofthecompany’sfor-eignproductlineisanotherkeyfactorinshapingthecom-pany’s organization. Companies with substantial productdiversitytendtogoforaglobalproductdivisionconfigura-tion.CompanyHeritage.Differencesinorganizationalstructureswithinthesameindustrycanalsobeexplainedviacorpo-rateculture.NestleandUnilever,forexample,havealwaysbeen highly decentralized MNCs. A lot of the decision-makingauthorityhasalwaysbeenmadeatthelocallevel.WhenUnilever realized that itsmarketingefforts requiredamorepan-EuropeanapproachtocompetewiththelikesofProcter&Gamble, the company transformed its organi-zation and revised its performance measures to provideincentivesforaEuropeanfocus.OneofUnilever’sseniorexecutives, however, noted that the changeover ‘‘comeshardtopeoplewhoforyearshavebeeninanenvironmentwhere total business power was delegated to them.’’Aslongasagiven formulaworks, there is little incentive forcompaniestotinkerwithit.Revampinganorganizationtomakethestructuremoreresponsivetonewenvironmentalrealitiescanbeadauntingchallenge.

Quality of Local Managerial Skills.Decentraliza-tioncouldbecomeaproblemwhenlocalmanagerialtalentsaremissing.Granted,companiescanbringinexpatriates,but this is typically an extremely expensive remedy thatdoesnotalwaysworkout.Forinstance,expatriatemanag-ersmayfindithardtoadjusttothelocalenvironment.

Most companies that engage in globalmarketing initiallystartbyestablishinganexportdepartment.Once interna-tionalsalesreachathreshold,thecompanymightsetupafull-blowninternationaldivision.Thecharteroftheinterna-tionaldivisionistodevelopandcoordinatethefirm’sglobaloperations.Theunitalsoscansmarketopportunitiesintheglobalmarketplace.Inmostcases,thedivisionhasequalstandingwiththeotherdivisionswithinthecompany.This option is most suitable for companies that have aproductlinethatisnottoodiverseanddoesnotrequirealargeamountofadaptationtolocalcountryneeds.Itisalsoaviablealternative forcompanieswhosebusiness isstillprimarily focused on the domesticmarket.Over time, asinternationalmarketingefforts becomemore important tothefirm,mostcompaniestendtoswitchtoamoregloballyorientedorganizationalstructure.

Companiescanpickfromavarietyofstructures,rangingfromasingleinternationaldivisiontoaglobalnetworkoperation.Formalandinformal(culture,managementdevelopment)controlmechanismsareavailabletorunglobaloperations.Thedynamicsoftheglobalmarketingarenameansthatbuildingaglobalorganizationismuchmorethanjustchoosingthe‘‘right’’organizationalconfigurationandcontrolsystems.Globalplayersconstantlyneedtoreflectonhowtostrikethebal-ancebetweencentralizationanddecentralization,localresponsivenessandglobalintegration,centerandperiphery.Aswithmanyotherchallengesinglobalmarketing,therearenoone-size-fits-allsolutions.However,therearesomestrategicvectorswhichMNCsshouldtakeintoconsideration:

• Recognizetheneedforbusinessasymmetry.Duetorelentlessenvironmentalchanges,powersharingbetweenthecentreandtheperipherywillvaryovertime,overbusinessunitsandevenacrossactivities(productdevelopment,advertising,pricing)withinbusinessunits.Differentbusinessunitswithintheorganizationhavedifferentneedsforre-sponsivenessandglobalcoordination.Especiallywidelydiversifiedcompaniesshouldrecognizethateachbusinessunitneedsadifferentformat,dependingonitsparticularcircumstancesandneeds.

• Adoptabottom-upapproach.Gettingthebalancerightalsorequiresdemocracy.Whenbuildingupaglobalorgani-zation,makesurethateverycountrysubsidiaryhasa‘‘voice.’’Subsidiariesofsmallcountriesshouldnotbeconcernedaboutgettingpushedoverbytheirbiggercounterparts.

• Importanceofasharedvision.Gettingtheorganizationalstructureright—the‘‘arrows’’and‘‘boxes’’sotospeak—isimportant.Farmorecriticalthoughistheorganizational‘‘psychology.’’Peoplearekeyinbuildinganorganization.Hav-ingaclearandconsistentcorporatevisionisamajoringredientingettingpeopleexcitedabouttheorganization.Toinstillandcommunicatecorporatevalues,companiesshouldalsohavehumanresourcedevelopmentmechanismsinplacethatwillfacilitatethelearningprocess.

• Ensure thatsomebodyhasaglobaloverviewofeachproduct lineorbrand.Globaloversightofaproduct lineorbrandisneededtofacilitatetransferoflearningandknowledgeamongmarketsandtoleveragenewproductandmarketingmixprograms.Thecentralhubcouldbecorporateorregionalheadquartersortheleadmarketwiththecat-egory’smostsophisticatedcustomersand/ordistributorsandinwhichmostproductinnovationsdebut.Lenovo’sglobalmarketinghubislocatedinBangalore:Lenovo’sIndiateamdevelopsglobalmarketingcampaignstargetedfordozensofcountries,includingtheUnitedStates,France,andBrazil.

• Movingunitheadquartersabroadseldomsolvestheorganization’sproblems.Inrecentyears,severalcompanies(e.g.,IBM,HP,andSiemens)havemovedbusinessunitheadquartersabroad.Severalofthesemovesweredoneforverysensiblereasons:gettingclosertothecustomerorsupplier,beinginthebigguys’backyard,cuttingcosts.Forinstance,theJapanesecompanyHoya,oneoftheworld’slargestmakersofspectaclelenses,movedtheheadquartersofitsvisioncarebusinesstotheNetherlands.ThemovewaspromptedbyEurope’stechnologicalprowessinthissec-tor.Unfortunately,inmanycasestherelocationtypicallyturnsouttobemerewindow-dressinginadrivetobecomemoreglobal-oriented.Sometimestransferscanevenbecounterproductive,weakeningthecorporate identityor the‘‘authenticity’’ofthebrandwhenitisstronglylinkedtothefirm’shomecountry.
