Secretariat for Infrastructure, Planning Commission.

The Secretariat for Infrastructure in the Planning Commission is involved in initiating policies that would ensure time-bound creation of world class infrastructure delivering services matching international standards, developing structures that maximize the role of public-private partnerships (PPPs) and monitoring progress of key infrastructure projects to ensure that established targets are realized.

The Committee on Infrastructure (CoI), under the Chairmanship of the Prime Minister, was constituted on 31st August, 2004 which has been substituted by the

Cabinet Committee on Infrastructure (CCI) on July 6, 2009 under the chairmanship of Prime Minister. CCI will approve and review policies and projects across infrastructure sectors.

STRUCTURE

National Highways Authority of India (NHAI) is the apex Government body for implementing the NHDP(national highway development project). All contracts whether for construction or BOT are awarded through competitive bidding.

India has an extensive road network of 3.3 million kms - the second largest in the world.

Roads carry about 61% of the freight and 85% of the passenger traffic.

Highways/Expressways constitute about 66,590 kms (2% of all roads) and carry 40% of the road traffic

Annual growth projected at 12-15% for passenger traffic, and 15-18% for cargo traffic

Investment in road sector during the Eleventh Plan is projected at $ 78.50 billion

Major opportunities lie in:

Modernisation / upgradation of metro airports – induction of partners for Chennai, Kolkata expected subsequently

Greenfield airport projects planned in resort destinations and emerging metros such as Goa, Pune, Navi Mumbai, Greater Noida and Kannur.

INDIA is ranked third worldwide in terms of having the largest telecommunication network, after China and USA.

The launch of advance telecom services like 3G and IPTV.

India has a telecom policy that aims to encourage private and foreign investment. Highlights are:

- An independent regulator – the Telecom Regulatory Authority of India (TRAI)

- Revenue-share model for licences issued by the Government for telecom services in India.

- Planned opening up of National Long Distance (NLD), International Long Distance (ILD) and other value added services.

& Distribution - the Government is keen to draw private investment into the sector

Policy framework in place: Electricity Act 2003 and National Electricity Policy 2005

Opportunities Over 150,000 MW of hydel power is yet to be
