Chief Executive Officer’s Report

Welcome to the 2019 edition of MRT Corp’s Annual Progress Report. It gives me great pleasure to present a report on the progress and achievements of the KVMRT Project and MRT Corp as an organisation for the financial year 2019.

The year has been an important one for the project with two significant items keeping the team in MRT Corp and our partners involved in the KVMRT Project very busy. The first of course is the continued construction of the SSP Line where progress went past the two-thirds completion mark as 2019 drew to a close. The second item was the tedious task of finalising the details of the cost rationalisation exercise for SSP Line.

Pushing ahead with the MRT SSP Line

Firstly, let me touch on a few significant milestones that were achieved for the SSP Line which enabled us to achieve 67.4% completion, which put the project ahead of schedule at the end of the financial year.

One of the most significant achievements was the completion of all viaducts for the Phase One operations section between Sungai Buloh and Kampung Batu. The last segmented box girder (SBG) for this section was launched on the night of 27 August 2019 near Kepong Sentral and was celebrated by the workers at the site. Once stressing and other activities were completed, the entire 12.6km of viaduct was handed over fully to the Trackwork Work Package Contractor for it to complete track laying and other associated work.

For this section of the alignment, civil works will now focus on completing the elevated stations which involve structural and architectural works, while building services works will also move into full swing mode.

For the rest of the elevated alignment which will be opened under Phase Two operationalisation, the excavated tunnel under Work Package V207 and micro tunnelling works for the V204 underpass which will go beneath the Kuala Lumpur-Seremban Expressway has been completed. These are two pairs of tunnels which are being built under the elevated work packages. Meanwhile, all viaducts have also been fully constructed for Work Package V204 and in progress for the other work packages.

For tunnel construction under our Underground Works Package, six out of a total of 16 tunnel boring machine (TBM) drives have been completed while another nine were in progress. Work for the last TBM drive is expected to begin in January 2020. As at 31 December 2019, our TBMs have driven 16,855m out of a total excavation length of 23,616m with tunnel sections complete from Sentul Barat Station to Ampang Park Station and Bandar Malaysia Selatan to Chan Sow Lin Station. This is very good progress for what is seen as the most complicated and difficult portion of the SSP Line’s construction.

For the construction of underground stations which is the other component of the Underground Works Package, the retaining walls for nine underground stations have been completed except for the Kampung Baru North Station which is expected to be completed within the first quarter of 2020. Excavation works have been completed for seven stations with the remaining stations expected to be completed by the first half of 2020.

The year under review was especially exciting for our Electrical and Mechanical System Works as we began taking delivery of our fully-assembled electric trains. By the end of the year, two train sets which were fully assembled in Changwon, South Korea, and another nine train sets which were assembled in Malaysia’s first train assembly plant in Rasa, Hulu Selangor, have been delivered to our Sungai Buloh Depot. It was certainly a proud moment for all of us each time the four cars of a train were unloaded and coupled together to form the complete train set at the depot! In the meantime, work at both Rasa and various locations in South Korea are moving at full swing in order for the other trains to be delivered on time.

The Track Works Package also managed very good progress with track laying works at 75% completion for the Phase One section and targeted for completion by April 2020. Track laying work within the SSP Line Sungai Buloh Depot has been completed while that for the Serdang Depot was at 78% completion.

Meanwhile, under the Power Supply and Distribution Work Package, seven power supply substations comprising one bulk supply substation, three traction power supply substation and three utility buildings were energised during the financial year.

The other four System Work Packages were at various stages of progress.

As we come closer to the opening of Phase One of the SSP Line, MRT Corp has set up a structure to ensure operations readiness of the line during the financial year. The structure comprises three tiers of committees, namely the Operations Readiness Steering Committee, Operations Readiness Working Committee and the Operations Readiness Task Forces covering various disciplines. Each of these committees comprise representatives from MRT Corp, MMC-Gamuda as the turnkey contractor and Rapid Rail Sdn Bhd as the future operator of the line.

With this structure in place, we will be able to ensure that the road towards the launch of the SSP Line and beyond will be smooth with minimal issues.

Saving The Rakyat’s Money

In the second half of 2018, the Government announced that it was embarking on a cost rationalisation exercise for all major infrastructure projects in the country, including the SSP Line.

In October the same year, the Government announced that an agreement had been reached on a reduction of the construction cost of the SSP Line to be reduced by RM8.82 billion to RM30.53 billion. It was also agreed that the project structure was to be changed from the PDP structure to that of a turnkey contract, with the PDP taking on the role of turnkey contractor.

Following that announcement, negotiation on the detailed scope of work as a result of the reduction in cost and change in project structure was carried out between MRT Corp and MMC-Gamuda which took up most of the end of the financial year.

The cost savings is expected to come from the conversion of the project structure from a project delivery partner model to that of a turnkey model resulting in a savings of the Project Delivery Partner fee and rationalisation in the allocation of reimbursables, contingencies and provisional sums. The deferment and rationalisation of both elevated and underground works as well as electrical and mechanical system works scopes is also expected to generate some cost savings.

The cost saving is being achieved by adopting the approach that the SSP Line will be built in a progressive manner to meet the current demand, rather than built to maximum capacity level at the onset. This is to prevent the unsustainable level of debt that could arise from such projects. This approach however will not compromise on the quality, safety and operational efficiency of the railway system.

I am pleased to report that the negotiations, which had been thorough and often tedious, has achieved considerable progress. The signing of the supplemental agreement to the PDP agreement between MRT Corp and MMC-Gamuda is expected to take place in mid-January 2020.

Next to Johor Bahru

It was a proud moment for MRT Corp when we were invited to witness the announcement by the Prime Minister on the Johor Bahru-Singapore Rapid Transit System (RTS) Link in Johor Bahru on

31 October 2019. MRT Corp had earlier been officially named as the developer of this prestigious project, which was a recognition of the MRT Corp’s capabilities, skill and experience.

The RTS Link Project, which involves the construction of a railway link from Bukit Chagar in Johor Bahru across the Johor Straits to Woodlands in Singapore, was put on hold by the Government in 2018 as part of its cost rationalisation exercise for mega projects. The Government then decided to proceed with the project after a review of its costs and also because of the need to alleviate traffic congestion on the Causeway.

During the year under review, the Ministry of Finance approved the establishment of a subsidiary of MRT Corp to undertake the project. As a result, Malaysia Rapid Transit System Sdn Bhd was incorporated in December 2019. As we end the financial year, personnel were being identified for positions based on the work programme requirement.

Various meetings have also been held with the parties involved in the project, including the Ministry of Transport Malaysia and its counterpart in Singapore as well as the Johor state government and its agencies.

This project will serve as a good transition for MRT Corp as the SSP Line will be completing soon and we look forward to opportunities for the skills and expertise of the team to be fully utilised and tested again in another Government mega project.

As the construction of the SSP Line approaches the final lap and the RTS Link Project expected to kick off, we in MRT Corp expect to have our hands full next year. We believe we are well-positioned and equipped to face and overcome the challenges that lie ahead.

With the support and commitment from everyone, both within MRT Corp and outside, Insyaallah we will be able to successfully deliver both projects within schedule and budgeted costs.

The KVMRT Project won the Best Major Project under the Infrastructure Category during the

Malaysia Construction Industry Excellence Award (MCIEA) 2019 for its Sungai Buloh Depot, on 4

October 2019.

MRT Corp emerged as one of the winners of the Silver Excellence Award at the inaugural Malaysia

Employers Federation (MEF) Excellence Award 2019, held at Holiday Villa Subang Hotel and

Convention Centre on 8 October 2019.

EDUCATION COLLABORATION

WELL-LINKED

The Second Tier Industrial Collaboration Program (ICP) Agreement Signing Ceremony

took place on 22 October 2019 between six Work Package Contractors (WPCs) of the SSP Line Project and six Higher Learning Institutions,

in establishing the first ICP Program involving Higher Learning Institutions in the nation’s rail

industry.

The underground linkway connecting AEON Maluri MRT Station with AEON Maluri Mall was officially opened on

21 November 2019, where the Minister of Domestic Trade and Consumer Affairs YB Datuk Seri Saifuddin Nasution Ismail took a ride on the MRT from Taman Suntex MRT Station to AEON Maluri MRT Station to experience the

convenience of the underground linkway.

VISIT MALAYSIATourism Malaysia in collaboration with Prasarana

and MRT Corp launched the KL Heritage Food Trails and MyCity Pass as an initiative to boost tourist arrivals for Visit Malaysia 2020, held at

the Pasar Seni LRT/MRT Interchange area, on 20 December 2019.

The company was set up in September 2011 and took over the ownership of the KVMRT Project from Prasarana in October 2011.

MRT Corp’s responsibilities include monitoring and tracking the construction of all elevated structures, stations and depots of the KVMRT Project. It also directly manages the underground works, which involve tunnelling and the construction of underground stations.

The company is also responsible for the contracts involved, procurement process and dispute resolution, apart from ensuring the quality of delivery in terms of cost, scheduling, health, safety, security and environment requirements.

MRT Corp works hand-in-hand with other parties in the development of the KVMRT Project.

They include MMC-Gamuda KVMRT (PDP SSP) Sdn Bhd as the PDP for the SSP Line and APAD of the Ministry of Transport as the supervising agency.

MRT Corp is a special purpose vehicle set up by the Government of Malaysia to be the developer and asset owner of the KVMRT Project. The company is wholly-owned by the Minister of Finance, Incorporated.

Dato’ Dr Amiruddin Muhamed

Datuk Dr Ir Abdul Latif Mohd Som

Dato’ Dr Amiruddin Muhamed, 47, is currently the Deputy Under Secretary (Strategic and General) of the Government Investment Division of the Ministry of Finance.

Before he was appointed to the position in August 2018, he was the Chief Executive Officer of Majlis Agama Islam dan Adat Melayu Perak, a position which he had held from 2014.

Prior to that, he held several positions in the Ministry of Finance, beginning with the Accountant General’s Department where he was the Assistant Director. He then moved to the Investment, MKD (Inc) and Privatisation Division where he was the Senior Principal Assistant Secretary.

His tasks were to manage the corporatisation and privatisation activities of agencies under the jurisdiction of specific Ministries. He later moved to the Strategic Investment Division.

He holds a Doctor of Philosophy in Accounting and Finance from Durham University in the United Kingdom. He has a Master of Economics (Economic Development) and Bachelor of Accounting (Hon) from Universiti Kebangsaan Malaysia.

Datuk Dr Ir Abdul Latif Mohd Som, 64, is currently the Executive Chairman of KL Prima Consult Sdn Bhd, an established medium-sized Bumiputera-owned engineering consultancy firm which he formed in 1996.

He began his career at the Selangor State Development Corporation when he joined as a Structural Engineer in 1979. Upon completing his postgraduate degree in 1983, he joined Minconsult Sdn Bhd, one of Malaysia’s largest and established engineering consultancy firm, and subsequently, United Engineers (M) Bhd as a Senior Civil Engineer. In 1989, he joined Sime UEP Bhd as a Project Manager, where he was later promoted to be General Manager of SEA Drillers Construction Sdn Bhd, a wholly-owned subsidiary of Sime UEP.

In 1991, he left Sime UEP Bhd to become a Director and Shareholder of Kumpulan Jurutera Maju Sdn Bhd, an established civil and structural engineering consultancy firm. He then left in 1996 to form KL Prima Consult Sdn Bhd with three other professional engineers.

He graduated with a Bachelor of Science (Hons) (Civil Engineering) from the University of Birmingham, United Kingdom in 1979 and obtained his Professional Engineer’s licence in 1986. He furthered his studies at the University of Edinburgh in the United Kingdom where he obtained a Master of Business Administration, followed by a PhD in Built Environment (specialising in international business) from MARA University of Technology, Shah Alam, Selangor Darul Ehsan in 2014.

He is also the Adviser of ICG Global Sdn Bhd, currently the largest multi-disciplinary professional consultancy firm in Malaysia, Council Member of the Road Engineering Association of Malaysia and Chairman of Gabungan Jurutera Perunding Bumiputera Malaysia.

He had earlier served as an Advisory Board Member of DBKL and also a Board Member of the Board of Engineers Malaysia.

Encik Ahmad Zubir Zahid

Dato’ Noorizah Abd Hamid

Encik Ahmad Zubir Zahid, 46, is currently a Director of Zulu Capital Sdn Bhd, a private equity fund management company registered with the Securities Commission Malaysia (SC) that he co-founded in 2014 which invests in unlisted companies primarily in the food and beverage and retail industries.

He is also the Executive Director of Thinkat Advisory Sdn Bhd, a boutique corporate finance advisory firm licensed by the SC.

He has over seven years’ experience in the offshore oil and gas industry, as Chief Financial Officer (CFO) of three separate offshore construction companies. Before setting up Zulu Capital Sdn Bhd and Thinkat Advisory Sdn Bhd, he was CFO of Daya Offshore Construction Sdn Bhd, a subsidiary of Daya Materials Berhad that provides subsea construction services. Prior to that, he was CFO of Labuan Shipyard & Engineering Sdn Bhd, an offshore and marine services contractor, and SapuraAcergy Sdn Bhd, a seabed-to-surface engineering and construction contractor. These two companies were joint venture companies within the Sapura Energy Berhad group of companies.

Prior to joining the oil and gas industry, he spent over a decade in the financial services industry as a management consultant, investment banker and auditor with Ethos Consulting, ECM Libra, CIMB Investment Bank and PwC Malaysia, respectively.

He holds a Master of Business Administration from the University of Chicago Booth School of Business, USA. He obtained his Bachelor of Science in Economics and Accounting from the University of Bristol in the United Kingdom in 1996.

He is a Fellow of the Institute of Chartered Accountants in England and Wales and is an Associate of the Chartered Accountants Australia and New Zealand. He is also a member of the Malaysian Institute of Accountants and a Business Valuation Specialist of Chartered Accountants Australia and New Zealand. He is also a holder of a Capital Markets Services Representative’s Licence issued by the SC for the regulated activity of advising on corporate finance and a licensed-approved company auditor by the Ministry of Finance.

Dato’ Noorizah Abd Hamid, 59, was the former Managing Director and Chief Executive Officer of PLUS Malaysia Berhad.

While heading the company, she was involved in the negotiation and acquisition of several expressway projects such as the North-South Expressway Central Link (ELITE), Malaysia-Singapore Second Link (Linkedua) and the Butterworth-Kulim Expressway as well as highways in Indonesia and India.

She was also involved in the privatisation of PLUS Expressway Bhd, where she was involved in negotiations with the Government on revising the company’s concession agreement and also the raising of RM30.6 billion of sukuk – the largest Islamic bond issue in the world – in the restructuring of the company.

She was Faber Group Berhad Chief Operating Officer from 1999 to 2003, and Faber Group Berhad and Faber Hotels Holdings Berhad Managing Director from 2004 to 2007 where she oversaw the overall management of the company. During her tenure in Faber, a key task of hers was to undertake the financial restructuring of the ailing company.

Other senior positions held by her were Projek Lebuhraya Utara Selatan Berhad Senior General Manager Finance, Hatibudi Management Sdn Bhd Senior Manager Corporate Finance, Renong Berhad Manager of Corporate Finance, and Permodalan Nasional Berhad Senior Corporate Finance Officer.

She holds a Master in Business Administration (Finance and Management) from Central Michigan University, USA. She also has a Bachelor of Science in Business Administration (Finance) from the same university and a Diploma in Accountancy from MARA Institute of Technology.

Encik Mohd Khalid Haji Mohamed

Encik Mohd Khalid Haji Mohamed, 65, is currently the Director of Dasar Wijaya Sdn Bhd, a construction firm that carries out housing development and civil construction related works.

Prior to that, he was involved in the East Klang Valley Expressway (EKVE) Project as a Senior General Manager with Ahmad Zaki Sdn Bhd, where he had led the negotiation of technical and commercial terms of the Concession Agreement with the Ministry of Works.

During his time there, he also assisted to secure sukuk financing of RM2 billion and collaborated in securing Government Support Loan of RM635 million.

Among other positions he had held were the General Manager of IJM Construction Sdn Bhd, where he was entrusted to set up and lead the concession company towards full operations of the Kajang Seremban Highway (LEKAS) Project as well as General Manager of Gamuda-Percon Joint Venture for the Shah Alam Expressway (KESAS) Project.

Encik Mohd Khalid was also the Head of Engineering for Projek Penyelenggaraan Lebuhraya Berhad (PROPEL) and involved in the construction of PLUS Expressway. He began his career with Jabatan Kerja Raya in 1979.

He obtained his Ordinary National Diploma in Engineering in 1975 from Southampton Technical College, United Kingdom before furthering his studies at the Loughborough University of Technology, United Kingdom where he obtained a Bachelor of Science in 1978.

He has also been a Non-Executive Director of Tabung Haji Heavy Engineering Berhad since August 2019.

Encik Azwa Abdul Aziz is responsible for the proper execution of commercial activities to ensure successful pro-curement and contract management is carried out in the most efficient, trans-parent and proficient manner while maintaining good cost control over projects. He is also tasked with manag-ing non-fare activities and the imple-mentation of the Bumiputera agenda in the KVMRT Project.

Encik Shahrul Fadli Omar’s responsibility is to ensure effective and efficient overall financial management as well as corporate administration of the organisation. He is responsible for the management of information technology for the organisation’s operation and oversees asset management to ensure optimum utilisation and maintenance.

He acts as the employer’s representative in man-aging the relevant project stakehold-ers to ensure the smooth implementa-tion of the project.

Encik Abdul Mutallif Abdul Manaf is responsible for ensuring that effective people-based strategies are in place to ensure efficient talent acquisition, retention and continuous employee development whilst ensuring a conducive and harmonious working environment within the organisation. He is also responsible for managing changes to ensure existing policies and practices remain externally competitive as well as internally equitable to drive continuous excellence within the organisation.

Mr David Loo Kean Beng is the Company Secretary and also Head of the Legal and Secretarial Division and is responsible for managing all legal and company secretarial matters. This includes land matters such as mutual agreements with land owners for co-existence and ensuring the conditions of contract for construction agreements and the resolution of disputes for the project and operations are effectively managed and carried out.

Encik Mohd Yusof Kasiron is responsible for ensuring that the KVMRT Project practices Safety, Health and Environment best practices, laws and regulations. He is required to ensure the necessary systems and standard operating procedures are in place to govern the project quality control and assurance. He is also responsible for driving and managing MRT Corp’s ISO standard, knowledge and documents repository.

Dato’ Najmuddin Abdullah is responsible for putting in place effective communications and public relations strategies to manage the organisation’s branding and reputation. This includes smooth and efficient communications and information flow between the organisation and project stakeholders. He is also responsible for implementing and driving stakeholder relations strategies and engagements to facilitate the smooth implementation of the KVMRT Project.

Integrity

In view of this, MRT Corp places great importance on various aspects with regard to good governance and integrity. This focus is very much in line with MRT Corp’s core values.

During the year under review, MRT Corp continuously took steps to further enhance the awareness and good governance as well as inculcate integrity culture within the organisation, by developing Integrity Plan 2019. Based on the Integrity Plan, several programs were conducted during this period, namely:

In promoting good governance, MRT Corp ensured that all cases reported under the Whistleblower Policy were investigated. In addition, spot checks and business process reviews were conducted to assist business units in identifying any gaps or weaknesses in current processes.

The key milestone for the year under review was the achievement in sustaining ISO 37001:2016 Anti-Bribery Management System (ABMS) certification from SIRIM QAS Sdn Bhd. This certification is globally recognised, indicating MRT Corp’s commitment towards adopting international requirements on combating bribery in its business environment.

Moving forward, with the support of the Board Members, Leadership Team and employees, MRT Corp will continue working on promoting an integrity culture, sustaining the requirement of the ISO 37001:2016 Anti-Bribery Management System and developing as well as implementing Organisational Anti-Corruption Plan (OACP) 2020-2023.

Quality and Environmental Management System

The scope of certification for both systems, namely the Quality Management System and Environmental Management System is the Project Management and Supervision of MRT Railway Infrastructure - Procurement, Planning and Design, Construction, Testing and Commissioning and Handover of MRT Sungai Buloh-Serdang-Putrajaya (SSP) Line.

In order to ensure the sustainability and effectiveness of the Quality Management System and Environmental Management System, various programmes were carried out by the Standard and Compliance Division such as:

• The annual procedure review exercise to ensure all procedures are current and updated according to the latest practices and processes.

• Engagement with various parties internally and externally to accommodate the latest changes with regard to the Quality Management System and Environmental Management System.

• Quality Management System and Environmental Management System training programmes to ensure the management system has been effectively communicated and is implemented by all employees.

• Planned Internal Audits to ensure the conformity and a form of self-assessment to ensure that the Quality Management System and Environmental Management System have been implemented and maintained effectively.

• Yearly Management Review Meeting on the overall Quality Management System and Environmental Management System effectiveness to ensure that they are aligned with the strategic direction by the Leadership Team on October 2019.

MRT Corp recorded a remarkable achievement in year 2019 where it successfully passed the Quality Management System re-certification audit as well as the Environmental Management System certification for Stage One and Stage Two audit by certification body, SIRIM QAS International Sdn Bhd. The contribution, dedication and commitment of MRT Corp’s Leadership Team and all employees were effectively demonstrated by ensuring that the Quality Management System and Environmental Management System were well maintained at all times.

MRT Corp as the developer for the Klang Valley MRT (KVMRT) Project, is entrusted with the utilisation of public funds for the construction of the Project.

The year under review was the complete cycle of the ISO 9001: 2015 Quality Management System certification, as well as the year of establishment for the ISO 14001:2015 Environmental Management System.

Risk ManagementDuring the period under review, MRT Corp’s risk assessment was conducted through a series of Quarterly Risk Review Workshops at departmental level, Quarterly Strategic Risk Review Workshops at the management level and Project Risk Committee meeting at project level to review all significant risks. The resolutions were reported to Risk Management Committee, Audit and Risk Committee and the Board of Directors.

A series of risk awareness programmes and workshops were conducted throughout the year to embed the risk culture and elevate the knowledge on risk management among MRT Corp employees. In total, four risk awareness sessions were organised in 2019.

The first Risk Management Forum was held at the KVMRT Training Centre, Sungai Buloh on 5 November 2019 with the objective of inculcating risk culture and awareness among the employees. Sixty risk coordinators and co-risk owners of MRT Corp, together with their counterparts from MMC-Gamuda KVMRT Sdn Bhd, attended the forum. Experienced professional speakers from various industries like Telekom Malaysia, Proton Holdings, PLUS Malaysia, Malakoff Corporation, Malaysia Airlines and Kumpulan Perangsang Selangor were invited to share their experience and knowledge in risk management.

In addition, monthly risk newsletters were published by the Risk Management Department to all risk coordinators, co-risk owners and risk owners. Current risk issues and lessons learned from rail or construction industries were among the items highlighted in the risk newsletter. Fun quizzes and online contests were also introduced as part of risk initiative programmes in the year.

The Quarterly Risk Review workshops held at departmental and strategic levels were held to address all significant risks within MRT Corp. As for project risk, the Risk Management Department has been leading the PDP and MGKT Risk Management Departments in the implementation of project risk management process which was in accordance with the established Risk Management Policy and Framework.

At the working level, project risk management processes were integrated in each decision-making level. In addition to the monthly risk workshops, risks related matters were also discussed in the progress related, technical, method statement briefings and also risk assessment meetings where risk management practices were embedded in the entire project management phases. Whilst at the high level, ownership of risk was demonstrated by getting the PDP and MGKT project management leaderships to present their risks to the MRT Corp Leadership Team. This was done through Project Risk Committee (PRC) meetings held on a quarterly basis. The PRC meetings were held to:

• Evaluate the implementation of project Risk Management practices for both Underground and Elevated works of the SSP Line

• Facilitate risk discussions between MRT Corp, PDP and MGKT

• Ensure the project Risk Management approaches were proactive and effective

• Review, anticipate and mitigate significant project risks that may impact MRT Corp and the project deliverables

• Endorse the escalation of Project Risk to the Risk Management Committee

The project was approved by the Government in December 2010. Initially proposed to the Government by a private sector consortium in early 2010 consisting of three lines, the Government then conducted a study on the proposal and gave the approval for the SBK Line to be developed as the first line of the KVMRT Project.

Construction of the 51km SBK Line officially commenced on 8 July 2011 and on 16 December 2016, Phase One of the line consisting of 12 stations from the Sungai Buloh Station and the Semantan Station became operational. Seven months later on 17 July 2017, the rest the line was opened. Operations of the line is handled by Rapid Rail Sdn Bhd, a subsidiary of Prasarana.

Approval for the implementation of the second line of the KVMRT Project, the SSP Line, was given by the Government in February 2014. After the mandatory public inspection process which was held between May and August 2015, the final approval of the SSP Line Railway Scheme was given in October 2015. The official ground-breaking ceremony for the SSP Line took place on 15 September 2016. As at the end of the period under review, construction progress of the SSP Line was at 67.35%.

The third line proposed under the KVMRT Project is envisaged to be a circle line which will integrate with all existing radial lines of the Klang Valley Integrated Urban Rail Network. The corridor for the proposed Circle Line had been outlined by the Land Public Transport Agency and was updated through a feasibility study by MRT Corp. In May 2018, the Government announced that the development of the Circle Line was being shelved until the country’s financial situation improved.

* When operations commence in 2021, the MRT Sungai Buloh-Serdang-Putrajaya Line (SSP Line) will begin from Kwasa Damansara Station. This brings the total number of the stations for the SSP Line to 38 including the Kwasa Damansara Station, Kampung Selamat Station and Sungai Buloh Station which are built under the MRT Sungai Buloh-Kajang (SBK) Line. Therefore, the SBK Line will also begin from Kwasa Damansara Station. This will reduce the number of stations for the SBK Line from 31 to 29 stations.

The KVMRT Project involves the construction of an urban rail network which together with the existing light rail transit (LRT), monorail, KTM Komuter, KLIA Ekspres and KLIA Transit systems, will form the backbone of the Greater Kuala Lumpur/Klang Valley’s public transport system.

The SSP Line is the second line of the KVMRT Project to be developed, after the SBK Line. The SSP Line will serve a corridor stretching from Sungai Buloh, through the centre of Kuala Lumpur and its southern suburbs, to Putrajaya, Malaysia’s federal administrative centre.

The alignment will have a length of 52.2km, consisting 38.7km of elevated tracks and 13.5km of tracks running through tunnels underground. It will have 35 stations with two additional provisional stations which will be built in the future. There will be 24 elevated stations and 11 underground stations.

The SSP Line will have 11 interchange stations with existing rail lines of the Klang Valley urban rail network, making it easier for commuters to transfer from one line to another.

The Cabinet gave its approval for the implementation of the SSP Line in 2014. The public inspection exercise pursuant to Section 8 of the Land Public Transport Act 2010 was then carried out from May to August 2015 for the public to give their feedback and objections. The final approval for the SSP Line Railway Scheme was given by the Government in October 2015, enabling land acquisition and the procurement process to commence. The ground-breaking ceremony for the SSP Line was held at the site of the future Putrajaya Sentral MRT Station on 15 September 2016, marking the commencement of construction works for the line.

In the second half of 2018, the Government began reviewing major infrastructure projects throughout the country, including the SSP Line, with the view of reducing spending of public funds. It began negotiations with all parties involved in the SSP Line including the PDP and MMC Gamuda KVMRT (T) Sdn Bhd, the underground works contractor. In October 2018, the

MRT Sungai Buloh-Serdang-Putrajaya Line

Government announced that an agreement had been reached for the SSP Line project structure to be changed from the PDP structure to that of a turnkey contract, with the PDP taking on the role of turnkey contractor. An agreement had also been reached on the construction cost to be reduced by RM8.82 billion to RM30.53 billion.

Negotiation on the detailed scope of work following the change of project structure and the reduction in cost took place throughout the financial year and as at 31 December 2019, negotiations between MRT Corp and MMC Gamuda KVMRT (PDP) Sdn Bhd were almost completed with the signing of the Supplemental Agreement to the PDP targeted January 2020.

Phase One of the SSP Line which consists of the section from Sungai Buloh MRT Station to the Kampung Batu MRT Station together with the section of the SBK Line between Sungai Buloh MRT Station and Kwasa Damansara MRT Station which will be transferred to the SSP Line, will begin operations in mid-2021, while the rest of the line from the Kampung Batu Station to the Putrajaya Sentral MRT Station will be operational under Phase Two in mid-2022.

ConstructionThe SSP Line Project Division of MRT Corp manages the construction of the SSP Line’s elevated guideway, depots, tunnels and stations as well as the electrical and mechanical systems required for a fully functional railway system.

Similar to the arrangement with the SBK Line, the SSP Line Project Division handles two distinct roles.

For the elevated works, depots, multi-storey park and ride facilities and also the electrical and mechanical system fit-out, the division oversees MMC-Gamuda KVMRT (PDP SSP) Sdn Bhd, the PDP for the SSP Line, which directly monitors the construction activities being carried out by the work package contractors.

For the underground works, the division directly supervises the construction works being carried out, especially in areas of progress, safety and quality.

As at 31 December 2019, the overall progress of SSP Line was at 67.35% against the programme of 65.49%, placing it ahead of schedule.

Elevated Works

The elevated works consist of ten elevated guideway work packages over 38.7km of single and double-track guideways. Also included is the construction of 24 elevated stations and one depot at Serdang. There are also two provisional stations to be built in the future.

The construction of at-grade and multi–storey park and ride facilities which are attached to the stations are also regarded as part of the scope of elevated works.

All 10 elevated guideway work packages, two segmental box girder (SBG) work packages, 10 stations work packages and two multi-storey park and ride (MSPR) work packages at Metro Prima MRT Station and Taman Equine MRT Station have been awarded to date.

As at 31 December 2019, the actual elevated works progress was 69.61% complete, against the programme of 65.24%, placing it ahead of schedule.

All viaducts for the Phase One operationalisation section between Sungai Buloh and Kampung Batu under Work Packages V201 to V203 had been completed and handed over fully to the Trackwork Work Package Contractor. External works such as drainage, roadworks, retaining walls and prioritising works related to power energisation and statutory approval requirements were in progress. For station works under Station Work Packages S201 to S203, a balance of two station equipment rooms at Sri Damansara Timur MRT Station would be handed over by end March 2020. Structure, architecture and mechanical and electrical works for stations were in progress.

For the rest of the elevated alignment which would be opened under Phase Two operationalisation, capping beam and excavation works at the cut and cover section of Work Package V203 were in progress. Micro tunnelling works at the V204 underpass had been completed. Meanwhile, SBG launching progressed well for all long spans for Work Packages V204 to V206. For Work Package V207, all viaducts and tunnels have been completed and fully handed over to the Trackwork Work Package Contractor. All deck launching for Work Packages V208 to V210 has been completed except for long spans crossing the Express Rail Link tracks at Work Package V210, which was expected to be completed by end February 2020.

Architecture and mechanical and electrical works for the depot workshops and administration building were progressing well. As for station works under Work Packages S204 to S210, the handing over of system cluster rooms were in progress during the year under review. Architecture and mechanical and electrical works were progressing in line with the System Key Access Date of early 2020.

Underground Works

The underground works of the SSP Line consist of the construction of 11 underground stations, twin bored tunnels for the 13.5km underground alignment, and related structures and buildings.

For the construction of underground stations, retaining wall works for nine stations were completed except for the Raja Uda MRT Station which was expected to be completed within the first quarter of 2020. Excavation works were completed for seven stations with the remaining stations expected to complete by the first half of 2020.

Major reinforced concrete works were completed at Sentul Barat MRT Station and progressing well in all other stations. Architectural works such as blockwork, painting and flood screeding had commenced at Sentul Barat MRT Station.As at 31 December 2019, the overall progress for underground stations was 51%.

For tunnel construction, 15 of the 16 TBM drives had commenced as planned with six drives completed during the period under review and the final TBM drive due to commence in January 2020. As at 31 December 2019, the TBMs had driven 16,855m of 23,616m with tunnel sections completed from Sentul Barat MRT Station to Ampang Park MRT Station and Bandar Malaysia Selatan MRT Station to Chan Sow Lin MRT Station.

On completed tunnel sections, post-tunnelling works were ongoing with four of nine cross passages completed, first stage track slab at 31% and mechanical and electrical bracket installation at 0.5%. Retaining wall works and excavation for all shafts was completed with reinforced concrete works ongoing.

Electrical and Mechanical System Works

The Electrical and Mechanical Systems work for the MRT2 SSP Project is being carried out under seven work packages.

As at end of December 2019, the overall Electrical and Mechanical Systems work progress was 53% complete. The progress for Phase One from Sungai Buloh MRT Station to Kampung Batu MRT Station was 71.37% complete while the progress for Phase Two from Kampung Batu MRT Station to Putrajaya Sentral MRT Station was at 8.18%.

For Work Package SY201 for Signalling and Train Control, and Platform Screen Door (PSD)/Automatic Platform Gate (APG), the overall actual progress was at 54.89%. Installation works for signaling systems at trackside and the APG at station platforms had commenced.

Work Package SY202 or Integrated Control Supervisory Systems (ICSS) and Computerised Maintenance Management Systems (CMMS) comprise of the design, supply, manufacture, shipping and delivery to site, construction and installation, training and testing and commissioning of ICSS, CMMS, mimic display for the Operations Control Centre (OCC) and the Back-Up Control Centre (BCC), console table for the OCC and BCC, and the temporary partition wall at the OCC at the Sungai Buloh Depot.

As at end of December 2019, the overall progress was at 61.76% with Final Design Review for both ICSS and CMMS completed. Construction and installation work for Phase One had started at the OCC at the Sungai Buloh Depot.

As for Work Package SY203for Electric Trains and Depot Equipment, WPC HAP Consortium comprising South Korean companies Hyundai Rotem and POSCO Engineering and their local partner Apex Communications had achieved overall progress of 50.47% as at 31 December 2019.

Two completely built-up electric trains (ET01 and ET02) for the SSP Line arrived on 30 May 2019 at Westport, Port Klang and were transported to the Sungai Buloh Depot. This meant that 26 train sets had been delivered by HAP Consortium to Malaysia. The remaining 24 train sets were being assembled at the SMH Rail train assembly plant in Rasa, Selangor with the first locally assembled train set delivered on 12 September 2019. At the end of the period under review, 11 completed train sets had been delivered and stored at the Sungai Buloh Depot.

A fully automated test track built by SMH Rail was completed at Rasa, with the first locally assembled train performing its dynamic running test along the test track in August 2019. Meanwhile, for Depot Equipment, a Train Wash Plant by Raimondi was assembled in the SSP Line yard at the Sungai Buloh Depot in September 2019.

For Work Package SY204 for Track Works and Maintenance Vehicles, progress as at 31 December 2019 was at 59.73%. Trackwork testing and commissioning at the Sungai Buloh Depot had been completed while at Serdang Depot, the overall work progress was at 77.8%. Track installation for the Phase One section was at 75% and targeted to be completed in April 2020. Progress for Phase Two was at 12.6%.

As for Maintenance Vehicles, manufacturing and factory acceptance tests for the Small Tamping Machine and Motorised Track Trolley was completed and delivered to Malaysia. As at 31 December 2019, manufacturing of the Multi-Purpose Vehicle, Third Rail Measuring Kit, Rail Grinding Vehicle and Tunnel/Trackwash Unit were in progress.

Work Package SY205 for Power Supply and Distribution System achieved actual progress of 58.02% as at 31 December 2019. A total of 103 activities for Factory Acceptance Tests and 131 for Partial Acceptance Tests were successfully done during the period under review. Seven substations were successfully energised during the year under review, comprising one bulk supply substation, three traction power supply substation and three utility buildings.

Work Package SY206 for Communications, Government Integrated Radio Network, Commercial Telecom and Information Technology System achieved progress of 44.0% as at 31 December 2019. The Final Design Review was passed on 30 September 2019 and installation for telecoms equipment for the Phase One section of the SSP Line was in progress.

The progress for Work Package SY207 for Automatic Fare Collection System was 26.51% as at 31 December 2019, with its final design review passed in September 2019.

Feeder BusMRT Corp is also responsible for procuring the feeder buses that will provide the last mile connectivity for the SSP Line. The feeder buses will be operated by Rapid Rail Sdn Bhd a subsidiary of Prasarana, which had been appointed as the SSP Line feeder bus operator by the Ministry of Finance.

A total of 150 buses comprising of 40 electric buses and 110 diesel buses will serve the 55 planned routes for the SSP Line, with the breakdown as follows:

• In line with the government’s direction towards cost optimisation, the SSP Line Phase One Bus Operation targeted for operations in July 2021 will utilise approximately 50 units of SBK Line Feeder Buses from the Sungai Buloh and Kajang Depots. These buses will undergo refurbishment beginning July 2020 and will operate from the Jinjang Bus Depot.

• For Phase Two, Midi diesel buses (less that nine metres in length) will be deployed and will operate from Serdang Depot, with the possible addition of electric buses deployed specifically for Putrajaya and Cyberjaya routes.

Two bus depots are being constructed to house the SSP Line Feeder Bus fleet, one in Jinjang, Kuala Lumpur and another in Serdang, Selangor.

During the year under review, the contract to construct the Jinjang Bus Depot was awarded to Pembinaan Ikhasas Merak Sdn Bhd in 17 May 2019. The notice to proceed was issued on 27 June 2019 and the completion date is 16 January 2021.

For the Serdang Bus Depot, preparation and reviewing of tender documents were underway with approvals and target for the tender to be called by February 2020.

ProcurementDuring the period under review, procurement activities were undertaken for the SSP Line project only.

A total of 51 out of the 68 Work Packages under the PDP arrangement had been successfully awarded as at 31 December 2019, while one Work Package was awarded directly by MRT Corp, as summarised in Table 1.

During the period under review, one Work Package worth RM14.9 million (after adjustment of prime cost sum to-date) was awarded under the PDP arrangement and one Work Package worth RM49.95 million was awarded directly by MRT Corp. The awarded Work Packages are summarised in Table 2.

One One Stop Procurement Committee (OSPC) meeting was organised during the period under review to deliberate and subsequently approve the tender award for the SSP Line. Table 3 provides a summary of the meetings.

Land Industrial Collaboration Programme

As at 31 December 2019, acquisition for 651 lots had been carried out, with 543 lots in the Federal Territories of Kuala Lumpur and Putrajaya completed with the issuance of Form K. In Selangor, 108 lots had been completed with the issuance of Form K. The amount of compensation paid at the end of the period under review was RM5.29 billion.

The Industrial Collaboration Programme (ICP) is an instrument devised by the Government to support national economic development leveraging on the Government’s procurement of supplies, services and works. The objective of the ICP is to optimise the value of national procurements and maximise the return of investment for the country.

According to the Policy and Guidelines on Industrial Collaboration Programmes in Government Procurement, each Government procurement from foreign suppliers valued at more than RM50 million will trigger the requirement for Offset while each Government procurement valued at more than RM100 million involving a local contractor will trigger the requirement for an Economic Enhancement Programme.

ICP initiatives can be carried out under the following categories - foreign direct investment, localisation or sub-contracting, human capital development, transfer of technology, research and development activities, and market access.

The ICP implemented for the SSP Line is expected to contribute RM6.98 billion in ICP Credit Value to the Malaysian economy when it reaches its targeted completion in May 2021.

Among the notable initiatives are:

• SSP Line train assembly works by SMH Rail in Rasa, Selangor. SMH Rail was awarded the contract as part of the Electric Trains Work Package ICP initiative because of its proven ability and track record for the SBK Line electric train assembly works.

• Sponsorship to local post graduates students in local and overseas institutes of higher learning in rail related fields worth RM1 million under the Underground Works Package.

• Localisation and subcontracting projects amounting to RM2.528 billion awarded to local companies.

Bumiputera ParticipationMRT Corp’s Bumiputera Participation Programme for the SSP Line is built on the success of that for the SBK Line. The target for the participation of Bumiputera companies in the construction of the SSP Line is 45% of the total value of contracts awarded, up from 43% for the SBK Line.

As at the end of the period under review, RM14 billion worth of work packages out of a total of RM30.6 billion (46% out of total awarded) had been awarded to Bumiputera companies. The breakdown of the categories of the work packages are shown in Table 1.

In addition to the above, the initiative to include Construction Industry Development Board (CIDB) Grade G1 to G6 Bumiputera contractors in the construction of the SSP Line saw increased allocations of subcontracts for these companies.

For elevated works, RM300 million worth of subcontracts were allocated for CIDB Grade G1 to G4 Bumiputera companies and another RM300 million worth of subcontracts were set aside for Grade G5 to G6 Bumiputera companies. For underground works, RM300 million worth of subcontracts were set aside for CIDB Grade G1 to G6 Bumiputera companies.

During the period under review, Bumiputera contractors belonging to CIDB Grade G1 to G4 were awarded by way of balloting a total of 162 subcontracts worth RM114.5 million. These comprised of 20 subcontracts with a total value of RM9.5 million for underground works, and 142 subcontracts worth a total of RM105 million for elevated works.

For CIDB Grade G5 Bumiputera companies, a total of 11 subcontracts worth RM42.1 million were awarded while for CIDB Grade G6 Bumiputera companies, 11 subcontracts worth RM105.3 million were awarded. All the subcontracts were for elevated works except for those for CIDB Grade G6 which included one subcontract for underground works with a value of RM25.1 million.

MRT Young Entrepreneurs ProgrammeFollowing the success of the first MRT Young Entrepreneurs Programme (MYEP I), a second MRT Young Entrepreneurs Programme (MYEP II) was set up for the SSP Line. The programme is being carried out in a strategic alliance with Perbadanan Usahawan Nasional Berhad (PUNB) and the Construction Industry Development Board (CIDB).

A more organised and robust 12-month training program was designed for MYEP II, which included six months of intensive professional construction industry training by CIDB, three months of management, entrepreneurship and motivational training by PUNB, and three months of site attachment under MRT Corp and the PDP.

Sixty candidates were originally selected for the MYEP II, with 50 subcontracts allocated to them upon graduation.

A total of 52 participants completed their training programme and managed to set up 24 companies with CIDB G2 licenses. These companies will continue to receive guidance and support and their performance monitored under the programme.

To date, 23 subcontracts worth RM7.5 million had been awarded. Two of the 23 awarded subcontracts had successfully completed their work.

Centralised Labour Quarters Safety, Health and Environment

There are 11 Centralised Labour Quarters (CLQ) provided for workers involved in the construction of the SSP Line. They are located in Sungai Buloh, Serdang and Jalan Cochrane in Kuala Lumpur. Of the 11, two CLQs have yet to begin operations. All CLQs for the SSP Line have been awarded Certificate of Compliance by the Labour Department.

To date, the active CLQs offer 6,150 beds and currently houses 4,723 workers of various nationalities.

During the period under review, the Labour Department held several inspections of the Serdang CLQ. The CLQs also hosted several visitors during the year including PLANMalaysia, Transport Minister YB Tuan Anthony Loke, Pilihanraya Indonesia and Universiti Tun Hussein Onn Malaysia.

A CLQ Sports Carnival was also held in November 2019 with the aim to improve social integration and harmony amongst the foreign and local workers staying in the CLQ. There were four sports categories namely futsal, volleyball, ping pong and circular soccer. The team from Work Package V201 Sunway Construction Group Berhad emerged the overall champion.

A CLQ and Security Seminar was also organised at the KVMRT Training Centre. During the seminar, the Best CLQ Management 2019 Award was presented to IJM Corporation Berhad while the Best Security Management 2019 Award was won by Malaysian Resources Corporation Berhad.

MRT Corp is committed towards continuously improving the Safety, Health and Environment (SHE) culture among employees via engagement programs.

Apart from daily site inspections, MRT Corp’s SHE Operational Unit also conducted special inspections and audits throughout the SSP Line, such as the Department of Environment (DOE) Third Party Environmental Audit and CEO Inspection Visits to check on the compliance of SHE requirements at site by the WPC. Night Inspections were also conducted regularly due to the nature of the project which usually carried out high risk activity during the night.

The main objective of these inspections was to increase SHE compliance and improve the current SHE management system in the MRT Project. Based on the four rounds of CEO Inspection Visits, the team had executed the Red Box Program, with the aim to place all site documents into one box for easy access and quick reference.

Numerous programs were also carried out throughout the year in conjunction with the World Day for Safety and Health at Work, National Environment Day and MRT Corp Centralised Labour Quarters (CLQ) and Security Day. These programs were successfully attended by MRT Corp, PDP, MMC Gamuda KVMRT (T) Sdn Bhd and work package contractors (WPC) personnel.

Among the activities held during the year under review were a Briefing on Komuniti Sihat Perkasa Negara (KOSPEN), Safety and Health Paper Presentation Competition, KVMRT Occupational Safety and Health (OSH) Conference 2019, CLQ and Security Awareness Campaign, MRT Corp Nature Treasure Hunt, and the Environmental Management Conference 2019.

Communications and Stakeholder Relations

Stakeholder Engagement

During the year under review, a total of 69 engagement sessions were held with stakeholders living or working along the SSP Line. This number was lower compared to that of 2018, which saw a total of 94 sessions being held.

The focus of stakeholder engagement sessions was mostly on construction activities and updates. Concerns raised by stakeholders and members of the public were therefore still mostly related to construction. As construction was gradually moving into the System Works phase, engagements were also carried out to introduce the contractors undertaking these works to stakeholders.

During the year, MRT Corp also conducted three sessions of general briefing to the elected Member of Parliament, Assemblypersons and Local Councillors whose areas fall along the SSP Line. Such briefings have become an important platform for MRT Corp to inform these representatives of the people of the current construction progress while at the same time become a platform for the attendees to address potential concerns that may affect the people in their constituencies.

Events and Activities

Several events were organised during the period under review, mostly to mark significant milestones of the construction of the SSP Line.

On 29 January 2019, a media event was held to mark the first tunnel boring machine (TBM) breakthrough for the SSP Line. The event was held at the Chan Sow Lin MRT Station site where the media was invited to witness the TBM breakthrough into the station box after it completed excavating the tunnel from Bandar Malaysia North MRT Station.

A simple ceremony was also held for the signing of the mutual agreement between MRT Corp and Cyberview Sdn Bhd on 8 April 2019. The agreement would enable MRT Corp to construct an MRT station within the Cyberjaya City Centre development which is being developed by Cyberview without the need for land acquisition and for it to be integrated within the development.

MRT Corp hosted Transport Minister YB Tuan Anthony Loke Siew Fook at the Cochrane Centralised Labour Quarters (CLQ) on 17 May 2019. As the visit was held during Ramadhan, Loke also broke fast with the residents of the CLQ after having a look at facilities at the quarters.

Groups from Government agencies such as the Public Works Department and PLANMalaysia, private companies and students as well as delegations from overseas such as from Singapore’s Land Transport Authority and Seoul Metro also visited MRT Corp.

Several conferences and seminars were also held during the year under review. Among them were the KVMRT MRT Occupational Health and Safety (OSH) Conference on 2 and 3 May 2019, Security and CLQ Seminar on 4 September 2019, KVMRT Environmental Management Conference 2019 on 3 November 2019 and Risk Management Forum on 5 November 2019.

KVMRT Quality Day 2019 was also marked by MRT Corp on 14 November 2019 in conjunction with World Quality Day.

On a lighter note, events were also held for the staff of MRT Corp. On 30 January 2019, the CHAPTER Prize Giving and Committee Appreciation Ceremony was held to celebrate the winners of the Chapter contest and to show appreciation to the committee which had worked to set up MRT Corp’s knowledge portal.

On 25 June 2019, MRT Corp donned their best baju melayu, baju kurung and kebaya for #teamrayaMRT, the company’s Hari Raya Aidilfitri Staff Open House. The highlight of the event was the stalls set up by all MRT Corp divisions which were attractively decorated and filled with activities. Prizes were awarded for the Most Creative and Most Happening stalls.

Digital Communications

Digital communications in MRT Corp presents the opportunity to inform the public on the progress of the Project as well as on-going activities of the organisation. MRT Corp was able to share facts and figures throughout the year through platforms such as the website, Facebook, Twitter, Instagram, YouTube and LinkedIn. These channels were employed based on their capabilities to disseminate the right information to the right people at the right time.

The ‘Did You Know’ series continued to grace MRT Corp social media channels with details about the Project such as the trains and SSP Line migration works. Project progress was also shared with updates on the construction of the stations and depots as well as the development of the trains’ assembly and delivery.

Social media was also utilised for integrity related campaigns where MRT Corp’s Whistleblower and No Gift Policy were highlighted. Story-telling was effective on both the website and social media where snippets appear on the latter, with links directing to the former. Most of the stories centred around milestones of the Project such as the SSP Line trains arrival, tunnel boring machine breakthroughs and agreement signing ceremonies.

The MRTMalaysia Facebook page managed to garner more than 62,700 followers and almost 61,500 likes while over 42,800 followed MRT Corp’s Twitter account, @MRTMalaysia. Around 27,500 and more than 5600 followed and subscribed MRTMalaysia Instagram and YouTube accounts respectively. MRT Corp’s LinkedIn account garnered over 16,700 followers during the period under review.

The website meanwhile, was the main repository of all information about the Project and MRT Corp. The SSP Line Project Updates was one of the most frequented pages where visuals with captions on the progress development of the stations and alignment were given. New pages were introduced during 2019, which included retail space application and Railway Protection Zone. The website acquired around 646,000 new visitors with an accumulation of over 1,785,000 pageviews for the period under review.

MRT Touchpoints

MRT Information Center

The MRT Information Center (MIC) at Bandar Malaysia North started operations in March 2018. The previous MICs at Jalan Sultan Azlan Shah and Seri Kembangan officially ceased operations beginning 1 February 2019 with the MIC at Bandar Malaysia North taking over all visits on an appointment basis.

The MIC is equipped with an interactive Hawkeye application which displays a 360-degree aerial view of the entire SSP Line, feedback counter, information boards and brochures and a model of a tunnel boring machine is also available.

Although the MIC is focused on information about the SSP Line, it also contains some information on the SBK Line. During the period under review, the MIC has received 2,004 visitors. This was down from 6,529 visitors during the previous financial year, which spanned 15 months and when three MICs were in operation.

MRT Hotline

MRT Corp has a 24-hour hotline service with the number 1-800-82-6868 for public to report their complaints, make general enquiries and give feedback. This hotline has been running since December 2011 for the SBK Line. Since January 2016, the hotline has been handling SSP Line matters, with issues concerning the SBK Line being handled by Prasarana’s customer service channels.

During the year under review, a total of 908 calls were received. This was down from 1,172 calls during the previous financial year which spanned 15 months.

The 51km SBK Line is the first line of the KVMRT Project to be implemented. The line begins at Sungai Buloh, located to the north-west of Kuala Lumpur, and runs through the centre of Malaysia’s capital city before ending in Kajang, a fast-developing town located in the south-east of the city. The line serves a corridor with an estimated population of 1.2 million people.

The SBK Line runs underground for a distance of 9.5km beneath the centre of Kuala Lumpur while the rest of the alignment is elevated. There are 31 stations of which seven are underground.

Phase One, involving the northern elevated section with 12 stations between the Sungai Buloh and the Semantan Stations, began operations on 16 December 2016 while the remaining underground and southern elevated sections with 19 stations were opened on 17 July 2017.

The line is served by 58 four-car train sets. Each train set has a capacity of 1,200 people.

Upon its opening, the SBK Line was handed over to Rapid Rail Sdn Bhd, a subsidiary of Prasarana, as the appointed operator of the line.

Defect Liability PeriodThe Defect Liability Period (DLP) for the SBK Line officially expired on 16 December 2018 for Phase One (between Sungai Buloh Station and Semantan Portal including Sungai Buloh Depot), and on 17 July 2019 for Phase Two. Defect Liability Period Failure Review Board (DLPFRB) meetings chaired by the Owner’s Representative (Elevated and Underground Civil Works and Systems Packages) were held fortnightly where all Potential Defects were reviewed, action plans agreed upon and closed items signed off by the DLPFRB Chairman upon the completion of the defect rectification works.

With the expiry of the DLP, the DLPFRB meeting was replaced with Project Closure Meetings to follow through on the Closure of the Final Defect List and to ensure that all the pending defects items were closed before the issuance of Certificates of Making Good Defects (CMGD) to Work Package Contractors.

For full transparency, remote viewing access to the DLP Database has been made available to MRT Corp and Rapid Rail in order to track the status of any defect when required.

The MRT Corp DLP Civil Works Team conducted CMGD site-inspections with the PDP and respective Civil Work Package Contractors as well as the Operator.

During the year under review, the DLP Team was absorbed into the Assets and Facilities Management Department as its role formed part of the overall responsibility of the department to ensure that all Assets and Facilities of the SBK Line were properly managed, operated and maintained by Rapid Rail and Rapid Bus according to the Handing Over and Operating Agreement between MRT Corp as asset owner and Rapid Rail and Rapid Bus as operators of the SBK Line and SBK Line feeder bus services.

Assets and Facilities ManagementThe year under review was a challenging year for the Asset and Facilities Management Department where several activities were conducted to ensure the full performance of the SBK Line assets.

One of the main activities was the asset performance audit on the Rapid Rail Sdn Bhd and Rapid Bus Sdn Bhd as operators of the rail and feeder bus services. The audit team diligently conducted the audit based on the Handing Over and Operating Agreement between MRT Corp and the operators and the findings were addressed with the operators for improvement. Beside the annual audit, the team also initiated weekly inspections to monitor asset conditions to ensure the functionality of assets.

During the year under review, MRT Corp appointed Arup Jururunding Sdn Bhd to carry out an Asset Condition Survey. The survey was to evaluate the reliability and condition of the SBK Line assets in order to determine if they were capable of meeting the business needs in the coming years. The survey was completed within 16 weeks. The result of the assessment would serve as inputs to asset enhancement and/or renewal planning as well as for regular reviews of the SBK Line assets’ lifespan.

The department is also facilitating the National Audit Department’s focus audit on the SBK Line.

The department also controls the modification of existing assets through the Application for Modification process. One of the main items handled by the department during the period under review was for works related to the migration of SBK Line asset to the SSP Line.

Other items under this category of activities included MRT Corp business development activities such as the installation of LED screen panels at underground station and commercial telecom equipment for telecommunications network providers.

The year under review also saw another major milestone achieved, with the department taking over fully MRT Corp’s park and ride facilities of the SBK Line after the completion of the two-year defect liability period. Efforts to reduce the operational cost were also carried out with the department installing control and monitoring device at the facilities. The park and ride facilities recorded a daily occupancy rate of 98% during the year under review.

Communications and Stakeholder Relations

Stakeholder Engagement

A total of 15 stakeholder engagement sessions were held in relation to the SBK Line. The engagement sessions touched on issues such as noise and vibration allegedly caused by SBK Line operations. Some of the stakeholders had channelled their complaints through political leaders and authorities. Meeting and engagement sessions were carried out to address these matters involving Rapid Rail Sdn Bhd as well as other relevant parties.

Digital Communications

While SSP Line-related content dominated MRT Corp’s digital media space, material related to the SBK Line was also the subject of considerable activity on digital media platforms.

Digital campaigns were executed on social media to provide awareness and interaction from online to on-the-ground activations. Commercial-based promotions were the benefactors of such strategy where commuters and visitors were encouraged to go to MRT stations to experience among others, snacks, drinks, services, perfumes and an Art Wall.

The ‘Did You Know’ series were also used to disseminate information on newly opened linkages between SBK Line stations and shopping centres.

Feeder BusSimilar to the rail service, the SBK Line feeder bus assets are owned by MRT Corp while the running of the feeder bus services is provided by Rapid Bus Sdn Bhd. Launched on 16 December 2016 with the opening of Phase One of the SBK Line, 150 Volvo buses and 150 Scania buses currently serve various stations of the line.

During the period under review, the Volvo bus fleet was selected by Lembaga Getah Malaysia (LGM) for the Epoxidised Natural Rubber (ENR) tyres pilot project. The ENR product known as Ekoprena is an environmental-friendly manufactured rubber promised to deliver better performance in terms of better rolling resistance and higher wet grip. Installation of the tires commenced in October 2019. The wear and tear performance will be monitored and studied by LGM’s researchers.

The Ministry of Energy, Green Technology and Water through the Sustainable Energy and Development Agency (SEDA) chose MRT Corp as a partner for its Green Technology Applications for the Development of Low Carbon Cities initiative. Several workshops and discussions were held with SEDA and the SBK Line feeder buses in one depot were proposed to be retrofitted with OEM adaptation kits to allow the buses to run on pure biofuel (B100).

The resulting emission would be studied and compared with buses running on conventional diesel engines.

Business Development

MRT Corp’s Business Development Department has been tasked with undertaking the non-fare activities within the currently operational SBK Line and in the future, the SSP Line that is currently being constructed.

The Business Development Department’s main objective is to build a profitable and sustainable commercial business by offering a variety of MRT related services notably advertising, station retail, station naming rights, events and activations, commercial assets leasing and telecommunications services.

The department’s approach in managing the current non-fare business activities are as follows:

• Concession agreements for advertising and telecommunications• License agreements for retail, commercial assets and station naming rights • Letter of acceptance for events and activations

These activities are in line with the MRT Handing Over and Operating Agreement which MRT Corp signed with Prasarana whereby MRT Corp receives all non-fare revenue generated by the SBK Line, while Prasarana receives all fare revenue from trains and buses.

Advertising

Titanium Compass Sdn Bhd was appointed by MRT Corp to manage all interior advertising matters related to trains and stations of the SBK Line. As at 30 December 2019, Titanium Compass had successfully launched various advertising formats within the SBK Line which included station sponsorship, digital panels and 2-D ambient displays.

Additionally, various cross-selling activities within the MRT Corp business units had been identified. One was the introduction of the digital panels at the Muzium Negara MRT Station, which was a collaboration between the Interior Advertising Unit and the Telecommunications Unit. A total of 19 digital panels were successfully installed and activated at the Muzium Negara MRT Station.

The successful collaboration between the Advertising Unit, Events and Activation Unit and the Retail Unit had also attracted Wonda Coffee to launch their products and advertise at the Bandar Utama MRT Station.

MRT Corp’s strategic partnership with Big Tree Seni Jaya, MRT Corp has enabled various exterior advertising concepts within the SBK Line’s assets to be launched. As at 30 December 2019, MRT Corp had introduced various types of advertising formats within the SBK Line, such as:

• Beamers including Lumi pillars, adoption, halo panels, sexy curve, digital tower (LED)• Station glass stickers • Halo panels at footbridges• Lightboxes • Total ambient on medians

These outdoor formats were unique as they could only be found on MRT Corp’s assets. Thus, their sales packages attracted both local and international advertisers and MRT Corp was able to retain them. This resulted in an increase in advertising revenue for outdoor advertising for 2019.

Station Retail and Commercial Asset Leasing

The retail aspect of the business has attracted various local and international brands to co-exist in the SBK Line ecosystem. Big names such as Family Mart, Rotiboy and 7 Eleven have participated at various stations along the alignment.

Station retail revenue for the year 2019 increased significantly due to the launch of Phase Two and Three of the retail units in the Northern and Southern section of the SBK Line. Furthermore, MRT Corp had streamlined and strengthened its pricing policy based on ridership data.

MRT Corp is in the process of introducing new initiatives which include retail units in underground stations, as well as the addition of vending machines and automatic teller machines in the stations. The types of trade permitted at retail spaces are governed by the train operational guidelines where a no-cooking policy is enforced.

New business initiatives via strategic collaborations are in the pipeline with the objective to maximize revenue and increase shareholders’ values.

Commercial Telecommunications

MRT Corp obtained a Network Facilities Provider License from the Malaysia Communications and Multimedia Commission in August 2016, enabling MRT Corp to commercialise its telecommunications facilities assets. These include Commercial Mobile Telecommunication System within the seven underground stations, fibre optic cables, ducts and pits and common telecommunication equipment system rooms.

MRT Corp signed a contract with a third-party operator, XMT Technologies Sdn Bhd in October 2017 to operate, maintain and commercialise MRT Corp’s telecommunication infrastructure. Currently all underground MRT stations have access to all six mobile operators’ mobile coverage.

Free public Wifi service was tested for a period of two months at the Muzium Negara MRT station and on two train sets during the period under review. Implementation was however put on hold as MRT Corp would be reviewing the business model and commercial structure due to the high capital expenditure.

On-going activities include finalising the commercial arrangement with mobile operators for the CMTS network and new business development initiatives with the mobile operators.

Station Naming Rights

MRT Corp has to date successfully awarded Station Naming Rights under Phase One of the SBK Line to four companies. They are:

• Maluri MRT Station to AEON Maluri • Bukit Bintang MRT Station to Pavillion

Kuala Lumpur • Pusat Bandar Damansara MRT Station to

PavillionDamansara Heights• Semantan MRT Station to Manulife

During the period under review, MRT Corp continued with Station Naming Rights activities for Phase Two of the SBK Line for the remaining 27 MRT stations.

Events and Activations

During the period under review, there were about 50 events and activation activities which took place along the SBK Line. The collaboration between the Advertising Unit and the Events and Activations Unit had attracted Wonda Coffee to secure the Product Bundling package at the Bandar Utama MRT Station.

Other activities include cross-selling and bundling packages with other business units (such as the Advertising and Retail Units), filming and photography and MRT Feeder Bus Charter Service. MRT Corp’s clients include government agencies, property developers, banks and also small and medium enterprise companies.
