With City Council’s selection of Rocky Holcomb, chief deputy in the Virginia Beach Sheriff's Office is wasting no time in getting up to speed. He left Thursday’s meeting with a large binder containing the agenda for his first meeting this Tuesday, Aug. 17 and will begin receiving the Friday packets. The long-awaited results of the 2020 Census show population in

Virginia Beach is 459,470, an increase of 5% from the 2010 Census

(437,994). Although Virginia Beach slips to the third most populous

locality in Virginia (behind Fairfax County and Prince William County), it remains the

largest city in the state and 43rd largest city in the United States.

Public Works received notice from the Virginia Department of Conservation and Recreation

(DCR) that the City’s Sea Level Wise Adaption Plan “completes and meets” DCR’s standards

for a resilience plan. Having a certified local plan is a requirement to allow the City to compete

for funding from the Virginia Community Flood Preparedness Fund for project grants.

Established by the General Assembly during the 2020 session, the Virginia Community Flood

Preparedness Fund makes a portion of the proceeds from sales generated as a result of Virginia’s

recent participation in the Regional Greenhouse Gas Initiative marketplace available to local

governments for flood prevention, protection, and coastal resilience projects and activities.

DCR’s approval is for three years. With the designation, the City will apply to this fund to

participate in the first round, for which applications are due Sept. 3. The first round has $18

million available and two additional rounds are expected through early 2022.

• Human Services is accepting applications for the Cooling Assistance Program,

which provides financial assistance for the purchase or repair of cooling equipment and/or payment of

an electric bill to operate cooling equipment. Applications can be completed online at

CommonHelp.Virginia.gov, by phone at 1-855-635-4370, or printed off the Human Services Financial

Assistance webpage and left in the outside drop box at the DHS Administration Building. Applications

are accepted until the program ends on Aug. 15. For more information, visit VBgov.com/HS.

• VB Home Now is accepting proposals from organizations that assist families and

individuals experiencing homelessness or a housing crisis in Virginia Beach. The application package,

instructions and eligibility requirements can be found at www.vbhomenow.org. Applications are due

by 5 p.m. on Aug. 16. Grant recipients will be selected by the VB Home Now board of directors and

awarded in December.

• The second public meeting for residents to provide input on civilian oversight of

law enforcement activities to the Citizen Review Panel Task Force will start at 6 p.m. in Building 19 at

the Municipal Center. To register to speak, contact the City Clerk’s Office at (757) 385-4303. Written

Residents will have the opportunity to vote on whether to

increase the real estate tax rate to fund a citywide Flood

Protection Program to help combat recurrent flooding as

The clinics will have Johnson & Johnson (one dose), Moderna (two dose) and Pfizer (two dose)

available. Appointments for the clinics are encouraged, however, walk-ins are welcome. Those

under 18 will be offered the Pfizer vaccine and must be accompanied by a parent/guardian.

Masks are required while attending the vaccination clinic at the Military Circle Mall.

The Virginia Beach Sheriff’s Office held its 50th Basic Academy graduation ceremony on

Wednesday, Aug. 11, recognizing eight deputy recruits’ successful completion of 16 weeks of

training. Due to COVID-19, the graduation was held virtually and can be viewed online at the

VBSO’s Facebook page, facebook.com/VBSheriffsOffice.

The eight deputies have each met the Department of Criminal Justice Services’ requirements for

graduation and received their Basic Jailer and Civil Process certifications. Sheriff Ken Stolle

congratulated the graduates on their

accomplishment and thanked them for

committing to serve at a difficult time for law

enforcement. They will be assigned to the

Virginia Beach Correctional Center and bring the

number of active, sworn Virginia Beach Sheriff’s

Office deputies to 397.

With 48 vacant sworn positions, the VBSO is

hiring and will conduct its next written and

physical ability testing on Sept. 18. To apply,

The Virginia Beach Arts & Humanities Commission

recognized Nancy Creech as the 2020-2021 Champion

for the Arts, which annually honors citizens who guide,

support and enrich Virginia Beach’s cultural life with

their extraordinary commitment. Nancy’s lifelong

contributions to developing and enriching our cultural

community include, co-founding the original Virginia

Beach Ballet; serving as a dance adjudicator for the National Endowment for the Arts; and while

serving on the Virginia Beach Planning Commission, she was instrumental in creating the

Virginia Beach Arts & Humanities Commission in 1979.

The award was presented to Nancy at a ceremony on Aug. 5 at the Sandler Center for Performing

Arts. Award recipient’s name has been etched in brick and will be installed in the Champion for

the Arts path in front of the Sandler Center.

The Summer Youth Employment Program (SYEP), administered by

the Youth Opportunities Office, celebrated another successful year of

providing opportunities for young people, ages 16-21, with meaningful

summer work experiences. Sixteen City departments and two private

companies hosted the 107 youth participants, of which 38 were provided

the opportunity to extend their current positions through the fall (Dec. 10).

The SYEP Recognition Luncheon took place this morning, where I provided closing remarks,

congratulating this year’s participants on completing the program and thanking them for their

service. The event was attended by participants and their supervisors, Mayor Bobby Dyer and

Parks and Recreation Director Michael Kalvort. Thanks to the departments and businesses

that provided these opportunities.

Seatack Recreation Center was the place to be for Atlantis Community Day this past weekend.

The event featured a job and health fair, kids’ activities, music, live performances, food and free

COVID-19 vaccinations and health screenings offered to attendees. Atlantis Community Day

was created to unite the community and bring vital social services to residents of Atlantis

Apartments by Fairstead, a purpose-driven real estate company committed to sustainable

development, and the creation and preservation of affordable housing with help from the Seatack

Civic League, Parks & Recreation, Public Library, Housing & Neighborhood Preservation,

Department of Health, Virginia Beach City Public Schools, Police Department and other

community organizations.
