MARCH BOARD HIGHLIGHTSPRESENT: Directors, Rhodes, Day, Deal, Harrover, Lewis, Nader, and Sparkes, Irina and John Moore (Somerby Drive), Sampath Madala (Somberby Drive), Paul Orlando with SFMC, Administrative Assistant Claire Foote, Facilities & Grounds Manager Guy McNeil, and General Manager Carol Teigen.
Approved having the general manager send a letter to a homeowner in Eastview to explain the lack of common area large enough to construct amenities as suggested, as well as the associated parking that would be required by the County.
Voted to instruct the auditor to make an inter-equity transfer of approximately $743,318 (from the $1,040,579 identified as unappropriated members’ equity on the draft 2018 audit) to the Capital Improvement Reserve, with the intention of leaving approximately $550,000 as excess operating funds (the remaining $297,261 in the unappropriated members’ equity plus $252,739 identified as the contingency reserve on the draft 2018 audit), such total amount representing approximately 15% of the
2018 assessment income shown on the draft 2018 audit. Further, to instruct the auditor to make these adjustments as of December 31, 2018 and to issue a revised draft audit for Board review and action.
Approved, the proposal for the 2019 audit and tax services from Goldklang Group, CPAs, P.C. for $11,350.
Approved the Long Fence contract for fence replacement at various locations throughout the community for $32,367 from Replacement Reserves.
Approved the Sundeck contracts for (a) recoloring the deck banding at Greenstone Pool, (b) recoloring the deck banding at Stone Carver Pool, and (c) recolor with full color change the locker room/hallway walls and floor for $53,150 to be funded from Replacement Reserves.
Approved the WDC street sweeping contract at a cost of $120/hour.

ACTIVITIES COMMITTEE Edit Sherry, Events Coordinator
April 17, 2019
PRESENT: Vice Chair Paul Henry, Patrick Donahue, Bari brooks, Bridget Turner, and Events Coordinator Edit Sherry.
Members prepared the goody bags for the Spring Egg Hunt and discussed the final logistics.
Staff reported that the registration is open for the spring community-wide yard sale, scheduled for April 27th.
Members discussed the Art & Sweets event that is scheduled for May 18 from 2 to 6 pm at the Nettle Mill Clubhouse. The event is hosted by Painting with a Twist. Golly Waffles will provide refreshments.
Members also discussed Shocktoberfest and Santa’s visit later in the year.
Next Activities Committee meeting will be on Tuesday, May 7, 2019.
The Activities Committee plans, advertises, and executes social activities that provide opportunities for enrichment to Stone Ridge residents. Meetings are held the first Tuesday of the month in the Nettle Mill Clubhouse at 7:30 pm. Meetings are open to all Stone Ridge residents.

February 27, 2019 Meeting Highlights
PRESENT: Madhava Madireddy, Marilyn Betsill, Paryank Kansara, Annie Sunny Cathy Jones, Director Christie Nader, and Communications Coordinator Brandon Thomas.
Members provided positive feedback regarding the Architectural Review Committee’s Annual Lot Inspection postcard mailing. Staff was thanked for doing a great job.
Ms. Sunny lead a discussion regarding a social media advertising campaign.
Members discussed the pros/cons of video advertisements, images, and taglines. No decisions
were made, except to select Ms. Sunny to work with staff to research and create a plan for committee members to review.
Next meeting is Tuesday, May 7, 2019.
The Communications Committee advises and assists the Board of Directors in planning and administering the communications needs of the Association. The meetings are held the first Tuesday of every month at 7 pm in the Stone Carver Conference Room. Meetings are open to all Stone Ridge Residents.

No meeting was held due to quorum not being met for the March 27th Meeting. Therefore, members chose to obtain approval for the applications scheduled for review by performing an Action Without Meeting.

UTILITY OUTAGE Occasionally, Stone Ridge will experience a power outage due to serve weather. It’s important to remember that when the power goes out that homeowners should immediately report the outage by telephone, online, or mobile applications. Residents served by Virginia Dominion Energy please contact 866-366-4357 and residents served by NOVEC should call 888-335-0500.
PARKING IN THE COMMUNITYAnyone who parks within the Stone Ridge community including residential lots, common area parking lots, or public and private streets are required to comply with Virginia traffic laws and the Stone Ridge Governing Documents.
Be courteous to your neighbors and park your vehicles in your garage or driveway. If you need additional parking, residents in single family homes should park in front of your home. Parking spaces in the townhouse sections are not reserved
and are available on a first come, first served basis. Residents in the condos should follow the condo associations parking regulations.
Please be mindful of the following:
■ Vehicles are not obstructing the use of sidewalks and/or neighboring driveways
■ Vehicles are not obstructing access to mailboxes
■ Vehicles are not parked in any designated fire lane or obstructing access to fire hydrants

The Stone Ridge Association maintains and operates 427 street lights throughout the community. Each street light has a special number plate attached to the post. This number represents a special number for that specific location. If you notice one that has stopped working, please report the special number to the Association Office. Or you may use the “Submit A Request” feature on the new Stone Ridge HOA mobile app!
HAS YOUR STREET LIGHT STOPPED SHINING?
YARD WASTE COLLECTION ■ SERVICE DAY: Thursdays
■ Grass, leaves, twigs, branches and brush should be placed at the curb. Yard waste should be collected in either a personal container marked ‘yard waste’ or in paper lawn bags. Yard waste is not allowed to be set out in plastic bags per Loudoun County Ordinance. Consider using a “mulching mower” to return grass clippings into your lawn instead of raking and removing. Mulched grass clippings will help fertilize the lawn and reduce the need for synthetic fertilizers. Backyard composting is another environmentally-friendly option. For larger quantities of yard waste, please contact your local landfill or landscaping company for disposal options.

For Single Family houses, a $110 charge will be assessed; for Townhouses, a $75 charge will be assessed if you do not bring the yard into compliance within seven (7) days. These charges increase by $25 each time the Association performs corrective yard maintenance in a twelve month period. This is added to your account and payable like any assessment.
What’s That On My Door?If you find a door hanger on your front door, it is the first notification that you have lawn maintenance issues that need attention. Community Code No. 5, Lawn and Yard Maintenance states:
A. Lawn & Grass.Members and residents shall ensure that any grass lawns on their Lots, including in the back of the residence, are regularly mowed so as to keep a neat appearance of the lawn and Lot. Grass height shall not exceed 6 inches. Driveways and sidewalks shall be swept clear of grass clippings. Members and residents are responsible for maintaining the health and good appearance of lawns on their Lots, which may include seeding, watering, weed removal and edging and other tasks, as required to properly maintain lawns.
B. Weeding & Pruning.Members and residents shall keep their properties free of weeds. leaves and overgrown or unsightly shrubbery or other plant growth. Members and residents shall undertake any weeding and mulching of planted beds, removal of leaves from lawns and planted beds, and pruning and shaping of shrubbery and trees which is necessary so as to keep a proper, neat and clean appearance of the Lot. Pruning of trees includes the removal of suckers and below lateral growth from ornamental trees; however, no trees with a diameter of more than four inches measuring two feet or more above ground level shall be removed without the express written authorization of the Covenants Committee or Board of Directors. Members and residents shall remove any and all dead plants and shrubs from their Lots.
C. Trash & Refuse.Members and residents shall maintain their Lots to be free from all litter, trash. debris and like items. It is the responsibility of the Member and/or resident to implement proper and appropriate trash collection measures for any item sought to be discarded, such as used appliances and other items which require special pick-up or removal, and to ensure that such item is promptly collected by the appropriate trash collection service.
D. Neat Appearance.No unsightly conditions shall be permitted to be maintained upon the Lot. Determinations as to whether the condition of a Lot is sufficiently neat and orderly shall remain within the sole discretion of the Covenants Committee. Board of Directors and/or Association Personnel.
The Door Hangers have been in use since May 2008 and have been successful bringing yards into compliance with the governing documents of Stone Ridge. However, we still receive questions on what this door hanger says. The door hanger on the right describes each section and its meaning. Stone Ridge is a great community with lots of ‘curb appeal’. Keeping a great looking yard is one way you can do your part in maintaining that appeal. Attention to detail is an important part. Please do not dump grass clippings in community areas! This is a violation of the Stone Ridge governing documents. Grass dumped on common ground does not quickly decompose and, instead, causes drainage problems and creates havens for rodents. Stone Ridge has weekly yard waste collection every Thursday. If you need assistance or have any questions regarding your lawn and what it means to be "in compliance", don’t hesitate to call the Association office during business hours.

WILDLIFE SAFETYStone Ridge is known for its beautiful, picturesque landscapes. New construction in communities surrounding Stone Ridge has caused wildlife to look for new habitat and some may move into our naturalized areas. Please remember to keep a safe distance from all wildlife as they move into or pass through Stone Ridge. It is important for all residents to respect and give caution to the wildlife inhabitants in our community.
BEARS: Please DO NOT feed the bears! Make sure to keep all trashcan stored in your garage and clean up seed that has fallen under birdfeeders. Bears love to snack! If you see a bear in your yard, stay inside and immediately call the Loudoun County Animal Control at (703) 777-0406.
DEER: Drive with caution and keep an eye out for deer, especially during dawn and dusk hours. Feeding deer domesticates them which emboldens them to eat shrubs in your yard and encourages additional deer with them.
FERAL CATS: DO NOT feed the cats and make sure to keep all trash can lids closed. It is also important to recognize that if a cat is truly feral, then the most compassionate choice might be to allow them to live outdoors. Some feral cats may be diseased, so staying a distance away from them is the best course of action.
FIELD MICE: Please be mindful of grass clippings, yard trash, animal waste as these invite voles or field mice. Also, watch your birdfeeders as squirrels digging in them and dropping feed to the ground will also attract the mice.
FOXES: While usually avoiding humans, food, pet food, and unsecure garbage can lure them to community visits.
GEESE: Don’t feed the geese. Bread makes the geese sick; bread pollutes the water supply and causes surface algae that can cause disease among fish as well as cause the water to smell. Canadian Geese aggressively protect their nests and goslings, so keep a good distance away the birds to protect yourself from their beaks.
MOSQUITOS: These pesky creatures are more of a nuisance rather than a threat. The most effective way to reduce the number of mosquitoes around your home and neighborhood is to eliminate their breeding sites – standing water.
SNAKES: Last year, residents reported seeing snakes in the large storm water management facilities (pond) off Mineral Springs Drive. After heavy rains, the stormwater carries many creatures, including snakes, from one location to another stormwater pond downstream. In Virginia, many snakes are harmless while others are not. As in the rest of the Commonwealth, Stone Ridge has both types of snakes in the ponds. When walking near or around the pond, please stay on the paved trail and avoid walking near the water on the rocks beneath the bridge. The storm water management facilities (ponds) are not designed for swimming, so don’t get into the water.
TICKS: Ticks have become an increasing problem to humans and pets in Loudoun County. Avoid tick-infestation areas, such as tall grasses, and check for ticks when you return in-doors. Before going outdoors use a repellent like DEET on your skin. For more information regarding tick safety precautions visit the Loudoun County website at www.loudoun.gov.
TIPS ON LIVING WITH WILDLIFE
■ Vaccinate pets against rabies and keep vaccinations up to date. Rabies vaccines are required by law for dogs and cats age 4 months or older.
■ Keep your distance from animals acting strangely whether they are wild, or, companion animals with an unknown owner. Report strange animal behavior or animal attacks to LCAS by calling 703-777-0406.
■ Prevent contact between pets and wildlife, especially at night. Walk pets on a leash and feed cats and dogs inside.
■ Eliminate possible sources of food for wildlife from your yard and keep trash can lids tightly closed.
■ Any animal bites to people or pets or sightings of animals suspected of having rabies should be reported to LCAS (703-777-0406) or the Loudoun County Health Department Opens a New Window. (703-777-0234).
■ Contact the Virginia Department of Transportation if the carcass is located on a road or shoulder of a road. If the carcass is not on a road, it is the property owner’s responsibility to have it removed if he / she wishes for it to be removed. LCAS does not pick up or remove carcasses.

PRESIDENT’S LETTER
HELLO NEIGHBORS! Once again, summer is upon us and the pools are ready for action! The past few months several community members volunteered their time to review the pool rules and make recommended changes, which were included in the updated Community Code 9B (found on page 20).
There are a few rules I would like to highlight and provide additional information. The hourly swimming breaks are designed to let swimmers rest. Lifeguards use breaks to perform chemical tests, maintenance (if needed) and rehydrate themselves. Prolonged periods of activity in the pool may result in exhaustion. For everyone’s health and safety, breaks are required.
Many will remember breaks at your community pools as children. Remember the good ‘ole days, where adults were able to swim during those breaks? The rite of passage is no longer permissible, due to changes in Fair Housing law and on-going litigation involving age discrimination throughout the country. At the advice of the Association’s legal counsel lap swimming is the alternative that complies with Fair Housing guidelines.
In previous years, there were occasional minor injuries because pool patrons were injured by flying pool toys. During the pool rules review, volunteers discussed this issue at length. The outcome resulted in the rule becoming: “toys must be limited to unbreakable items that are soft, pliable, and/or foam-like.” The toy industry is rapidly changing and innovating; a quick search on Amazon will result in toys that would be allowed. Some residents will say that these rules are taking way the
fun for our community’s children. We have heard your concerns, but the Board has an obligation to side with safety first.
New this year - designated eating areas at each pool. Consuming food- pizza, ice cream, snacks, etc. will not be permitted near the pool edge as in the past. There will be signage posted and lifeguards will be happy to point out the designated eating areas. These areas prevent food from contaminating the water which has delayed opening the pools on schedule and caused pools to close early.
Stone Ridge has taken many steps to communicate with residents to prepare for this year’s pool season and changes to pool rules. I hope that each of you will get your Membership ID records updated and become familiar with the pool rule changes before the pool season begins. More importantly, I hope Stone Ridge residents continue to bring their “neighborly” behavior with them when they visit any of the pools. During your visit, if you have a question or concern, please see the pool manager-on-duty. Social media posts won’t resolve your problem or change the rules.

WHAT ARE THE HOURS OF THE POOLS?
Pool hours vary depending on if school is in session or out on summer break, holidays, the Sharks Swim Team schedule, and special events. See pages 17-19 for the hours.
WHAT ARE THE POOL RULES?
Pool rules are in place to ensure the safety of all residents enjoying the pools. The entire pool rules (Community Code 9B) can be found on pages 20-25.
DOES EVERYONE NEED A MEMBERSHIP ID CARD?
Yes! Anyone 5 years of age or older is required to have a Membership ID Card.
IS THERE A WAY TO SAVE MY MEMBERSHIP ID CARD ELECTRONICALLY?
Yes! Download the new “Stone Ridge HOA” app from your app store. It has several special features, including saving your Membership ID Card digitally; this is for pool use only, and does not apply to the fitness access card.
MAY I BRING GUESTS TO THE POOLS?
Yes, but pool guest passes are required! Each household may pick up at the Association office a complimentary three-visit pool guest pass. Unused 2018 pool guest passes will NOT be accepted.
FREQUENTLY ASKED POOL QUESTIONS
A pool guest pass is required for entry into the pool area, even if the guest does swim. If you plan on having more than three visitors this summer, you may purchase additional guest passes at the rate of five for $15 or a single daily pass for $3. Each “punch” on the card is equal to one guest visit per day. All guests must be accompanied by a member 16 years of age or older, and the number of guests is limited to five per household, per day. Pool guests under the age of 5 do not require a guest pass. All pool guests must sign in at the pool desk upon arrival.
WHAT IS PROPER SWIM ATTIRE?
All persons who use the pool must wear appropriate swim attire such as a bathing suit. Loose-fitting or untucked shirts are not permitted to be worn in the swimming pool. Incontinent persons are required to wear swim diapers. Children who are not toilet trained must wear cloth diapers with rubber pants or specifically designed swim-diapers underneath appropriate swimwear such as a bathing suit. Regular disposable diapers that are not permitted to be worn in the pools.
When purchasing religious swim wear, please confirm that the material has been specifically manufactured for swimming pools. Several website offering religious swimsuits include: lyraswimwear.com, simplyzeena.com, and modanisa.com.
Non-compliance with this provision will result in a requirement that the child in question and parent, guardian, child care provider or Responsible Person leave the pool area until proper attire is obtained and worn at the pool.
WHAT AGE CAN YOU ENTER THE POOL WITHOUT AN ADULT?
Community Code 9B- Responsibility of Pool Users states:
A. Persons who are 13, 14 and/or 15 years old must be accompanied by a Responsible Person at all times UNLESS the relevant 13-15 year old has satisfactorily passed the Association’s designated swimming test and secured written notice from

the lifeguard that the swimming test was passed, provided proof of age and has on file a written authorization from a parent or guardian to utilize the pool without an adult. The swimming test and written notice must be provided to the Association prior to the relevant person’s use of the pool. Qualified 13-15 year-old persons who have received permission to use the pool alone may NOT have guests without a Responsible Person also present.
B. Persons who are 12 years old and younger must be accompanied and closely supervised by a competent person aged 16 years or older (“Responsible Person”) at all times in order to use the pool.
C. Persons who are 16 years old and older may use the pool by themselves and may bring guests who must follow all Pool Rules.
D. At no time shall more than three (3) persons age 5 years old and younger be under the care and/or custody of one Responsible Person.
E. At no time, shall more than five (5) persons between the ages of 5 and 15 years be under the care and/or custody of one Responsible Person.
MAY I HAVE MY CHILD’S BIRTHDAY PARTY AT THE POOL?
Children’s pool parties may be scheduled at the Greenstone Pool only. You may download the Pool party Request form at StoneRidgeHOA.org and submit to the manager-on-duty at the Greenstone Pool. Please direct all questions to the lifeguard manager-on-duty, not the Association Office.
IS ALCOHOL PERMITTED IN THE POOL AREA?
No, alcohol is not permitted in the pool area.
ARE SWIMMING TOYS & FLOATS ALLOWED?
Toys must be limited to unbreakable items that are soft, pliable and/or foam-like. Lifeguards have the authority to require that all toys be removed from the pool on crowded days. Inner tubes, and rafts are not permitted in the main pool except at the discretion of the pool manager.
WHAT SAFETY FLOAT DEVICES FOR CHILDREN ARE ALLOWED?
Persons using approved floatation devices (i.e., water wings or United States Coast Guard (USCG) approved life vests) must be within arm’s reach of a parent, guardian or other Responsible Person at all times because they do not have adequate swimming skills. Pool noodles are not considered an appropriate floatation device.
ARE SWIMMING LESSONS OFFERED?
Yes. NV Pools has swim lessons scheduled this summer. Once pools open on May 25th, please direct all questions to the pool manager. Please see the schedule of dates on page 16.
WHY IS THERE LAP SWIMMING DURING THE BREAK PERIODS?
Due to Fair Housing Commission rules and regulation, all persons of all ages visiting the pools this summer, must exit the pool for ten-minute breaks, every hour, to provide a rest period. Only lap swimming is permitted at this time. The lifeguards will control these breaks.

This summer, pool patrons, will notice new designated areas for eating at all three community pools. These specific eating areas are to assist with keeping the pool deck clean and pool water free of food, wrappers, and other food related items which can cause pool closures. Each pool will have highly visual, marked locations where residents and their guests can enjoy their pizza, ice cream, and other snacks. Eating in other non-designated areas will not be permitted. The following areas will be the designated eating areas:
■ GREENSTONE POOL: the far back, left corner and the inside snack room (when not scheduled for birthday parties)
■ STONE CARVER: Front left corner near the air conditioning units
■ NETTLE MILL: Under the trellis at the entrance of the locker rooms.

First ever morning lap swim at the Stone Carver Pool from 7-9am on Monday, Wednesday and Thursday. Morning lap swim begins June 10th and ends August 15th. If inclement weather, sleep late because morning lap swim is open only in good weather.

COMMUNITY CODE NO. 9B
POOL RULESWHEREAS, the Amended and Restated Declaration of Covenants, Conditions and Restrictions for Stone Ridge Association, Inc. (the “Declaration”), the Articles of Amendment and Restatement of Articles of Incorporation for Stone Ridge Association, Inc. (the “Articles”), the Amended and Restated Bylaws for Stone Ridge Association, Inc. (the “Bylaws”), as amended, and Community Codes, collectively known as the Governing Documents, provide that the Lots are subject to the Governing Documents of Stone Ridge Association, Inc. (the “Association”); and
WHEREAS, Article IV, Section 4.1 of the Bylaws of the Association states that the business and affairs of the Association shall be managed by the Board of Directors appointed by the Declarant or elected in accordance with the Articles of Incorporation and the Bylaws; and
WHEREAS, Article IV, Section 4.1 C(4) and (6) of the Bylaws permit the Board to adopt and amend any Community Codes not inconsistent with the Governing Documents, and to enforce the provisions of the Governing Documents, respectively; and
WHEREAS, Article X, Section 10.2(b) of the Declaration stipulates Community Codes shall have the same force and effect as the covenants, conditions, easements and restrictions contained within the Declaration; and
WHEREAS, Section 55 515 of the Virginia Property Owners’ Association Act, Code of Virginia (1950, as amended) (“POAA”), and provisions of the Declaration and Bylaws require that all Lot Owners (hereinafter “Members”) and their tenants, guests and invitees comply with the Governing Documents and all provisions of the POAA; and
WHEREAS, for the benefit and protection of all Members, the Board deems it desirable to formally adopt a Community Code to control the use of the Association pools.
THEREFORE, it is hereby RESOLVED THAT the following pool rules are hereby adopted:
GENERALSection 1. The Pool Area is defined as all that is within the fenced perimeter, pools, spa and bathhouse.
Section 2. Membership. Membership in Stone Ridge pools is limited to Members of Stone
Ridge Association who are current in their assessments.
Section 3. Pool Use. Use of any Stone Ridge pool shall be limited to Members and their guests and other groups as approved by the Board of Directors. All persons, 5 years of age and older, using the pool are required to present a valid membership card. Members will sign-in upon entering the pool each day. All guests must be accompanied by a Member and must sign in at the pool desk.
Section 4. Periods of Operation. The normal season for pool use is Memorial Day
weekend through Labor Day, seven days a week. The Board of Directors will establish the
hours and dates of operation annually. Pool use

may be temporarily suspended for inclement weather conditions, maintenance and repairs, or cleanup of defecation or vomit, or when other situations dictate.
Section 5. Special Events. Stone Ridge pools may, under special circumstances, be used as a site for special events. Only the Board of Directors can authorize such events. In addition, the Board of Directors may open the pools for special use before, during, or after the hours reserved for general use.
RESPONSIBILITY OF POOL USERSSection 1. Risk. All persons using any Stone Ridge pool do so at their own risk. The Stone Ridge Association assumes NO responsibility for any accident or injury in connection with such use or for any loss and/or damage to personal property.
Section 2. Agreement. Persons using the pools agree not to hold the Stone Ridge Association liable for any actions of whatever nature occurring within the pool area and parking lot.
Section 3. Acts of Others. Members are responsible for the actions of their children, household members and guests, including child care providers.
Section 4. Use Outside of Operating Hours. No person shall use the pool unless it is officially open and lifeguards are on duty. Unauthorized use of the pools after hours will constitute a trespass and violators will be prosecuted.
Section 5. Limitations. For safety purposes the following limitations apply to pool use:

Section 6. Enforcement. Members who fail to comply with the pool rules and/or whose household members, family members, and/or guests fail to comply with the pool rules may be subject to having their pool privileges suspended by the Board of Directors, among other enforcement measures.
GENERAL POOL RULESSection 1. Pool Management. The pool manager and lifeguards have full authority for the proper conduct of patrons and operation of the pool during scheduled operating hours.
A. Persons unable to demonstrate swimming proficiency to the lifeguards are not permitted in the main pool unattended without being within arm’s reach of a Responsible Person. Swimming proficiency is defined as the ability to swim one length of the main pool without resting; and the ability to tread water for one minute. Persons unable to demonstrate swimming ability must be within arm’s reach of a parent, guardian or Responsible Person at all times.
B. Lifeguards may require any swimmer to take a rest break if, in the lifeguard’s judgment, the swimmer needs a break in order to continue swimming safely.
C. All persons must obey the instructions of the pool manager and lifeguards.
D. All persons must stay clear of guard stations and not loiter at the check-in desk.
E. Personal electronic devices are permitted but must be used in conjunction with earphones or kept at a low volume, which is not objectionable to others. The lifeguards may revoke this privilege if abused.
F. No unauthorized person is allowed in the pump or chemical rooms or in the guard office.
Section 2. Health and Sanitation.
A. All persons who use the pool must wear appropriate swim attire such as a bathing suit.
B. All persons must take a soap shower prior to entering the pool.
C. Persons who have a cold, cough, inflamed eyes, infections, or who are wearing bandages must not use the pool.
D. Spouting of water out of one’s mouth, blowing one’s nose in the pool, and other similar unhygienic actions are not permitted.
E. Parents of children not yet toilet-trained must ensure their child has snugly fitting rubber pants
or swim diapers. Pampers or any type disposable diapers are not permitted to be worn in any pool.
Section 3. Children.
A. Persons who are twelve (12) years old and younger must be accompanied and supervised at all times by a parent, guardian, child care provider or other Responsible Person sixteen (16) years of age or older.
B. Persons who are sixteen (16) years and older may use the pool without adult supervision.
Section 4. Guests.
A. who are 15 years old and younger may not bring guests without a Responsible Person also present at all times during pool use.
B. Persons who are 16 years old and older may bring guests.
C. All guests must obey Pool Rules at all times. All enforcement measures stated herein apply to guests, including potential ejection from the pool in the event of unacceptable behavior.
D. All guests must be signed in by an Association Member.
E. The number of guests will be limited to five (5) per household per pool visit per day.
Section 5. Food and Drink.
A. Food, including ice cream, may be consumed in designated areas only.
B. Drinks may be consumed on deck, but only if persons are sitting back from pool edge. If any beverage other than water is spilled on the deck, a guard must be notified immediately.

C. All trash must be placed in containers provided for this purpose.
Section 6. Prohibited in Pool Area to Prevent Injury.
A. NO smoking of any type (i.e. e-cigarettes, vapes, JUUL, etc.) or the use of tobacco products in the pool area.
B. NO alcoholic beverages are permitted. Persons suspected of possessing alcohol or being intoxicated will not be permitted in the pool area at any time.
C. NO illegal drugs, drug paraphernalia, and/or weapons.
D. NO gum is permitted in the pool area.
E. NO glass containers and breakable objects in the pool area.
F. NO playpens and wheeled vehicles permitted, except wheelchairs and baby strollers.
G. NO pets in the pool area, except service animals.
H. NO loose-fitting or untucked shirts are to be worn in the swimming pool.
I. NO running, pushing or rough play permitted in the pool area.
J. NO physical or verbal abuse will be tolerated. Violators will be subject to immediate ejection from the pool.
K. NO hard-plastic dive sticks, dive rings, torpedoes, etc. permitted.
SAFETY RULESSection 1. Main Pool. The following
rules apply in the main pool area. Generally, when two
guards are in the stands, conditions may be too
crowded for the use of toys and their
use may be allowed or disallowed at the discretion of the manager-on-duty.
A. Running on the deck is prohibited.
B. Dunking, splashing, snorkeling, and either standing or sitting on another’s shoulders is prohibited.
C. Somersaults, jumping in backwards, playing on pool ladders or other careless actions from the pool edge are prohibited.
D. Toys must be limited to unbreakable items that are soft, pliable, and/or foam-like. Lifeguards have the authority to require that all toys be removed from the pool on crowded days.
E. Improper use of any toy will result in the person(s) and toy removed from the pool pursuant to the policy for minor violations in Section 3 under Enforcement.
F. To avoid injury to others, see Section 6 under General Pool Rules.
G. Persons using approved floatation devices (i.e., water wings or USCG approved life vests) because they do not have adequate swimming skills must be within arm’s reach of a parent, guardian or other Responsible Person at all times. Pool noodles are not considered an appropriate flotation device for children.
H. Inner tubes, and rafts are not permitted in the main pool except at the discretion of the pool manager.
I. Basketball rules include NO dunking, NO hanging on the basketball rim and NO rough play.
J. Kickboards are for use in the lap lanes only.
K. Children younger than three (3) years of age will be allowed in the main pool area only if under direct, constant supervision and within arm’s reach of the child’s parent, guardian, child care provider or designated Responsible Person.
L. Children who are not toilet trained are not permitted in the main pool.
M. Incontinent persons are required to wear swim diapers.
N. Persons of all ages must exit the main pool for ten (10)-minute breaks, every hour, to provide a rest period. Only lap swimming is permitted at this time. The lifeguards will control these breaks.

Section 2. Wading Pool Area.
A. Wading pool use is limited to children five (5) years and younger.
B. Children who are not toilet trained must wear cloth diapers with rubber pants or specifically designed swim-diapers underneath appropriate swimwear such as a bathing suit. Regular disposable diapers that are not specifically designed to be worn in water are not permitted. Non-compliance with this provision must result in a requirement that the child in question and his/her parent, guardian, child care provider or Responsible Person leave the pool area until proper attire is obtained and worn at the pool.
C. No lifeguards are posted at the wading pool. Children using the wading pool must be accompanied by the child’s parent, guardian, child care provider and/or designated Responsible Person at all times.
D. Toys must be limited to unbreakable items that are soft, pliable, and/or foam-like.
E. All furniture must remain on pool deck and must not be placed in the water.
Section 3. Lap Lanes.
A. Designated lap lanes are intended for daily use by persons who wish to swim laps.
B. Swimming over or across lap lanes, or using the lane dividers in a manner that causes damage in any way is not permitted.
ENFORCEMENTSection 1. General. These rules have been developed for the safe operation of the pool in the best interest of the Members. If Members feel that the pool is not being operated in the best interest of the Association, Members are encouraged to discuss the situation with the pool manager, not the lifeguards, or contact the Stone Ridge Association office.
Section 2. Suspension.
A. Failure to comply with these rules, or any part thereof, must be considered sufficient cause for members to be deprived the use of the pool by the pool manager or manager-on-duty for a specified period. This includes families who do not comply with required diaper covers for children who are not toilet-trained and parents or Responsible Persons who do not keep their children within arm’s reach at all times.
B. Any person who deliberately damages pool furniture or the pool structure, who poses a safety hazard, who is physically or verbally abusive, and/or who commits any illegal act will be automatically suspended by the pool manager, manager-on-duty or Association management until the next regularly scheduled Board of Directors meeting. At that meeting, the Board of Directors in its discretion may suspend pool

privileges for the remainder of the pool season, and the person in question (if an Association Member) may be heard regarding said suspension.
C. Loudoun County law enforcement assistance will be obtained, if necessary, to remove from the premises any individual who refuses to leave the facility after being directed to do so by the pool manager or the manager-on-duty.
D. Any inadvertent or purposeful abstention of enforcement of any provision of this Community Code must not be deemed a waiver of all enforcement measures available to the Association.
Section 3. Progressive Penalty Policy for Minor Violations:
■ The violation of any pool rule is considered an infraction.
■ 1st Infraction - warning
■ 2nd Infraction - 15-minute benching. In lieu of a 15-minute benching, the individual may elect to leave the facility for the remainder of the day but doing so will forfeit the right to return for 48 hours.
■ 3rd Infraction - The individual will be immediately ejected from the pool facility and that individual’s use of any Association pool will be suspended for seven (7) days. Parents, guardians, and/or relevant Members will be notified, if applicable. If the Member would like to appeal this action, they may do so by requesting, in writing, a hearing with the Board of Directors.
■ 2nd Ejection - If inappropriate behavior continues after ejection and seven (7) day suspension, an individual may be ejected a second time by the manager or manager-on-duty. At such time the individual’s use of any Association pool will be suspended until the next regularly scheduled Board of Directors meeting. At that meeting, the Board of Directors may suspend pool privileges for the remainder of the pool season.
■ Notwithstanding the guidelines noted above, the pool manager or Association management may in its discretion, immediately suspend an individual’s right to use the pool facility upon a serious or repeated infraction(s) of these rules.
Section 4. Serious and Repeated Violations. The Board of Directors will handle serious violations or repeated violations at the recommendation of the pool manager. Disciplinary actions may include, but are not limited to, temporary suspension, permanent suspension, probation, as well as all other enforcement measures available by law and pursuant to the Association’s Governing Documents.

As Finance Committee Chairman, I spend a great deal of my time working on the County budget. In April, the Board of Supervisors officially voted 9-0 to adopt a $3.2 billion FY2020 operating budget, funded with an equalized $1.045 tax rate, and a $2.4 billion FY20-26 Capital Improvement Plan. This operating budget represents a 4 cent tax
rate reduction from the current year. The equalized tax rate is the level at which the owner of a property assessed at the average value would pay the same in taxes as they did last year. This new budget will go into effect on July 1. I joined my colleagues to vote in favor of the budget since it funds many County priorities and needs while maintaining a reasonable tax rate.
Unlike our neighbors, Loudoun County has been able to fund growth and priorities while still lowering tax rates largely because of economic growth. For context, in 2011, the tax rate was $1.285. The new tax rate may not result in a reduction in property tax bills for everyone, since assessed value varies based on what area of the County you live in and which type of housing you own, but the reduction should help offset much of the increased assessments.
As you are probably aware, the Board of Supervisors is responsible for appropriating funds for Loudoun County Public Schools. This year, the School Board request fit within the Board’s fiscal guidance, which made our job significantly easier. We were able to fully fund the School Board’s request to the County. However, there was a shortfall of approximately $2.15 million in State funding that LCPS had to account for in their reconciliation. During my time on the Board, we have been able to fund 98% of the School Board’s requests. This year, LCPS’ operating budget is about $1.284 billion. Our increase in funding to LCPS is $76.3 million, or a 9.6% increase over last year. The School Board is estimating 1.5% enrollment growth from actual FY19 numbers to projected FY20 numbers. That would represent growth of about 1,277 students by next year – bringing the anticipated total to 83,762 students in Loudoun County. Much of the additional funds will be spent on teacher and staff salaries, technology enhancements and other investments.
LCPS budgeted for several new or increased programs this year. These include a computer science integration
pilot initiative for twenty elementary schools in the County, class size reductions by up to one student per class at the elementary and high school levels, and several new full time parent liaison positions to improve communications, which has been an issue in some schools.
School construction is also a component of the six-year Capital Improvement Plan (CIP) that accompanies the budget each fiscal year. Looking ahead, there are several anticipated schools for Dulles South. These include Lightridge High School, which is estimated to open in the fall of 2020 and ES-29 (Dulles South Area Elementary School), which will open in the fall of 2021 and will be co-located with Lightridge.
Important transportation projects were also maintained in the CIP, such as Route 50 & Loudoun County Parkway, Arcola Boulevard, Northstar Boulevard, and the Route 50 Northern Collector Road. I worked to accelerate a phased widening of Braddock Road that will get the segments from Royal Hunter through the Paul VI property funded sooner. We also have widening projects on the books for northbound Route 28, Belmont Ridge Road, and Loudoun County Parkway.
One of the main focuses on the County side of the budget this year has been improving pay for our employees. A recent Classification and Compensation Study found that Loudoun only pays its employees about 86% of market competitive wages. Simply put, we’ve fallen behind our competitors and we’re paying the price by seeing higher turnover, which reduces efficiency and effectiveness. In the FY20 Budget, we included $11 million for targeted individual position salary increases. There are also 206 new County government positions added in this year’s budget. Many of them are in areas that are on the front lines of our growth, such as Family Services, Parks and Recreation, the Department of Transportation and Capital Infrastructure, and our public safety agencies. For instance, in order to maintain adherence to state guidelines, we added 11 positions alone to the Child Protective Services department. We also designated funding for increased capacity in the Youth After School program at Mercer Middle School. This funding will open additional enrollment spaces for students from Lunsford to attend.
