ABC reports federal authorities and NYPD foiled his plans with an organized sting operation in which the man parked a van he thought was carrying explosives near the Lower Manhattan building. The man then attempted to set off the fake explosives from the Millenium Hotel using a cell phone. Sources say an undercover agent provided the man with the explosives after meeting online.
