3) New bridge parallel to MG Setu, Patna be sanctioned soon.

4) Work of MG Setu is very slow. Erection work be started soon.

5) Munger – Bhagalpur – Mirzachouki Section of NH-80 has been

entrusted to NHAI & DPR on Green field alignment is under

process. Maintenance of existing NH-80 be done by MoRTH as

this stretch is very important & lifeline of this area. Estimates

submitted for different stretches should be approved at the earliest.

6) Revision of estimate of NH-82 Gaya – Biharsharif is pending.

7) Balance portion of NH-30, from Mithapur to Anisabad in Patna be

taken over by NHAI for maintenance.

8) Approval of LA proposal of 155 m in Bhagalpur bypass and

proposal of RE wall to be approved.

iii. In 75 % road stretch, shoulder condition was found

satisfactory.

iv. Other parameters such as Road safety, Drain clearance/

Culvert maintenance requires more attention.

Contractors and Work Divisions identified where performance of

OPRMC was found unsatisfactory, department has initiated

action against such Contractors and Engineers.

Next phase of OPRMC (Phase-II)

Salient Features:

Next phase to start in DEC’ 2018 . Maintenance period 7 years.

To include all roads of RCD : Length approx 14000 km.

Maintenance plan prepared road wise.

Status of ROB

• State Government has conveyed its consent for construction of

47 ROBs. Railway is preparing GAD and DPR for construction

of ROBs.

• Railway has provided another list of 48 level crossings and

requested consent of State Government for 50% cost share.

Feasibility Report of these level crossing is under process in

RCD.

• Tripartite MOU to be signed among GoB, Railways and

MORT&H

RCD divisions and circles.

• 4 Flying Squad teams at HQ level to ensure Quality Assurance

through surprise inspection in addition to attended complaints (if

any).

– No. of schemes inspected in 2017-18 - 369 nos.

– No. of schemes inspected in 2018-19 till date - 48 nos.

• Before releasing the allotment to any schemes, its update quality

control reports are verified.

• Quality Control Report are being uploaded on Departmental

Website.

• Special Inspection Drive of SHs & MDRs Roads to

ensure Quality Control as Third Party Independent

Quality Monitor.

• Total 550 nos. of schemes taken for inspection [Road

– 455 nos. ( 4700 km), Bridges - 90 nos. & Buildings –

5 nos.]

• 40 teams comprising one SE/EE and one AE are carrying

out Inspection in their designated Road Division.

• Daily online entry of Inspection data through PMIS is being

done by each team after field inspection.

schools on SHs and construction of Foot over

Bridges / Under Pass as required.

1. Provision of Street Lights in Urban stretches for Road Safety.

2. Policy for development of way side amenities.

3. Land pooling policy for Ring Road / Bypass Roads

4. Planning for development of road infrastructure in Patna

Metropolitan area.

5. Policy for extraction of soil from public water bodies for

utilization in road embankment.

6. Online Project Monitoring System (PMIS).

7. Comprehensive financial management system.

8. Bihar Road Research Institute (BRRI).

9. Revenue generation methodology developed through

providing accessibility to Petrol Pump, Hospital & other

commercial institutes.

Issue for Consideration

• Existing limit on BOS (Bank of Sanction) i.e (3 times of

allocation) may be relaxed by Finance Department for

taking up new road projects in following categories:-

Road transferred from other department required

improvement as per IRC Standards ~1000 Kms.

2 Laning of remaining State Highways ~600 Kms

Replacement of narrow & old bridges

Roads/bridges in compliance of directions received

during Nishchay Yatra.

Road connectivity to all blocks with 2 lane road.

Land acquisition within defined time frame to make

available 100% encumbrance free land to avoid cost

over run.
