This is further to our Circular re: Mktg/ZD/30/20 12 dated 3.8.2012, wherein the criteria specified under Sr. No.2 of Circular ref Mktg/ZD/I 3/2011 dated 30.3.2011 for grant of Addition to the Basic Pay on reaching the maximum of the scale was revised.

It has now been decided that the criteria specified under Sr. No.2 of Circular ref Mktg/ZD/ 13/2011 dated 30.3.2011 shall be read as under:

he appointing authority after due consideration of the reports mentioned above and the leave particulars shall take a decision in writing, either to allow the Development Officer the Addition to the Basic pay on reaching the maximum of the scale of pay or to defer it by one full year in the Proforma given in the annexure here to. For this purpose, a Development Officer, securing less than average rating in the confidential reports for a period of three years immediately preceding the due date of the Addition to the Basic Pay on reaching the maximum of the scale of pay is not to be granted the Addition to the Basic pay on reaching the maximum of the scale of pay.

As far as Cost Ratio is concerned, the Aggregate Annual Remuneration of the three appraisal years immediately preceding the due date of the Addition to the Basic Pay on reaching the maximum of the scale of pay, shall be divided, by the Aggregate Eligible Premium of the said three years and the resultant Cost Ratio should be within the Prescribed Expense Limit as per the Special Rules, 2009 (Amended as in 2016).

The above revision for grant of the Addition to the Basic Pay on reaching the maximum of the scale of pay shall be applicable w.e.f. 1" October, 2017. The same shall have no retrospective effect (i.e. no previous cases shall be reopened).

All other provisions/procedures/rules of our circular ref: Mktg/ZD/13/2006 dated 9.5.2006 shall continue to apply.

The above clarifications may please be brought to the notice of all offices under your jurisdiction.

On our continuous persuasion for changing the condition for granting of stagnation increment,

revising the condition for granting of Stagnation increment. "As far as Cost Ratio is concerned

the Aggregate of Annual remuneration of the three appraisal years immediately preceding the due date

of the addition to the basic pay on reaching the maximum of the scale of pay, shall be divided by the

aggregate eligible premium of the said three years and the resultant cost ratio should be within the

prescribed expense limit as per the Special Rules 2009 (as amended as in 2016)" . Effective date of the

circular is 1.10.2017

6. The NEC held at Hyderabad on 16th and 17th September 17, 2017

resolves that: All DO’s posted in SSO’ must be provided with proper

seating arrangements with independent table, chair, terminal and a

common work station/space in the main branch.

7. The NEC held at Hyderabad on 16th and 17th September 17, 2017

resolves that: the administrative circular should be issued

immediately for inclusion of parents and parents-in-law under the

Group Mediclaim scheme. The house also demands that: this should

be a routine process and made regular in nature.

8. The NEC held at Hyderabad on 16th and 17th September 17,

2017resolvesthat:We strongly oppose the “CLIA SPOUSE AGENCY”

granting agencies by CLIA’s to their spouse. The house also

demands that: all the existing “spouse agency” immediately be

detached from the CLIA and attached to the organization of the

development officers.

9. The NEC held at Hyderabad on 16th and 17th September 17,

2017resolvesthat: The concept of “Unit Meetings” should be

implemented in every quarter instead of the present system on a

piece meal basisas an afterthought. The house further demands an

upward revision of the cost per agent excluding the GST Charges

which should be separately accounted.

10.The NEC held at Hyderabad on 16th and 17th September 17,

2017 resolvesthat: In spite of a “One Year” gestation period the

NACH System is not functioning satisfactorily. The house demands

immediate and effective steps must be taken by the authority to

ensure smooth and proper functioning of the system which has a

great business potential.

11. The NEC held at Hyderabad on 16th and 17th September 17,

2017resolvesthat:Online sponsorship of agents needs proper

infrastructure facilities at branches. The house demands that proper

infrastructure such as scanner etc must be provided at all branches.

The house further demands that : such administrative work is assigned

to the branch and / or division administration. We now request you to

kindly take the note of the same and take necessary action. We firmly

believe that : all issues can be addressed across the table and shall

help LIC of India & the industry to progress.

We had an important meeting of our National Executive Committee on 16th & 17th September 2017 at Hyderabad where our NEC members from all the divisions were present. During the discussion on the listed agenda, our NEC members highlighted the burning issues which are being faced by our members at the grass route level with the request to bring it to the notice of corporate office for proper redressal. The august house also unanimously passed the following resolutions:

1. The NEC held at Hyderabad on 16th and 17th September 17, 2017 resolves that: The Special Rules should be immediately restructured and with “One Voice” the House demands that after confirmation there should be “NO TERMINATION” under the Special Rules. The house also demands that there should not be any decrement of the earned increments. The house strongly demands that there should be automatic absorption in administrative cadre with protection of pay instead of termination which should be totally removed.

2. The NEC held at Hyderabad on 16th and 17th September 17,

2017 resolves that.In view of no other form of social security the

GST on Insurance Premium should be totally withdrawn immediately.

3. The NEC held at held at Hyderabad on 16th and 17th September

17, 2017 resolves that: Insurance being a subject matter of

solicitation and risk assessment the “online marketing” of insurance

products should be stopped.

4. The NEC held at Hyderabad on 16th and 17th September 17,

2017resolvesthat: The IB formula should be restructured

commensurate with the market conditions incorporating following

changes:

i) Complete removal of gradation

ii) Total withdrawal of second year lapsation.

iii) Floor level eligibility should be raised to prescribed cost norm abolishing ‘no man’s land’.

iv) Payment of marketing expenses.

resolves that:, The concept of visiting agents should be abolished

forthwith and Development Officers given full credit of New

Business completed by agent/s in any branch in India and the entire

country should be opened up for recruitment of agents to all

Dear Comrades,

Through our earlier communication we had requested you to send details of all the cases where our members are in receipt of termination order for going below the basic on 2nd occasion as per Special Rule 2016 and those who have already completed 7 years of service as Development Officer but not completed 10 years on the date of termination and thereby denied for re-appointment in Class-III. By this time, we are in receipt of a good number of cases where re-appointment in Class-III has been denied as per L.I.C. of India (Re-appointment of Terminated Development Officers) Amended Rules 2016 though he/she has completed more than 7 years service on the day of termination.

During our discussion with ED (Marketing) & ED (Personnel) at Central Office on 27th September 2017 and subsequent follow up discussions, we made a request to give one time relaxation for re-appointment of all terminated Development Officers in Class-III who have been terminated up to the date of notification of L.I.C. of India (Re-appointment of Terminated Development Officers) Amended Rules 2016 (notified on 21/12/2016) after completing more than 7 years service citing the Explanatory Memorandum of both the Gazette Notifications viz. Life Insurance Corporation of India Development Officers (Revision of Certain terms and Conditions of service) Amendments Rules 2016 dated 22/01/2016 & Life Insurance Corporation of India (Re-appointment of Terminated Development Officers) Amendment Rule, 2016 dated 21/12/2016, where it has been mentioned very clearly that – “ no Development Officer of the Life Insurance Corporation of India is likely to be affected adversely by the notification being given retrospective effect”

We are now insisting the management to consider all such cases sympathetically based on the principles of natural justice to honour the Explanatory Memorandum of both the Gazette Notifications. The Special Rule 2009 was modified vide Government Notification dated 22/01/2016 allowing retrospective effect on all appraisals due on 1st August 2015 (i.e. all appraisals commencing on or after 1st August 2014).

We request you all to advise all the affected members of your respective division whose appraisals were ended in between 1st August 2015 to 1st December 2016 and were terminated as per Special Rule 2016 but denied for re-appointment in Class-III to submit an appeal to ED (Marketing) as per the draft enclosed herewith positively within 7th November 2017. The appeal should be made as per the enclosed draft with necessary changes based on his/her figures in triplicate. One copy should be sent through proper channel and another copy marked as “ADVANCE COPY” should be sent directly to ED (Marketing) and ED (Personnel), Central Office through Speed Post and the third copy should be sent to the Central Federation respective Divisional & Zonal Secretary.

All Divisional Secretaries/Presidents should keep a close liaison with their respective Senior Divisional Manager so that appeal submitted through proper channel should be forwarded to respective Zonal Offices with strong recommendation of the Sr. Divisional Manager within least possible time. In turn, the Zonal Secretary will ensure for forwarding the appeal to Central Office with strong recommendation of the respective Zonal Manager.

We sincerely urge upon you to be involved in the entire process very seriously so that not even a single cases should be missed from our notice. Please take up the matter on “TOP MOST PRIORITY”.

Dear Sir,

We appreciate the changes as incorporated in the above circular covering even the latest entrants up to 31.08.2017. The archaic conditions of confirmation and duration of agency are done away with and all in force agents are now covered under the scheme. It is also mentioned in point number 4 that “the premium for the scheme shall necessarily be recovered only from the commission earned by the agent and no other mode of payment of collection of premium will be allowed”. This is a regressive step encouraging our new agents to give consent for the scheme simultaneously and discouraging by denying them the risk cover due to lack of sufficient to pay the insurance premium through earned commission. This condition may also deny the risk cover to our existing agents covered under the scheme due to lack of sufficient earned commission to pay the insurance premium through earned commission in view of the present business environment.

In the same circular point no. 5 reference is made to another circular Ref: CO/PGS/Mktg Desk I dated 12.08.2017 “has disallowed in between additions/entries to the scheme from ARD 01.09.2017” again denying the new entrant risk cover under the scheme. The group scheme is an ideal tool to impress upon the new agent that the LICI cares for them at the very beginning of their careers, covers them adequately imbibing the message of agents as part of the LICI family and low cost insurance cover.

We request you to kindly impress upon to competent authority to once again review the conditions and make the circular truly all encompassing benefitting all our agents and genuinely serve the its intended purpose.

This is further to your letter dated 07/10/2017 seeking extension for remittance of premium under GI scheme for Tied Agents.

The matter has been examined at our end and considering the need for extending the premium recovery period beyond 30/09/2017, the last date for recovery of premium from commission is extended up to 31/12/2017. Branches/Divisions may remit the necessary premium with tax to P&GS Units on or before 07/01/2018.

We wish to inform the following points regarding commission recovery and claim intimations

1. Full annual premium shall be recovered and remitted along with GST. No pro-rata premium will be allowed

2. Agents for whom premium is deducted from Commission on orbefore 30/09/2017 and remitted to P&GS Units on or before14/10/2017, risk will be covered from 01/09/2017.

3. Agents for whom premium is recovered in extended period (i.e.from 01/10/2017 to. 31/12/2017); risk will be covered from the 1"day of the month in which premium , recovered from commission.

4. Premium shall be collected only through commission recovery toavoid anti selection. Branches shall send the premium immediatelyafter the month end either directly or on consolidated basis throughrespective Division indicating the month in which the premium is recovered. in no case, branches shall retain the premium at theirend beyond the month end

5. Date of recovery of. premium has to be intimated by the branch while submitting the clam.

This has reference to our discussion held on 27th September 2017, we have shared our serious concern on increasing number of termination orders imposed on our members after our last wage revision and its negative impact on the entire class. Terminated Development Officers are now filing petitions at the court of laws, various Governmental machineries including Human Rights Commission demanding natural justice against all such inhuman act of termination orders issued by a PSU like ours. By this time, some terminated Development Officers have also committed suicide on receipt of termination orders.The news of huge termination/suicidal of Development Officers in LIC are now covered frequently in different electronic and print media causing lot of embarrassment and face loss of our beloved institution in the eyes of the common people including our valued customers.

In fact, since last modification done in Special Rule in the year 2016, huge number of our Junior Development Officers are either terminated or on the verge of termination for going below the basic on 2nd occasion. A good number of Senior Development Officers even after completing 25 years of service are also been forced to opt for VRS to save themselves from terminations.

We want to discuss the issue in details with your entire marketing team for brining some structural changes in our existing Special Rule 2016. We have also prepared a detailed note identifying the grey areas which needs to be modified immediately to ensure the security of our job. Unless, we initiate some steps on urgent basis to remove the grey areas of Special Rule 2016 based on current market situation, the existence of our class in the house of LIC may be at stake in near future causing serious threats on growth and prosperity of our beloved institution, especially during this competitive era.

As such, we sincerely request you to fix up a date as early as possible for a meaningful discussion with us on modification of Special Rule 2016. Assuring our best possible co-operation for overall growth of our beloved institution in the days ahead.

Evening of that Monday took me neither to the cell nor to the dispensary

of Jail. Instead, I had reached my home direct. There was a court order to

release me on a bail of Rs. 10,000. The case would now proceed as per the

law.

After enjoying the morning stay in the dispensary, (some asthamatic

prisioner on a corner cot was keeping me awake the whole night by his

caughing non-stop) when I was engrossed in the chit-chatting in the MISA

barrack, an information was passed in my name from a jail office, “Your

case would be taken up in the court today. You have to go at 10 o’clock. Be

ready.” My colleagues had filed my bail application in the court through the

advocate soon after my arrest on Saturday. Since hearing could not be

completed on Saturday, I was sent to the undertail’s custody in the Central

Jail. Today the Monday. The day of hearing. It was nearing ten in the

morning. I was ready with breakfast. MISA-arrestees were persistently

asking me not to insist for bail. The instances of quick re-arrest of serval

persons released on bail (right in the court compound) and dumping them

agin under MISA were on the tip of their tongue. MISA-arrest means

finished ! No question of bail at all.

What I felt was was that if bail is not attempted, it was easier for the

Government to dump them in the undertail’s custody for any length of time

without any pretexts. How on earth, could I avoid that custody through my

efforts, whatsoever, everyday ? It was therefore advisable to try for bail. If

re-arrested under MISA after release, then I shall very much be with you in

your barrack with ever smiling face ! If bail is not granted, Then let us see

how to avoid the custody on day to day basis.

It was ten o’clock. I was made to stand in file along with fifteen-twenty

other prisioners in front of the jail office. They also were to be presented in

the court today. The head-count of all with every details was over and

everybody’s right hand was handcuffed ! Its other end was firmly held by a

constable each. Was it not with my right hand only that I had written an

editorial against the Government ? Then I must undergo the tribulations of

handcuffing the very same right hand ! Thus our procession was loaded in

a lorry and taken to the court campus. It must be about 10.30 am. The

court was getting abuzz with its routine activities. We all were closetted

in the court custody after removing our handcuffs. It was the practice to

present the arrestee after re - handcuffing him before the court i n t h e accused-corner as per the cases tabled for the hearing.

A large gathering of my friends and colleagues was present in front of

our custody in the court compound. I was cutting jokes with them from

behind the bars. The very idea of bringing me from the jail by handcuffing

me was at once unbearable for my friends. They intensely felt that I should

have been kept free atleast in the court. l told them,”Let it be ! what's

wrong I havn't committed any robbery, nor any murder.In spite of this, if I

am going to be fortunate enough of being hand-cuffed, be it so !”. My

MAJHI DHADPAD GATHA(THE STORY OF MY STRUGGLE)

Shreedhar Wasudeo Kalvitcolleagues very well knew my nature of taking things lightly. But they were

scared today. Rather outraged. They said, "No Bhau Saheb ! We'll not

tolerate Hand-cuffs." Few of them simply rushed in the office of the D.I.G.

even without my knowledge and vehemently argued with him. I should not

be treated on par with others - they persisted. In the meanwhile baillif

announced my case. And I was standing in front of the court uncuffed with

a constable before and another behind me. The faces of my friends were

brightened with delight and happiness.

My advocate convinced the court about releasing the DIR-accused on

bail, citing a couple of decrees by Madhya Pradesh High Court. He also

informed that the accused is neither a saboteur nor a violence-monger and

never a political worker. His sole concern is carrying on the trade union

activities by remaining in the employment of L.l.C. which was his only field

of work. The accused is a civilised, educated and responsible person,

besides being a popular Secretary General of their Trade Union conti

-nuously for last twenty years etc., etc.! Of course, the Public Prosecuter

opposed the bail. But the court released me on bail of Rs. 10,000/- and

posted the case for hearing after month’s period.

As per the procedure, I had to go to jail again from the court . I was then

released only after completing the necessary officials formalities. In the

meanwhile, I went to MISA barracks under the pretext of bringing my

belongings and returned after giving the news of my release on bail to the

MISA inmates. Dada Belapurkar told, “Now remain out - side only ! Pay

attention to home.” But the other fr iend jocularly said,

“Punaragamnayach” (We welcome your return). I responded, “Bloody fool

! May salt fall in your mouth.” Third one advised, “Leave Gwalior for good

for a few months. The vindictive Government will not rest content unless it

re-arrests you under MISA.”

One thing was certain, I was determined not to evade the arrests. It was

possible for me to go underground with the co-operation of my friend circle

belonging to my Federation spread all over the country that too without

much botheration. But that could have resulted in persecution of my family

members at Gwalior by the police. That’s why I decided right from the first

instance not to escape arrest.

There was a large gathering of my friends out-side the jail. I came out

from the front gate. Slogans reverberated, “National Federation

Zindabad!” “ Sathi Kalvit Zindabad!” I said , “OK,OK ! All-right, let us go.” All

were brought on the road from the jail compound rather forcibly. And within

ten-twenty minutes, we were in the office of the Federation (my house

itself). All had the tea. I was my usual self. Service before self ! After the

friends had left, I entered my house on the ground floor. My wife and Mrs.

Apte were engrossed in chit-chatting. I said, “What a great fun?” My wife

smilingly said, “See, it is all fun for him.” “Where is Arvind? And Unmesh?” I

asked. “I have sent them to Ram Mandir with a coconut.” She replied. I

joked, “Whether your Ram is going to return that coconut if I am re-arrested

tomorrow?” She frowned, “ Why are you nourishing the desire to go to

jail?” Thus went the exchange of pleasanteries. In the meanwhile, the

children returned. Arvind instantly supplied the information that his mother

did not take her food on Saturday and Sunday. I was moved somewhere in

core of my heart.

Tuesday morning, consultation began amid the friends circle in the

Federation office. Telegrams were piled up on my table. “Don’t worry. We

are behind you !” was the assurance. Colleagues in Gwalior had

immediately telephoned to the friends in Delhi that I was arrested. Madan

Mohan Sadanah was the Vice-President and a front-rank worker of our

Federation spread all over the country but also had insisted upon the

Divisional Associations to send a demand draft of rupees one or two

thousand to Mrs. kusum Kalvit so as to help fight the case and that my

family should not face any financial problems ! National Federation of

Insurance Field Workers of Indian founded in years 1957, after the birth of

L.I.C. in 1956, is an independent and non-political trade union, It’s unity

was exemplary and it’s form was that of a united family of olden times. No

trade union is born till today that leader of this Federation for yeras

together. the circular of Madan Mohan Sadanah reached the Divisional

Associations and they rushed to the banks for securing the drafts !

I was sitting in the office whole day looking at different matters. Voice

came from the ground floor, ‘Don’t you want to have lunch ? It is getting 4

o’clock.’ She seldom came to the office upstairs. Our dialogues went on

from upwards-down and down-wards-up. I was ordering aloud for tea,

‘Listen ! Keep four-five cups of tea.’ After a while intimation was coming,

‘Send somebody. Tea is ready.’ Some friend was going to kitchen to bring

the tray. All were our family friends. Some Punjabi, some Bengali and

some Marwadi. Rather they were our family members. She was

sometimes joking, ‘I am preparing tea for the Federation the whole day !

But your Secretary never pays me tea allowance ! Friends were replying

‘Bhabhiji go on strike, Bhausab will be alright then !

The Federation offices was in my house itself. Tea was served very

often . Some worker or the other from out-station was staying with me

frequently . But I was not charging anything towards the office rental or

other expenditures from the Federation. Mine was a small family but

happiness was really great!

One daughter and two sons. Daughter was married in 1972. I was

putting in about twenty-five years of service. Dearness allowance in L.I.C

was adequate. My monthly salary was therefore about rupees two

thousand per month by the year 1976. That was handsome ! Sufficient too.

I could save something.

But my saving used to catch my “ deshasthi” (a community famous for

unfrugal ways) figure and go out of the house through numerous ways

like paying donations here and remitting contribution there. It was next to

impossible for me to say ‘no’ to my friends borrowing money from me !

Sometimes special fund was collected for the Federation work. I was

willingly contribution to the tune of rupees two hundred to two hundredfifty.

I was not a “Dhannaseth” (moneid person). It was not in my nature to worry

or care about my own money. I could arrange ‘Mangalsutra’ for her in our

marriage just for namesake, that’s all. Thereafter not s grain of grain of gold

was purchased for her in the next twentyfive years. It was but natural to

give her a couple of ornaments in the marriage of our daughter. By availing

the opportunity of this occasion, she could cleverly secure a few articles for

herself. That is why the ‘Tukaram’ (a Maharashtrian poet-saint of 17th

century known for his detachment from worldly things) in me had already

decided that the amount collected on account of my arrest should be

remitted back to the account of the Federation excepting the expenditure

for fighting the court case ! It was done accordingly !

Lunch was finished at four o’clock. Thereafter I rested for a while. We all

went for an evening stroll in the “Phool Bag” garden. It was here in the

vicinity of Gwalior that the battle sparked off between Sir Hue Rose and the

Queen of Jhansi, Rani Laxmibai as a part of the first freedom struggle of

1857. It was here only that the great warrioress breathed her last while

fighting a fierce battle. Her memorial stands here itself. I am found of sitting

around This place. Today also we all sat there for a while and returned

home. I told her in the night that this release of mine on bail might not last

long. There is every possibility of my re-arrest. She did not speak a word. I

was accustommed to her silent talk. Without the words, I understood

everything that was beyond the words !

Tuesday went without much ado. Wednesday arrived. There arose yet

another day which in the poetical language of Vinda Karandikar was, "Of

very same routine , right from morn till night. " I reached the Federation office at 8 am looking around this and that . After about half-an-hour a

couple of my friends arrived as usual. As we were making the customary

enquiries, Inspector Handa, while shouting, “Kalvit Saheb !” from the

staircase itself, presented himself in the office along with a constable.

While smiling and shaking hands with me he said, ’Come on ! Let us go

again !’ ‘Yes, I am ready,’ I said ! I shouted from the first floor itself, ‘Are

you listening ? I am proceeding on MISA journey’. Turning to Handa, ‘Let

me collect my belongings and come with you in ten-fifteen minutes.’ ‘No,

No, let us move immediately. You would remain in Police Station itself till

evening. You may call for your belongings from home. I thought this also to

be alright. Handa ahead and I followed. Behind me were my friends and

colleagues and finally a constable. We got down the staircase. I did not go

in the house at all. She was standing at the doors. Silent. Like earlier,

Arvind-Urunesh had been to their school-college. Raising my hand, I bade

farewell to her. And in next ten minutes, our paraphernalia was right there

personally in the office of Hujarat Road Police Station duly responding to

the invitation of MISA !

This has reference to our circulars Ref: CO/CRM/791/23 dated 11.06.2010 on writing back of Old Outstanding IPP claims (Individual Pension Policies).

Vide this circular writing back of old outstanding Annuity/ Pension policies which have been vested but not ratified were allowed subject to certain conditions. Writing back action is taken by deleting the entries from the schedule and moving their status to written back, without passing any accounting entry.

It has now been decided that as per IRDAI guidelines like any other Claim, IPP Claim which is vested but not ratified should also not be written back but will be shown as current outstanding liability in our books of accounts. Hence, it should also not be dropped from the schedule.

The provisions of this circular will come into existence immediately.

on 25.09.2017 have approved the following modifications in the

Staff Group Mediclaim policy:-

1. Inclusion of independent Parents and independent Parents-in-law

of the Primary Insured Persons and the Deemed Primary Insured

Persons in the Staff Group Mediclaim Policy on full premium basis

w.e.f. 01.10.2017, while keeping the rules and stipulations same as

for dependent Parents and dependent Parents-in-law.

2. The Company shall bear 100% premium under Staff Group

Mediclaim policy upto the eligible Sum Insured in respect of Full

Time Sweepers (Safai Karamcharis), w.e.f. 01.10.2017.

All other terms and conditions of the Staff Group Mediclaim Policy

existing as on date will continue to be applicable.

Dear Sir,

The introduction of the Online Agents Recruitment Portal has created Chaos in the entire Zone and Development Officers are finding difficulty in scanning the Documents and uploading the same in the Branch. C.O has vide letter Dated 20.6.2017 has instructed that the application process of RCA’s and UCA’s should be only through internet website i.e “licindia.in” with effect from 1.7.2017.

For the last two months the Internet website is not working and we are unable to process the applications. We are finding it very difficult in recruiting agents which has become a demotivating factor for the Development Officers. The problems in the Portal, Scanning of the Documents and Uploading the Documents is creating lot of problems for the D.O’s and particularly D.O’s in rural places are finding difficulty even in scanning the Documents from outside, where at many rural places, there is no facility of Scanner.

The problem of uploading documents in the branches is not allowed when the same is carried in a pen drive, as the facility is disabled.The Photo and Signature should not be more than 50kb and have to be resized. There is no facility for resizing the photograph and Signature.Though some City Development Officers are taking the support of DTC’s you can imagine the difficulties of the rural D.O’s. After the documents are uploaded the agent is sent for training at DTC/ATC or Online training. After Online training uploading the training certificate is anotherherculean task.

After the training is completed URN is generated by the DTC. There is no provision for the Development Officers to know the URN allotted to the agent, for payment of exam fees. The URN in some rare cases is informed to the agent by SMS. The entire process is taking the toll on the recruitment of agents by D.O’s. The solution to this will be provision of Scanner at Branch, which will not only help in scanning the documents in the process of recruitment of Agents, but will also help N.B Dept. for NACH and Scanning further documents called for by the Zone and C.O N.B Depts.

Dear Comrades,

The 14th Biennial Zonal Council Meet was held on 12th & 13th September 2017 at Leonia Resorts, Secunderabad, Hyderabad jointly

hosted by the Hyderabad and Secunderabad Divisions.

Almost all the delegates, observers and participants arrived a day prior to relish and enjoy the facilities at the resort and the hospitality of the

Hosts. Incidentally, most of the participants had a firsthand experience of the resort and professionalism of the hosts in the 11th Biennial ZC at the

same venue. In their usual style, the host divisions made arrangements for a very fast transfer of all the participants on arrival.

The Council started with the hoisting of the NFIFWI Flag by the AIP Sri. Mihir Lokhandwala, in the presence of SG Sri.Vivek Singh, SCZP and

SCZS along with other guests, special invitees, delegates, observers and all the participants. Symbolic Red Salutes were made.

Following this, the invocation prayers were rendered melodiously by Children from the Datta Peetam, Hyderabad.

The office bearers of the SCZ, the AIP, the SG, Other Chief Guests and the Special Invitees were given a very warm traditional welcome to the

dais.The hosts, Secunderabad Division President & Secretary Sri.Govardhan Reddy and Sri. D.V.Y.Siva Prasad and the Hyderabad Division

President & Secretary Sri.G.Vijay Kumar and Sri.B.Ram Kumar, also proudly welcomed the jam packed gathering.

With the lighting of the Lamp and the floral tributes to the Legends of NFIWI, Com Late. S.W. Kalwitji, Com.Late M.L.Dandawatheji and Com. Late K.B.Srinivasa Murthyji, the Zonal Council was for formally inaugurated.

Presiding over the Meet, The Zonal President Com.Viswanath, again welcoming all, appreciating the efforts of the host, conveyed his greetings

and appealed to all the Comrades to co-operate for conducting the house smoothly with fruitful deliberations then requested the Zonal Secretary to

present the Secretary Report.

The undersigned, presented a clear, complete, comprehensive & transparent Secretary Report, covering on all the organisational matters, since

the last Zonal Council to till date, along with detailed annexure, which were also part of the report. Highlighting on the point of Job Security, Zonal

Secretary presented a PPT shown by the Central Federation to the Minister of State for Finance, as a part of Secretary Report. The presentation,

designed in a scientific way with facts and figures to enlighten the ministry how the Development Officers are treated and the plight of

Development Officers in the present scenario. The presentation was an eye opener to all.

Later Zonal Treasurer Com. Chandra Prakash presented the Audited Zonal Federation’s Accounts for the years 2015 & 2016.

When members were asked by the president to respond on Secretaries Report, many Comrades appreciated the efforts put in by the Zonal

Secretary in bringing such a detailed report. The undersigned replied to the queries raised by some of the members with clarity. Answering to the

query of bringing back the suspended members into the Federation, Zonal Secretary replied that any member proved innocent and free from any

allegations was welcome. Call was given to the leadership at the Division level to make efforts in bringing back the members who have left the N.F

due to various reasons, particularly in this Diamond Jubilee year of the Federation.

Zonal Secretary emphasised the need of dialogue with the Management and convincing them to accept the truth and make them to realise the need for change in vital aspects like Grading, Lapsation, Marketing expenses and further relaxation in work norms etc.,

The house adopted the Secretary’s Report and passed the Zonal accounts, with a thumping applause. The house was adjourned to elect a new body for the next term. The outgoing team was given a standing ovation by all the members.

Leaders of Central Federation along with special invitees were assigned the responsibility of holding the Elections of the Office Bearers of SCZ.

Specifically Replying to a query on financial irregularities, the undersigned clearly replied that till date, the Accounts of FCM 2000 were not submitted and directed the Divisional Secretary of Nellore to submit the accounts of FCM 2000 to the Zonal Federation. The retired Zonal Office bearers of the Zone during the period, Sri.H.D.Basavaraj, Ex Zonal President Sri.N.Bhaskar Rao, Ex-Zonal Vice President, Sri.K.Rajendar Reddy, Zonal Vice President, and Sri. K.Jerome Reddy Ex-Zonal Vice President were honoured by the AIP Sri.Mihirlokhandwala and S.G Sri.Vivek Singh along with the Zonal Office bearers.

Other Guests in the Zonal Council complimented the way the Zonal council was being professionally held and also shared their experiences.

S.G in his passionate and confident speech explained in detail about the efforts of the N.F in settling the issues concerning the class. He narrated the efforts being done to further dilute the Special Rules in bringing total job security for the class. He also explained the efforts being made by N.F for bringing a better I.B Scheme.

The following resolutions were passed in the Zonal Council,

Major Unions Meeting on 14.9.2017: - Immediately after the ZCM, a meeting with the leadership of all major trade unions in LIC was held at Lions

Bhavan, Secunderabad, to discuss on major agenda- recognition of all trade unions by the LIC management, one more option for pension,

finalization of Charter of Demands, Diamond Jubilee year memento etc., and on some other common demands/issues. The meeting was a follow

up meeting of the first meeting held on 7.7.2017. It was agreed in the meeting that the three unions will take appointment with the Chairman and

M.D’s in the month of October to discuss the major issues. It was agreed that the Job Security of Development Officers will be taken up on Top

priority by all the unions.

C.S/NEC meeting held at Hyderabad on 15th,16th & 17th September 2017: - The C.S/NEC meeting was also held at Hyderabad, Jointly hosted by the Hyderabad and Secunderabad Divisions. The meeting was well organised and received appreciation from all the participants. S.G explained to the house the efforts of NFIFWI for further modifications in the Special Rules and for a new I.B Scheme. He also emphasizes about the financial discipline to be maintained by all Divisions and the various records and accounts books to be permanently preserved for adhering to the law of the land. He reiterated that the FCM 2000 Tirupathi accounts have to be submitted to the Zonal Federation. He made a point that the Division President signature should be included in the bank account of the Division Federation.

During the discussion on the listed agenda, the NEC members highlighted the burning issues which are being faced by our members at the grass root level.

In view of the IRDAI (Protection of Policyholders' Interests) Regulations 2017 dated 22/06/2017, which was notified on 30/06/2017, the following changes/modifications are to be made in the CRM processes. Claims: 1. All Maturity,, Survival Benefit claims and Annuities shall be paid on or before due date. In case of any delay in settling the claim on due date, interest shall be paid from the due date of payment or from,

the date of receipt of the last requirement (last necessarydocument), whichever is later.

2. On receipt of intimation of death claim, the queries or requirementsfor additional documents shall be raised all together and not in piec-meal, within a period of 15 days of the receipt of the claimintimation.

3. A death Claim / CIR claim shall be paid or rejected or repudiatedgiving all relevant reasons, within 30 days from the date of receiptof all relevant papers and required clarifications from the claimant.

4. A death claim /CIR claim where investigation is necessary, thesame shall be completed in any case not later than 90 days fromthe date of receipt of the intimation of claim and the claim shall besettled (paid / repudiated) within 30 days thereafter.

5. In case of delay beyond the, time lines mentioned in point no 4,interest shall be paid from the date of receipt of last necessarydocument.

6. In the case of claims where an application is made under Section47 of Insurance Act to the court, if a payment is ready for paymentbut the payment cannot be made due to any reasons of properidentification of payee, the interest shall be from the date on whichthe claim is ready for payment.

Policy Servicing:

All surrenders/withdrawals shall be processed and paid within 15 days of the receipt of the request or last necessary document. In case of delay of above timelines, penal interest shall be paid from the date of request or receipt of last necessary document if any whichever is later from the insured.

The interest payments in all these cases shall be paid suo moto without waiting for specific demand from insured /claimant

It has always been our endeavour to have a good ambience and work environment in all our offices. Necessary communications have been issued from time to time for providing a neat, clean and safe working environment and for creating a positive work culture in all our offices. Focused & time bound activities need to be carried out in our offices on a continuous basis with an effective review and monitoring mechanism. office records etc. to be kept in passages /stairs. • Inside the office, files/papers etc to be neatly stacked • No unwanted files/papers to be kept on the tables. The same to be

kept in the almirahs, cabinets, side racks or drawers. • Unwanted files/papers to be immediately destroyed as per existing

instructions. • Area near/under water coolers, wash basins, Air Conditioners,

Desert Coolers etc. to be free from any stagnant water. • Roof tops, window sheds to be cleared of any accumulated debris /

material. • Painting of rusted material mentioned above should be done

immediately. • Daily cleaning of dustbins to be ensured. • All Signages to be checked and it is to be ensured that they, are

according to the Corporate Guidelines and well maintained. • All obsolete unserviceable and unwanted items of furniture and

fixture to be disposed off immediately. • Old records to-be destroyed as per prevailing instructions immediately. • Toilets to be cleaned daily with disinfectants.

Any other step apart from those mentioned above required to be taken for the cleanliness drive at the local level must also be taken.

The procedure for canvassing business and submitting Proposals in Branch Offices by Agents is clearly defined. An Agent recruited in a particular Branch is expected to give the business in the same Branch. However, when the Agent visits a different Branch, area and intends to submit business in that area, the following is the procedure envisaged

The Agent should give letter in his Parent Branch regarding his intention to canvas business in a place other than his normal place of operation and request the Office to give him a Certificate confirming the licence details and that the agency is inforce.

He should submit the above Certificate along with the Proposal canvassed in that area in the Branch in which he intends to give business Needless to add this area of operation will be different from the are of operation of the Branch to which he is attached. For example, an Agent in CBO I, Ahmedabad cannot submit a Proposal in CBO II, Ahmedabad. With the introduction of LAN, WAN. MAN, payment of premiums can be made anywhere

In the concerned Branch, the Sales Department will scrutinize the particulars and register the Proposals as Visiting Agents business and after completion of the case, generate commission bills and forward the commission bills to the concerned .Branch for settlement of the Commission Bills and also include the completed business to determine the continuation of the Agency.

Instances have been brought to our notice that this procedure is deviated and where there are more than one Branch in the same city, the Agents are submitting the Proposals in a different Branch which is not in order. You are, therefore, advised to instruct your Branches to follow the guidelines while accepting the new business deposits and registering the proposals that may be submitted by the visiting agents

At the cost of repetition, we give here under the salient point once again

1 The visiting agents particulars are to be thoroughly verified includingthe licence number and its validity.

2. While accepting the proposal deposit, the full particular including theaddress of the proponent should be insisted on the challan andsubmission of proposals of the proponent should be insisted on thechallan and submission of proposals along with the full requirementsshould be ensure as far as possible

3. No proposal should be registered where the address of the Properfalls outside the jurisdiction of the Branch area.

Re: Visiting Agents

4. Medical Report should be from the Medical Examiner of the Branchregistering the proposal only.

5. The introduction of the Proposer to the medical examiner must beby the agent only and no cases of self-introduction, etc , should beaccepted.

6. The underwriter should minutely examine the case and rule out themoral hazard in respect of the cases registered after meeting theabove requirements.

7. Periodical sample checks in the Branch by NB Personnel to beconducted to verify quality of business.

8. Statement of NB done alongwith the Commission Bill to be sent toconcerned Branch.

9. Cashiers may be instructed to accept Proposal Deposits only withwritten instruction from the Branch Managers. Branch Managers areaccountable for any violation

As mentioned in the aforesaid circulars interest rate payable on the amount payable from unclaimed account for the years 2016-2017

For the current financial year 2017-2018, interest on unclaimed amounts shall be payable @ 6.43% on the payments made from unclaimed account, henceforth. Cases where payment of unclaimed amounts have already been made during the current year need not be reopened. Necessary modification have been made in the program.

Munich Re has been appointed as our lead reinsurer from 1st October2017. In view of the terms of the treaty with Munich Re the following changes shall be effected:

A. Q11,f,(iv) of Pf, “Do you consume or have you consumed tobacco in any form”, is modified as follows:

“Do you smoke/consume or have you smoked/consumed tobacco in any form (cigars, cigarettes, beedis, pan masala, etc.) in the past 60 months.”

The above modification in the question may be added in the proposalin the form of addendum or stamp.

B. The answer to the above question may be “yes” or “no”. It has beendecided to capture the reply of the above question mandatorily, in theNB module of e-feap at the time of data entry. The necessaryprovision for the same has been made in the NB module of e-feap.

All NB officials are requried to ensure that correct reply to thisquestion is captured mandatorily at the time of data entry.

C. Additional medical test:In addition to special reports as per Circular No NB&R/160/2017 data03.03.2017, Urine Cotinine Report has to be called for, whenever anyfresh proposal/s under the plans 822 & 823 is/are received, whereTerm Plan SUC exceeds Rs. 50 lacs, inclusive of E-term plan.

Term Plan SUC: The “Term Plan Sum Under Consideration” is defined asthe sum of “Actual Sum Assured” under all the current proposals underTerm Plans (i.e. Plan 822 & 823 ) and policies taken in last two full yearsunder Term Plans inclusive of e-term, on the basis of date ofcommencement.

Kindly note ‘Term Plan SUC’ is applicable only for calling Urine Cotinine Test an not for any other purpose.

The above change come in to force with immediate effect.

It is observed that the action recommended by Claims Dispute

Redressal Committee at Central Office and Zonal Office level, against

Agent/ Development Officer/ Medical Examiner is being delayed by the

concerned offices.

It has therefore been decided that a committee of Marketing Manager,

Manager (Claims) & Manager (Legal) shall be constituted at the

Divisional Office level for implementation of the decisions informed by

CDRC. This will ensure timely implementation of actions recommended

by CDRC.

All Divisions shall take the action as per the decision and shall send the

Action taken Report within 45 days from receipt of the decision to Zonal

Office as per annexure. Zonal Office will send AIR on monthly basis to

Central Office for actions recommended by Central office.

It is also observed that the provisions of the circular ref:

CO/CRM/CRC/578/23 dated 17/03/2007 reiterating the provisions of

Chapter no 3 (2.4) of the Claims Manual on Actions to be taken against

Agent, DO, Medical Examiner for all early Claim cases, are not followed

by the Divisions. These provisions speak about the Sr/DM deciding the

action to be taken against Agent/DO/ME on the basis of the facts put up

by Claims department in case of early death claims. Reference may

also made to CO-Vigilance circular ref: CO/Vig /2014-15/Cir. No 1 dated

28th July,2014. The provisions of the cited circulars need to be strictly

adhered to.
