ABOUT USRM of Manitou Lake No 442
➢Incorporated December 10, 1910
➢315 square miles
➢Approximately 225 milies of developed roads
➢180 miles of roads are high volume(oil industry)
➢Roads are mainly gravel
➢15 miles are hot mix surfaced
➢320 miles are undeveloped

The Journey Continues……..➢NAMS Face to Face Training in Humboldt, Saskatchewan 2012
➢Long Term Financial Planning
➢Heavy Haul High Volume Roads – 118km
➢Hired Atana Management to complete the HHHV AMP
➢Presented to Council August 2016
And Continues……… ➢IPWEA Professional Certificate in Asset Management 2016➢10 week online course
➢Had a completed AMP at the end
➢Used another subset of the roads

➢Understanding what an Asset Management Plan is:
AMP➢An Asset Management Plan is the link that ties together the Financial Aspect – Budgets, Costs, Long Term Capital Plans – with the Operational & Functional Aspects – Can the condition of this road accommodate the current traffic volume, does our water well have the capacity to handle growth – of our Assets.
➢It is the support for what is in your 5 & 10 Year Capital Plans
➢It is a living document. It will need to be reviewed and updated.
What we are doing now:➢Determined Current Replacement Costs.
➢Developed a Condition Rating – What is the Level of Service required?
➢What is the Cost of the desired Level of Service? – Gas Tax requirement
➢Levels of Service – What people want VS What we are able to or are willing to provide. What the RM desires VS What can the RM afford.
➢Risk Management – What could happen if we don’t ……
➢Put what needs work on into an Improvement Plan
What did we learn?➢Desired Condition Level 2 $30 – 50 Million➢201 miles of road are at a Level 3 or lower
➢Desired Condition Level 3 $7 – 8 Million➢33 miles of road are at a Level 4 or lower
As the Journey Continues….➢Finalize one AMP for all roads in the RM as maintenance is not separated by road category
➢Finalize Buildings AMP & Equipment AMP
➢Update data in Asset Register
➢Review and update at minimum 3-4 years (This is what I want but in reality will I be able to?)
What is Council’s Role?
❖Local government exists to provide service & Council determines the level of service provided.
❖The quality & quantity of services provided is the prime driver of Council’s very existence.
Council sets Strategic Direction
➢Level of Service
➢Resource Allocation
Council needs Information about asset performance, risk, & cost to Set Direction
Asset Management
➢Do the right thing➢Do we rebuild the road or Do we upgrade the road?
➢To the right asset➢Road A or Road B?
➢At the right time➢When? Next year? In 2 years? In 5 years?
Gives us the empirical evidence so we can…..
Budgets!
➢Need to have a conversation of what the current level of service and how it compares to the desired level of service and what the cost difference is and is it affordable!
Levels of Service determines Cost & associated Budget.

➢Asset Management is a long process & a long-term commitment!
