The firm of Willis A. Smith Construction, Inc. was established in 1972 by founder Willis A. Smith, primarily to build
commercial and industrial facilities. David E. Sessions joined the company in 1988, became an owner in 1989, and
became its CEO & President in 1999. During that time the company has experienced steady and controlled growth
in keeping with our resources and capabilities. John LaCivita joined the company in 1996, became an owner in 2004
and is the Vice President. Four additional senior project managers have recently joined the ownership group and
they are project executives: Taylor Aultman, Nathan Carr, David Otterness and Brett Raymaker. The past growth
history represents a conservative and focused increase in annual construction volume over the past 44 years. The

Construction Management Proposal
Paul Archacki, LEED AP – Project Manager Paul has extensive experience working on projects with tight, occupied site conditions and he has been involved in previous projects with fitness and gymnasium type components. He is currently completing the Zazarino Recreation/Classroom Facility for the St. Martha’s Parrish which includes very similar project program requirements. In his position as Project Manager, Paul will be responsible for overseeing every aspect of the project and he will directly manage all activities through project completion. He will be the main point of contact to the RCCD. Paul’s involvement will begin as he assists Robbie Gronbach, our Director of Preconstruction during pre-construction.
During construction he will coordinate with our field superintendent and manage cost control, all scheduling and close-out services.
His involvement through the entire construction process has given him a knowledgeable hands-on approach and he will work closely with the Owner in a highly communicated, no surprises approach. Project Experience

Construction Management Proposal
Royal Lakes Clubhouse - Lakewood Ranch, FL The clubhouse provides commanding views from the dining room and the covered terrace overlooking the course. It is designed with rustic ranch architecture creating a casual atmosphere with exposed heavy timber trusses in the dramatic vaulted interior. There is a generous gathering bar and a display kitchen within the restaurant as well as private dining areas and a wine wall. Within the facility there is a pro shop, cart barn as well as separate access areas for deliveries, and kitchen and staff support spaces.
Tara Golf And Country Club - Clubhouse Renovations And Additions - Sarasota, FL This project included 3,205 SF of renovations and 11,712 SF of additions to the existing clubhouse. A new pro shop, clubhouse grille, room dining room, and patio expansion were also included. Renovations were made to the kitchen, administration offices, bar, and bag storage facilities. The fitness center concession was expanded and restrooms were renovated.
The Oaks Well-Fit Center, Osprey, FL This project posed unique challenges to our preconstruction team because the design had already been started and was well into design development when we got on board. After our initial estimating exercise it became apparent to the team that the project was well over budget. We started by providing a detailed cost estimate breakdown by division so we could analyze what areas were driving the cost up. The team collaborated on changes that didn’t sacrifice the program or architectural intent but ultimately reduced cost and got the project in budget.
Stoneybrook Golf And Country Club - Clubhouse Renovations And Additions - Sarasota, FL This project included 20,000 SF of renovations and additions to the existing clubhouse, pro shop, dining room, kitchen, administration offices, bar, and bag storage facilities. The renovations expanded and re- configured the existing kitchen, added new freezers and coolers, and dish cleaning equipment. The pro shop was relocated and expanded in size with new display cabinets and work stations. A grill room and additional dining room was added to the existing building and all finishes upgraded to class “A” standards.
Heritage Oaks Golf And Country Club - Club House Renovation And Addition - Sarasota, FL This project involved both a 10,000 SF exterior and interior renovation and a 7,000 SF addition to the existing facility. The kitchen received an addition and was completely renovated. Renovations and upgrades were also made to the existing dining room, administration offices and other interiors. A new Grille Room was added along with a full-service bar.
Pulte’s Del Webb Sales Center – Lakewood Ranch, FL The sales center is a unique project set within the residential district of beautiful Lakewood Ranch. The sales center uses heavy timber frame construction and natural veneer elements that allow it to blend seamlessly with the surrounding landscape. Our involvement with the design started early in the process and allowed Pulte to maximize their program dollars. We accomplished this by providing cost studies to the team during structural and systems development. After choosing systems that provided the best value, Pulte was able to spend the dollars saved in areas that would provide the greatest return and maximize profits.
Lakewood Ranch Country Club – Main Clubhouse Renovation - Lakewood Ranch, FL This project included a major renovation to the existing clubhouse facility while continuing their operations. New dining and meeting room areas, new preparation kitchen, new roofing, HVAC, new lighting, and a rework of the existing club rooms and grill area.

Construction Management Proposal
We understand the importance of building a top quality facility for the Riverwood Community Development District. Our approach to quality assurance will begin from day one and will be a critical focus of our efforts throughout the entire project. APPROACH TO QUALITY ASSURANCE - Preconstruction Quality Assurance
Review plans early in the process to identify areas of conflict, difficult construction features and for opportunities to
simplify the plan. This information can be relayed to the design team for potential changes. In situations where the design
cannot be changed, this information is reviewed with subcontractors to ensure proper planning and procedures are
undertaken to ensure a high level of quality.
Shop drawing/submittal review is critical in identifying mistakes before material reaches the field. This process ensures
proper materials are provided and specifications are met, and greatly minimizes the possibility of field modifications.
Quality conferences, including the owner, architect, and construction manager, are held prior to construction to identify
expectations and key areas of quality concern.
Contractual Enforcement provides the written basis for achieving expected quality levels. All Willis Smith Construction
subcontracts contain provisions for following specified steps to ensure quality installations.
APPROACH TO QUALITY ASSURANCE - Construction Quality Assurance During construction, our quality control method will involve three phases of inspection (preparatory, initial, and follow-up).
Mobilization Conferences - will be held just prior to a subcontractor moving on site.
Mock-ups - Representative mock-ups can be reviewed, critiqued, and approved before installation begins.
Early Field Testing - Early testing of completed assemblies
Initial inspections - are performed upon the completion of representative portions of work
Follow-up inspections - are conducted at established intervals depending on the individual scope of work.
Quality Control Personnel Our quality management system will be integrated into the organizational structure and performance management systems for this project. We will:
Commit a Project Manager and a Project Superintendent with well-defined quality responsibilities and the authority to
carry them out.
Daily Quality Management Reporting

Construction Management Proposal
Having been involved in construction for 44 years, Willis A Smith Construction Inc. is involved in occasional nuisance
claims, usually as a peripheral party. To date all of these have been settled prior to litigation but are subject to strict
confidentiality agreements that prevent disclosure of any information. The firm has been advised that public record
disclosures regarding the few active claims currently pending could be damaging to the defense. However, none of
the claims pose a threat to the stability of the firm, and all are covered by insurance. Willis A Smith Construction
Inc. has never sued or been sued by an owner or an architect regarding our performance. Willis A Smith Construction
Inc.’s excellent claims history is reflected in the rates it pays for liability insurance, which are among the lowest paid

Proposed Fee Structure 4.5 to 5% Depending on Final Project Scope/Phasing Proposed Fee for Change Orders Fee will be the same for the Fee established above.
With our Preconstruction approach we would anticipate change orders would be minor and mainly linked to Owner changes in project scope issues.
Preconstruction Fee ¾ of 1% of the GMP Our Preconstruction brings real value to your project.
We would anticipate developing design options savings and more competitive bidding which would more than exceed monies spent on these services.
