I. INTRODUCTION    This  manual   was   established   for   Riverside   Center.   Riverside   Center   has   three   buildings,  with   an   integrated   fire   alarm   system.   An   event   in   one   building   will   trigger   an   alarm  throughout  the  entire  building.

If   you   become   aware   of   any   condition   that   might   develop   into   an   emergency   situation,  please   notify   the   Property   Management   Office   /   Security   at   617-‐969-‐7200   or   617-‐908-‐7867

If   there   is   a   fire   or  medical   emergency,   please   dial   911   first   and   then   call   the   Property  Management  Office.

II. GENERAL  INFORMATION

A. Building  Fire  Safety  Features

Riverside   Center   offers   many   fire   safety   features   that   in   combination   provide  excellent   fire  protection.  These   can  be  placed   into   four   (4)   categories:  Prevention,  Detection,  Evacuation  and  Control.

1. Prevention

Fire  Resistant  Construction  Materials  were  used  as  followed:

a. Fireproofed  structural  steel.

b. Brick,  glass  and  metal  exterior  walls.

c. Flame  retardant  gypsum  board  with  metal  studs  for  interior  partitions.

d. Carpet  that  meets  all  NFPA  and  City  Code  Standards.

e. Concrete  over  metal  deck  floor.

f. Ceilings  are  fire-‐resistant  mineral  fiber  suspended  on  metal  supports.

g. Stairwells  are  two-‐hour  fire  rated.

h. All   building,   mechanical,   and   electrical   functions   are   located   in   separate  closets   or   rooms   on   each   floor.   For   instance,   there   are   separate   areas   for  HVAC,  electrical,  and  telephone.

2. Detection    a. Smoke   detectors   are   installed   in   many   locations   on   each   floor,   such   as

elevator  lobbies  and  electrical  rooms.  All  are  connected  to  the  Building  Fire  Alarm  System.

b. There   are   fire   alarm  pull   stations   on   each   floor   located   near   stairwells   or  exit  doors.

 c. Upon   initiation   of   any   alarm,   the   building   Fire   Alarm   system   will

automatically  notify  the  Newton  Fire  Department.

                                  4

 3. Evacuation

 a. Fire   alarm   horns/strobes   are   located   throughout   each   floor   and   the  main

lobby.

b. When  the  alarm  sounds  in  the  building,  immediately  begin  evacuation.

c. Some  tenants  have  internal  stairways  connecting  their  floors.  These  should  not   be   used   in   an   evacuation.   Building   Stairwells   are   capable   of  withstanding  a  fire  for  two  hours,   thus  allowing  safe  evacuation  past  a   fire  floor.

d.  Do  not  use  the  elevators  in  an  alarm  condition  -‐  always  use  the  stairs.

e. Individuals   who   cannot   evacuate,   via   the   stairwell   due   to   a   disability   or  physical   impairment   should   be   escorted   to   the   Stairwell   landing   by   their  Special   Assistant.   Tenant   Floor   Warden   will   notify   Security   at   the   main  lobby   security     desk   and   the   Newton   Fire   Department   will   assist   these  individuals.

 f. The   keystone   of   the   Building   fire   protection   system   is   a   fully   addressable

notification   system.   In   addition   to   controlling   all   fire   alarms,   smoke  detectors,  pull  stations,  etc.  it  will  alert  the  building  staff  to  any  smoke  alarm  or  sprinkler  discharge  and  indicate  its  location.  It  will  also  cause  the  electric  locks  to  release  on  the  stairwell  doors.  This  is  an  invaluable  aide  to  both  the  Fire  Department  and  Property  Management.

4. Control    a. Each  floor  and  all  service  areas  have  full  automatic  sprinkler  protection.  The

sprinklers   are   set   off   as   a   result   of   a   build-‐up   of   heat   at   the   sprinkler  location.   The   sprinkler   system   is   electronically   monitored   to   alert   the  Newton  Fire  Department  and  Property  Management  of  tampering.

b. When   a   fire   or   smoke   is   detected,   the   air   distribution   in   the   building   is  automatically  turned  off  so  that  the  fire  is  not  fed  with  the  air  from  the  fans.

 c. Each  floor  has  a  fire  hose  standpipe  connection  for  Fire  Department  use.

d. Each  floor  is  equipped  with  fire  extinguishers  for  use  in  managing  incipient  fires.

B. Emergency  Plan

The  successful  execution  of  the  Emergency  Procedures  will  depend  upon  the  degree  of   confidence,   cooperation,   and   coordination   mutually   achieved   by   the   Floor  Warden  and  his/her  fellow  employees  on  the  one  hand,  and  the  Property  Manager  and  his  staff  on  the  other.

In  that  regard,  each  Floor  Warden  must  manifest  an  unselfish  responsibility  toward  the  common  good  of  all  occupants  within  the  Building.  This  can  be:

1. When   responsible   personnel   function   as   Floor   Wardens,   Searchers   and  Special  Assistants.

2. Wardens   read   and   understand   this   Emergency   Procedure   Plan   and  Evacuation  Plan  in  its  entirety,  as  well  as  tenant  specific  plans.

 3. Applicable   portions   of   this   Emergency   Procedure   Plan   are   adequately

disseminated  to  each  of  their  employees.

4. Floor   Wardens,   Searchers   and   Special   Assistants   participate   in   periodic  training   sessions,   so   that   they   are   equipped   to   perform   specialized  emergency  assignments.

Each  Tenant  is  encouraged  to  include  specific  emergency  procedures  applicable  only  to  their  individual  operations.

III. FLOOR  WARDEN  RESPONSIBILITIES

A. Floor  Wardens

Floor   Wardens   are   responsible   for   implementing,   in   an   orderly   manner,   an  approved   evacuation   of   their   floor   upon   notification   from   the   fire   alarm   system,  Newton  Fire  Department,  Property  Management  or  as  common  sense  dictates.  Floor  Wardens  are  the  connecting  link  between  the  Property  Management  office  and  their  respective   co-‐workers.   As   such,   Floor   Wardens   have   direct   control   and  responsibility  for  all  decisive  matters  relating  to  the  safety  of  their   floor  during  an  emergency.

Each  Floor  Warden  has  two  (2)  principle  emergency  duties  and  responsibilities:

1. They   must   remain   cool,   calm   and   responsive   and   able   to   help   eliminate  confusion,  fear  and/or  panic  among  their  co-‐workers;

2. They   must   faithfully   execute   any   emergency   duties   and   responsibilities  assigned  to  them  during  the  existence  of  any  emergency  situation.

Each  Tenant   appoints   Floor  Warden(s)   for   their   floor(s).   These   persons   or  their  alternates  should  be  present  at  all  times  while  the  building  is  occupied.  All   Floor   Wardens   must   be   familiar   with   the   Building's   evacuation   plans,  stairwells,  elevators  and  floor  layouts.  In  the  case  of  tenants  occupying  one  or  more   full   floors,   it   is   suggested   each   floor   should   have   at   least   one   Floor  Warden  and  an  alternate.  Partial  floor  tenants  should  have  at  least  one  Floor  Warden  and  one  alternate.

B. Alternate  Floor  Wardens  /    Special  Assistants

The  Alternate   Floor  Warden   shall   perform   in   the   absence   of   the   Floor  Warden  or  assist  the  Floor  Warden  in  the  event  that  both  are  present.

Floor  Wardens  or  Tenant  Management  are  responsible  for  selecting,  identifying  and  training  sufficient  alternates  and  emergency  assistants   to  effectively  perform  their  emergency  duties  and  responsibilities.

Floor  Wardens  and  their  alternates  are  responsible  for  communicating  appropriate  preplanned   emergency   procedures   and/or   data   to   all   employees   on   their   floor  through  personnel  orientation  and/or  company  bulletin  boards.

Page 8: RIVERSIDECENTER FLOOR$WARDEN$ MANUAL$ · ! ! 1! Tableof$Contents$ $ I. INTRODUCTION$.....$2$

                                  7

Floor  Wardens  and  their  alternates  must  assure  that  other  qualified  associates  are  familiar  with  and  available  to  perform  their  emergency  duties  in  their  absence.

C. Method  for  Reporting  Changes  in  Floor  Wardens  and  their  Back-‐ups

Any  changes  in  the  employment  status  and/or  replacement  of  each  Floor  Warden  or  their  officially  designated  alternates  must  be   reported   immediately   (in  writing)   to  the   Property   Management   office.   Effort   must   be   made   immediately   to   train   the  replacement  Floor  Warden  or  back-‐up  in  all  aspects  the  Emergency  Plan.  This  can  be  accomplished  through  the  Property  Management  office.

D. Testing  of  the  Building's  Emergency  Plan  Procedures

Various   aspects   of   the   building's   Emergency   Plan   Procedures   will   be   tested   on   a  deliberate,  systematic  and  periodic  basis,   in  accordance  with  instructions  from  the  Property  Manager  and  the  Fire  Department.

Such   testing   will   familiarize   key   personnel   with   their   emergency   duties   and  responsibilities  and  will  also  evaluate  the  Emergency  Plan  Procedures  to  determine  their  continuing  feasibility  as  well  as  to  identify  existing  deficiencies  and  the  need  to  make  corrections  or  adjustments.

E. Conduct  with  the  News  Media

For  the  protection  and  safety  of  all  occupants  of  the  building,  tenant  employees  are  requested   to   refer   News   Media   inquiries   to   their   respective   companies'   Public  Relations  Representative,  or  to  the  Property  Manager.

IV. FIRE  EMERGENCY    In  the  event  of  a  fire-‐related  emergency,  control  and  direction  comes  from  the  Newton  Fire  Department.  The  Newton  Fire  Department  responds  to  all  alarms.  When  the  building  is  in  alarm,  the  evacuation  process  should  be  initiated.    The  Chief,  upon  his  arrival,  takes  control  of  the  situation.

The  Property  Management  staff  responds  to  alarms  by  sending  a  representative  to  the  Fire  Panel  to  determine  the  area  of  the  alarm.  A  second  staff  member  is  dispatched  to  the  alarm  area  to  investigate.

Further   responsibility   includes   the   preparation,   monitoring   and   implementation   of   a  training  program  for  all  members  of  the  fire  emergency  team  (including  Floor  Wardens),  of  action  and  records  associated  with  the  emergencies.

A. Fires  During  Business  Hours

1. Upon   discovery   or   being   notified   of   a   fire:   Call   911   then   notify   the   Property  Management  office  immediately,  relaying  as  much  information  as  possible  about  the  nature  of  the  fire.

2. Initiate   the   Fire   Alarm   by   pulling   the   alarm   pull-‐station   by   the   stairwell   and  begin   the   evacuation   process.   Newton   Fire   Department   will   automatically   be  notified  by  the  activation  of  the  fire  alarm  system.

 3. If  the  fire  is  small  enough  to  be  controlled  by  a  fire  extinguisher  and  there  is  one

nearby,  follow  these  steps:  a. Remove  the  locking  pin.  b. Point   the   fire   hose   extinguisher   at   the   base   of   the   fire   and   spray   in   a

sweeping  motion.

Each   tenant   should   have   a   chemical   based   extinguisher.   Do   not   attempt   to  control  the  fire  if  it  poses  a  threat  to  your  safety.

Communicate   any   specific   fire   information   to   the   Property   Management  Office  or  Fire  Department  via  telephone.  Keep  calm  and  listen  to  instructions.

Fire  Department  Number       911

V. BUILDING  EVACUATION    A. Evacuation  Procedure

When  evacuation  is  necessary  and  the  order  for  building  evacuation  has  been  initiated  with  an  Alarm  or  the  Fire  Department,  the  following  steps  should  be  taken:

1. Tenants   should   immediately   initiate   an   orderly   evacuation   via   the   stairwells,  remembering  at  all  times  to  keep  right  (single  file)  in  the  stairwells.

2. The  Floor  Warden  should  direct  the  evacuation  effort  on  their  respective  floor.

3. The  Floor  Warden  or  Searchers  should  inform  all  personnel  in  their  area  as  to  when  and  where  to  evacuate.

4. The  Warden  or  Searchers  should  remain  behind  to  make  sure  all  personnel  have  left  their  assigned  area.

5. IMPORTANT  -‐  The  Floor  Warden  and  Special  Assistants  should  be  constantly  aware  of   injured   or   disabled   personnel   that   occupy   their   area   who   need   assistance  evacuating.   If   these   individuals   can   evacuate   using   the   stairwells   with   assistance,  then   the   floor   warden   should   coordinate   the   effort   to   assist   them.   However,  individuals  who  have  difficulties  walking  stairs  may  impede  the  rest  of  the  building  during   the   evacuation.   If   stairwell   evacuations   of   these   individuals   are   not  appropriate,   then   they   should   be   brought   to   the   stairwell   landing   by   the   Special  Assistant  and  wait  for  the  Fire  Department.  The  Floor  Warden  or  Special  Assistants  should  not  administer  first  aid  unless  common  sense  dictates  otherwise.  It  is  his/her  responsibility  to  evacuate  the  majority  of  personnel  and  ensure  that  trained  first  aid  personnel  have  been  notified  to  deal  with  individual  injuries  or  illnesses.

6. Floor  Warden  Responsibilities:

a. Assign  a  Special  Assistant  to  each  individual  requiring  assistance  evacuating.  This   assistant   will   stay   with   the   individual   throughout   the   evacuation  process.

 b.  Searcher  will   check   for   any   remaining   employees.   Remember   to   search   all

rooms  including  offices,  meeting  rooms,  kitchenettes  and  restrooms.

c. Predetermine  an  assembly  area  and  alternate  assembly  area  and  convey  this  to   all   employees.   Please   do   not   assemble   in   the  west   (rear)   corners   of   the  property  near  the  Parking  Structure.

7. As  you  evacuate,  announce  assembly  area.  Always  evacuate  down  unless  instructed  by  the  Fire  Chief  to  do  otherwise.

8. As  you  evacuate  via   the   stairwell,   remind  all  people  wearing  high-‐heeled   shoes   to  remove  them  so  they  will  have  less  difficulty  walking  and  to  keep  to  the  right  side  of  the  stairwells.  Please  Note:  Food  and  Beverages  are  not  allowed   into   the  stairwell  during  evacuation.

9. Remind  everyone  to  be  quiet  during  the  evacuation  so  they  will  be  able  to  hear  and  understand  all  emergency  instructions.

10. Assure   your   employees   and   visitors   that   they   have   nothing   to   fear   because   plans  have  been  established  and  tested,  and  personnel  trained  to  handle  this  specific  type  of  emergency.

When  evacuation  is  complete,  assemble  and  account  for  all  your  personnel.

Note:

a. Total  number  of  employees  moved  or  evacuated.  b. Total  number  of  visitors  moved  or  evacuated.  c. Total  number  of  personnel  missing.  d. Names  of  the  missing  persons.

Use  the  above  as  a  guide.  Obviously  it  will  not  always  be  possible  to  account  for  all  individuals.

11. No  one  should  use  elevators  during  the  evacuation.    REMEMBER:

Floor   Wardens,   Searchers   and   their   Special   Assistants   must   continually  demonstrate   during   the   emergency,   by   what   they   say   and   do,   that   they   are  capable  of  leading  their  employees  and  visitors  to  safety.  Their  lives  and  safety  may  depend  on  you.

VII. BOMB  THREATS    A. Standard  Operating  Procedure

It   has  been  proven   that   a   large  majority  of   bomb   threat   calls   are   false   alarms,  meant  only  to  disturb  or  disrupt  the  normal  work  of  a  person  or  company.  However,  at  no  time  should   any   call   be   regarded   as   just   another   false   alarm.   The   following   guide   will   be  useful.  When  a  call  is  received,  there  are  several  things  to  do:

1. Keep  the  caller  on  the  line  as  long  as  possible.  Ask  the  caller  to  repeat  the  message.

2. Obtain  as  much  information  from  the  caller  as  possible:

a. Location  of  the  bomb.  b. Time  of  detonation.  c. Outside  appearance  or  description  of  bomb.  d. Reason  for  planting  the  bomb.  e. E-‐mail  or  signal  someone  else  to  call  911

 3. Tell   the   caller   that   the   building   is   occupied   and   it   might   cause   the   death   of

innocent  people.

4. Listen   for  background  noises   that  might  help   in  determining  where   the   call  was  made.

 5. At   the   conclusion   of   the   call,   immediately  Call   911   report   the   call   providing   as

much  of  the  following:

a. Your  name,  location  and  phone  number.

b. Name  of  the  initial  recipient  and  time  the  call  was  received.

c. Name  of  anyone  listening  in  to  the  threat.

d. Name  of  any  employee  threatened  by  the  caller.

e. Work  location  of  any  threatened  employee.

f. TIME  the  bomb  is  supposed  to  explode.

g. Exact  LOCATION  where  the  bomb  is  supposed  to  be.

h. OUTSIDE  APPEARANCE  OR  DESCRIPTION  of  the  bomb.

i. REASON  given  for  the  bomb.

j. Your  name.

                                  15

An   example   of   a   bomb   threat   information   sheet   is   included   at   the   end   of   this  section.  After  calling  911  please  contact  Security  at  617-‐969-‐7200  or  617-‐908-‐  7867  and  Provide  all  information  indicated  above  to  the  Security  Officer.

6. Notify  you  supervisor  about  the  Bomb  Threat  Call.    a. Have   all  written   records   or   notes   of   the   bomb   threat   call   available   for   the

Property  Manager  or  the  authorities.

IMPORTANT:  Open  phone   lines   are   essential   to   effectively   control   this  emergency.  Please  make  only  necessary  phone  calls.

b. Quickly  and  thoroughly  search  your  company  area  for  suspicious,  unusual,  or  foreign  items  and  report  any  findings,  but  do  not  touch,  move,  jar,  disturb  or  cover  any  suspicious  items  that  are  found.  Report  any  findings  to  Security  on-‐  site.

c. If   evacuation   is   necessary,   as   determined   by   your   company   or   the  Newton  Police   Department,   evacuate   using   the   evacuation   plan.   Property  Management  will  not  call  for  evacuation  unless  information  supports  that  the  threat  may  be  real.  The  decision  to  evacuate  is  primarily  that  of  the  Tenant  or  the  authorities.

IMPORTANT:  Identify  and  give  priority   to   the  movement  or  evacuation  of  nervous,  emotional,  ill  or  disabled  personnel.

If   you   evacuate,   establish   and   announce   an   assembly   point   or   Employee's  meeting  place  for  personnel  safety  and  control,  communication  of  emergency  and  re-‐entry  information  and  roll  call.

7. Following  the  conclusion  of  the  Bomb  Threat  Call  emergency:    a. Ask   your   employees   and   any   special   Emergency   Assistant   if   they

encountered   any   special   problems   or   incidents   while   performing   their  emergency  duties.
