Passing the big test

Since 1968, Jeffco Action Center has been serving the immediate needs of our community, each and every day. However, 2009

represented an extraordinary test to our ability to serve the community’s needs.

For the past 12 months, the Action Center witnessed unprecedented numbers of requests for help, across all service areas. We were

well aware that our community was in the throes of a serious economic downtown given the sheer numbers we began to see in

the summer of 2008. It wasn’t until the fall of 2008 that we received confirmation that the country was in an economic downturn

of the likes we have not witnessed in 70 years. It became abundantly clear that our services were needed more than ever by the

residents of Jefferson County.

As the year unfolded, we better understood the devastation to families, couples and individuals across the county. The reality was

simple: no one would be immune. Many people experienced the loss of income via layoffs or a cutback in hours. The county’s

unemployment numbers swelled to a 22-year high, at close to eight percent. Families lost health coverage and had to explore other

options. So many more were on the brink of foreclosure and eviction. The ripple effect impacted our food, utility, rent, shelter and

clothing requests. If nothing else, the past year represented a time when all of us in the community had to reevaluate our personal

and professional priorities.

At the Action Center, we evaluated ours as well. We realized that we needed to work harder and smarter to better serve the

community. As a result, we created and strengthened our partnerships with other agencies to offer safety-net services. Together, we

can help keep struggling households from becoming homeless. This process served to deepen our commitment to our partners, to

our mission and to our community.

We could not have risen to this challenge without our partners, our donors and our volunteers. This economic crisis has been a

rallying point for a community to examine how it sees itself and the least among it. While there is much work ahead, we are proud,

grateful and encouraged with what we have learned in 2009. The lessons of this year

will serve us well in the times ahead.

We thank you for your interest and support in this mission to provide an immediate

response to basic human needs and promote pathway to self sufficiency to residents of

Jefferson County.

Rising to the Challenge

The fiscal year of 2008-09 has been an unprecedented period in the history of Jeffco Action Center. Beginning in July of

2008, long before economic leaders would officially use the word “recession”, the Action Center started seeing a sharp rise

in the demand for services. Month after month, the double-digit growth resulted in the

Action Center consisteningly facing a staggering need.

Over the summer alone, Jeffco Action Center added more than 4,000 first-time clients.

Also, the organization witnessed a double-digit increase in their prevention progams that

include the School Supply distribution, Thanksgiving food distribution and the Santa

Shop program.

However, thanks to the Action Center’s generous donors, talented staff and committed

volunteers the agency has risen to the challenge.

“Back when we were founded in 1968, serving 170 families a month was a huge task,”

said Mag Strittmatter, Executive Director. “This year we averaged 150 households a day,

and we don’t see the demand shrinking anytime soon.”

The mission of Jeffco Action Center is to provide an immediate response to basic human

needs and promote pathways to self-sufficiency. Wherever clients are on the continuum of

need, whether they have experienced a temporary setback or have never been able to “make

it” on their own, the Action Center can help. Once they are assessed by a caring, professional

counselor, their immediate needs are addressed so that their household can at least be safe

and fed. Then, with the help of our partner agencies, the Action Center’s staff helps connect

clients to other services that can help build their self-sufficiency in the long term.

To help low-income and homeless households break the cycle of poverty, Jeffco Action Center focuses on three main program areas:

intervention, prevention and connection.

Angelina GabaldonSuccess is defined “as the favorable or prosperous termination of attempts or endeavors.” It is to try and try again. For Jeffco Action Center, success is seen in their clients’ strength and determination to improve their lives. Clients like Angelina Gabaldon. Angelina’s life began as an uphill battle. During her adolescent years she had already been through foster care, emancipated herself from her parents and became a mother herself. Faced with the pressures of being a middle-school student and single parent,

she dropped out in order to work full-time. “I was a baby having a baby,” Angelina said. “I have been forced to make hard decisions without feelings of regret.”Thanks to the help of Jeffco Action Center, Angelina brought stability to her life and even graduated from Red Rocks Community college. 5

Intervention

In•ter•ven•tion — The act of coming between, by way of modification, especially to prevent harm or improve functioning.

Intervention programs serve households in crisis by providing the basic

necessities. Each day at the Action Center clients access programs like the

food bank, clothing bank, free bus tokens, personal care items and the

22-bed homeless shelter as means to stop their household from falling

deeper into poverty. By providing these immediate services, the Action

Center can help stabilize families and individuals so that they can then uncover their path toward self-sufficiency.

PreventionPre•ven•tion — The act of meeting or satisfying in advance.

Prevention services help a household head off a crisis before it occurs. These could be the same services that serve as intervention like

food, clothing and transportation. Prevention programs also include utility assistance, rental assistance, household items, tenant/

landlord counseling, and homelessness prevention. Many

families also utilize the Action Center’s seasonal programs as

preventative measures to help cover extra costs at specific times

of the year like the School Supply Distribution, Thanksgiving

Baskets and the Santa Shop.

ConnectionCon•nec•tion — The act of connecting, relationship in fact.

After immediate needs are met, Jeffco Action Center connects

clients to resources that will help them improve their situation

in the long term. These programs seek to improve a client’s

status related to their education, healthcare and employability.

Key partnerships include Red Rocks Community College, Jefferson County Human Services, Metro Community Provider Network

and Exempla Lutheran Medical Center.

Programs and Events on the Rise

Jeffco Action Center Celebrates 40th BirthdayIn October 2008, Jeffco Action Center celebrated 40 years of service to Jefferson County. With supporters representing four decades

in attendance, the 40th Birthday Celebration was held in conjunction

with the Annual Meeting at the Arvada Center. Guests included County

Commissioners, State Senators and Action Center Founders.

The program featured a keynote address from Peg Stokes, one of the

founding members who recalled the Action Center was just an idea

somebody had at a church meeting. Through a retrospective slideshow, the

guests saw how that single idea had grown over 40 years to serve thousands

and thousands of Jefferson County residents in their time of need.

Jeffco Action Center “Non-Profit of the Year”Jeffco Action Center was chosen as the West Chamber’s Non-Profit of the Year, in January, 2009. There was a special luncheon

event at the Arvada Center for the Arts & Humanities. The Action Center was recognized for its service to the community, helping

thousands of Jefferson County families every year.

County Contract Creates new Positions in Homelessness PreventionIn December 2008, the Action Center began a two-year partnership with

Jefferson County Human Services to provide homelessness prevention

programming. Besides granting direct financial assistance with rent,

mortgage, and utilities, the County funds provide County funds provide

for additional staffing at the Action Center for counseling, life skills

workshops, short-term case management and community referrals. By the

end of June, the program had distributed $252,500 to 169 households.

The goal of the Homelessness Prevention Program is to help families stay in their homes, not just one more month, but permanently.

With hard work on the part of clients and staff, the program can help families realize significant, positive life changes that put them

on the path to self-sufficiency.

Cathy Hatfield RetiresAfter six years of service, Cathy Hatfield has retired as Jeffco Action Center’s Directorof Operations.Cathy came to the organization in 2003, filling the newly created position. She directed multiple areas of the Action Center and was responsible for a wide variety of functions.

“Cathy’s contributions to the Action Center have been immeasurable,” said Executive Director Mag Strittmatter. “She firmly established many of the processes and procedures that we badly needed to become a fiscally sound, efficient organization that we are today.”Thank you Cathy! Where Action Matters Breakfast Raises $400,000

On May 13th, more than 540 friends and supporters pledged $400,000 in new gifts to the Action Center at the sixth annual Where

Action Matters fundraising breakfast. The one-hour event showcases the Action Center’s many programs and accomplishments over

the past year and has become an important way to educate the community about the work of the Action Center.

Thanks to all the volunteers who made this event such a success. Special thanks to the Community Awareness Team led by Shirley

Bradsby. Their diligent work throughout the year in introducing new community members to the Action Center is key to the

success of the fundraising program.

Seasonal Prevention Programs Give Help, Provide Hope and Build Dignity In the fall and winter of 2008, the Action Center rose to the challenge of meeting a significant increase in demand for seasonal

prevention programs: school supplies, Thanksgiving food and Santa

Shop. As the worsening economy put many more households in Jefferson

County in financial distress, many new clients asked for the Action

Center’s help with these extra expenses. The school supply distribution

served 3,300 Jefferson County students, a record increase of almost 22

percent over 2007. The Thanksgiving food distribution gave food to

1,637 households and the Santa Shop served 3,091 children. Thanks to

the generous donations of so many caring supporters, the Action Center

was able to once again provide these meaningful programs.

Jeffco Action Center Featured on Bill Moyer’s JournalJeffco Action Center was featured on the respected PBS television program Bill Moyer’s Journal on Friday, August 22nd. The

segment was set against the backdrop of the 2008 Democratic National Convention, held in Denver. In interviews with Action

Center clients and Executive Director Mag Strittmatter, the piece focused on how issues of poverty were affecting average suburban

families more and more as the economy worsened.

Client Services: Meeting the Challenge Everday

All told in 2008-09 Jeffco Action Center served more than 25,000 unduplicated households, who accessed nearly 106,000

separate services. The chart below details how many individuals were served in 2008-09 as compared to the previous year.

As the Action Center met the challenge of serving more than

141 clients everyday, the staff had both immediate resources

and long-term programs to offer. Some aide like food, clothing,

and homelessness prevention programs was offered right at

the Action Center. Other help like food stamps, continuing

education or medical assistance was provided by partner

agencies to which we refer clients regularly. The goal of all these

services is to act at intervention, prevention or connection to

lead struggling households on toward self-sufficiency.

In 2008-09, Jeffco Action Center:

• Helped more than 25,000 Jefferson County residents

• Distributed more than 52,000 5-day supplies of food

• Gave away more than 110,000 articles of clothing

• Provided more than 6,500 nights of shelter

• Distributed more than $315,000 in utility assistance

• Helped more than 3,000 children through our Santa Shop

• Distributed Thanksgiving food to more than 1,625 families

“Volunteer of the Decades” AwardIn appreciation for her 40 years of service to Jeffco Action Center, Shirley Bradsby was awarded the “Volunteer of the Decades” award at the 40th Birthday celebration in October 2008. Shirley has been volunteering with the Action Center since its inception. Through the years she has served in just about every capacity from answering phones to leading

Volunteers Rise to the Challenge

At the Action Center everyday, our volunteers prove the adage that “many hands make

light work.” The efforts of more than 80 volunteers a day contributed more than 59,000

volunteer hours. Throughout the year, more than 2,400 volunteers provided the equivalent of

30 additional full-time staff members.

The total dollar amount of hours donated this year equates to $1.2 million dollars, according to

the Independent Sector that states volunteer time is equal to $20.25/hour.

What Volunteering MeansEqual to the value volunteers bring the Action Center in man-power, is the affirmation they bring about the importance of its

mission. What gift is more precious than one’s time? The fact that so many caring community

members choose to spend their volunteer time at Jeffco Action Center reflects the strong

community support for the agency.

Additional volunteers are always needed to help organize food drives, assist in the office, and

pitch in for special events. Let us know if you have special skills you would like to volunteer

to use at Jeffco Action Center.
