A Walk in the Park

Dear RVCA:

Could the Rio Vista Civic Associationencourage the City to add somebenches and make other minorimprovements to the Frances AbreuPark? This is a heavily used park,especially around 4:30-7:00pm eachnight when neighbors gather. There iscurrently one broken bench and anoth-er bench that is permanently installednext to a fixed garbage can, used foranimal waste, which is unpleasant tosit beside. If the garbage could be relo-cated and more benches installed itwould be greatly appreciated. Also awater fountain with a dish at the bot-tom for pets would be very popular.

Dear Editor:

I’m a happy Rio Vista resident and anenthusiastic pet owner. However, thereare a few behaviors in my fellow petowners that I find challenging. I knowmost pet owners are excellent pet par-ents and pick up after their pets. Forthe few that “forget,” please rememberthat one bad apple does spoil thewhole bunch. Maybe there is a waywe can install bags for those of youwho “forget,” but please do your bestto curb your dog. It is sanitary, and theright thing to do. Likewise, dogs mustbe on a leash, so honor the law. And,if you leave your dog outside, makesure it doesn’t bark all day. Thatmeans the dog is unhappy. But, I knowmost of you are a good pet parentsand this is old news!

The houses and landscaping in RioVista are truly exceptional. I especiallylove how beautifully the landscaping isilluminated at night. However, I havenoticed that, because our propertiesare close together, external and land-scape lighting can shine into bedroomsat night. Have others noticed whereexternal lights shine? I believe courtesydictates that we should be thoughtful ofour neighbors. If your lights are illumi-nating more than your palm trees,

maybe you should re-direct where theyshine. I am sure your neighbors willthank you.

Fort Lauderdale on fast track to put Vision Plan into action

Acompelling community-wide Vision is in place to guide the future of Fort Laud-erdale. Unanimously adopted by the City Commission, Fast Forward Fort Laud-erdale 2035 embodies the collective goals, ideas and aspirations to transform

our City and redefine our legacy. It is the promise and commitment we are makingtoday to benefit the generations of tomorrow.

At the forefront of our Vision is the City’s recently adopted budget for fiscal year 2014.While the Vision is a roadmap that will guide our City for years to come, the budget isthe vehicle that will put this aggressive plan into action.

Our approach to budget planning is ongoing, transparent and inclusive. The City Com-mission works cooperatively with the Budget Advisory Board and City staff throughoutthe year to develop a budget that maximizes resources, minimizes expenses, preservesservice levels, and enhances quality of life.

The City’s fiscal year 2014 budget lays the foundation for a fiscally sound and sustain-able future. It is a structurally balanced budget that does not rely on the use of anyreserve funds to close gaps or eliminate deficits. The adopted all funds operating budg-et is over $700,000 less than the fiscal year 2013 budget excluding balances, reservesand transfers. In addition, since 2008, we have cut more than $83 million in expens-es, streamlined our operations, and done our part to shrink the size of government byeliminating hundreds of positions and reducing our workforce from 2,682 full-timeequivalent positions (FTE) to 2,457.

This budget keeps the City’s low property tax of 4.1193 unchanged, which marks theseventh consecutive fiscal year that our property tax rate has not increased. In fact, youwould have to go back 27 years – to 1986 -- to find a time when Fort Lauderdale hada lower property tax rate than 4.1193. Our tax rate continues to rank as the secondlowest among the 25 largest cities in Florida and the seventh lowest among BrowardCounty’s 31 municipalities.

As a result of our conservative fiscal management, lean process improvements, andoperational efficiencies, we are projecting a $54 million reserve fund balance, whichis above our adopted policy and exceeds the national standard for municipal govern-ments. Our strong reserve fund, along with our low debt load, enhances the City’s bondratings, saving residents and businesses millions of dollars in interest costs and strength-ening our long-term financial stability.

Our budget is a strategic game plan that allocates financial and employee resources inalignment with the priorities identified in Fast Forward Fort Lauderdale 2035, our com-munity Vision Plan; Press Play Fort Lauderdale 2018, our five-year Strategic Plan; the

As the urban hub of a tri-county area with a population inexcess of 5.5 million, every day the City of Fort Lauderdaleserves a huge influx of commuting workers, tourists and busi-ness travelers. In addition to more than 168,000 residents,the City provides police, fire-rescue,water, sanitation and other munici-pal services to a daytime populationthat more than doubles in size toover 360,000.

When it comes to the cost of provid-ing these services, Fort Lauderdaleranks as one of the most affordablecities in Broward County. A recentSun-Sentinel survey examined thecost of property taxes, water, sewer,sanitation, and fire services for a$200,000 home using 10,000 gal-lons of water a month. Fort Laud-erdale ranked in the lower thirdamong all Broward County cities,despite being the largest city with thegreatest demands.

The City’s 2014 budget provides forinvestments in public safety, mobility, infrastructure, high per-formance management, quality development, and also rec-ognizes that partnerships are important to excellent servicedelivery. Fort Lauderdale residents, businesses and visitorswill benefit from resources that are dedicated to expanding

landscape maintenance, enhancing entranceways and sig-nage, updating Police laptop computers, installing citywidepublic safety security cameras, updating City Ordinances toreflect changes in master plans, developing a DowntownWalkability Plan, expanding street resurfacing, addressingsidewalk repairs and maintenance, developing a masterplan for bridges and a capital maintenance plan.

We will continue to develop andexpand our partnerships with busi-nesses, and wherever possible, findways to tap into diverse skill sets tohelp government operate smarter,faster and cheaper.

Our City departments have committedto outstanding service levels withexpenditures strategically linked tomeasurable goals, objectives, andoutcomes that reflect the core servicesand priorities of the City Commissionand our neighbors.

Through bold ideas, advances in tech-nology, and innovative partnerships,we are reshaping Fort Lauderdale forthe next generation. We have weath-ered the economic downturn and are

now well-positioned to capitalize on our economic momen-tum. Our game plan is solid; our approach is sound; and ourcommitment to building community has never been stronger.

Commissioner’s Update

The holidays are nearly upon us! Some events are listed below; please refer to theCity’s web site, www.GoRiverwalk.com and www.riverwalkae.com/enewsletter formore events information.

City Budget – Last month, the Commission adopted the structurally balanced FY 2014Budget without relying on reserve funds to eliminate deficits or close gaps. This is the sev-enth consecutive fiscal year that our property tax rate has not increased and we are amongthe most affordable cities in Broward County.

Flood Insurance – Many structures in the City are located in a “Special Flood HazardArea,” and owners must carry flood insurance to get financing for federally secured mort-gages, loans or federal grants used to buy, build or renovate these structures. The City vol-untarily participates in the National Flood Insurance Program’s (NFIP’s) Community RatingSystem by going beyond the minimum NFIP standards: The City implements and promotespublic information and floodplain management activities regarding flood hazards, floodinsurance, and ways to reduce flood damage. This participation helps residents and busi-ness owners buy federally backed flood insurance at a 20% discount. Green Government – On September 21st, the City was named the Most OutstandingGreen Government by the South Florida Chapter of the U.S. Green Building Council. FortLauderdale’s award-winning initiatives include:

1) creation of the Sustainability Advisory Board;

2) adoption of a Citywide Sustainability Action Plan;

3) the Smart Watts Program;

4) the Green Your Routine volunteer initiative; and

5) the Go Solar campaign. In addition, our 2035 Vision Plan lists sustainable developmentamong the priorities moving forward.

Household Hazardous Waste – As of October 1, the County is no longer providinghousehold hazardous waste collection and disposal services to City residents. We havechosen not to participate in the County’s new interlocal agreement due to cost. Instead, weare looking at more cost-effective options, such as future drop-off events. Updates on thesewill be provided through our web page and other City communication tools.

Pioneers – We were pleased to nominate sisters Marian and Jean Ready, two of ourlongtime Croissant Park neighbors, to be among those recognized at the 2013 BrowardCounty Pioneer Day event, set for October 19th.

It’s the End of the Year but Just the Beginning

The oppressive heat is now gone and the crisp fall air is in full swing. Speaking of change, have you noticed our weather patterns changing? Last winter was wet and the summer had two to three days of rain weekly instead of two hour thunderstorms. But there’s more than just a seasonal change in the air this year. With two months left to go, 2013 has flown by as Downtown Fort Lauderdale has seen some truly momentous events take shape this year. The Wave Streetcar special assessment became law after several years of outreach, 4,000 new residential units were proposed, and the community weighed in on community gardening, urban design and many other issues. But this is just the beginning.

Right now the downtown population is estimated at 10,000. Think even further down the line when downtown reaches build-out. The Downtown Master Plan forecasts that the population will be between 72,477 and 94,537 people, more than the current total population of Downtown Miami! Another change in the air is the change in home prices.

DDA research has shown that home prices have risen 12%, a welcome increase from the plummets experienced during the recession. Almost all of the new units from the last boom cycle have new ownership and downtown is ready to welcome new ones.

Our community is actually creating infrastructure to handle our growth before it becomes a major problem. Projects like the Wave Streetcar, All Aboard Florida, and Tri-Rail Coastal Link will catapult downtown to the next level of urbanity. The Wave team recently traveled to Atlanta, Georgia to observe the construction of their 2.7 mile streetcar system. Even as the tracks are being laid into the ground, project managers have noticed a rise in pedestrian and retail activity where the construction is happening. It was an exciting glimpse into the near future here in Downtown Fort Lauderdale. As the year will soon draw to a close, it’s nice to take a moment and realize just how far we’ve come.

Fall has arrived, and we can’t wait for the temperature to come down a bit. And asthe temperature cools down, we realize that Thanksgiving is right around the cor-ner and the Holiday season is almost upon us. We have some great events in the

neighborhood around this time of year. The Rio Vista Holiday Party will be held on Sat-urday, December 7, in Virginia Young Park. The social committee has many fun thingsplanned, so mark your calendars now. Information about ticket sales and times are list-ed here in the magazine.

In keeping with the holiday theme, the Rio Vista Holiday Light Display is back by popu-lar demand. Join your fellow neighbors in either decorating your home or voting foryour favorite display. If you’re interested in registering your Outdoor Holiday Lights Dis-play, simply email me at [email protected] with a subject of ‘Holiday Lights Display.’

The Winterfest Boat Parade will travel past Abreu Park on Saturday, December 14.Join your neighbors and bring a picnic blanket. Lawn chairs will have a designated sec-tion and standing room will be available behind that. It should be a fun evening for all.

Finally, don’t forget to join us for the RVCA General meeting on November 18,7:00 p.m. for pizza and social, and 7:30 for the meeting. Lori Parrish,Count Property Appraiser, will be our guest speaker.

The Protect Rio Vista program uses your subscription funds to hire off-duty Fort Laud-erdale police officers to patrol our neighborhood. The officers are in uniform whenon duty and have full authority to take official action should a crime take place

while on patrol. The officers patrol in a marked car leased by the Civic Associationand will be dispatched by FLPD for any 911 call received from the neighborhood. Typi-cally, if there is an officer on duty, he can respond to a call in Rio Vista within oneminute! Members will receive a cell phone number by which they may contact thepatrol officers directly while they are on duty. Members also have the opportunity torequest a vacation check of their home while they are out of town.

If you are not yet a member, please consider joining Protect Rio Vista today. The moremembers we have, the more patrol hours we are able to schedule and the more policepresence we will have to ensure we have a safe neighborhood for our families.

1450 Door to door solicitor contacted in the 1500 block ofPonce. Door hangings for a charity clothes donation. HEHAD A CITY PERMIT, first time I’ve seen that in Rio Vista.

1503 Out of town checks completed and apparentlysecure. 11 St Bridge had multiple construction equipmentparked on the entire E/B span reducing bridge to 1 lane cre-ating a dangerous condition. Contact made and equip-ment/vehicles moved.

1700 Chased two fisherwomen from Cordova & 11 St.They told me “other polices” told them they could fish therebecause it was City property. I told them they were mistak-en (likely non-RVSP cops) that the property belongs to the res-idences across the street. THEN, I found out they had no fish-ing licenses. I told them I give warnings to everyone and Isent them on their way. They could not name the cops wholet them fish there & they said they are here all the time. Inall the years I’ve worked this detail I have never seen them.(This is a gem)

1550 I began patrols and checks of vacation homes

1745 All of the vacation homes checked secure

1800 I observed a W/M, Kenneth Maurice Beggs, aknown wanted person walking south on SE 9 Ave at 11 Ct.The subject entered the cemetery and I lost sight of him butcontinued to follow up on his whereabouts.

1900 Assisted by two patrol units I was able to arrest Ken-neth Maurice Beggs, W/M 08/18/49. Beggs was the tar-get of a felony economic crimes investigation that I had sub-mitted to the State Attorney’s Office for the issuance of war-rants within the last weeks. I knew Beggs was living in the1300 block of Cordova Road and has been observed walk-ing through Rio Vista on several occasions recently. Whenchecking the residence I learned he was now in a hotel roomon S. Federal Hwy, very close by. After checking the area,Beggs was located and arrested in the area of

Federal/Davie Blvd. without incident. Beggs was chargedwith (5) felony charges including (2) counts of grand theftover $20,000.00, (2) counts impersonating a real estateagent and felony probation violation. He was currently outof jail on bond from Manatee County on unrelated felonycharges as well. #13-115540

2000 Returned from FLPD completed paperwork.

2115 Responded to residence in reference to the residentseeking law enforcement advice on a criminal matter. I didconsult with resident at length, he was grateful for the input.

0920 Began patrols and checks of vacation homes

1015 Dispatched in reference to a audible residentialalarm. Upon arrival the alarm was still activated but soonsilenced. The exterior checked secure. The alarm wascoded out as an apparent malfunction. #13-116170.

This alarm activated several more times during my shift, thecall out arrived and we checked the interior of the home,which was found secure. The alarm was shut off by the prop-erty owner as it appears to have electrical problem.

1145 I observed a large amount of mail lying on a frontporch and driveway that fell from an overstuffed mailbox,newspapers in the driveway and a UPS delivery box lying at

the front door of residence during a vacation home check.All items were carried to the back door of the residence andthe homeowner was notified. Soon a neighbor arrived indi-cating homeowner contacted him and took possession of theproperty for safekeeping.

1220 All vacation homes were found to be secure.

1450 Fisherman on private property at Cordova &11th Stsent on way. He was licensed.

New homeowners, on behalf of the Rio Vista Civic Association, I would like towelcome you to our beautiful Rio Vista neighborhood. The Rio Vista Civic Asso-ciation is a volunteer organization, comprised of 12 elected representatives

from Rio Vista. The RVCA was created to preserve the value and desirability of RioVista. It also strives to enrich the quality of life in Rio Vista through community projectsand representation of our residents to other organizations.

This year we are work-ing on streamlining the ticket process by offering advance ticket sales and ticket pay-ment via PayPal. As always, we welcome anyone who would like to volunteer.

65Celebrating its 65th year in business, Lauderdale Mari-

na, located on the Intracoastal Waterway just northof Port Everglades, is the oldest single-owner marina

business in South Florida. This world-famous waterfront land-mark is home to several related businesses including its ownBoston Whaler dealership, the award-winning 15th StreetFisheries restaurant and Drum Realty.

In 1948, the site of the marina was an abandoned highlysecret research station for submarine torpedoes of WorldWar II. It was so far “out of town” that the police pistol fir-ing range was on the same dirt road, SE 15th Street, at whatis now Cordova Road. Lauderdale Harbors and many of theother undeveloped islands were simply tree covered andsometimes swampy leftovers from the aftermath of the great1926 Florida real estate crash.

Bob Cox, the marina’s late founder, making a permanentmove from New York to Fort Lauderdale, arrived in Port Ever-glades in 1946 on a deep draft motor sailer. He was aston-ished to find that there was no place where the water wasdeep enough to dock his 9’ draft boat, the only commercialdockage being a small obsolete marina on the causewaywhich is now the Las Olas bridge connection to the beach.Huss Marina was on its last legs, had a shallow depth ofwater, red-tagged condemned wiring, and a single metalshower stall installed, it is said, by one of the boat ownersfor the price of a bottle of good whiskey.

The semi-abandoned Navy torpedo research station was theonly spot with enough depth to accommodate Cox’s vessel,but could not be used because the government had not relin-quished its prewar lease on the property. Cox, however,seeking not only a dock but recognizing that the miles ofempty Fort Lauderdale waterways would someday be linedwith homes and boats, all of which would have to pass thetorpedo station on their way to the ocean or up and downthe Intracoastal Waterway, negotiated with the owners ofthe land and in 1948 opened Lauderdale Marina as amarine fueling station.

From the marina site there was no evidence of the existenceof the City of Fort Lauderdale, no buildings on the horizon,no building at all in what is now Harbor Beach, and ofcourse no 17th Street Causeway Bridge. Cruising boatsoften stopped to ask “how far is Fort Lauderdale,” and foundit hard to believe that they could fill their water tanks with citywater via a small pipe about a half mile long installed by theU.S. Navy.

Current yachtsmen find it hard to believe that the manyislands and peninsulas that make up the city were not builtfor boats. The canals were dredged to provide enough fill tomake the swampy east side of Fort Lauderdale into saleablereal estate. Early aerial photographs show low bridges builtacross the ends of the canals to provide for automobile cir-culation from one island to the next. Lauderdale Marina hasgrown with the city. Now one of the major fuel docks on theIntracoastal Waterway, the marina provides dockage, boatsales, parts and repair services, and in its 59th year tookover the operation of its well known restaurant, the 15thStreet Fisheries, which had been operating for more than 20years by one of their tenants.

Cox, an engineer by training, fascinated by the new boatbuilding material called fiberglass, opened the first salesagency for such boats in the State of Florida in 1949. Todaythey hold a coveted “Brunswick 5-Star Dealer” certificationfor one of the country’s most famous brands of boats, BostonWhaler.

The fuel dock at Lauderdale Marina continues to thrive todayand provides much needed services to the South Floridaboating community. Lauderdale Marina is indeed a land-mark along the Intracoastal Waterway, just minutes from theinlet to the Atlantic Ocean at Port Everglades. RV

Rio Vista’s Ely Brand Wins Masters Singles Rowing ChampionshipRio Vista resident, Ely Brand, is not only an avid competi-tive rower, he is the Masters Singles Champion at TheHead of The Indian Creek Regatta, a Miami Beach threemile race from South Beach to North Beach.

Ely began rowing seven years ago when his daughterrefused to use the rowing machine he bought for her. Theformer Pine Crest Varsity Captain was too tired afterschool and practice to work out at home, so Ely beganputting the machine to use. Ely says that rowing is a fullbody workout, keeps you slim, helps balance, and ener-gizes the mind and body. The shell he rows in is 11” wideand 28 feet long and about 1/16th of an inch thick. Herecommends rowing to anyone looking for a new sport.Congrats, Ely!

Saint Jerome Annual Fall Festival

The Saint Jerome annual Fall Festival is their largestfundraiser. This year's theme is vintage cartoons. Thegrounds are transformed into a magical playground for allages. There are a variety of ethnic food and drinks thatare prepared by the St. Jerome families. Dreams Really Do Come TrueOn Friday, October 18, New River Fine Art on Las OlasBoulevard is hosting an opening reception for their SeasonPremier Exhibition. While that's not necessarily news, I’mvery proud to say that my son, Marcus Bickler, will be pre-miering his work in the gallery at that exhibition.

The exciting part is that ever since Marcus was a veryyoung child he dreamed of exhibiting his artwork in thisparticular gallery! He would walk past the gallery with hisgrandmother and would dream of his work on the gallery'swalls. Twenty-eight years have passed; Marcus attendedcollege at Maryland Institute College of Art, returned toFlorida and recently settled in Rio Vista with his wife andbaby. He has been working diligently in his studio behindhis home seeking local gallery representation. Although hiswork had been represented in Miami, Dallas, Atlanta, LosAngeles and London for years and has received interna-tional acclaim and has been sought after by celebrities,collectors and art appreciators, this hometown boy alwaysdreamed of local representation.

About six weeks ago, New River Fine Art's Gallery Direc-tor, Wissam ElGhoul visited Marcus' studio to review hiswork. In turn, he encouraged the gallery's owner, LisaBurgess to visit his studio as well. Believing in his talent sheinvited Marcus to show in the gallery's upcoming exhibi-tion and to become one of the gallery's represented artists!Marcus' dream of having his work adorn New River FineArt's walls has come true!

Harbordale HappeningsGreetings Rio Vista!

What a great school year we are having so far! Returningfrom the summer break, we found that Harbordale grew insize and in staff members. We were so proud to againhear of our A+ school rating. The word is out – Harbor-dale is a GREAT place to be!! Did you know Harbordalewas the most requested reassignment school in BrowardCounty? What an honor!

Our Adopt-A-Class pro-gram is off to anothergreat start this year,and we have achieved100% adoption of ourclassrooms and spe-cials. Most of ourclassrooms have beenadopted more thanonce. Many parents have talked to local businesses onour behalf, or sponsored a classroom through their ownbusiness or personal means. We have collected over$11,000 through this program which has such a directimpact the classrooms.

We held a FUN and very successful “Parents Night Out”at Southport Raw Bar. Thanks to the Buddy Sherman Fami-ly for their generosity of donating appetizers and drinks forthis Harbordale event on their beautiful back patio. Wewere able to raise $3800 for Harbordale! Thank youSouthport Raw Bar!

Our annual Pumpkin Pizzazz is always a wonderful event.We loved seeing so many of our neighborhood familiesthere. Other upcoming events include Penny Challenge inNovember to raise money for new playground pieces, theBMX Bike Show as the Fall Supersale Reward, Book Nightat Barnes and Noble, Science “High Tech” Day, andChristmas on Las Olas with our 4th and 5th Graders per-forming “Christmas Around the World.” Then, the chil-dren’s favorite: The Holiday Shop!

Rio Vista Fit Chix"Gym? Check. Studio Classes? Check. Enough of the 4walls for now! Five gals with a love of our beautiful RioVista neighborhood decided on a 90-day Fitness Chal-lenge in the great outdoors. That, plus a desire for thesefive busy moms to be fit and trim by the holidays.

Along came Lisa Pecora, a local fitness trainer who agreedto meet with these gals at 6am on Tuesdays and Thursdaysfor a mixed class of cardio, weights, Pilates & yoga- all ina one-hour class. It was the only time they could squeezein between busy careers, mom duty, and volunteering theirtime for school & charitable events. The gals now dependon each other for showing up and support. They love theidea of working out with friends, changing locations andmixing up the workout each week.

So if you see these women sweating it out in the earlymorning hours, shout out a word of encouragement!
