CHAPTER I: INTRODUCTION

The Nashua Transit System currently operates eight fixed routes in the City of Nashua from Monday to Saturday, servicing over 550 signed stops. With a required American with Disabilities Act (ADA) service buffer of ¾ mile, these routes serve over 98% of all Nashua addresses (see Map 1 below). As the region grows in population, particularly in the communities surrounding Nashua, and current economic conditions have begun to change people’s travel patterns and choices, access to transit has become a more important issue. In 2002, NTS began service to Milford through the Job Access and Reverse Commute (JARC) program with funding from the Federal Transit Administration, and the New Hampshire Department of Health and Human Services, with local matching funds from the Towns of Amherst and Milford. This service ended when municipal matching funds were eliminated. Since then, no fixed route service outside the City of Nashua has been available. Past efforts at determining where transit service needs are concentrated have focused on basic demographic data across broad geographical areas. NRPC’s 2003 Regional Transit Plan developed a Transit Need Composite Index Score for each 2000 U.S. Census Block Group in the region (at the time, the Town of Mason was not a part of the NRPC region). Each block group was assigned a total score based on a combination of rankings in several key demographic indicators, including vehicles per household, poverty level, disability status, and elderly and youth populations. Map 2 shows the results of that study, with darker colors representing the areas with the greatest potential need for transit service.

Now, with more local parcel data and better modeling and data-gathering capabilities, this analysis can be done at a much smaller scale. This report details the methodology and findings of a ridership prediction model. Demographics, employment and land use characteristics have been shown to have a significant effect on bus transit ridership. Most statistical analysis that account for these factors do so using aggregate Census data and Euclidean distance measurements. NRPC has developed a statistical model that predicts transit ridership using discrete demographic, employment and land use information at the household or parcel level using pedestrian network based distances. Using this model, daily ridership is predicted for a number of key locations in the City of Nashua and surrounding communities and travel corridors. The model can then be used for scenario planning, altering inputs and deriving new ridership numbers for the future.

CHAPTER II: METHODOLOGY

The ridership model is based on actual daily ridership numbers, collected on a stop-by-stop basis by NTS in 2008 (see Appendix). Demographics of the area around existing stops are then used to model all predicted future areas. This demographic data is based at the parcel level and includes the following: -From GIS and Assessing Data

Next, a network analysis was done to derive bus stop service areas, or “walksheds”, that represented the parcels within walking distance of each existing stop on the NTS route network. These walksheds are based on a GIS layer representing the walkable street network, including non-limited access streets as well as paths and cut-throughs currently used primarily for walking.

Weighted census values were then assigned to each walkshed, based on the data from the census blocks each walkshed was contained in. Weighting the values was especially important in walksheds which crossed census boundaries, as illustrated in Figure 2: In this example, a straight average of the median income from each census block would be $41,206. However, since more residential units fall in the block with the lower income, the weighted average of all households in the walkshed becomes $35,951. With each walkshed now assigned the various demographic data, NPRC then created a regression model to attempt to relate these characteristics to the daily ridership at each stop. This weekday ridership number was used as the dependent variable while the independent variables were all the land use and demographic information for each service area. The model was based on an “ordinary least squares” statistical method for estimating unknowns in a linear progression model – the equation is as follows:

After much calibration, the coefficients were determined and the final equation that most accurately represented the NTS route system was determined to be:

The R2 value for this model, which provides a measure of how well future outcomes are likely to be predicted by the model, is .72 (where a value of 0 indicates no correlation between expected and actual ridership and 1 would indicate complete correlation). Note on Limitations This model’s primary use is to estimate ridership potential based on immediate surrounding land use and typical weekday NTS route frequency. The model is not intended to do actual routing, account for changes in service frequency, bus stop amenities and attractiveness, safety, or other similar factors.

A. OVERALL SUMMARY

NOTE: Current NTS Route 4 was not in place at the time of this analysis and thus and ridership data regarding stops along that route in the City of Nashua are included in this report as “predicted” instead of existing. This section touches on the highlights of estimated ridership data results for the entire analysis area. For the entire list, see Appendix B. The top 4 stops in the analysis area are all existing stops in Nashua. They are:

1. Pheasant Lane Mall – 1269 boardings/alightings per day (bapd) 2. Southgate Plaza (on Daniel Webster Hwy) @ Walgreens – 402 bapd 3. Main Street Marketplace @ Shaw’s – 384 bapd 4. Somerset Plaza (on Amherst St) @ Market Basket – 311 bapd

The highest-ranked stop on the list among potential future locations, and number 5 overall, is at the Wal-Mart in Amherst on Route 101A, with an estimated 281 bapd. The remainder of the Top 10 on the list is as follows:

Interestingly, the top 40 stops are split almost evenly between existing locations and possible future locations. This indicates that there is a clear potential for essential transit service beyond the current Nashua city limits. Maps 3 and 4 on the following pages show the number of boardings and alightings at each stop in the analysis area. Following that, Map 5 shows the data in a different way, with a 3D visualization of the area. Other sections in this chapter go into further detail for each community.

B. NASHUA

As most of Nashua is already served by a stop within walkshed distance, there are no new destinations predicted to have the large ridership numbers of Wal-Mart in Amherst and Hudson or the major apartment complexes of Merrimack. However, four of the new locations still rank in the Top 50 overall throughout the predicted analysis area, and a total of seven new locations claim an estimated ridership of 75 or more. The following pages profile these sites:

Located near existing Route 2 and the Nashua Community College, this stop would serve a mobile home park off the south side of Thornton Rd and parts of other residential neighborhoods on the

north side.

C. MERRIMACK

Merrimack is home to many areas of transit need, according to past studies, with large apartment complexes and retail centers concentrated along the Daniel Webster Highway corridor along the eastern edge of Town and the Route 101A corridor in the southwest corner. Eight predicted stops featured a modeled ridership of 100 or more. The following pages profile these sites: NOTE – The Merrimack Premium Outlet Mall development, currently under construction on Industrial Drive near Exit 10 of the Everett Turnpike, is not represented by the model results, since the demographic and employment data associated with it does not exist yet. Any future update or scenario planning using this model will incorporate the outlets, and a large ridership estimate is to be expected.

According to the results of the prediction model, Hudson has perhaps the best mix of need and accessibility for future service expansion, as evidenced by its numerous stops located close to the Nashua border with a large predicted ridership. A total of 7 new stops have estimated riderships of more than 100 per day. The following pages profile these sites:

1. Lowell Road @ Wal-Mart Est. Ridership : 258

Located just across the Merrimack River,, this is the closest Wal-Mart for much of Nashua and a

common wishlist destination for NTS passengers.
