Advanced Utility Relocation paving at Tower and Wilshire

• Overall construction progress is 12% actual vs 6% planned.

• Advanced Utility Relocation (AUR) contracts for two stations in the City of Los Angeles are complete. The AUR contract at the third station in the City of Beverly Hills recently reached Substantial Completion; three months ahead of schedule and under budget.

• The $1.64 billion Design/Build contract with Skanska Traylor Shea for tunnels, stations, systems and trackwork that was issued Notice to Proceed in January 2015 is on-schedule, with less than $5 million in change orders.

• The first of the 22-weekend closures at the Wilshire/La Brea Station site started on June 10, 2016 for installation of the deck beams and concrete deck panels prior to the Wilshire/La Brea Station excavation which will occur under the temporary street decking. The work is progressing ahead of the original November 2016 completion date.

• Tunnel Boring Machines (TBMs) are being fabricated for delivery by late 2017 to begin tunneling in early 2018. Tunneling will begin from the Wilshire/La Brea site.

• Station Entrance located at NW corner on property purchased in the 1980’s for the original. Wilshire Corridor Subway Project.

• Both NW & SW corners are needed for construction staging on the north and south side of Wilshire Boulevard for both tunnel and station construction.

Installation of concrete deck panels over steel deck beams was planned over a series of 22-weekend street closures. The work started at the west end of the Wilshire/La Brea Station site on June 10, 2016 and is ahead of the scheduled completion date.

Funding and ApprovalsMetro is Seeking New Starts Funding and a TIFIA Loan for the second Section (2.59 miles) of the Westside Purple Line Extension Project. The funding sources for the total Project Budget are:

Approved Final EIS/EIR Alternative

CEQA and NEPA Lawsuits

The City of Beverly Hills and Beverly Hills Unified School District (BHUSD) filed lawsuits against FTA and LACMTA challenging the EIS/EIR for the full nine-mile Project.

Both the State and Federal courts issued final rulings that were favorable to the LACMTA and FTA. The favorable rulings will allow LACMTA to proceed with the process to obtain the TIFIA loan and Full Funding Grant Agreement from the Federal Government.

LACMTA is working with the FTA to prepare revisions to portions of the environmental document regarding seismic studies and methane gas near Beverly Hills High School and Century City.

Long Range Transportation Plan – November 8, 2016 Ballot Measure• The Westside Purple Line Extension – Section 3 Project is listed in

item approved by the MTA Board for the Los Angeles County Transportation Expenditure Plan as the #2 Project in the “Ground Breaking Sequence”.

Operation Shovel Ready • February 25, 2016 – MTA Board authorized staff to begin the

necessary steps to advance the project delivery of the Westside Purple Line Extension – Section 3 (Century City to Westwood/VA Hospital) a part of a larger package of the Shovel Ready Program of Projects which includes the advancement of other Measure R projects.

Continued Advanced Preliminary Engineering• February 25, 2016 – MTA Board authorized the CEO to execute a

Contract Modification to the contract with Parsons Brinckerhoff to provide continued advanced preliminary engineering, design for advanced relocation of utilities, engineering support services during solicitation processes and design support services during construction for Section 3 of the Westside Purple Line Extension Project.
