“Partnering for Innovative Solutions and Practical Actions for Sustainable Development”
Respectfully submits a
3 Suggestions to manage our city dumpsite:• 1. Composting thru sorting of daily garbage collection;• 2. Harvesting compost by manual digging/sifting in landfill dumping area;• 3. Mechanized harvesting of compost.
Practical actions 1 and 2 has already been tested and experimented with our dumpsite scavengers. Both show positive results for alternative income generation and with great potential to answer long term sustainable livelihood. The presence of a multi-million shredder in the area increases the opportunity for social progress and uplift environmental development, a win-win Action, a perfect Solution a brilliant Initiative of the LGU for the dumpsite community . May we therefore, seek approval to allow our RGM Alliance City Dumpsite Scavengers Association access and management to the facilities and equipment in the area. With proper training and supervision, they can become effective partners in the implementation of a tangible Ecological Solid Waste Management. Respectfully sharing track record of innovative actions 1 and 2 in our search for practical solutions for sustainable development at Brgy. Combado Landfill and action 3 for consideration, as follows:
1. Composting thru sorting of daily garbage collection;
- Average of 12 truck loads are dumped daily in the area, an abundant resource that keeps on growing… and growing… and growing…
- Biodegradable are placed in compost
bins.
- Sorted plastic wrappers and other non-biodegradable are sacked, piled at designated area for final delivery to new landfill in Brgy. Bactul.
- Volume of sorted non-biodegradable resulted to 1 truck load minimizing delivery trips to final destination saving fuel and maintenance of garbage truck.
- Only 300 sacks of non-biodegradable and 320 sacks of biodegradable are sorted out from the daily garbage truck delivery of 12 per sampling.
- Therefore the deposit of compost material is more or less 50% of the present total volume of garbage in Combado Landfill.
- Harvesting is an option to augment income.
Simple Steps:
2. Harvesting compost by manual digging then sifting in landfill dumping area;- At Php30.00 per sack for a 50 kg.
raw compost, surely generates income. A family can sift 10 sacks for an entire day operation.
- Additional Php10.00 for loading and unloading monetary incentive in the delivery.
- Another Php10.00 for every sack sold is set aside as capital build-up of members.
- The challenges of waste management presents a clear opportunity to increase social welfare and a win-win solution to our growing garbage problem.
Practical Actions and Innovative Solutions:
- Manual sifter, cheap, effective and economical.
- Refurbished old tires for compost bins, beauty and durability.
- Old refrigerator casings for compost bins, abundant and practical.
- Potting of compost mix at Php1.00 per seedling pot. Another innovative solution to augment income.
- Standing with back facing voting members when writing skills is absent.
- Simple living enjoying simple life.
Sharing of Opportunities
- 50 kg. raw compost bought at Php50.00 by other communities is still profitable.
- A 50 kg. raw compost after vermi-composting will weigh 20 kg vermi-cast.
- At Php5.00 per kg., there is still a profit of Php50.00 for every sack of raw compost investment.
- Networking with other communities encourages distribution of wealth.
Mechanized Harvesting of CompostPractical Action No.3 - 2 of the above 3 equipment are accessible. The 3rd
may look expensive but there are more designs to fit budget.
- A green light for the above concept plan proposal will answer socio-economic development.
- With all the potential benefits it generates, Combado Landfill is a gold mine. An abundant resource that keeps on growing.

Immediate Plans
1. Present presentation to DOLE for initial evaluation and draft business plan when favourable;
2. Make resolution letter with association to request city government for the Association to manage dumpsite;
3. Prepare letter of intent attachment for transmittal then submit to office of the city mayor thru: city councillor for environment.
4. Prepare an Alliance Agreement Contract among parties; RGM Alliance, City Govt, Prov. Govt., District Representative.
5. Draft terms conditions to include:
2. RGM Alliance - Autonomy to manage the dumpsite, human resource as our contribution, sweat equity and w/o compensation.
1. City & Provincial govt. obligations , expectations, targets,etc., for land fill operations: refer solid waste management act. (introduction)
1. Fuel & Lubricants , repairs & maintenance of shredder will be the responsibility of city govt.
Terms & Conditions suggestions for city govt. to include:
2. Provide/detail vehicle at all time for delivery and mobilization to include travels in garbage collection of unattended garbage, etc.
Terms & Conditions suggestions for Provincial Government to include:
1. Provide and station one (1) unit backhoe equipment ready for operation including Fuel & Lubricants, repairs & maintenance upon request of operation.
3. Terms & Conditions for DOLE:
1. Provide funds for procurement of materials, tools & equipment.
a) Fabrication of trommel;
b) Procurement of Tools, Materials & Equipment;
4. Shovels – 1 for every head of family ( suggest to amortized payment and discourage dole out and have reserves for repair & maintenance book of accounts.
2. One (1) unit Heavy duty pushcart for members use in moving materials & products inside the compound, etc.
1. One (1) unit cement mixer - important in shredding paper to pulp and mixing the pulp with compost in worm composting.
3. One (1) unit Heavy duty trisikad for members use in moving materials & products outside the compound, etc.
5. Carpentry tools – one (1) hammer, one (1) wood saw, one (1) hacksaw, three (3) pcs. Chisel set.
6. Old sacks 3,000 pieces – for bagging of raw compost from trommel.
7. 30,000 pcs. Brand new sacks with product printed label as packaging of final organic compost product for marketing.
8. One (1) unit 60 kg. weighing Scale.
9. One (1) unit hand held stitching machine for sealing.
10. One (1) unit wheel borrow.
8. Prepare plan including bill of materials for the fabrication of trommel for DOLE evaluation.
7. Visit CONG. DGM and seek to ask favour requesting use of space at Ichon lot for free of use for the RGM Alliance as contribution to the strategic alliance convergence networking partners. Input capital to buy and guarantee to absorb dumpsite compost product and invest in infrastructure and facilities in worm farm organic fertilizer production venture.
6. Prepare draft of strategic partnership alliance agreement. Visit GOV. RGM and present plan concept proposal and seek approval and support of the Provincial Government as strategic partner for marketing, an outlet to buy and guarantee to absorb all the dumpsite raw compost production as composite material for provincial worm farm culture. Volunteer in the monitoring, request competent personnel that will live and settle in the area.
9. Prepare Business Plan
