Phase 1 ndash Project Plan Objectives and Meetings

Under Phase 1 Consultant will work with Utilityrsquos project team to identify projectobjectives develop performance measures for each and develop primary data andscreening criteria for which alternatives will be evaluated

Task 11 - Project Plan Upon notice to proceed Consultant will prepare adetailed schedule showing the main activities milestones and review periods aswell as their interaction The schedule will be updated on a monthly basis

Throughout the duration of the project the Consultant will prepare monthly reportsexplaining progress made in that period items requiring resolution potentialconflicts and activities to be performed the following month The project plan shallinclude understanding of how to evaluate risk for Dallas Water Utilities as it appliesto the water supply for the current and potential future service area

Deliverables The Project Plan will provide a detailed work plan schedules anddeliverables to complete all necessary tasks This project plan as well as allcorrespondence reports and memoranda from future tasks will be placed on a

consultant managedsecure website for allappropriate parties toview and potentially

Task 12 - Initial Pre-Screening of Alternatives Based upon the outcome of Workshop No 1 Consultant will compile the information and develop the initial pre-screening of alternatives criteria This information will be documented in amemorandum for distribution and review

Task 13 - Project Management Consultant will prepare a project work plan thatoutlines the project scope and establishes procedures and protocol for executingthe project The project work plan will include the scope of work schedule of workorganizational structure communications plan document management proceduresquality management procedures outstanding issues and decision list action itemlist and list of deliverables Consultant will track the budget and meet with theUtilityrsquos project manager as necessary to update the schedule progress of workand potential changes to the scope of work Consultant will provide a detailedproject status report to the Utility with the monthly invoice Consultant will provide

a monthly MWBE Report to the Utility documenting work performed by the MWBEsubconsultants

Task 14 - Project Meetings Project progress meetings will be held during thecourse of the project with the Utilitys staff to discuss aspects of the projectpresently underway project schedule and upcoming issues These meetings arenot intended to be formal presentations The appropriate Consultant team membersshall attend the meetings to discuss pertinent issues A minimum of three progressmeetings in addition to the workshops shall be planned for the project Consultant

will also make formal presentation on completion of each major milestone of theproject to the Dallas Water Utilities team In addition Consultant will hold up to five(5) public meetings with stakeholder groups

Phase II ndash Data Collection and Population and Water Usage Estimates

Task 21 - Data Collection Consultant will collect and review all relevantavailable data required for developing the plan and evaluating the water supplyalternatives to include past long range water supply plans population estimatesStatersquos long range water supply data and other city documents and information

Consultant will have access to DWU GIS (ArcGIS) files and information for use in thisstudy Additionally monthly water metering data for the past 36 months is availablefor approximately 300000 meters in Dallas through SAP Existing materials andreports developed for or by the DWU include but not limited to the following LongRange Water Supply Study for the City of Dallas Forrest and Cotton Inc 1959Report on Long Range Water Supply Study to Meet Anticipated Requirements to the

area to determine if changes are needed and make recommendations accordinglyConsultant will examine development plans and land use assumptions for thecurrent planning area In addition Consultant will identify potential new wholesalecustomer cities both raw water and treated water to include their potential waterdemand and the feasibility of service by Dallas Consultant will also identifypossible opportunities and ways to work with other regional water providers tominimize costs of transporting water to the Dallas area

Task 23 ndash Update Population Estimates Consultant will review existing

pumping data and plant data to assist in update of per capita water use for DWUConsultant will review all State guidelines and regulations related to per capitawater use and develop usage data accordingly Consultant will review 2010 censusresults State of Texas population estimates and NCTCOG population estimates todetermine as accurately as possible future water usage estimates for Dallas and itswholesale customer cities In addition Consultant will meet with individualwholesale customer cities to identify their projected population and water userequirements Using this information Consultant will update population projectionsto the year 2070 to include customer cities for 2015 and then in 10 yearincrements thereafter (years 2020 2030 2040 2050 2060 and 2070)

Task 24 ndash Update Water Usage Estimates Using population estimates andtaking into consideration possible climate change (hotter drier weather scenarios)Consultant will update dependable yield water usage requirements to the year 2070for Dallas and wholesale customer cities Consultant will also identify any shortfallsin Dallasrsquo ability to meet the existing and projected water usage needs of theservice area (Dallas existing and potential customer cities) Consultant willincorporate known information from prior regional studies and recommend scientificapproaches regarding climate changersquos potential impact to North Texasrsquo currentand future water supply and per capita water usage

In addition Consultant will identify current and future customer city waterconservation and reuse plans and measures for each wholesale customer andidentify impact on future water usage If the customer city has more than one watersupplier separate the future use between the two providers in order to determinethe reliance upon DWU supplies

Updates will be for 2015 and then in 10 year increments thereafter for average dayand peak day demands and include per capita water demand short term droughtwater demand and long term drought water demand while incorporating waterconservation strategies and direct and indirect water reuse into water usagerequirements

Task 25 ndash Review Previous Plans and Sedimentation Studies forReservoirs Consultant will review previous reservoirs that have been previously

identified in past DWU long range water supply planning documents as well asother studies in order to determine the feasibility of any previously identifiedreservoirs or water supply In addition Consultant will review and update existingand future reservoir yields and sedimentation factors for current Dallas reservoirsutilizing the most recent volumetric surveys

Phase III ndash Impact of Existing and Upcoming Federal State Regulationsand Permitting Requirements

Task 31 - Identify Impact of Federal and State Regulations Consultant willevaluate current and upcoming FederalState regulations with current or potentialimpact on the water supply and delivery system to include but not limited to theimpact of regulations regarding current or future invasive species such as Zebramussels in order to determine if water can be delivered between reservoirs

Task 32 - Permitting and Regulatory Review Consultant will perform a reviewof current and potential permitting requirements to avoid any fatal flaws in theinitial feasibility evaluation The review will consider such things as the Texas




Commission on Environmental Quality (TCEQ) permit for reservoir water transferenvironmental flow considerations water quality considerations Section 401404permitting and potential Texas Pollutant Discharge Elimination System (TPDES)permitting

Phase IV ndash Identify and Evaluate Water Supply Alternatives

Task 41 - Review and evaluate current and alternate water supplystrategies Consultant will identify and evaluate new andor additional watersupply strategies that should be incorporated into Dallasrsquo long range water supplyplan along with expected dates when new water supply or capital facilities will beneeded to include groundwater alternatives and stormwater retention alternativesConsultant will rank water supply strategies by their 30 and 50 year life costsenvironmental impact and development risk Consultant will also include theimpact to economic growth and development of not being able to provide water toDallasrsquo customer base Environmental risks will include impacts of invasive species

in order to determine if water can be delivered from one reservoir to another

Deliverables Memorandum providing identification and ranking of water supplystrategies

Task 42 - Cost Development Evaluation Matrix and Decision TreeConsultant will develop estimated capital and OampM costs for the variouscomponents of each alternative Consultant will develop a water supply evaluationmatrix that identifies economic environmental social and development risksrelated to proposed water supply strategies Consultant will show how a proposedwater supply will work within the existing Dallasrsquo water supply systemmdashlocationconnections etc In addition Consultant will develop a decision tree which identifies

alternate strategies if a potential strategy proves to be not feasible The estimatedcapital and OampM costs (per MGD of water) along with the associated matrix anddecision tree will be documented in this report

Deliverables Report on Cost Development Evaluation Matrix and Decision Tree This report should include a working schedule that can be adjusted by DWU overtime

Task 43 ndash Regional Cooperation Consultant will identify feasible ways forDallas to work with other regional water supply agencies to provide water supply atthe lowest possible cost with consideration given to possible environmental impactand development risk Consultant will review current plans related to regional

collaboration Consultant will determine the savings and effectiveness for Dallasand for Region C assuming that all agencies adopt uniform conservation measuressuch as time of day watering (between 1000 am and 600 pm between April 1and Oct 31 annually) twice weekly and once weekly watering and similarinitiatives This will involve meetings with DWU staff and potentially other agencystaff

Task 44 - Workshop No 2 - Final Alternatives and Screening CriteriaConsultant will facilitate Workshop No2 The purpose of this workshop is to finalizethe list of alternatives for evaluation During the workshop obvious pairings will begrouped and further criteria will be identified that may be used in the multi-objective scorecard analysis that will be conducted as part of Workshop No 3


Task 45 - Environmental Assessment Following a screening of possiblealternatives preliminary conceptual pipeline corridor evaluations will beundertaken For each screened alternative a conceptual environmental analysis willbe conducted This step is to provide a high-level overview to identify anysignificant environmental conditions that may impact future pipeline alignmentsand pump station sitings The Consultant will also review all appropriateStateFederal regulations related to environmental assessments The results of theenvironmental assessment will be documented in a memorandum

Task 46 - Water Quality Evaluation Consultant will collect water quality andhydrologic data for Dallasrsquo existing and future water supply reservoirs andassociated tributaries where available

Existing water volumes and nutrient loads for each reservoir and surroundingtributaries will be calculated The calculated volumes nutrient loads and watershedcharacteristics will then be utilized to perform mass balance calculations for eachreservoir under differing scenarios The scenarios will be based on the amount of water being input into each system from the various water supply sources

Consultant will perform a water quality evaluation of the mass balances for each of the reservoirs These evaluations will also compare the results of the mass balance

to the original conditions of each reservoir The water quality evaluation informationcan then be utilized by team members to evaluate treatability issues associatedwith the different water treatment plants and future plans

Consultant will develop a Water Quality Technical Memorandum detailing the datacollection mass balance approach and calculations water quality evaluations andconclusions Estimated effects on water quality from the importation of water fromthe various water supply sources will also be described

Deliverables Reservoir Water Quality Technical Memorandum

Task 47 - Water Treatment and Distribution Considerations Consultant will

review the impacts to raw water quality and treatability as it relates to theintegration of raw water supplies This review will present the potential additional ormodified treatment processes that may be required to meet or exceed currentwater quality goals at water treatment plants using the integrated water suppliesChanges to the treatment processes could result in additional capital costs andorOampM costs associated with process changes The review and evaluation of treatment process requirements will be conducted on a paper study level usingexisting information on the current supplies and treatment processes




The various water supply alternatives may have multiple locations where watercould be treated This will result in varying costs for delivering treated water intothe distribution system Consultant will develop capital and OampM costs for pumpingto the distribution system for each alternative A memorandum will be prepareddocumenting both the treatment and distribution considerations

Consultant will identify water treatment plant and distribution system efficienciessuch as Improvements to current processes that reduce the amount of water that islost in plant operations recommended improvements to water quality to reducewater flushing in the system due to lack of chlorine residuals and other waterefficiency factors

Deliverables Technical memoranda concerning treatment and distributionimprovements and efficiencies

Task 48 - Energy Needs Evaluation Under the various screened alternativesConsultant will develop estimated energy usage and demand requirementsrecognizing constant rate pumping and cyclical peaking scenarios From theestimated energy and demand requirements Consultant will develop the electric

load profiles for each scenario and analyze the energy cost and economic impactsof the various load profiles The energy requirements and load profiles developed inthis task will be used in developing OampM costs Consultant will recommend optionsfor reduction in energy use per MGD of water treated or transported throughout thenetwork The energy and demand requirements load profiles and energy costimplications will be documented in a memorandum Consultant will provideconceptual energy alternatives to DWU in its understanding of alternative energyresources availability in the North Texas Area for use in moving and treating water

This includes but is not limited to solar hydroelectric wind geo-thermal and bio-fuels

Task 49 - Evaluate Alternatives Each of the screening-level alternatives will beevaluated within a spreadsheet model or other appropriate methodology Thisscreening-level optimization model will screen through all possible combinations of alternatives to arrive at the most effective solutions As part of this task conceptuallevel pipeline routings energy assessments and proposed project costs will bedeveloped as well as environmental impact and development risk Consultant willalso identify emergency water supply that might be used during drought situationswhich could be quickly implemented Alternatives might include possibilities suchas trading water with other water supply entities reuse alternate water sources

groundwater use and other feasible strategies

As a supplement to the optimization model a matrix will be used to comparealternative integration plans in the context of broader criteria The matrix will allowUtilitys project team to assign various weightspriorities to each criterion and theoutput will illuminate plans that effectively address multiple criteria Additionallythe Consultant will provide a business case template that DWU can use in theevaluation of future water projectsalternatives including possible criteria thatshould be considered and used




Task 410 ndashModel Updates DWU uses Riverware software for simulationoptimization and modeling of its water reservoir system DWU also maintains aStella model of its water supply and transmission system The Consultant willincorporate recommended and alternate water supply scenarios into the databaseutilized by the Riverware software and the Stella model H2OMap is used in modelingthe transmission and distribution system The Consultant may need to incorporaterecommended and alternate water supply scenarios into database utilized byH2OMap software Each model will be updated to include recommended andalternate strategies

Phase V ndash Identify Infrastructure Requirements

Task 51 ndash Infrastructure Requirements From the review and evaluationresults Consultant will review raw water infrastructure and water treatmentcapacity to determine if it is adequate to the year 2070 andor identify dates when

new raw water supply or capital facilities (ie raw water infrastructure treatmentplant capacity etc) will be needed In addition Consultant will provide aConsolidated Capital Improvement Program Outlay and Operation and Maintenancecost estimates in a prioritized listing and implementation schedule format forrecommended water use and raw or treated water infrastructure requirements Of particular interest is the determination if it is more cost effective to build additionalplant(s) and integrate them into the system or to expand existing plant capacities

Deliverables Report identifying water infrastructure upgrades and timing todeliver water from water source to treatment plants andor other lakes or streamsAll diagrams for potential future infrastructure must seamlessly integrate into DWUGIS systems for future planning use

Task 52 - Develop Optimization Model Under this task Consultant will useexisting information to develop the network of storage facilities pump stationstransmission pipelines potential new interconnections and other facilities that willbe represented in a model that moves water through the network on a monthlytimestep in response to hydrologic inputs and user demands The model will includealternatives for routing water through Dallasrsquo transmission system It will alsoinclude other potential interconnections between Dallas and other water providersrsquoreservoir and transmission systems The model will be designed to help identifycombinations of alternatives that effectively address low life-cycle cost low energydemand high reliability etc Any separate models that may be developed are to beincorporated into the existing programs that DWU utilizes as identified in Task 410

The relationships will be constructed on the basis of a schematic diagram of thesystem that Consultant will generate The diagram will blend existing information onsources transmission routes connectivity and capacities with prospectivealternatives for new system features It will be designed to include potentialalternatives for interconnections between the systems

Task 53 - Workshop No 3 - Multiple Objective Comparison of Alternatives The purpose of this workshop is to present and discuss the screened integrationalternatives in the form of preferred raw water transmission integration plansSupporting information will be presented on life cycle cost analysis water treatmentand distribution considerations reservoir water quality analyses environmentalreviews and permitting and regulatory considerations The preferred integrationstrategies will be presented in a side by side comparison with the current separateraw water transmission plans A major component of the workshop will be to apply amulti-criteria matrix to the future strategies


Phase VI - Reports

Task 61 - Report Development Consultant will document the tasks performedevaluation results and recommendations developed as part of the study The reportwill also present a recommended implementation plan for recommendedalternative(s) including future operational studies and preliminary design of facilities A draft report will be submitted to DWU for review and comment The final

report will be prepared incorporating review comments from the draft reportConsultant will make formal presentations of the report to the Utilitys Council andother agencies as requested

Deliverables Prepare and submit fifteen (15) copies of the ldquoDraftrdquo report to DWUfor review and comments As an alternative it would be possible for the Consultantto place the report online with other documents for multiple party comments andintegration of ideas along with five (5) printed reports

Task 62 ndash Coordination with the Region C Water Planning Group Throughout the long range water supply planning process the Region C WaterPlanning Group will be working on the 2016 Region C Water Plan Depending on the

timing of each plan DWUrsquos recommended and alternate water supply strategiesmay need to be incorporated into to the Region C plan such that the varioustechnical memorandums will need to be made available to the Region C WaterPlanning Group

Task 63 ndash Final Report Based on Dallasrsquo comments from the draft reportConsultant will incorporate Dallas Water Utilitiesrsquo comments and submit fifty (50)final report copies to Dallas Water Utilities as directed The final report format asdirected by Dallas Water Utilities shall include but not be limited to the following Abrief clear and precise executive summary Binding or as directed by Dallas WaterUtilities with Plastic Laminated Cover and Electronic version (CD-ROM or USB flashdrive) Report will include all memorandum and supplementary reports in appendix

In addition a set of camera ready originals that may be used for reprint will beprovided to DWU

Please read these requirements carefully Statements of Qualificationswhich do not comply with these requirements will be deemed non-responsive and the firm will not be considered for the project

1 Answer the questions on the Engineering Consultant Screening Questionnaire The questions should be answered in the same order in which they are listed

2 On questions where a response form is provided the response must be on thesupplied form or in a format identical to the supplied form complete of allrequired information If the firm has not performed work for the City of Dallas inthe past three years the form must be included in the SOQ indicating no workwith the City of Dallas The form may be shortened to eliminate excess rows orlengthened to add rows to represent the firmrsquos work accurately If the firm hasno work with Dallas provide information for a minimum of three projects withother clients Additional information may be supplied for other client projects if desired but is not required If this additional information is provided the formshould be duplicated Do not mix City of Dallas work on the same form with work

for other clients

3 Statements of Qualifications must be on 8frac12 by 11 paper using a minimum fontsize of 10 point The cover should indicate the name of the project contractnumber assigned to the project the date and the name of the Prime FirmAdditional information may be provided on the cover if desired

4 Statements of Qualifications are limited to a maximum of 25 pages Allpages with the exception of the front cover the back cover andqualified divider sheets will be counted in the 25 pages In order to beconsidered a qualified divider sheet the page may have a description (ieProject Team Experience etc) or a numeral on the divider tab only Divider

pages which have photos graphics text etc will be counted as pagesResumes andor brochures will be included in the page count Cover letters (if bound into the SOQ) will be included in the page count

5 The City of Dallas Business Inclusion and Development (BID) documentationmust be completed signed and included in a separate tab at the end of theStatement of Qualifications Forms shall not be altered These documents willnot be counted as a part of required 25 pages

2 What is your firmrsquos current workloadbacklog of work for proposed projectmembers or staff in the expertise of developing long range water supply plans

3 Briefly describe your firmrsquos history of meeting schedule deadlines and keepingwithin the established Plan budget What is the accuracy of your firmrsquos estimatecompared to the actual bid price for projects Include your firmrsquospercentage of change orders on long range planning projects duringthe past 3 to 5 years

4 Briefly discuss any current or prior litigation within the past 10 years involvingmunicipal projects specifically identifying any litigation with the City of Dallas

This should include design related issues construction and constructionmanagement related issues In addition any expert opinions expert witnesstestimony reports or other services prepared for any party involved in litigationor a claim against the City of Dallas should be indicated and briefly explained

5 Does your firm or any of the proposed team members have current or pendingcontracts or obligations that could pose a potential conflict of interest Thisincludes involvement of any firm or individual in construction claims issuescustomer cities contract issues water supplywater rights issues etc involvingthe City of Dallas in any manner

6 Provide a listing of all projects that your firm has performed for the City of Dallas including the Tarrant Regional Water District amp City of Dallas IntegratedPipeline Project in the last 3 years on the form provided Fill in allinformation Describe your firmrsquos history of utilizing MWBE firms on yourprojects

7 Does your firm use other specialized computer applications that would enhancethe quality of or specific issues related to this project

8 Briefly describe your firmrsquos specific work experience and specialized projectexperience on projects similar to the one described in the preliminary scope of work Use the form provided clearly indicating your firmrsquos relevantexperience as a prime consultant or as a subconsultant Relevant experiencewhich you would like considered for proposed subconsultant team membersshould be listed on the subconsultant form clearly indicating the firm which




performed the work Specify which specific individuals on your team wereinvolved in each project and their role on the referenced project

9 Indicate all firms proposed as subconsultants or vendors on this project Indicatethe type of work to be performed by each firm and whether each firm is anMWBE or non-MWBE firm For MWBE firms indicate the firmrsquos currentcertification number Also indicate the type(s) of work to be performed by thePrime firm What is the total percentage of work that the Prime firm expects toperform on the project

10Provide an organizational chart showing the structure of the proposed team and

the roles of the proposed project personnel Indicate which firm on the designteam employs each person that is shown Indicate team personnel that are notfrom local offices

11Briefly describe your firmrsquos approach to this project The approach should be aminimum of 3 pages of the Statement of Qualifications You may provide yourfirmrsquos general approach to projects of this nature however the approach shouldspecifically address issues concerns methodology etc that may be important

on this project and indicate your firmrsquos suitability for the project

12Provide a suggested time schedule for this project If a schedule is indicated inthe preliminary Scope of Work identify differences with your suggestedschedule if any and provide a brief explanation of the differences

13Provide brief resumes indicating the relevant planning experience of thefollowing personnel

a Project Managerb Quality control membersc For water facility projects lead person in each discipline For pipeline

projects lead design engineer(s)d Specialized experience as applicable

14If desired provide any additional information that will reflect your firmrsquosqualifications to complete this project successfully This information is optionalin the Statement of Qualifications

15 If a prime or subconsultant on the Tarrant Regional Water District amp City of Dallas Integrated Pipeline (IPL) Project provide a listing of all prime andsubconsultant proposed project personnel that are performing work on the IPLProject Indicate IPL Project workload of all prime and subconsultant proposedproject personnel and estimated long range water supply plan workload and

describe how workload conflicts will be avoided without negatively impactingeither project

1Experience indicated should be relevant to the project for which the SOQ is beingsubmitted

2The Prime Firm is the firm proposed as the prime on the project for which the SOQis being submitted

3Only the experience of current employees of the Prime Firm should be indicatedon the form for the Prime Firm

4The Client information should include the name of the organization its addressand the name and telephone number of a contact person who is familiar withthe project indicated The Prime Firm is responsible for the accuracy of thecontact information Experience may not be considered if the contact personindicated cannot be contacted For work performed as a subconsultant the clientand contact may be either the Owner (City County or other agency

commissioning the work) or the prime firm for which the firm worked as asubconsultant on that project If the prime firm is indicated as the client pleaseindicate the name of the Owner agency in parenthesis Also indicate the yeardesign began and the stage of the project under design design complete underconstruction or construction complete If construction has started indicate theyear construction started or finished

5Under the column labeled Prime or Sub indicate a Prime for each project forwhich your firm was the prime consultant on that project and a Sub for eachproject for which your firm was a subconsultant Use Other Prime for projects forwhich a current employee of the Prime firm gained experience while working for aprevious employer who was the prime consultant on the project referenced Use

Other Sub for projects for which a current employee of the Prime firm gainedexperience while working for a previous employer who was a subconsultant onthe project referenced Use Other Owner for projects for which a currentemployee of the Prime firm gained experience while working for a previousemployer who was the Owner agency on the project referenced

6 In the project description column indicate the project name location (Plan NameCity State etc) and a brief description of the work for which your firmwas responsible If your firm was a subconsultant the overall project can bereferenced for clarity however the description should be for your firmrsquos work not a description of the overall project
