PURPOSE OF THE PROJECT

The present specifications are for the outfitting works of the office space and the implementation

of technical installations required for the operation of the African Development Bank according

to its standards.

All the works must be erecteted and tested in accordnance with the local building regulations as

well as the Eurpean Norms or similar International rules.

The works will be divided into six lots as follows:

- Lot 1 : Building works

- Lot 2 : Electrical installations

- Lot 3: IT infrastructures

- Lot 4 Technical Security Installations

- Lot 5 : HVAC installations, and

- Lot 6 : Furniture

The Bank reserves its right to award all, part or individual lots for bidders.

1. LOT 1 : BUILDING WORKS

1.1 Extent of the building works

This Lot concerns all the architectural and civil engineering outfitting works related to the

building. It includes:

- Partitioning, floor covering, ceilings, paintwork and wall finishes

- Decoration

- Corporate, directional and fire signages

- Plumbing and Network sprinklers, and

- Sundries

1.1.2 NETWORK SPRINKLERS

These are the technical conditions of the Project of the Network Sprinklers from the Offices of

the African Development Bank, on the 18th floor in Tower B Blocks 3 and 4 in Building Gika -

Luanda - Angola.

The supply of this network is secured from the existing network in place a pipe Dn100mm,

which localization is indicated on the drawings.

1.1.2.1 Pipes

Supply piping will be galvanized iron hot, following the layout indicated in the project and their

assembly shall perform the following requirements:

When mounted sight clamps shall permit the free expansion, except when there are fixed

points;

The clamps are isolated from the ducts by gaskets of suitable material, preventing the

transmission of noise to the walls of the building.

The distances between clamps or other supports (which are suggested in project may

have an alternative proposal by the contractor, with the guarantee of not spoiling the

strength of the anchorages, ensuring that the normal position of the tubing is not changed

by the action of its own weight, vibrations, casual shocks, from the variations of

temperature or the firing of the sprinkler head), will be different as their diameters, but they

should never be greater than the following:

a) Horizontal tracks

In case there is coincidence of sprinkler heads with ventilation ducts, these are installed at the

underside of the pipes, fed by hangers derivatives of secondary branch lines.

Crossings in walls, ceilings or floors will be surrounded by metal arms of protection which must

allow the free expansion. At the crossing of different zones, piping should be sealed with mastic

fire - break or flameproof fire resistant sealing system "K6" the Bettor.

All piping is suitably protected from corrosion before fitted with two coats of primer particularly

suited to the nature of the protecting tube. The finish of the pipe will be done by painting with

two coats of oil identifying circuits as prescribed in the Portuguese Rule definitive No. 182/66 or

equivalent. The finishing of the tubes shall be performed only after the completion of the

leakage tests required the use of at least 12 Kg/cm2.

Knees are not accepted on this network.

Will be established the inclination of all secondary extensions in relation to the main one and

from all of them to the beginning.

All the ends of the branches end in T-shaped buffered, except those which are equipped with

purge air.

The main collector connection to the command post and of this to the main column will be

performed by flanges with gasket and screws.

On the ends of main extensions there will be a purge valve "CALLEFI" to allow purge air.

All piping shall be identified in accordance with the Portuguese Standard Definitive No.

182/1966 or equivalent.

1.1.2.2 Pendent sprinklers soaked

Be mounted in rows on tees tapped.

They will be type VIKING "spray", Pendent model, closed type, with a splash of red fuse to 68 º

C temperature firing and opening Ø ½.

1.1.2.3 Water flow switch

The flow rate indicator is intended to transmit an alarm to the central fire detection, whenever

there is a passage of water, whether by actuation of a sprinkler or by opening a valve test.

The flow indicator is connected to the Automatic System of Fire Alarm. It will be installed above

the main tube immediately before any connections of the installation.

1.1.2.4 Purge valve

This valve will be male type-spherical, with nickel plated brass body according to UNI 5705-65

or equivalent and chrome plated brass ball.

These valves should be double hydraulic tested:

mechanical resistance - with the valve in the open position, a pressure corresponding to

the maximum working pressure plus 50%;

Tightness - with the valve in the closed position, the most unfavorable conditions of

service (pressure and temperature of the fluid).

This valve will be installed downstream of the power supply allowing the purge flow for the

entire installation to ensure complete elimination of any extraneous solids through the valve

downstream of the feed.

1.1.2.5 Fire station

The spool type "NOHA" model 31SW or equivalent on steel plate painted RAL 9010

(1105x795x230 mm).

Must be fitted with a hose length of 25 m, 3 nozzle positions (closed, jet and fog) and isolating

valve at the entrance of Ø1 ".

The diameters of supplies are recommended in the Technical Rule No. 3 of the Insurance

Institute of Portugal or equivalent.

1.1.2..6 Generalities

All connections of pipes and equipments will be carried out according to the best rules of art

and tightness, fulfilling the stipulations of the General Regulations of Fire Safety in Buildings

(RG-SCIE).

If there are any omissions in the parts of this project should be met technical standards in force

as well as the decision of Owner and / or supervision of the work.

2. LOT 2: ELECTRICAL INSTALLATIONS

2.1 General Specifications

2.1.1 Object

The present project pertains to the execution of the electrical installations and equipments on

the office of the African Development Bank in Luanda.

All the works necessary for the complete execution and finishing of the electrical installations

are considered a part of the contract:

The installations mentioned above shall be delivered fully equipped, properly tested and ready

for operations.

The cost of the contract will therefore include the execution of all the works included in the

projects written and drawn documents, as well as the execution of all subsidiary works which

are necessary for the complete and perfect execution of the contract, as well as the proper

finish and aesthetics of the installations.

2.1.2 Contractor’s complementary obligations

Each contractor shall keep on-site, from the beginning of the works, a technician with

recognized competency who shall be in charge of the good execution of the works under his

care, until provisional reception of the installation.

All the installations must be erecteted and tested in accordnance with the local building

regulations as well as the Eurpean Norms or similar International One.The materials to be used,

their qualities and types, shall mandatory be submitted for approval from Architecture and

Works Direction, which shall approve on them in accordance with what is set in the Contract

Legal Conditions.

The contractor shall present the drawn plans properly reference mark for the electrical

switchboards to be supplied, with construction not being started before approval of the drawn

plans.

It is up to the contractor to coordinate with the equipment suppliers excluded from their supply

so as to request and satisfy their information requirements for the installation of the whole cable

installation that might interfere with those equipments.

It is up to the contractor to coordinate with the different sub-contractors for passage of cables on

routes common with other specialties, keeping Inspection up to date in terms of the solutions

found.

The contractor should take the initiative to ask for the presence of architecture and Supervision

after the execution of the following works:

- Installation of cable trays

- Installation of Electrical Switchboards

- Assembly of tubes and boxes

2.1.3 Norms and Regulations

All tasks in this contract shall be carried out according to the good practices, in particular, in

conformity with the drawn plans of this project, with Official National and/or European Norms in

force and with impositions from Architecture and Works Inspection.

2.1.4 Materials

All materials to be used shall be top quality and shall obey all conditions set by National and

European Safety Norms including those relating to public establishment and tall buildings. All

these materials must come from member countries of the African Development Bank. Foreign

origin materials to be used must obey the Norms in their countries of origin and have a

manufacturer’s seal.

The contractor must submit to previous approval by Architecture and Works Inspection all

samples of the materials they intend to use. Their respective supply and installation shall only

be permitted upon written authorization by Architecture and The Owner.

The indicated sizes and calibers are meant as minimum values, and as such may not be

reduced.

2.1.5 Post-Warranty Maintenance

Each contractor must present with their proposal a minute of the assistance and maintenance

contract to be in force after the Definitive Reception.

The contract minute must include, among other information, the following:

- routine plan with the main interventions

- intervals

- response time in case of malfunction report

- indication of whether parts are included or not (eventually alternate values for both cases)

- yearly fee (during the period of warranty and also for the year after the warranty period)

- revision formula

The contractor shall also propose an annual maintenance after the warranty period .

2.1.6 Proposals

Besides what is mentioned in the contract documents, proposals are to have the following

documents:

a) Detailed budget indicating separate unit prices for supply and mounting of all materials.

b) Specification that permits a judgment on the type and design qualities of the proposed

materials, always matched with technical catalogues for the materials and all the

equipments, with mention of their brands and fundamental technical characteristics, both for

those prescribed in the present Conditions of contract and for those the contractor decides

to propose.

c) Detailed experience of each contractor with at least two projects of a similar nature to the

works required under this tender, over the last five years.

The proposal shall bear:

- due date for delivery of the installation ready for operation;

- proposal validity time period;

- works schedule

- financial schedule

2.1.7 Exclusions

The contractors shall add, mandatory, to the proposal, an exclusion list where they will describe

the works and/or supplies they exclude or do not meet fully.

If the proposal does not include that list, it is assumed that the contractor shall meet the entire

Conditions of contract and all of the Works.

2.1.8 Presented Measurements

In the measurements presented with the project it is considered that:

a) The cables shall be measured between the entrances to the devices, boxes or insulators

that limit the section being measured, and are considered properly threaded, mounted with

clamps or in cable trays, whichever is more relevant.

b) All the cables should be no flame propagator according to the Norms IEC or equivalent

related public establishment and tall buildings.

c) The derivation boxes shall be whole and properly set, including inputs, terminal blocks,

connections and cover.

d) The wiring includes its respective box, front plate, entries and connections.

e) The switchboards shall be fully supplied and assembled with all the equipments and

protection devices connected and installed with all their expected finishing’s.

f) The lighting luminaries shall be counted by the whole unit, including all the accessories,

light bulbs and conductors.

g) Any other accessories and devices shall be measured in quantities, considered properly

applied and in normal operation conditions.

The measurements presented in the project are informative for what competitors are

responsible for the measurements presented in their proposals. There will be no

complaints after the contract awarded for errors or omissions made in measurements of

the project..

2.2 ELECTRICAL INSTALLATIONS SPECIFICATIONS

2.2.1 Extent of the works

This chapter includes the supply and installation of all the equipments and works connected

with the following installations concerning the building:

- Power supply and distribution

- Electric SiwtchBoards Q.G.1, Q.P.1, Q.G.1 (UPS) and Q.P.1 (UPS)

- Normal Lighting installation

- Emergency Lighting installation

- Socket outlets

- Equipment supply

- Cable management

- Intercomunication System

- Emergency power supply system (UPS)

2.2.2 Power Supply and Distribution

It is part of the contract to check the infrastructure for threading the tube made - 4

Kgf/cm2 buried from the common column to the Electrical Board QG1 (Block 3) and Electrical

Board QG1 (Block 4). Both Electrical boards will have a power of 35KVA.

2.2.3 Earthing Protection

It is Part of this contract the supply of earthing electrode determined in accordance with the

conditions imposed by RTIEBT, whose value of earth resistance should be less than 1 Ohm.

The electrodes may be in the copper plate or rod so as necessary to obtain the desired value,

and the earth conductor general type VV-R1G35 mm2 threaded into the VD tube 32.

The removable connectors are copper bars according to the detail presented in the project.

From the removable connectors will come from the following ground connections:

- Earth for Q.G.1. (T.P.) - VV-R1G35 mm2 (R / Y)

- Earth for cable trace cables and ceilings - VV-R1G10 mm2 (R / Y)

- Earth to RG-PC (T.P.) - VV-U1G2 5 mm2 (R / R)

2.2.4 Switchboards

The Switchboards will be executed to be installed inside, will be in metal sheet with anit-

corrosion treatment.

The switch boards indicated above will have translucent door equipped with key.

The degree of protection (IP) minimum of electrical switchboards will be IP 41.

The switchboards will be Prisma form Merlin Gerin, or equivalent.

The material provided in switchboards will have the following minimum quality:

- Power switch - Compact NS, NA multistage rotary control Front or equivalent

- Circuit breakers - Multi 9 Merlin Gerin or equivalent

- Circuit Breakers and Switches differential - Multi 9 I and Multi 9 Merlin Gerin ID or equivalent

- Voltage indicators - Multi 9 V or equivalent

- Flags - Multi 9 V or equivalent

- Programmable time switch - type h/7d IHP 24 (2 channels) from Merlin Gerin or equivalent

The Electric Boards should contain properly connected all the equipment specified in the

drawings and 20% reserve space.

The breaking capacity of the whole equipment must be greater than or equal to 6 KA.

2.2.5 Feeder cables

The power distribution feeder cables from the QG1 and Q.P.1 shall have electrical and

insulation characteristics, mostly installed in cable trays or threaded in PVC conduits surface

mounted with clamps indicated in project drawings

2.2.6 Lighting Installation

According to what is represented in the respective drawn documents, it is a part of the contract

to supply and install the following luminaries:

All lighting equipment will be provided with properly electrified lamps and accessories for a

voltage of 230 V, 50 Hz

All ballasts will be electronic..

The Lighting equipment will be the following type (minimum quality):

L1 - Recessed Luminary type to install on ceilling with compact fluorescente light, type adaard - p9 de 585x585mm from climar or equivalent. L2 - Recessed Luminary type to install on ceilling with compact fluorescente light, type adaard - p9 de 285x285mm from climar ou equivalent. L3 - Recessed Luminary type to install on ceilling, aluminium sheet body type 240 from climar or equivalent. L4.1 - Fluorescent luminary to install in the celling (Fluorescent light bulb T5 35W) from climar or equivalent. L4.2 - Fluorescent luminary to install in the celling (Fluorescent light bulb T5 28W) from climar or equivalent. L5 - Downlight suspended application with 4 directional focus, matte anodized aluminum finish. L6 - Suspended luminaires direct light aluminum body with anodized matte 58x1495mm, type spy suspend ld Climar or equivalent.

Emergency lighting devices

- E - Autonomous supply units for installation on luminaries equipped with linear and compact

fluorescent lamps with integral HF electronic switched gears, equipped with charger/rectifier

for the Ni-Cd battery with a minimum 1 h autonomy, typo CQ-1HF da Pretrónica or

equivalent.

- S1-2x8W – Emergency lighting prepared for remote signaling, for recessed mounting in

false ceiling, model STAR 22 refº EL20KIT, from Pretrónica or equivalent equipped with two

8W T16 type fluorescent lamps, maintained type, with photoluminescent sign.

- S2-2x8W - Emergency lighting prepared for remote signaling, for surface mounting on wall

CRONUS from Pretrónica or equivalent , equipped with two 8W T16 type fluorescent lamps,

maintained type, with photoluminescent sign.

Cables to provide and maintain for the lighting installation will be the type XG-U or equivalent

threaded pipe in the type RV in embedded or surface mount.

IMPORTANT NOTE: Prior to acquisition of the luminaries and lighting control devices samples

are to be submitted to Inspection for previous approval of the models described or their

equivalents as well as the definition of the body and ring colours.

2.2.7 Socket Outlet Installation

It is a part of the present contract to supply and install all the general use socket outlets and

respective circuits according to the drawn documents.

All the single-phase socket outlets shall be Schucko-type or equivalent for the nominal current

of 10/16 A - 250 V (2P+E). All the three-phased socket outlets shall be CEE-type for the

nominal current, 16/32/63 A - 400 V (3P+N+E).

2.2.8 Emergency power supply system

The emergency power supply system shall consist of 30 KVA UPS with double conversion

online design, for installation in 19” rack, included in the system.

- Basic Proposal

The basic proposal is to transfer the existing 30 KVA UPS (MGE Galaxy 3500- 30 KVA) of the

Bank’s current office.

- Optional proposal

The optional proposal is to propose a new 30 KVA UPS which shall have a communication

interface via RS-232 between itself and a managing computer, including user software and the

possibility to use a remote control and auxiliary contacts for remote transmission of alarms.

The 30 KVA UPS unit supplies the following equipments in the building:

- security and safety equipments;

- computer equipments;

- security and safety central stations;

- light of the server room

- general UPS sockets for workstations

Power Supply description

The new optional 30 KVA UPS shall consist of the following functional units:

- Rectifier /battery charger;

- Inverter;

- Stationary switch;

- Batteries.

Rectifier / battery charger

The rectifier/ battery charger shall be designed and created according to the following:

- Switch under load at the input with auxiliary signal contact;

- Battery switch with auxiliary signal contact;

- A six-phase rectification bridge;

- A filter in the battery circuit to limit the ripple current to the batteries to 0,05 C10;

- Control and regulation circuit which, besides normal functions, must:

Manage the progressive startup with a minimum time of 10 seconds;

Control the battery circuit (stopped battery);

Control the battery efficiency, automatically causing a weekly partial discharge or upon

user request. Verification shall be done both through a voltage control system, and a

battery discharge curve control algorithm;

Compensate the voltage of the terminal load in terms of the ambient temperature

(correction factor – 0,11% per ºC);

Stop operation of the rectifier in case of high output voltage and, therefore, dangerous

for the battery (maximum admissible value 2,4 V/el).

Inverter

The inverter shall be designed and created in accordance with what is described below:

- commutation circuit with transistors (modulation via pulse width modulation, PWM) with the

task of converting the D/C voltage from the rectifier or the battery into A/C voltage;

- H class three-phase transformer;

- modulation filter;

- neutral circuit with enough cross-section to withstand a current at least 1,7 times the phase

current;

- control and regulation circuit which, besides the normal functions, shall:

- stop operation of the inverter in case of low battery voltage in terms of the discharge time,

as successively explained in the chapter: “Battery”;

- automatically adjust the output power in terms of the ambient temperature.

Stationary switch

The stationary switch shall be designed and created in accordance with the following:

- two stationary switches, each consisting of a pair of tiristors installed in each of the phases

in the inverter output and the reserve supply line;

- loaded switch at the reserve entrance and by-pass (standard) with auxiliary signal contact;

- loaded switch at the exit with auxiliary signal contact;

- command and control logic managed by microprocessor which must:

- automatically transfer the load to the reserve network, with out supply interruption, in case

there are conditions of overload, over-temperature, D/C voltage outside the tolerance

thresholds and inverter anomalies;

- automatically transfer the load to the reserve network with a 20 ms delay if the reserve and

the inverter are not synchronized, in case there are conditions of overload, over-

temperature, D/C voltage outside tolerance thresholds and inverter anomalies;

- automatically re-transfer the load from the reserve line to the inverter line, without supply

interruption, when normal load conditions are restored.

Batteries

The battery type shall be stationary sealed valve regulated lead accumulators, which shall have

a protection shroud made of self-extinguishing material.

The battery shall be housed in a dedicated cabinet similar to that of the UPS unit and shall be

protected by fuses installed in each pole and through an adequate cutting element.

With the purpose of keeping the batteries from the damages caused by deep discharges

(discharges with low load), the inverter blocking voltage must vary automatically in terms of the

discharge time, as indicated below:

With the purpose of safeguarding the use period of the batteries, the voltage shall be adjusted

according to the ambient temperature.

The accumulator set shall have an estimated life of 10 years and shall ensure the supply of the

UPS nominal power in case of total cutoff of the main supply and emergency networks, with at

least 60 minutes of autonomy.

Operation Characteristics

Normal operation condition

Supply of the devices connected to the UPS shall always by do the inverter, which shall be

supplied by the main network through the rectifier/battery charger.

Besides that, the rectifier shall supply the necessary energy to maintain the accumulator set

charge level at the maximum level.

The inverter shall be constantly synchronized with the reserve network so as to permit transfer

of the load from the inverter to the reserve network in case of overload or inverter stoppage,

without interruption of the charge supply.

Inverter stoppage or overload

In case of inverter stoppage (intentional or due to a protection installed inside the UPS), the

device shall be automatically supplied by the reserve network, without uninterrupted supply

solution.

Likewise, in case of a temporary overload after the UPS, the device shall be automatically

transferred and without an uninterrupted supply solution, to the reserve network, to be returned

to the inverter once the phenomenon disappears.

This characteristic shall permit the installation of devices with startup current exceeding the

supply capacity of the inverter, as long as the reserve network value remains within the

admissible limits.

In case of overload with a malfunctioning network, the UPS shall not transfer the load,

continuing to supply it through the inverter for duration of time depending on the overload entity

and the UPS characteristics.

Adequate indications shall keep the user informed on the abnormal operation status.

Emergency condition (network failure)

In the absence of the main network or if it falls outside the admitted tolerance thresholds, device

supply shall be ensured by the accumulator set through the inverter.

During this phase, the accumulator set shall be under discharge conditions.

The user shall be warned of the operation state through visual and acoustic signals.

A diagnosis algorithm shall calculate the available remaining autonomy.

Return of the main supply network

When the main network is restored to the established limits, the UPS automatically goes back to

normal operation.

Even if the accumulator set is totally discharged, the rectifier /battery loader automatically starts

up and immediately begins to charge the accumulator set, so as to restore the maximum load in

as little time as possible.

By-pass switch

The UPS must have a manual by-pass switches system, which must transfer, without

interruption, the load to the reserve network, thus permitting the UPS to be disconnected and

insulated for the possible maintenance operations.

2.2.9 Cables Trays, peripheral trunking and floor boxes

Cables Trays

The cable trays shall be of the perforated trough type in the horizontal sections and of the stair

type in the vertical sections. For the horizontal sections cable supports in welded steel wire

could also installed.

The cable trays shall be properly earthed by all the distribution boards and shall be matched on

their entire route cable connected to each section by double metal connectors.

Separated cable trays for power and communications shall be provided.

The trunking shall be plastic material, white, with separation partitions for 2 compartments and

shall be supplied with all the accessories adequate for a perfect installation (T’s, curves, end

covers, etc.).

The floor trunking shall be at least the minimum size indicated in the project drawn documents.

Quality type: DLP from Legrand , BR from Tehalit or equivalent.

Floor Boxes

It is a part of the contract to supply and install the floor boxes, as indicated in the Project drawn

documents.

The floor boxes to be installed in the Mall and Administration Area shall be Universal type from

VAN GEEL, OBO BETTERMANN, ACKERMANN or equivalent, with the following

characteristics:

- injected aluminum frame

- adjustable height system

- galvanized steel plate bottom adequate for floor flush installation

- cover equipped with finishing frame, adequate to receive treatment equal to the surrounding

pavement

All the equipment to be installed in the floor boxes shall be series Mosaic 45 from Legrand

(general purpose socket outlets, SEC outlets and microphone outlets) or equivalent.

2.2.10 Services Execution

Markings

Before any task, the contractor will mark the routes and the location of the several materials to

be applied, taking into account that:

a) Crosswise routes should be avoided, as well as lack of pipe, conductor and cable

parallelism.

b) Pipe and conductor curve radiuses shall be adequate to the respective diameters, being not

inferior to 6 times their diameter.

c) The routes shall be such that moisture and water entrance into the pipes shall be avoided

and especially its buildup inside the pipes.

d) The equipments and boxes of the same nature shall be mounted at the same height; their

location shall be such that they will never interfere with false ceiling finishes or door jambs.

e) It shall be taken into consideration the state of the construction finishings when making the

markings, leaving room for the necessary compensations so the heights and distances to

be respected are correct in terms of the finished tasks.

Boxes

The boxes shall be installed symmetrically in relation to the construction elements.

Inside the same room, the contractor shall place the boxes at the same height.

Whenever possible, the boxes should be grouped together.

The boxes should have identification of the circuit type they belong to (lighting, outlets, etc.).

Lighting and Switches

The location of the switches depend on the direction of opening the doors to the competing

contractor perform the installation in accordance with such direction.

The switches should be installed at the height of the door handles when not otherwise indicated.

The sockets in the walls should be installed at 0.20 m from the ground, when not otherwise

indicated.

In case there at the same location, but a handling device, should be on the same mirror.

The lighting, when no otherwise specified, should be centered with regard to construction

elements.

Other devices

The required devices in particular shall have the characteristics and be installed according to

the drawn documents and Inspection indications.

Diverses

This item includes all that is shown in the preceding chapters, and that may or may not be

considered an accessory. It is required for the full implementation of planned facilities to

function normally.

3. LOT 3:: IT Infrastructures

3.1 General Specifications

The present project pertains to the execution of the IT installations and equipments on the Field

office of the African Development Bank in Luanda.

All the works necessary for the complete execution and finishing of the IT installations are

considered a part of the contract:

The installations mentioned above shall be delivered fully equipped, properly tested and ready

for operations.

The cost of the contract will therefore include the execution of all the works included in the

projects written and drawn documents, as well as the execution of all subsidiary works which

are necessary for the complete and perfect execution of the contract, as well as the proper

finish and aesthetics of the installations.

3.1.1 Contractor’s complementary obligations

Each contractor shall keep on-site, from the beginning of the works, a technician with

recognized competency who shall be in charge of the good execution of the works under his

care, until provisional reception of the installation.

All the installations must be erecteted and tested in accordnance with the local building

regulations as well as the Eurpean Norms or similar International One.The materials to be used,

their qualities and types, shall mandatory be submitted for approval from Architecture and

Works Direction, which shall approve on them in accordance with what is set in the Contract

Legal Conditions.

The contractor shall present the drawn plans properly reference mark for the electrical

switchboards to be supplied, with construction not being started before approval of the drawn

plans.

It is up to the contractor to coordinate with the equipment suppliers excluded from their supply

so as to request and satisfy their information requirements for the installation of the whole cable

installation that might interfere with those equipments.

It is up to the contractor to coordinate with the different sub-contractors for passage of cables on

routes common with other specialties, keeping Inspection up to date in terms of the solutions

found.

The contractor should take the initiative to ask for the presence of architecture and Supervision

after the execution of the following works:

- Installation of cable trays

- Installation of Electrical Switchboards

- Assembly of tubes and boxes

3.1.2 Norms and Regulations

All tasks in this contract shall be carried out according to the good practices, in particular, in

conformity with the drawn plans of this project, with Official National and/or European Norms in

force and with impositions from Architecture and Works Inspection.

3.1.3 Materials

All materials to be used shall be top quality and shall obey all conditions set by National and

European Safety Norms including those relating to public establishment and tall buildings. All

these materials must come from member countries of the African Development Bank. Foreign

origin materials to be used must obey the Norms in their countries of origin and have a

manufacturer’s seal.

The contractor must submit to previous approval by Architecture and Works Inspection all

samples of the materials they intend to use. Their respective supply and installation shall only

be permitted upon written authorization by Architecture and The Owner.

The indicated sizes and calibers are meant as minimum values, and as such may not be

reduced.

3.1.4 Post-Warranty Maintenance

Each contractor must present with their proposal a minute of the assistance and maintenance

contract to be in force after the Definitive Reception.

The contract minute must include, among other information, the following:

- routine plan with the main interventions

- intervals

- response time in case of malfunction report

- indication of whether parts are included or not (eventually alternate values for both cases)

The contractor shall also propose an annual Maintenance after the warranty period including

hardware and software.

3.1.5 Proposals

Besides what is mentioned in the contract documents, proposals are to have the following

documents:

a) Detailed budget indicating separate unit prices for supply and mounting of all materials.

b) Specifications that permits a judgment on the type and design qualities of the proposed

materials, always matched with technical catalogues for the materials and all the

equipments, with mention of their brands and fundamental technical characteristics,

both for those prescribed in the present Conditions of contract and for those the

contractor decides to propose.

c) Detailed experience of each contractor with at least two projects of a similar nature to

the works required under this tender, over the last five years.

The proposal shall bear:

- due date for delivery of the installation ready for operation;

- proposal validity time period;

- works schedule

- financial schedule

3.1.6 Exclusions

The contractors shall add, mandatory, to the proposal, an exclusion list where they will describe

the works and/or supplies they exclude or do not meet fully.

If the proposal does not include that list, it is assumed that the contractor shall meet the entire

Conditions of contract and all of the Works.

3.1.6 Presented Measurements

In the measurements presented with the project it is considered that:

h) The cables shall be measured between the entrances to the devices, boxes or insulators

that limit the section being measured, and are considered properly threaded, mounted with

clamps or in cable trays, whichever is more relevant.

i) All the cables should be no flame propagatoraccording to the Norms IEC or equivalent

related public establishment and tall buildings

j) The derivation boxes shall be whole and properly set, including inputs, terminal blocks,

connections and cover.

k) The wiring includes its respective box, front plate, entries and connections.

l) The switchboards shall be fully supplied and assembled with all the equipments and

protection devices connected and installed with all their expected finishing’s.

m) Any other accessories and devices shall be measured in quantities, considered properly

applied and in normal operation conditions.

The measurements presented in the project are informative for what competitors are

responsible for the measurements presented in their proposals. There will be no

complaints after the contract awarded for errors or omissions made in measurements of

the project..

3.2 IT TECHNICAL SPECIFICATIONS

It is a part of the present contract to supply and install the telecommunications infrastructure,

according to the project drawn documents.

The telecommunications infrastructure shall consist of:

Conduits and respective boxes;

Copper pairs cable (voice and data) networks – structured cabling;

Coaxial cable (audio/video signal) networks;

Earthing networks;

Electrical infrastructure;

It active devices

It should be noted that the contractor will also be in charge of the transfer the existing IT

equipment from the current Office (Rua Rei Katyavala) to the new office (Rua. Commandate

Gika).

3.2.1 Communications

This chapter refers the installation of integrated voice and data system, according to the project

RG-PC will be established 4 Category 6a cables, 20 pairs to the rack.

The cables will be approved by ICP / ANACOM certificate to present timely.

The cable mentioned above will be connected in the manner shown in the drawings and the

accompanying drawings.

Patch Cords

The Patch Cords will be UTP Cat 6a type (flexible terminated with RJ 45 plugs, licenses for

category 6.

Their lengths will be in accordance with their use, namely:

- 1 m to 2 m on the frame for patching

- 3 m for connection of workstations (counter)

- 5 m for connecting the workstation (desk)

The patch cords inside the rack will be grey color for data, yellow for voice and blue for specific

circuits.

Conectors RJ 45 socket

Be used unshielded connectors and sockets eight contacts (RJ45), Cat 6a (250 MHz) in all

parts of the installation of copper.

The connectors and plugs are the type self-desnudante (with contact type KRONE / 110 or

equivalent), and tool-less cable pairs torçados AWG 22-24.

The material surrounding the RJ 45 is polycarbonate / ABS or similar cover with contact

protection, allowing space for identification.

The connectors (plugs) will have plastic tab system which would allow a stable connection to

the socket.

Frames shall be for one (1) or two (2) RJ-45, depending on the number of links to predict.

The frames should be similar installed in the power outlets.

Cable entrace

For entrance underground copper cables is considered one tube of 63 mm to the Inbox Cable

type C2 (metal bottom good quality wood or metal structures for support of the connectors "and

DDE DDS") where should be located the main distribuition panel (RG-PC).

RG-PC consists rules interconnection rules with RJ45 jacks. Each modular unit allows

connection of 10 pairs.

For the entrance underground cables it is considered another tube 63 mm in diameter to the the

C1 box where is placed the splitter of coaxial cable (RG-DC) or optical fiber splitter (FO-RG ), if

needed.

It was also considered another tube of 63 mm diameter for reserve.

The connection between the cable entry box (type Cx boxe )and the rack will be done through a

cable tray in PVC with 2 compartments, fixed in the ceiling.

It should be noted that all these pipes must not contain bends with an angle less than 120 ° and

to be placed below ground level to a minimum depth of 0.6 m.

The boxes of the type Cx, where will the general splitters must be installed in a cabinet in the

technical area, as indicated on the drawings.

The cable network is constituted by a set of pairs of copper cables interconnected by

connectors and sockets an. Since the Agency consist of a single unit in a specific location is

only considered the individual network cables, copper pairs. The network must have a class

conection A.

It was not considered the individual network of coaxial cables and / or fiber optic cable, leaving

only the case for the transition between the network and the individual network operator.

Earthing protections

Defined as Earth Bus General of ITED (BGT) one surface conductive material, usually copper,

located in RG-PC, where they connect all ground loops protecting that infrastructure.

The BGT ited the bus must be connected to the general earth of the building, which in turn is

connected to the ground electrode. It is, therefore, the existence of a single ground electrode in

the building, designed and installed by the electrical installations.

A section of the ground conductors to use the terminals own devices will bypass the minimum

section of 1,5 mm2 insulated green / red.

The connection of BGT - ITED and the bus bar of general earth building is a removable isolator

usually copper. The connector that connects to the bus isolator general building grounds can

not be under section 25 mm2.

Quality and type of materials to be used

All the materials to be used shall be top quality, and shall be approved by local authority prior to

installation.

The following materials shall be used:

- PVC, Polyethylene, XPE type conduits and respective accessories;

- Perforated galvanized plate cable trays;

- Flush- mounting boxes;

- Polypropylene box (105x105x55) and cover, IP 55 – IK 07;

- Stainless steel cabinets, IP 55 – IK 10;

- UTP cable type cat.6a

- Coaxial cable type

- Connection and derivation devices (SDDS,TDD and CDD) by KRONE or equivalent

- Voltage surge protectors appropriate by KRONE or equivalent

- 8 contacts outlets shielded, of a type approved by the local authorities.

Marking and Identification

All cables, sockets, panels and distribution boxes shall be identified according to codes from the

client, as follows:

- All cables shall be identified, at least at the ends by clamps with serrated flag indelibly.

- Jacks and RJ45 patch panels will be identified through printing self-adhesive labels,

corresponding to the same numbering in seizing and RJ45 distribution panel rack. The

identification will then always being at each point of use double (RJ45) is an odd number

and an even number (odd pair of left and right).

- Socket for the metering of electricity and water will be numbered with the odd number being

followed for counting water and even number for counting electricity.

- The central fire detection (CDI) and theft central (CA) will be connected to the

telecommunication rack with two UTP cables (one cable for each core), as indicated on the

drawings.

- Each of these cables will be connected to the frame with three pairs (blue, orange and

green) to three different outlets. These outlets will always be the last of the last ruler of the

structured network, including the last will always be the Central Alarm.

3.2.2 System Configuration

The entire system will be configured according to the information to be provided by the Client.

System Certification

After installation is complete, shall be proceed to the respective certification.

The tests for certification system should prove "permanent link", according to IEC 61935, with a

measurement instrument cables Level II or III, set in the position of "permanent link" category 6

or class D, referring to the performance parameters of the "permanent links" established in the

3.2.3 Installations/Conductors

Pipes

The pipes in to be implement will be embedded hidden type and shall consist of thermoplastic

material VD type.

The diameters of the tubes can not be lower than that indicated on the drawings of the project.

IMPORTANT - Minimum diameter permitted VD 16.

The connection between the tubes will be made by appropriate plastic fittings duly glued with

glue cellulosic type.

Conductors

Will use the following drivers:

- H05VV-F – for perimetral trunking.

- Type XG-U / R in cable trays and soaked.

- UTP Cat6a, installing telephone and intercom system.

- Type LiYCY, installation of access control.

- RG 59 type - the installation of CCTV.

Boxes

Derivation and passage boxes for surface mounting

These boxes shall be rigid PVC and must not be of less quality than series 320 from J. Santos

or series VARIOBOX from OBO BETTERMANN or equivalent.

They shall have the following minimum sizes:

- 80x80x45 mm - for PVC 16 and PVC 20 pipes up to 7 entries.

- 110x110x59 mm – for PVC 25 pipes up to 7 entries.

- 168x143x70 mm – for pipes up to PVC 32.

In the connections of the boxes to the PVC pipes there shall be used rigid PVC knock-out

entries with nuts, from OBO BETTERMANN or equivalent.

In the cable connections to the boxes there shall be used glands, with the adequate sizes for

the cable diameters.

The covers shall be secured via chromed or cadmium-covered brass screws.

Derivation and passage boxes flush mounting

These boxes should have the following dimensions:

- 80 x 80 x 42 mm - VD pipe 16 and VD 20 up to a maximum of 5 entries.

- 103 x 103 x 45 mm - VD pipe 25 to a maximum of 5 entries.

- 160 x 102 x 55 mm - tubes for VD 32.

Should be suitable for mounting made of rigid PVC and should not be inferior to the number of

315 J. Santos.

Boxes

For switch equipment soaked,will be use boxes, rigid PVC good quality, not less than the 71951

Telecommunications Boxes

The sizes and types for the telephone network are mentioned in the project drawn plans.

All the metal boxes shall be zincor plate, at least 1,5 mm thick, which shall have two coats of

anti-corrosion primary and one coat of stove enamel paint.

The bottom of the boxes shall be covered in insulating material, including wood, if properly

treated.

The boxes shall obey the local authorities’ regulations.

Block Boxes

The boxes block type C1 and C2 are plastic, fitted with door or removable cover, and equipped

with modular units with the capacity indicated in the written and drawn.

Perimental trunking

The Perimetral trunking is to be installed in technical areas and desks and countertops will be in

white PEAD with class M1 fire (non-flammable), with a degree of mechanical protection IP-XX7,

insulators, with two compartments and a cap with the dimensions 50 x 100 mm, according to

EN 50085-1:1997, from Unex or equivalent.

For the connection between the cable entry box and rack will be used a trunking with two

compartments and a lid with the dimensions 50x80 mm.

Should be provided for convenient accessories such as connectors, bends, separators, etc.. So

resulting in a plant according to the rules of good technique.

Equipment between the pipes

The equipment between the pipes will be:

- Embedded mounting, GALEA serie metallized from Legrand with keys and frame in

aluminium color

- For surface mount, from Plexo 55 s serie form Legrand

- For perimetral trunking in PVC from Mosaic 45 from Legrand

- For perimetral trunking in aluminium, GALEA metallized with keys and frame in aluminium

color

3.2.4 Services Execution

Markings

Before any task, the contractor will mark the routes and the location of the several materials to

be applied, taking into account that:

f) Crosswise routes should be avoided, as well as lack of pipe, conductor and cable

parallelism.

g) Pipe and conductor curve radiuses shall be adequate to the respective diameters, being not

inferior to 6 times their diameter.

h) The routes shall be such that moisture and water entrance into the pipes shall be avoided

and especially its buildup inside the pipes.

i) The equipments and boxes of the same nature shall be mounted at the same height; their

location shall be such that they will never interfere with false ceiling finishes or door jambs.

j) It shall be taken into consideration the state of the construction finishings when making the

markings, leaving room for the necessary compensations so the heights and distances to

be respected are correct in terms of the finished tasks.

Boxes

The boxes shall be installed symmetrically in relation to the construction elements.

Inside the same room, the contractor shall place the boxes at the same height.

Whenever possible, the boxes should be grouped together.

4. LOT 4 : TECHNICAL SECURITY INSTALLATIONS

4.1 General Specifications

The present project pertains to the execution of the security installations and equipments on the

Field office of the African Development Bank in Luanda.

All the works necessary for the complete execution and finishing of the security installations are

considered a part of the contract:

The installations mentioned above shall be delivered fully equipped, properly tested and ready

for operations.

The cost of the contract will therefore include the execution of all the works included in the

projects written and drawn documents, as well as the execution of all subsidiary works which

are necessary for the complete and perfect execution of the contract, as well as the proper

finish and aesthetics of the installations.

4.1.1 Contractor’s complementary obligations

Each contractor shall keep on-site, from the beginning of the works, a technician with

recognized competency who shall be in charge of the good execution of the works under his

care, until provisional reception of the installation.

All the installations must be erecteted and tested in accordnance with the local building

regulations as well as the Eurpean Norms or similar International One.The materials to be used,

their qualities and types, shall mandatory be submitted for approval from Architecture and

Works Direction, which shall approve on them in accordance with what is set in the Contract

Legal Conditions.

The contractor shall present the drawn plans properly reference mark for the electrical

switchboards to be supplied, with construction not being started before approval of the drawn

plans.

It is up to the contractor to coordinate with the equipment suppliers excluded from their supply

so as to request and satisfy their information requirements for the installation of the whole cable

installation that might interfere with those equipments.

It is up to the contractor to coordinate with the different sub-contractors for passage of cables on

routes common with other specialties, keeping Inspection up to date in terms of the solutions

found.

The contractor should take the initiative to ask for the presence of architecture and Supervision

after the execution of the following works:

- Installation of cable trays

- Installation of Electrical Switchboards

- Assembly of tubes and boxes

4.1.2 Norms and Regulations

All tasks in this contract shall be carried out according to the good practices, in particular, in

conformity with the drawn plans of this project, with Official National and/or European Norms in

force and with impositions from Architecture and Works Inspection.

4.1.3 Materials

All materials to be used shall be top quality and shall obey all conditions set by National and

European Safety Norms including those relating to public establishment and tall buildings. All

these materials must come from member countries of the African Development Bank. Foreign

origin materials to be used must obey the Norms in their countries of origin and have a

manufacturer’s seal.

The contractor must submit to previous approval by Architecture and Works Inspection all

samples of the materials they intend to use. Their respective supply and installation shall only

be permitted upon written authorization by Architecture and The Owner.

The indicated sizes and calibers are meant as minimum values, and as such may not be

reduced.

4.1.4 Post-Warranty Maintenance

Each contractor must present with their proposal a minute of the assistance and maintenance

contract to be in force after the Definitive Reception.

The contract minute must include, among other information, the following:

- routine plan with the main interventions

- intervals

- response time in case of malfunction report

- indication of whether parts are included or not (eventually alternate values for both cases)

- yearly fee (during the year of warranty and the second year)

- revision formula

Maintenance after the warranty includes hardware and software.

4.1.5 Proposals

Besides what is mentioned in the contract documents, proposals are to have the following

documents:

a) Detailed budget indicating separate unit prices for supply and mounting of all materials;

b) Specification that permits a judgment on the type and design qualities of the proposed

materials, always matched with technical catalogues for the materials and all the

equipments, with mention of their brands and fundamental technical characteristics,

both for those prescribed in the present Conditions of contract and for those the

contractor decides to propose ;

c) Detailed experience of each contractor with at least two projects of a similar nature to

the works required under this tender, over the last five years.

The proposal shall bear:

- due date for delivery of the installation ready for operation;

- proposal validity time period;

- works schedule

- financial schedule

4.1.6 Exclusions

The contractors shall add, mandatory, to the proposal, an exclusion list where they will describe

the works and/or supplies they exclude or do not meet fully.

If the proposal does not include that list, it is assumed that the contractor shall meet the entire

Conditions of contract and all of the Works.

4.1.7 Presented Measurements

In the measurements presented with the project it is considered that:

related public establishment and tall buildings

p) The derivation boxes shall be whole and properly set, including inputs, terminal blocks,

connections and cover.

q) The wiring includes its respective box, front plate, entries and connections.

r) The switchboards shall be fully supplied and assembled with all the equipments and

protection devices connected and installed with all their expected finishing’s.

s) .

t) Any other accessories and devices shall be measured in quantities, considered properly

applied and in normal operation conditions.

The measurements presented in the project are informative for what competitors are

responsible for the measurements presented in their proposals. There will be no

complaints after the contract awarded for errors or omissions made in measurements of

the project..

4.2 TECHNICAL SECURITY INSTALLATIONS SPECIFICATIONS

It is a part of the present contract to supply and install the security infrastructure, according to

the project drawn documents.

- 1 sensor (or address module) and 1 manual button alarm from respective loop are

simultaneously alarm activated;

- Alarm acceptance central failure within the pre-set response time, with fire alarm signal from

1 sensor or 1 button ;

Malfunction alarms are also to be flagged at the central, acoustic and visually. Visual

information corresponding to malfunction alarm detection system is also to be digital type, with

indication of loop number.

If two or more addresses come into alarm, the central will sequentially display the respective

identification numbers. Fire alarms will always have priority, so that if fire alarm and failure occur

simultaneously, failure alarm will be automatically cancelled, being sequentially listed on display

only the former.

The “alarm acceptance” control must not cancel the warning light signals from the central,

maintaining fire signs while the system is not restored, locally or remotely. The same applies to

malfunction signs, while the respective causes persist.

“Alarm acceptance” mode is to be automatically cancelled when activated any alarm from

another sensor or manual alarm button.

Any defect on the loop detection system or alarm circuit should not hinder the operation of the

remaining.

If the defect is subsequent to circuit breaking or removal of any equipment, the circuit is to be

kept operational from the central to the defect point.

Central programming is to allow future alterations, local or remote, from the SMMS, with no

need to disconnect the system.

Repeater Box

The repeater box to be used should be compatible with the central display and present in

appropriate repetition of the main panel information and to allow the basic system commands

such as, for example acceptance, silence alarms, the alarm reset and evacuation.

The repeater detector is equipped with a 2-line display with a total of 80 characters LCD that

indicates the information to text clearly distinguishable. It also has a beetle warning for any

situation.

The repeater is equipped with a lockable door that allows access to inhibit command keys, thus

preventing unwanted persons can access the fire detection system.

As the central detection, fire alarms will always have priority, so in case of fire alarms occur

simultaneously and failure, they will automatically be canceled and are indicated in the display

only the first sequence.

Automatic Sensors

The sensors to install will be salient assembly type, with lateral cable entrance or bottom.

They must be installed in universal base, so that whenever it may be necessary to modify the

type of sensor, it will only take removing one head and plugging another, with no subsequent

installation changes.

Bases to be used are to be addressable type, including sensor identification circuit and

respective codification device (binary code). This device will allow the attribution of code

number to the sensor in place, as well as posterior alteration, if necessary.

Combustion Gases and smoke sensors

Combustion gases and Smoke sensors will be optic type, with optic detection of smoke,

operating on variation of light diffusion conditions from proceeding luminous source, collected in

photo sensible mirror, due to the passing of combustion products.

The sensors will integrate 2 levels of regulation for smoke entry to the interior.

The sensing elements will have to be installed at a distance from the ceiling between 25 and

600 mm, with remaining space totally free around the sensor of at least 750 mm.

Thermal Sensor

Thermal sensors are to be "thermovelocimetric" type.

Thermal sensors will preferentially be electronic, with operation trough thermistor.

It is however admitted the use of sensors operating through bi-metallic element or air expansion

chamber. In any of the cases, the sensors will have to be self-restored, therefore with no fuse

elements or similar.

The thermovelocimetric sensors will operate on temperature gradient, i.e. when the rise in

Transmission to the Fire Department

In present contract are included the supply and assembly of the transmission modules as well

Testing

All materials, components and equipment to use in the contract are subject to testing in

compliance with the methods prescribed by the official organisms or another equally

reputed organism approved by the Owner

Before the equipment and installations part of this contract enter in exploitation, they must be

totally tested by the Contractor, in accordance with the tests procedure demanded for

installation.

Tests to be performed on site are to be carried out by the Contractor, in accordance with the

tests procedure requested for each installation. Supervision will merely follow procedures and

confirm obtained results.

All materials, equipment and necessary staff for the execution of the tests will be supplied by

Consequently, all testing and measuring equipment are to be included.

Perimental trunking

The Perimetral trunking is to be installed in technical areas and desks and countertops will be in

4.2.7 Services Execution

Markings

Before any task, the contractor will mark the routes and the location of the several materials to

be applied, taking into account that:

k) Crosswise routes should be avoided, as well as lack of pipe, conductor and cable

parallelism.

l) Pipe and conductor curve radiuses shall be adequate to the respective diameters, being not

inferior to 6 times their diameter.

m) The routes shall be such that moisture and water entrance into the pipes shall be avoided

and especially its buildup inside the pipes.

n) The equipments and boxes of the same nature shall be mounted at the same height; their

location shall be such that they will never interfere with false ceiling finishes or door jambs.

o) It shall be taken into consideration the state of the construction finishings when making the

markings, leaving room for the necessary compensations so the heights and distances to

be respected are correct in terms of the finished tasks.

Boxes

The boxes shall be installed symmetrically in relation to the construction elements.

Inside the same room, the contractor shall place the boxes at the same height.

Whenever possible, the boxes should be grouped together.

The boxes should have identification of the circuit type they belong.

Other devices

The required devices in particular shall have the characteristics and be installed according to

the drawn documents and Inspection indications.

Diverses

This item includes all that is shown in the preceding chapters, and that may or may not be

considered an accessory. It is required for the full implementation of planned facilities to

function normally.

5. LOT 5: HVAC INSTALLATIONS

5.1 General Technical Conditions

5.1.1 Subject

Includes in this point the basic elements for the general framework, supply and installation of

equipment and materials provided for Facilities and Mechanical Equipment for the African

Development Bank, located in Luanda - Angola.

- Jobs and obligations included in the contract -

Prior to the execution of the work and in time to not hinder the progress of the work will be

delivered to inspection for approval:

- Catalogs and construction standards for all equipment it proposes to install;

- Command schemes and listing of equipment for electrical switchboards;

- Control schemes and listing of equipment automatic control / installation manual;

- Plans, sections and elevations, with planned deployment of all equipment, ducts, piping and

electrical circuits. Will also run detailed drawings settlement and attachment of equipment

and piping.

In sequence, the contractor is responsible for the prices established, supplies, assemblies and

other major works as follows:

- Air Conditioning Systems - VRV;

- Supply fans – SF RF;

- Exhaust fans – SF RF;

- Fan-coils - FC;

- Networks of piping, valves and acessories;

- Spiral ducts in galvanized steel;

- Flexible aluminum ducts;

- Galvanized steel ducts;

equipment that may be necessary;

- Performing all testing in accordance with regulations established and with this project.

Fuel expenses, electricity, water and telephone, both during assembly and during the tests shall

also be a charge of contractor.

Also included are:

- Detailed final plants with implantation of the equipment of all pipes, ducts and all circuits:

at the provisional acceptance;

on receipt of the various elements and final plants updated between provisional

acceptance and final,

in computerized and paper supports, and number of copies as defined in the conditions of

the general process of competition.

- Panel(s) with diagram(s) of the system(s) of HVAC installation(s) (to be fixed with good

visibility at technical room or correspondent technical space(s);

- Techincal manuals of all equipments and accessories;

- Manual operation of the installation and its maintenance instructions, and technical

assistance, and also the number of copies as defined in the General Conditions of the

Tender Process;

- Instruction of personnel who will be responsible for the conduct of facilities;

- Original in electronic format compatible, of "Final Plants" and other pieces written and

drawn above designated,

all elements being available, at least in Portuguese.

Not part of the contract:

- Civil construction work, such as openings and holes grooves, their seals / waterproofing and

finishes, in accordance with the applicable set that level within the various projects that

make up the overall process of the project, since it marked / timely requested.

- Power supply to electrical switchboard - ES AVAC;

This work will be performed under the supervision of the contractor responsible for the Electrical

Equipment and the contractor of Facilities and Mechanical Equipments should do the

supervision of the circuits to power supply of their equipment..

The contractor of Facilities and Mechanical Equipments is responsible for special anti-vibration

insulation for settlement of their equipment, their supporting structures and all necessary

connections to their networks and equipment. Each of the anti-vibration equipments should

support efforts by transverse elements which should include anti-vibrating to eliminate vibration

transmission according to this direction. Anti-vibrating insulation accessories must be approved

by the Designer of Acoustics.

5.1.2 Site

Competitors should in their own interest and in addition to the study of this text, learn on the job

site and the conditions for development of the works that make up their own specialty.

Will not accept any claim from the contractor citing lack of local knowledge.

5.1.3 Proposals

Proposals will be developed based on what is written below and will be presented at least in

triplicate.

5.1.4 Equipments and Materials

Proposals must contain the complete decriminalization of the characteristics of all equipments

and materials, as well and in general, all documentation and catalogs which enable a proper

assessment of the proposed.

In case the contractor cannot satisfy some of the conditions imposed when presenting the

proposal should indicate it explicitly in the appendix, or otherwise must fulfill the conditions

exhaustively.

5.1.5 Variants

May be submitted by bidders variants within the context of this project that meet the intended

purpose, but to be considered, they must be justified in detail the aspects of, framework,

functionality and economy.

Their presentation does not exclude however the price of the base solution designed.

5.1.6 Prices

The contract will be held in the scheme contracted by the Promotor, taking into account the unit

prices agreed beforehand.

The proposal should be presented with composed unit prices for the various equipments and

materials. These prices includes all charges for transportation costs, installation, administration

and profit.

The composed prices quoted shall include all costs of executing works taking into account those

outside of normal business hours, that may be necessary for performance of the work.

Should also be included funding corresponding to testing and preventative maintenance of the

facility during the warranty period.

These prices will be the basis for any extra/less works that may apply.

5.1.7 Warranty Period

All systems and equipments shall be guaranteed for a minimum period of two years or, if higher,

the deadlines required by specific legislation against manufacturing defects, malfunctions and

assembly.

5.2 Running Setup

5.2.1 Scope of Work

The Contractor shall perform its facilities in accordance with the Regulatory provisions, obeying

beyond the specified in this project, to the General Standards set for this type of facility.

5.2.2 Equipments and Materials

It is intended that all equipments and materials are of good quality and properly certified, and

shall obey to specified conditions required for the purposes for which they are intended, and

established in the official specifications (standards, regulations and all applicable laws).

The equipaments and materials should get the prior approval of supervision team of the work,

which also reserves the right to require samples, accompanied by certificates of the

manufacturer and / or recognized testing laboratories as well as to send those tested at the

expense of the contractor for proof of its quality.

The samples approved will be the standard.

All equipments and materials will be delivered to the site properly protected and packed,

ensuring its cleanliness, and in particular that come buffered all its openings and even all sets of

ducts or ducts transported.

During the course of the work will be the responsibility of the contractor the storage and

packaging of equipments and materials, under appropriate conditions, including buffered

keeping all openings and equipment ducts or set of ducts to be installed.

Even during construction, according to your daily progress all splints mentioned terminals

should be kept.

Will be rejected and not considered provided all equipment and materials that do not meet the

conditions laid down, leaving it to the Contractor to be removed it out of the site

5.2.3 Work Plan

Before starting work, the Contractor shall submit to the approval of the supervision team work

the Work Plan which will indicate the dates of start and completion of each of the parties of the

contract. This plan should take into account, in addition to compliance with the implementation

period laid down, the implications to the normal operation of the building that has to be kept in

the current conditions, and possible implications with other concurrent jobs.

5.2.4 Assembly Drawings

Also before starting work must be submitted for approval of the supervision team of the work,

the detail of all work to be performed taking into account their involvement with other projects.

5.2.5 Hand-to-Work

Every member of the staff team work should be properly qualified to perform the tasks that will

be committed.

Those whose functions correspond to the regulations requirements with particular technical skill

levels, should be submitted in advance of their certification qualifications.

The supervision work team may instruct the Contractor to remove out of site any elements

under his responsibility not qualified to provide services or in any other manner harmful to

discipline or good progress of the work.

All obligations and fulfillment of legal requirements inherent to hand labor employed in the

venture are the responsibility of the Contractor.

5.2.6 Machinery and Tools

The Contractor undertakes to have on-site machines, tools and other utensils necessary for the

proper conduct and good performance of the contract.

5.2.7 Safety at Work

Safety during the course of the work is very important and everyone involved in the venture,

which will necessarily work with adequate protections to their functions and according to the

rules applicable to it.

5.2.8 Execution of Works

All installations must be carried out under the above and within the rules of good art, so that,

after completion, present quality of execution and are suitable for driving and maintenance.

Before starting any work the Contractor shall at deployment and labeling the grooves and the

equipment to be approved by the supervision work team in accordance with the specified.

The Contractor should also clarify in advance any doubt about the performance of the work

under the penalty of remaking their expense.

In the course of the work shall be taken at various levels all safety measures so that the works

do not pose risk.

Cleaning, hygiene of works, and maintenance of working conditions and operability of the

building are the responsibility of the Contractor, and it’s his responsibility the waste, rubbish and

debris removal that are related to his enterprise.

All materials removed shall be mandatorily separated according to their kinds, filed and sent to

recovery or recycling depending on each case applicable. Similarly all fluids and contaminants

from equipment intervened networks must be collected and stored for recycling or treatment.

5.2.9 Changes

The supervision work team may determine before or during the execution of the work changes

as it deems appropriate, the Contractor may not refuse to comply with them.

5.2.10 New Works

The Contractor must perform the new works over the same species or different species to

defined, since it respect to the same facility and will be ordered bysupervision team of the work.

5.2.11 Damages and Repairs

All damage caused by and during the execution of works, are the responsibility of the

Contractor, which shall undertake the repair.

The supervision team disclaims any liability for damages that may occur in the work and in the

equipments and materials stored or installed forming the present contract, before the delivery of

the work, whatever the circumstances that have originated.

5.2.12 Identification of Equipments and Circuits

All installed equipments shall be provided with plates identifying both its origin and of its main

features.

They will be identified by the installer of the Facilities and Mechanical Equipments with a plaque

referencing the name that corresponds to them in this project (type / number).

All circuits shall be identified based on the rules and as defined for this purpose.

5.2.13 Definitive Strokes

When works finish and before provisional acceptance, the Contractor shall deliver two complete

collections of drawings; upon final acceptance the Contractor will deliver a complete collection

of plants and two copies of the final plants of all facilities and assemblies held.

On each of these occasions must also deliver the digital support of their facilities.

5.2.14 Testing, Installation and Operation Starts

The Contractor is responsible for quality, cleanliness and efficiency of the entire plants and

equipments, and any wrong interpretation of the Project, will not justify malfunction.

Thus, the Contractor shall include all elements which, although perhaps not covered in this

project, considers necessary or convenient for the purpose, and also inform to aspects of

supervision that do not agree, justifying the solutions he considerers most advisable .

5.2.15 Provisional Acceptance

The provisional acceptance will occur after the work is completely finished and checked / made

the cleaning of various ducts and after completion with satisfactory results, the tests and

experiences deemed necessary, as well as staff instruction.

The contractor shall have all the apparatus, equipment and resources necessary to carry out

the tests, which must be executed according to pre-defined methodology, and coordinated and

monitored by the supervision work team.

Also a necessary condition for proceeding to the provisional acceptance, the delivery of final

tracings made, the technical documentation of all equipment and their conformity certificates,

operating instructions and documents of all necessary licenses and legalization, and other

elements referenced in this specification, all in English.

5.2.16 Personnel Instruction

The Contractor shall make available to the Promotor experienced technicians, in order to

elucidate and instruct personnel who will work with the equipment on the operation and

maintenance of the facilities.

5.2.17 Technical Assistance

During the warranty period the Contractor will be responsible for the maintenance and

calibration of equipment and facilities, as well as any deficiencies not attributable to lack of care

in its use and shall promptly meet to all claims for faulty operation.

After regular inspections of the installation - at least 2 in 2 months - as well as after anomalies

inspections the Contractor shall report to the Promotor.

5.2.18 Final Acceptance

Final acceptance will be done after the warranty period if the facilities worked conveniently

during that period.

Before final acceptance, the Contractor shall deliver the final facilities plants, and new copies if

there were changes introduced during the warranty period.

5.3 Questions and Omissions

Compete to the supervision work team to resolve any doubts raised by the technical omissions

within the principles of justice and mutual understanding.

5.4 Final Note

The general technical conditions undergo to the general conditions of the tender process on the

non-technical subjects.

The Promotor may decide to vary or exclude the execution of equipment’s or systems that are

not implemented at this stage or that can be implemented separately, not excusing the

Contractor to its integration with the rest.

5.3 Special Technical Conditions

In this chapter are indicated all the characteristics for the various systems and equipment’s that

will guide the selection of the various elements that constitute the facilities.

These paper do not represent an exhaustive description of all the features to keep a generality

that permits proposals for equipment of various brands for the same facility. However, they

represent minimum conditions to be met, and all proposals must clearly indicate the satisfaction

of these features and any others that may represent an improvement over those minimum

requirements.

5.4 Equipments and Hydraulic Circuits

5.4.1 Piping and Accessories

The piping should be installed in order to facilitate purging.

In traversing the walls and floors must be installed sleeves of steel pipe that will extend 10 mm

on each side of the wall or floor.

Between the pipes will be installed compressible insulating material.

The pipes should be insulated at least after 5 cm away from walls and ceilings. When installed

in gutters, after application of insulation, should stand clear of the floor, walls and covers at least

5 cm. The minimum height between the floor and the piping after isolated is 2 meters.

Assembly of piping, should take into account the expansion and contraction that these will be

submitted, foreseeing the necessary devices to prevent transmission of the resulting efforts,

equipment, props and plumbing. To this effect will be placed along the piping network, fixed

points and lyres, avoiding as far as possible the use of expansion joints.

The pipes will have the tracings indicated on the plants and shall ensure the correct trims.

All piping will be provided for the nominal pressure of 10 bar - PN 10, except those noted in d).

a) Copper piping

Will be applied in solar systems piping circuits as schemes of principle.

The pipes and fittings of these circuits will be in copper (NP1638) with welded joints.

Connections with valves and equipment’s will be threaded.

The connections between the pipes and fittings shall be welded with silver solder and stripper

DIN 8511 F SW 21.

The pipes will have tracings indicated on the plants and shall ensure the correct trims.

The various accessories for connecting the equipment and shut off valves, required for proper

functioning, regulation and safety systems will be provided in bronze or brass.

The supports may be of copper or brass.

The pipe network must be connected to ground.

b) Stainless Steel Piping

The joints between pipes shall be made by compression fittings in stainless steel, non-

collapsible type "press-fitting" or equivalent.

c) Steel Piping With Sewing

This will be applied in sewage piping, vents and condensate network.

d) PVC Piping

Will be applied to condensate drain piping from air conditioning systems.

The connections of the condensate trays to the sewage pipes will be done by siphon.

The connections between condensate piping to sewage pipes must be airtight.

5.5 Air Conditioning Equipments

5.5.1 Fan coils

For servers room air conditioning were selected, fan coils - FC - suitable for mounting on the

wall, at the locations indicated on the plants and made of a steel structure and a surrounding

plastic material of good quality and nice design. Will be suitable to connect to two pipes systems

and equipped with motorized 3-way on / off valves, 230V-50Hz, as well as cutting and

regulation valve.

These units basically consist of:

Compact, plastic, easily washable and nice design engaging.

Serpentine in copper pipe with aluminum fins.

Condensate collection tray.

Tangential fan type with five-speed, silent operation with manual or automatic

programming.

Double vane system for proper distribution of air in a horizontal or vertical, which can

be fixed by the user, or the desired position using the auto-swing permitting a

constant variation.

Air filter, long lasting, washable type.

Electrical switchboard completely factory electrified with all the controls and

protection necessary for the proper performance of the unit, including the infra-red

receiver for communication with the controller unit.

This controller allows, among others, the following functions:

Turn on and off.

Selection of operating mode.

Selection of the desired temperature.

Selection of the ventilation mode.

Night confort function.

Timer for delyed stopping and strating.

Clock function.

Function “reset” to the set schedule.

Troubleshooting and dirty filter indication.

Will generally consist of a chassis on which are mounted the fan with direct drive, and the water

coil for heat exchange.

Have integrated air filter. The air filters in synthetic material (minimum G3) are easily removable

and washable.

Will have condensate collection tray covering all the coils and extending to the valve zone.

The FC to install in the locations indicated on the plants will have the features and capabilities of

reference are indicated below.

The basic conditions for the sizing are those specified above, and considering:

feeding / differencial

- cold water 7°C; T 5°C

and it was taken as base reference ranges, sizes and speeds of operation given in the table

above, of TOSHIBA or equivalent.

The FC must nevertheless be adjusted according to the selected brand and model proposed

taking into account the required parameters and scaling in accordance with the local thermal

loads. Should also be selected at intermediate speed or minimum, so acceptable noise levels

are not exceeded for different spaces, as referenced.

Each FC is separated from the network through cutting valves upstream and downstream and

having downstream a regulation valve.

The set of manual and automatic valves and purges included for each FC will be assemble to

ensure simple accessibility for intervention.

The FC will be controlled by thermostatic remote control acting on the 3-way motorized valves

with on-off actuators.

Each thermostatic control will enter an on-off switch, selection of speeds of operation, and a

temperature setting.

The FC sets dependent on ES specified in Electrical Instalations, will be fed from specific

outputs allowing their centralized joint command - scheduling -.

All FC should have a condensate drip tray, connected by plastic pipes Ø 32mm, siphoned, to

the closest slope from the unit to the point of attachment.

The siphon will be dry type, in order to guarantee its operation permanently.

The FC will be fixed to structural elements by vibration dampers.

The FC engines must have minimum IE1 grade.

During transportation and installation of the units, the openings of ducts and wiring must be

properly buffered to avoid the entry of dust and rubbish.

5.5.2 VRV Air Conditioning Systems

5.5.2.1 VRV Systems

VRV systems will be heat pump type (Inverter) – 2 pipes type, for work both in heating and in

cooling.

Each VRV 2 pipes - "Invert", will consist of several indoor units, outdoor condensing unit, copper

piping (2 pipes) insulation for the refrigerant circuit and electrical wiring of command and

control.

The indoor units are mural, suitable for wall mounting, 4-way cassette placed on the ceiling, and

horizontal mounting in false ceiling, suitable for connection to ducts.

Each of these units will be essentially formed by:

- filter section (efficiency 95% ASHRAE 52-68), cooling / heating coil seamless copper pipes

and aluminum fins, electro-centrifugal fans with two speeds, electronic system for refrigerant

flow control, modulating expansion valve, return grid and bellows connection.

Be suitable for operation with R410A.

Each unit will be powered at 230 V - 50 Hz and shall include all bodies of command, the

thermostat temperature control, electrical protective devices required for its smooth operation

and also the system of self-diagnosis..

Each outdoor unit is suitable for vertical mounting in the technical area in contact with the

outside and be assembled through vibration dampers, suitable for collection of condensate, as

detailed plants.

Each outdoor unit is formed by condensing coils, airtight "scroll" type compressor, electro-axial

type fans and all controls for its perfect functioning.

Each outdoor unit will have a steel frame for fixing of all components, which will be covered by

removable panels and manufactured in galvanized steel sheet.

All components must have anti-corrosion and anti-weathering protection.

Each outdoor unit shall have the following safety devices: high protection, gas fuse (high), main

fuse, thermal protection for compressors and fan motors, protections against successive starts

and stops.

Each outdoor unit is able to operate on R410A and is also equipped with a system for oil

recovery in the installation, to allow stable operation.

In 2 pipe VRV systems, the interconnecting piping between each outdoor unit and indoor units

will be in seamless copper pipes.

The piping must be insulated with sponge rubber with steam barrier with a minimum thickness

of 13 mm and 19 mm when installed in the technical area or abroad.

The derivation tees, accessories and their insulation should be "Refnet" type.

The piping shall be connected into metal rails laminated appropriate to the dimensions of the

pipes. The installation of piping networks should be performed according to the "Good rules art."

In the copper piping networks for circulation of refrigerant, if recommended by the manufacturer,

must be installed filters in rows and liquid displays after the liquid filters. These will have

humidity indicators by color change.

The piping with insulation to be installed outside or exposed must be protected aluminum sheet

with 0.6 mm thickness.

The sections of the pipes and their accessories shall be indicated by the manufacturer of VRV

systems.

5.5.3 Fans

The identification and particular characteristics of fans to install is in the following tables, with

their general specifications described in the following paragraphs.

The static pressures that are presented here are indicative and the installer should undertake

the setting according to the equipment and final tracings.

Fans shall be adequately insulated from the acoustic point of view, not exceeding levels

permitted by the General Noise Regulations.

The connections to ducts should be flexible, detachable and imputrescible, and fan supports

shall, where appropriate, be made of rubber or equivalent, so that vibrations will not be

transmitted to the building.

When necessarily acoustic attenuation devices will be associated to ensure the good

implementation.

Will be fed from ES referenced from the specific output and usually controlled automatically /

remotely from the command contained in Mechanical Installations.

The fans will have a local cut-off switch, except when they correspond to power supply to a fan

from specific output local ES in an interior space in which it lies.

The motors of all fans must have minimum IE1 grade.

During transport and storage on site, the equipment will have their openings buffered so as to

prevent contamination with dust and waste.

5.5.3.1 Centrifugal Fans in Box

Centrifugal fans in box will have a structure consisting of aluminum profile with reinforced plastic

corners and double panels in galvanized steel with insulation 20 mm mineral wool. The panels

are removable allowing flexible ventilation solutions.

Fans possess filter section with filter G4 + F5.

The centrifugal fan has backward curved blades made of aluminum or with polyamide turbine.

This box is equipped with an external rotor motor or standard IEC motor (depending on model),

both controllable speed.

All three phase motors have links Δ / Y connected for two speeds.

The protection for motor overheating is performed by a thermal contact with the external

connections of the motor protection device.

The unit can be for indoor or outdoor, in the latter case have to be provided with protective roof

(ref. WSG).

The speed variation is effected through an electronic variator of the type "thiristor”.

The fan model MUB adjusted range, brand SYSTEMAIR, was taken as the basis of design.

5.5.4 Networks of Pipes and Accessories

5.5.4.1 Ducts

In the plants are indicated the inside dimensions of the ducts in mm.

Ducts are made of galvanized steel sheet and be built suited to its dimensions, in accordance

with SMACNA standards.

The larger ducts will be ribbed with diamond tip and should be provided with structural

reinforcement gussets in order to reduce the amplitude of the induced vibrations and preventing

the generation of low-frequency noise of difficult attenuation.

In tighter turns (inner radius less than the width of the duct) the duct should be placed high flow

deflector vanes that reduce losses. The tops of the inner plates are bent in a crushed "U" to

obtain a correct aerodynamic profile. The joints should be treated to make them watertight,

through suitable mastic or equivalent.

The connections in ducts with the largest dimension less than or equal to 600 mm are made by

sliding rails. For larger dimensions are carried by flanges in galvanized steel angles, with

interposition of neoprene gaskets to ensure a perfect sealing.

Ducts of circular or oval will be implemented in coiled tube of galvanized steel disk, with links

"Spirosafe" type.

The networks of ducts shall be provided with manual registers in all leads. These registers with

double thickness and aerodynamic profile, outer command sheath indicating its position,

whereby the axes of registers operate in bearing brass or nylon. Exceptions are the extensions

of the networks in which the links are considered terminal air dampers self-regulating.

All air ducts shall be insulated with a layer of at least 30mm of insulation.

The inner ducts installed at sight shall be coated with aluminum sheet painted to the color

defined by the Architecture.

All air ducts when installed in the exterior, must have the thickness of the insulation at least 50

mm, being covered with aluminum foil.

The insulation type blanket of rock wool or equivalent, must be mounted on the duct outer with

mesh textile wire reinforcement included. In the case of exterior ducts shall be used a blanket

coating as simple blanket rockwool whose set reaches the minimum thickness of insulation

required.

Under no circumstances is to admit that the insulation is inside the duct.

The extraction ducts are not insulated.

The connections of the ducts to the units and to the fans should be made by flexible elements,

rot-proof and removable - rubberized fabrics - or equivalent so as to avoid the propagation of

vibrations. To prevent the transmission of noise to the supply duct internally isolation can be

required up to 2 meters apart from the unit with glue plank foam rubber, or equivalent.

The connections to the grids are made by protruding guns at least the depth of the pan so the

line sections is not reduced.

The interior of ducts visible through grilles, will be painted in matt black.

In small terminal connections between the rigid ducts and equipment’s and racks can be used

flexible ducts type "Decflex Isolated" (25 mm) incorporating a vapor barrier, or equivalent.

All surfaces of the ducts must be normalized (type MUPRO or equivalent), metallized and

painted. Shall be mounted to allow easy disassembly. Between the ducts and their supports,

metal or concrete, shall be placed anti-vibration elements.

In the assembly of ducts, must be provided "by-pass" metallic in flange areas and in flexible

joints in order to settle equipotential bonding.

All ducts network will be connected to earth.

Should be provided at strategic points, access panels for maintenance of ducts network.

These panels should fully comply with the ducts specifications to which they belong and cannot

jeopardize their physical and functional integrity.

When crossing walls and floor slabs between the duct and the concrete a filme will be

intercalated to avoid direct contact between the respective materials. This film, which does not

serve to support the conduct, will, where required, be sealed with appropriate mastic. Where

these elements constitute fire partitioning (FP) will be interspersed intumescent material which

in conjunction with the duct special device's will ensure their tightness to fire.

The networks of pipelines, and Extract insufflation between the attenuator and the crossings of

the slabs or walls or roofs are insulated acoustically technical areas as follows:

- Rock wool with a minimum thickness of 30 mm and density ;

The ducts transport for the site must be performed with its ends effectively buffered.

During the work execution, the ducts networks must have continuously buffered edges.

All elements in concrete associated to the air networks will have to be cleaned and coated by

the interior with a material that prevents the release of dust derived from building materials.

- Registers to ducts cleaning -

The ducts network will be provided with visit registers to allow periodic cleaning.

In its application, design and other aspects will follow the standard EN 12097.

The maximum spacing between cleaning registers is in maximum 7.5 m, being accepted a

different value when followed by demonstration of the feasibility of alternative solution for

cleaning the ducts. Should be provided access to clean the entire network.

Between consecutive records no longer exist than:

an amendment to section;

a change of direction exceeding 45º.

Access should be provided on both sides of all the accessories that constitute obstructions to

clean the ducts (flow records, fire dampers, attenuators, filters, etc.).

Cleaning registers must ensure characteristics of thermal and acoustic insulation, class sealing,

fire resistance, etc.. equal to the networks to which they belong.

Cleaning registers accessories are standardized, easy to open and will be located within easy

access.

Alternatively to the registers can be used piping accessories while respecting the conditions

specified for the registers.

5.5.4.2 Diffusers, Grilles and Extraction Accessories

The diffusers and grids must be of aluminum or steel, rectangular, square, circular or linear as

shown in the plants with flow regulation device incorporated. Must have minimum characteristics

equivalent to those of the ranges referenced in them especially in terms of pressure drop and

noise level at rated operating conditions.

In the doors indicated on the plants shall be placed not adjustable passage grids. The

dimensions were based on the characteristics of grid referenced with double profile to avoid

visual communication between the two contiguous spaces, whose characteristics should be

taken as the minimum, especially in terms of pressure drop and noise level at rated operating

conditions. The basis of size is a tape speed of 2 m/s.

The aluminum grilles and diffusers will be lacquered finish or natural color, according to

specifications of Architecture. The steel grilles and frames are painted metallic color defined by

the Architecture.

Samples must be submitted, with the color and size to install, for all models.

5.5.4.3 Automatic Registers

- Self-regulating registers -

Where referenced should be instaled self-regulating flow registers, which by external adjusting

device acted upon by spring ensuring the restriction of the flow set in a band from 20 to 200 Pa.

As reference ranges are considered ranges RN and EN for rectangular ducts of TROX.

- Motorized registers -

At the points where this is provided are mounted flow registers actuating by "on-off" motor

ensuring water tightness in the closed position.

As a reference is considered the range CPL 2 to circular ducts of FRANCE-AIR.

5.6 Attenuators

The sound attenuators to implement will be dissipative type with rectangular/circular section.

The attenuator box should be in galvanized steel with construction method that eliminates the

need to drill the plate to increase the durability of the material and corrosion resistance. The box

should have a minimum thickness of 1,0 mm and be closed by means of Pittsburg joint.

The attenuators septum’s shall consist of metal rails in galvanized steel, fixed to the box by a

manufacturing process that does not puncture the plate of the box. They consist of rockwool

slabs with a minimum thickness of 200 mm and density appropriate to obtain the desired sound

attenuation, doubly protected by anti-veil disintegrating and perforated sheets of galvanized

steel. Septum’s should have aerodynamic appendages in a half-moon at the entrance of each

attenuator, in the direction of flow, to reduce load losses and optimization of energy

consumption.

The sound attenuator connection to ducts networks will be done through connecting flanges.

The section of the attenuator must ensure flow velocities within their proper channels,

eliminating the possibility of generating aerodynamic noise due to phenomena of turbulence.

The attenuation profile for each attenuator will be such as to ensure compliance with the criteria

for maximum background noise defined for each space, depending on each noisy equipment to

install.

The attenuators possess certification in accordance with standard EN13779.

As a reference were considered the adjusted range of SYSTEMAIR.

5.7 Equipments and Control Systems

The equipments of electronic control will be of renowned brand.

Proposals from bidders should indicate the brand and type, and must be accompanied by

catalogs of the same.

If with the proposed equipment by the bidder is required to mount some more control devices

other than those mentioned in this Specification, to achieve optimal operation and fully

automatic, the bidder shall indicate them in your proposal.

5.7.1 Fans Control

As mentioned above and as appropriate, the fans are automatically controlled in terms of

schedule.

In the electrical switchboards fans will have 3 positions control - on / off / auto, as well as

signaling and functional damage associated with flow switches provided where referenced.

The fans possess a built-in disconnect switch for maintenance and safety.

5.7.2 Control of VRV Systems

The indoor units of the systems will be controlled by digital controllers.

So to command each indoor unit will be installed in site a digital controller 1.6 m above the floor.

The drivers are an integral part of each system and shall include the following functions:

start and stop;

programmimg;

temperature setting;

air flow adjustment.

They should also have indications for temperature regulation, operation mode, condition of the

filters, dehumidifying operation and malfunction.

Each indoor unit shall have an additional circuit board factory built to allow starting and stopping

through time programmer to install in the associated electrical switchboard.

Each outdoor unit will control itself to ensure its fully automatic operation.

The start and stop of each system will be carried out by a time switch to be installed in the

respective electrical switchboard.

5.8 Field Equipment

5.8.1 Equipment Characteristics

As general characteristics and application for all field equipment integrated into systems

indicates:

- Exterior sensors -

These detectors should be mounted on the exterior walls of the building on the same principle

working environment detector having a special protection to prevent the ingress of humidity.

Its location outside should be preferentially oriented north and kept out of reach sunlight.

When the detector is to be located on the front façade that controls it should be kept away from

flues, chimneys or over windows.

- Duct temperature sensors -

The duct sensors will be applied in fresh air ducts, insufflation or extraction according to control

function and are based on thermistors with resistance varying as a function of temperature. The

output should be 0-10 V CC proportional to measured temperature.

The assembly should be carried out in representative points to measure the temperature not

exposed to thermal radiation.

In insufflation ducts the location of the sensor will be a few meters after the heating coil and

after the fan.

In exhaust ducts the sensor should be located before the extraction fan.

Characteristics:

- duct model;

- element sensor: thermistor of negative temperature coefficient;

- no possibility of local adjustment;

- temperature range - 5°C to 100°C;

- protection class IP 43.

- Humidity duct sensors -

The humidity duct sensors will be applied in fresh air duct, insufflation or extraction according to

control function and are based on sensing element which varies its capacity due to changes in

humidity. The output signal should be 0-10 Vdc proportional to the measured humidity.

The assembly should be carried out in representative points to measure the temperature not

exposed to thermal radiation.

- Local temperature sensors -

Local temperature sensors for wall mounting are based on thermistors with resistance varying

with temperature and may or may not have local adjustment. The output signal should be 0-10

V cc proportional to the measured temperature.

Local temperature sensors should be mounted in a position representative of the temperature,

located 1.6 meters above the floor and out of any source of heat.

Should not be exposed to direct sunlight or hidden behind furniture.

In places where the environment is controlled according more than one temperature the

average will be obtained to control the temperature.

Characteristics

- local temperature model;

- Local humidity sensors -

The local humidity sensors for wall mounting are based on sensing element that varies its

capacity as a function of humidity variation. The output signal should be 0-10 V cc proportional

to the measured humidity.

Local temperature sensors should be mounted in a position representative of the humidity,

located 1.6 meters above the floor and out of any source of heat.

- Air quality sensors -

Air quality sensors for ambient are based on sensing elements contaminant concentration.

When concentration achieved adjusted the signal "on" acts the equipments and/or devices

associated acting in reverse, with adjustable timing, once restored ambient conditions.

The asembly should be carried out representative points to control the environment.

- Air speed duct sensors -

The sensors are applied in the insufflation extraction ducts and being suitable for installations of

the type AVV (range 0.4 to 10 m/s). The output signal should be 0-5 V cc proportional to the

measured speed.

The assembly should be carried out in representative points of the air speed in the measuring

sections with air flowing undisturbed by changes in direction, or similar situations.

- Pressure sensors / differencial air pressure -

The sensors are applied externally to the ducts through pressure pipes made of plastic. The

output signal should be 0-5 V cc proportional to the pressure or differential pressure

measurement.

The differential pressure air switch intended for the control and monitoring of fans and filters

CTA and pressure range will be according to the applications.

Must have electrical inverter contact type and protection class of IP43.

The assembly should be carried out in representative points for pressure or differential pressure

measuring.

5.9 Equipments and Electrical Circuits

5.9.1 Electrical Switchboards

Integrated HVAC systems for each tower switchboards are provided, namely:

ES AVAC A

- Air conditioning system EU VRV + IU VRV;

- Fan coils;

- Supply fans SF RF;

- Exhaust fans EF RF;

- Control equipment, signalling and control.

ES AVAC B

- Air conditioning system EU VRV + IU VRV;

- Fan coils;

- Supply fans SF RF;

- Exhaust fans EF RF;

- Control equipment, signalling and control.

The constructive features of E.S. and other electrical equipment to provide and install within the

Mechanical Installations correspond to the applicable specifications set out in draft of Electrical

Installations and preferably be for reasons of maintenance and reserves of the same origin.

The switchboards are cabinet type with class II insulation, zincor steel plate 2 mm thick and

properly locked. Shall be painted inside and out with two coats of anti-corrosive coating and

finishing enamel oven dried and the color set by the supervision work team.

Possess mechanical strength, with IP55-IK10, and large enough to conduct the entire system,

for ensuring compliance with the regulations set distances.

Each switchboard, whose metal frame must be grounded, shall have cutting and general

protection, including protections differential fault current, and thermal protection, including:

- general swtch;

circuit breaker for each circuit;

- manual start, automatic e off switch for each of the systems (auto, off, on);

- control associated with each system (except those incorporated in the equipment itself);

- signaling breakdowns and thermal shots;

and:

- kWh counter to the overall switchboard;

- kWh counter to every outfit with output exceeding 12 kW;

- three-phase watertight outlet.

Each switchboard is built with two separate sections, one for the assembly of equipment

designed to control and other to power equipment.

Its construction will comply with the rules and regulations safer specialty, in line with those

required for the electrical installations for the same building.

It should therefore be identical in finishing equipment and have the same brands and types of

contract for Electricity, so the Contractor to the Facilities and Mechanical Equipment shall

coordinate its construction with the Contractor of Electricity.

As a reference was considered the Prisma model of SCHREIDER or equivalent.

Also reference should be considered with characteristics not inferior to those of Schreider, for

cutting and protection, and to the Schreider or Sprecher + Schuh for contactors.

In constructing of each switchboard should be noted the following:

- Buses in number of 5 (five) (3 phases + neutral + earth + neutral) will be built in bar and

copper rod, based on porcelain insulators. Must be dimensioned for a maximum current

density of 2 A / mm2.

- The buses will be equipped with ladder and protective shields in transparent plastic

material, insulating and self-extinguishing.

- Connections to the buses will be made by crimp terminals, suitable, fixed by screws. There

will be as many links as there are circuits. No links are allowed lugged executed with proper

drivers.

- The system is based on chassis plate, which fix by bolting.

- The links inside the switchboard are made with conductors of type V, with appropriate

sections at nominal densities of the system connecting, not exceeding the current density

suitable for buses. The minimum section of these drivers will be 2.5 mm2.

- The outputs of the circuits should be made from the terminal (end plates) by tightening

screws, based on appropriate profiles. These plates must be identified with the references

of the circuits that power and will have a mounting arrangement such that, with ease them

off any circuit for measuring isolation, or any other form of compensation, without needing to

put out of service the other circuits.

- In all the ends of the conductors are fixed labels identifying circuits.

- Inputs and outputs of the various plumbing in the switchboard will be made through the

appropriate cable glands..

- Electrical switchboards panels have slots to fit in the system, leading hinges and car lock

type. Be easy to disassemble and opening do not need to remove the effect of any

appliances contained in the frame. Take two cast metal handles, chromed properly.

- Will be mounted labels in trafolite written in white on black background properly glued to

identify all circuits and all equipment.

- The doors of the switchboard will have rubber gaskets to seal and possess key.

- The switchboards should have an output of outlets reserve number 20% of its effect.

- All bolts, nuts and washers to use in the structures of the switchboards are in galvanized

iron. The screws, terminals, nuts and washers or other connecting pieces of conductors are

nickel plated brass.

Electrical schematics and plants of switchboards construction shall be performed by the

contractor which shall submit to the supervision work team.

Fixed in the meantime the following:

- At the entrance of the switchboard will be installed a general switch.

- The protection of people will be ensured by circuit breaker installed on GES provided in

contract for Electrical Installations.

- The power circuits of the motors are protected against overload and over-intensity through

thermal relays and switches. In power supply tomotors over 5 hp will be installed starters

that limit the current, at maximum. Will not be allowed to use fuses.

- Will be provided for the following signs:

failure of each of the equipment supplied by the switchboard (ex.: firing of thermal

relays);

opening of breaker command;

failure of air flow in fans.

- Within the switchboards will also be provided signalling’s of the presence of voltage on

busbars and of operation of all equipment.

- The fault signals are grouped in switchboards in terminal strips for remote transmitter.

- In the switchboard, placed laterally on the outside, is also mounted a three-phase outlet,

sealed, allowing the possible connection of welding equipment.

5.9.2 Electrical Connections

Are included all electrical interconnections between switchboards and equipment inserted in

Mechanical Installations, as well as between them and their flag panel to witch are associate. It

also incorporates the necessary interlocks between different equipment as specified elsewhere

in this specification.

The remote cut and control will be conducted in 24 V cc, acting on relay outputs mounted in the

electrical switchboard for the related equipment.

All circuits and electrical wiring must be carried out in accordance with the law and applicable

regulations, and in accordance with the provisions of the draft fitter for this building. In general,

be carried out in VV (A05VV-U) except when soaked in which case use is conductive type V

(H07V-U) threaded in VD tubes.

All wiring to be installed on the outside must be sheathed in black.

All accessible metal parts of equipment that are not directly connected to the earth conductor

which must necessarily exist in all feeds, are interconnected by means of bare cable 6 mm2 in

order to settle the equipotential bonding.

This driver will be taken up with the cabinet and shall be continued from this point by the

Contractor of Electrical Installations.

The fire resistant cables to install, will be the type NHX3x2,5 + T2,5 FE 180/E90 stuffed into

flexible metal hoses.

For connection of the room thermostats and probes used are environment-type cables LIYCY

1.5 mm2 conductors with the number required, subject to confirmation of the supplier thereof.

The routing of all interconnections must be coordinated with the electrical installations in order

to establish common routes and using the same rails as appropriate.

5.10 Miscellaneous

5.10.1 Extinguishers

An extinguisher (6 kg) suitable for fires of electrical origin (CO2) will be placed along each

electrical switchboard integrated into HVAC systems.

5.10.2 Supports

At this point include the supports of VRV systems, ensuring in each case their deployment

without transmitting functional vibrations.

5.10.3 Supporting structures

At this point include the supports structures of the fans in each case ensuring its implementation

in the manner required and without transmitting vibrations.

These should be performed on metal profiles, fully metalized - the holes for fixation should be

performed in advance and provided the profiled metallic and ready for assembly on site.

5.11 Testing

During the execution of the work and before provisional acceptance, the contractor performing

the tests required to demonstrate that the equipment and assemblies meet the conditions

specified in the presence of a representative of supervision. When performed in a situation

where there are no conditions or extreme close could be repeated during the warranty period, if

the inspection so wishes, when these conditions occur.

The test standards are generally considered the Portuguese Standards and other regulations

applicable in Portugal. In situations not covered by these rules and regulations, shall be

considered recognized international quality standards (ISO, IEC, BSI, DIN, AFNOR) or

regulatory or specific recommendations (ASHRAE; EUROVENT; SMACNA).

All expenses in trials with regard to technical staff, their movement, including stereo and made

with energy, will be borne by the contractor. These include tests that may be required in

laboratories and official bodies recognized (LNEC; INETI; ISQ; IPQ).

The test results will be presented in the form of records and certificates validated by inspection

of the work. All results will be expressed in SI units accepted.

As equipment for the tests to be made available are called including the following:

manometer – piping leaks;

thermohygrometer with local and contact catheter

- temperatures (water and environment) and relative humidity;

anemometer

- air flow in ducts;

- or Pitot pipe;

bag anemometer;

- air flow in diffusers and grilles;

differential micromanometer

- differencial pressure;

tachometer

- fans/motors rotation velocities;

amperometric clamp;

multimeter;

megger;

mass meter;

sound level meter.

All equipment used in the tests shall be calibrated by the official agency.

Needed tests are described below, but other kind can however be made.

5.11.1 Leak Testing - Hydraulic Circuits

The tests of the hydraulic circuits will be performed at a pressure 2.5 times the maximum

working pressure of the respective lines and a minimum value of 900kPa.

All networks ends or parts of networks must be properly buffered to ensure its tightness during

the tests.

All piping and accessories, including valves, will remain at the test pressure for 24 hours,

without the pressure gauge installed in the piping accuse pressure variation.

All piping and accessories, including valves, will remain at the test pressure for 24 hours,

- Static Equipament -

Generally will be provided with their registration control of tightness made in factory.

In the site the testings shall be conducted in accordance with accepted international codes for

the supervision work team of the Promotor.

5.11.2 Leak Testing - Aeraulics Circuits

- Leak Tests -

The tests shall be performed according to the European standard Eurovent 2/2 - "Air Leakage

Rate in Sheet Metal Air Distribution Systems" or with other international codes accepted for

supervision of the developer.

In tests of pipeline networks will be used for viewing fumes leak.

All the ends of pipeline networks have to be properly buffered to ensure its tightness around

during the tests.

The various sections of the pipes remain visible in particular uninsulated in order to allow visual

detection of leakage points.

All equipment and materials required to seal the network and testing (fans, cartridges, smoke

generators, pressure switches, splints, etc.) will be provided by the Contractor.

As a basis for the classification of ducts are presented in the table below the reference values

considered.

- Circulation Testing - General -

Must be made the check that all the connections and all components are properly assembled

(registers self-regulating and non-return / overpressure in particular) and that air flow in the

correct direction.

5.11.3 Fans

The following measurements will be made at the unit:

- air flow;

- fans rotation speed;

- exterior static pressures,

- rotation direction;

- electrical consumption.

5.11.4 Electric Motors

The intensities of feeding current should be measured in the various engines considered and

compared the values with those given in nameplates. It will check whether the remaining

thermal relays and protection of each motor are appropriately sized and adjusted.

Will be checked all electrical protections and evaluated nominal efficiencies of equipment.

5.11.5 Air Distribution

The following measurements will be made at places chosen by the supervision work team:

- air temperature at the outlet of diffusers and grilles;

- air speed at the outlet of diffusers and grilles;

- air temperature at least four points in the treated area, and Hm = 1.6 m;

- Air velocities in the occupied zones, which should not exceed 0.20 m/s;

- outside air temperature at the instant of the other temperature measurements;

- air speed in ducts.

5.11.6 Control Equipment

Ability will be checked in order to ascertain whether satisfies the set. Check if still conduct all

monitoring equipment, varying the value settings set to higher or lower values and checking if

the automatic valves operate properly when the drives respond heating, ventilating or cooling,

depending on the cases, the system functional and requests.

5.11.7 General Testing

The order of placement of filters and non-return valves in the hydraulic circuits should be

ckecked.

Similarly facilities will be proven correct, as registers and other accessories in the ducts

networks.

It will be checked that condensate networks drain properly and that there exists and are

properly installed the siphons on all systems.

The state of cleanliness of ducts networks and of all the accessories and associated equipment

must be checked.

5.11.7.1 Noise Levels

The maximum permissible noise levels in the facility and its equipment in operation will be set

according to the values already specified above.

All equipment whose noise level measured at the sites of their influence beyond the figures,

must be equipped with mitigation systems. The costs associated with this solution will have to

be included in the overall value of this facility

5.11.8 Miscellaneous

Perform other tests necessary to show that all the equipment are working simultaneously,

satisfying the conditions specified in, and that the installation is regulated in terms of the flow of

air and water temperatures and efficiencies.

5.12 Eco-friendly Materials

In accordance with the foregoing, the project was developed in view of the use of ecologically

clean materials. In this sense, all the materials to be applied in HVAC installations, as well as

their mounting and cleaning, will have to have this classification.

Particular attention is called to the application of mineral wool, which should be suitably

protected to prevent the passage of fibers to the air in the interior spaces, mastics, paints and

adhesives.

5.13 Endnotes

The installation will be performed by an entity/technicians duly qualified and accredited for such

cases required.

The entity performing the Mechanical Installations, will commit to respect the rules of art, codes

and legislation, the specifications given in this project, and how to use materials and equipment

approved or certified by the competent authority.

Any changes in the characteristics and requirements of this project should be communicated to

the designer to have his agreement, regardless of the reasons occasioning.

The Mechanical Installations have to be put into service that have a preventive maintenance

plan in order to be guaranteed the appropriate operating conditions, ensuring optimal

performance suitable for the intended objectives of safeguarding environmental comfort, indoor

air quality and energy efficiency.

The preventive maintenance plan should be established according to the regulatory

requirements, being developed continuously updated and maintained under the responsibility of

the technician with the qualifications and skills required for the purpose. It is an obligation to

timely hire by the owner, lessee or usufructuary of the building.

6. LOT 6: OFFICE FURNITURE

This Lot concerns the mobile furniture of the office space. The fixed furniture which is related to

the charpentry is included in the Building works (Lot 1).

The mobile furnitutre will be installed according to the following architectural drawings.
