Q34) I would like some clarification on the degree of expectation for a vendor to have Medical Quality Assurance components in the Leadership Training Program. Is this expected or is the emphasis on the topic of leadership itself and what a leader does to invoke process improvement? A34) This is a leadership training. See Section 3.2 Scope of Services for training topics.

Q35) How many times per year would you like each group to go through training? In other words, how many days per year of training for each group?

A35) The purpose of this RFP is to provide MQA managers with extensive leadership training. Training cycles may span over an undetermined period of time.

Q36) How much coaching (in hours or days) do you want each leader to receive?

A36) This is dependent on the participant’s needs and has yet to be determined.

Q37) The RFP says this about the number of leaders who would go through this program: Conduct extensive training classes over the course of three years in multiple cycles for a minimum of 135 participants. There will be no more than 45 participants per training cycle. The training will teach a comprehensive systems approach to leadership and management techniques and should be taught through various mediums that should include classroom training, virtual training, homework, projects and personal coaching. Each training class must include a minimum of 45 participants. Does this mean that there are a minimum of 45 participants per year going through as one class? A37) 3.2.1.3 states no more than 45 participants per training cycle. Please see Addendum 4 for minimum participants. We want three consecutive and identical training cycles made up of 20 to 45 students. The length of the training cycles has yet to be determined, but will last no longer than a year.

Q38) Is it correct to assume that there are not multiple classes going through at the same time? So that it would be a total of say 135 participants over 3 years with each training cohort group of 45 ending each year (i.e. each year beginning with a new training cohort group v. a cohort group going on for 3 years).

Q39) Under section 5.6 Subcontractors on page 15 of the RFP it sates as following: "Respondent will not be authorized to enter into subcontracts for performance of services under the Contract resulting from this solicitation. Respondents may not propose subcontract agreements as part of their Proposal. “ Is this statement or article only one of the Boilerplate and non-applicable terms or does this really apply to us as Prime Bidders to not be allowed to engage any subcontractor for this requirement, if so, what is the reason for that, please…. In years 2-4, these design & development costs would not be present (unless revisions are required based on program feedback), should this change be reflected in the per participant costs? Q50) In 3.1 (p.8), the goal of the program is described as “retaining a competent workforce and proactively developing a strong talent pool of future leaders.” What is the desired outcome for program participants (e.g., promotion, certification, raise/stipend, etc.)? A50) The goal of the program is to effectively train MQA employees in leadership and retain a competent workforce. Q51) In 3.2 (p. 8), the training is to be provided for “a minimum of 135 MQA managers.” What is the maximum number? A51) The maximum number is 200. Please see Addendum 4. Q52) How do you plan to divide the participants up into groups of 45? By region (e.g., 3 regions – North FL, Central FL, South FL) or by program focus? Please explain. A52) This has yet to be determined. Q53) In 3.2.1.1 (p. 8), a pre-assessment is to administer “to identify specific gaps and areas for improvement.” Do you have an existing pre-assessment? If so, can you please provide it? A53) No. This will be provided by the awarded Respondent. Q54) If no pre-assessment exists, should the instrument be developed so as to test for the areas to be covered in the training program? Or should a more generic instrument be used? A54) Yes, the pre-assessment should be developed to test the areas to be covered in the training program. Q55) Is this instrument to be used as a post-assessment? A55) The post assessment should be used to measure the progress of the participants throughout the training. Q56) If a post-assessment is to be used, what is the minimum “pass” rate? The awarded respondent may use this technology for the purposes of coaching, but will be required to pay for the services used by the instructor. Q81) In 3.2.1.5 (p. 8), a post-assessment is to be administered after each training module. Is this different than a final post-assessment based on the overall pre-assessment? If so, how would it be different? A81) Yes. The post-assessments administered after every training module should measure the information provided in that training module. The final post-assessment should measure the information provided in the entire training cycle. Q82) If a post-assessment is to be used, what is the minimum “pass” rate? A82) There is no minimum pass rate. However, the post-assessment should test the participants on the information that was taught in that training module or cycle. Q83) In 3.2.1.6 (p. 8), How is the “personalized leadership development plan” to be used by the program participant (e.g., core competencies, succession planning, Individual Development Plan, mentoring, etc.)? A83) This has yet to be determined. Q84) Is there an existing template to be used? If so, can it be provided? A84) No. Q85) In 3.2.1.7 (p. 8), a “certificate of completion” is to be provided upon completion of the program. Is this to include CEUs or CHES credits? Q88) In 3.2.1.8 (p. 9), a status report is be provided after each module and a final report at the end of the program. Please specify what is to be included in the status reports (e.g., sign in sheets, post-assessment summaries, post module satisfaction surveys, homework, etc.). A88) At a minimum the status reports should provide an overview of the material which was taught in the training module/training cycle as the measurable progress of training participants.
