Revision of Motor Fuel XML
Suggestions for moving forward….
Why we need to do this…..
• Current environment• Initiative resurfaced because one or more states
have said they are going to do MF XML. • Industry has expressed concern no “true” XML
standard(s) and the states will “do their own thing”.
• Representative from Petroleum Convenience Alliance for Technology Standards group reported that his association is very interested in development of national XML standard. He has talked to large software developers and they expressed same.
More reasons.....• States in production with Corporate,
Partnership, Payroll, Sales - and Personal Income in 2009.
• Approach will allow states to leverage already deployed Modernized eFile initiatives.
• Use of Modernized efile model makes sense• Transmission and packaging
• Common building blocks (name, address)
• Use existing Uniformity Committee Motor Fuel work (schedules, product codes, summary/TIA codes....etc)

Desired Outcome• Complete revision (schemas) to take
advantage of States’ XML development• Not constrained by 20 years old EDI design
rules. Per character cost not an issue…..Internet, not VANS.
• XML structure handles repeating row and column format/schedules (tables).
• Need to take advantage of XML for data and Web Services for transmission.
Suggested High Level Design
Business Question• States and Industry need to determine whether
“combined” reporting is still a business requirement.• Proposed XML could be designed to handle both
methods. (Decision made to create separate schemas for each filing type)
• Cindy will schedule a conference call to allow the opportunity for questions.• Provide decision to XML team to confirm design
direction (Committee confirmed the approach at January 19th meeting)

Software community?
• TIGERS meeting in Denver on Feb. 1st• Allocated time on agenda • Discuss the technical approach• Potential timeline
