Executive Summary

A. INTRODUCTION TO THE REGION

Known for ages for its rich ancient traditions, Uttar Pradesh abounds in places of religious importance. There are also a large number of places which cannot be only called places of pilgrimage but which have great importance from historical and tourist point of view also. The State is specially known for its cultural centers.

Keeping ample and abundant prospects of tourism in the State in view and to encourage investments, it has been declared an industry by the Government for providing basic tourist facilities to the people, developing tourist spots and earning foreign exchange.

The Tourism Development Policy has been framed in Uttar Pradesh under which Tourist circuits are being developed in the following manner:-

2. Bundelkhand Circuit

3. Brij (Agra-Mathura) Circuit

4. Awadh Circuit

5. Vindhya Circuit

6. Water Cruise Circuit

7. Jain Shrines Circuit

8. Sikh Panth Circuit

9. Eco-Tourism Circuit

10. Mahabharta Circuit.

Besides this it is also proposed to develop some of the fairs and festivals within the district.

Uttar Pradesh Sub-region of NCR comprising of five districts namely, Meerut, Ghaziabad, Gautam Buddha Nagar, Bulandshahr and Baghpat. This accounts for 4.50% (10,853 sq.km) of the area of the State and 32.32% of the area of the NCR.

As per study conducted by consultant in Sept- Oct 2009, it was observed that the most of the sites in the region have low potential for tourism development because lack of tourism infrastructure (i.e. Accommodation, Accessibility, Signages, Markets, Information Centre etc.) and maintenance.

Also all sites of region are currently centers catering for pilgrims and not general interest tourists or high income pilgrims. There are very few sites which have high potential i.e. Hastinapur, Meerut, Garhmukteshwar, Greater Noida etc. The tourism infrastructure is poor/underdeveloped in the region.

B. MAJOR PROPOSALS

Based on the analysis the proposals of the UP sub-region of NCR are divided into three parts as given below:

• Regional tourist hubs includes Development of tourism hub in Meerut, Ghaziabad (Garhmukteshwar and Recreational Hub along the Hindon River), Narora designated as Religious-cum-Recreational Hub and Gautam Buddha Nagar districts.

• Product Development and Identification of Schemes.

• Local sites development.

1.1.1 Regional Hubs

The regional level proposal mainly focuses on five tourist hub development of: 1) Hastinapur designated as Mahabharata Theme Park, 2) Garhmukteshwar designated as Ganga Dhaam Pilgrimage center 3) Greater Noida designated as High income recreation/entertainment hub or can be developed as entry gate of tourism in UP 4) Recreational Hub along the Hindon River at Ghaziabad and 5) Narora designated as Religious-cum-Recreational Hub.

1.1.2 Product Development and Identification of Schemes

In order to promote the sustainable tourism in the region we have critically analysed the potential of the sites. Based on that we identified tourism products and schemes like Heritage Hotels, Eco-Tourism, fairs and festivals and development of way side amenities etc. can be through PPP model.

1.1.3 Local sites development

During the site survey, it was observed that most of the sites were neglected, encroached, un-maintained, un-accessed etc. but still these were used by the local people for their historic and spiritual/religious significance. Hence, in this level, the proposal includes the development of sites at local level.

1 Objective & Vision of the assignment

1.1 VISION OF THE TOURISM MASTER PLAN

The Objective of preparing the ‘Tourism Master Plan’ of the UP Sub-region of the NCR is to prepare a plan for developing and exploiting the tourism potential of this region. This region is replete with historical sites, water bodies, religious sites on the banks of river Ganges and a forest sanctuary.

However, the various tourism sites need to be developed, conservation measures undertaken and infrastructure improved. In addition the access to the various potential tourism circuits needs to be improved so that reaching the sites is easy and fast. With the massive highway development movement undertaken by the government, this is perhaps the best time to develop the tourism sites and to popularize them.

With the large Delhi Market at hand, it is possible to envision tourism becoming a major economic activity in this region with demand for leisure, nature and historical tourism increasing rapidly from the large population of Delhi. In addition, the natural flow of foreign tourists to Delhi, who currently visit Delhi, could also be diverted to this area if the tourism products were to be well developed and well marketed.

With NOIDA developing as a millennium city with high class infrastructure, well planned colonies and space earmarked for entertainment, night safaris, hotels and even an international airport, it is easy to envision NOIDA being developed as a tourism hub for this region with sufficient pull to generate large tourism traffic from Delhi.

In addition to tapping the affluent market of Delhi, the demand for leisure, entertainment and tourism of the rapidly growing nearby cities of UP also will be catered to by the “Tourism Master Plan’. The region is replete with several fairs and festivals, many of which have degenerated over a period of time. These can be resurrected, facilities improved so that they can be restored to their old glory.

1.2 OBJECTIVES

The following are the key objectives for the ‘Development of Master Plan for Tourism in the UP Districts falling within the NCR region.

• To increase flow of tourists in the region with a view to provide employment and income to local people

• To spur development of such areas of tourist interest, which will spur other development and economic activity in the area

• To popularize areas of historical interest in the region and to examine possibility of developing some of them as major tourism circuits and hubs.

• To develop religious tourism at sites where such potential already exists

• To provide better way side facilities to travellers travelling through important highways

• As far as possible to carry out the developments with Public-Private-Partnerships

2 Approach and Methodology

2.1 APPROACH

In order to prepare the plan, we have to examine both the supply side and the demand side and marry the two. The development plan has to be built around the preferences and needs of the target tourists.

The plan must also factor in that the development of sites should result in improvement of environment rather than its degradation. Similarly, the carrying capacity of the area being developed should be kept in mind while planning development of the tourist spots.

2.1.1 Potential areas for development of tourism (Supply side)

The UP NCR region has the following tourism sites to offer:

• Water bodies and river front sites on the banks of river Ganges and other smaller rivers

• 26 historical sites and protected monuments.

• Heritage towns and villages

• Natural forest and wildlife sanctuary like Hanstinapur Sanctuary near Meerut

• Availability of Noida as a modern millennium city for development of entertainment and for stay facilities

2.1.2 Potential profile of tourists/visitors (demand side)

The tourist profile that could be attracted to the tourism sites available in UP is as follows:

• A large affluent population of Delhi looking for weekend get away. They would primarily be interested in leisure tourism and getting close to nature;

• A large population of Delhi looking for day trips to entertainment venues e.g. picnic sites; entertainment parks; safaris etc.

• Local residents of cities in the UP NCR who look for short getaways

• Tourists coming to Delhi interested in visiting the historical sites and revisiting the heritage of the country.

• International tourists interested in spiritual tourism, fairs and camping.

2.1.3 Overall Approach

In the light of the above analyses; in our opinion the priorities for development of tourism should be as follows:

• Development of Garhmukteshwar area as a holy place and as a counter to Haridwar

• Development of day trip entertainment centres in and around Greater NOIDA & Ghaziabad

• Development of way side amenities on the highway to Dehradun and the highway to Nainital and GT road which would serve not only the passer byes but also the nearby city dwellers for outings

• Development Mahabharat circuit in Hastinapur area

• Development of other heritage sites which fall near the above mentioned places and could be an added attraction as a ‘thing to do’ while on holiday.

• Rural Tourism in Heritage Villages like Khurja, Unchagaon, Kuchesar etc

2.2 METHODOLOGY & ACTION PLAN

Based on the above approach, our action plan is as follows:

2.2.1 Assessment and selection of heritage sites for development

• To visit, study and assess the potential of the above mentioned sites for development of tourism based on which to assess the feasibility of development of the site and the scale at which it should be developed

• To assess the restoration efforts and costs involved including making the site attractive. This could include development of other ancillary facilities around the historical site, development of museum with memorabela, lighting arrangements to highlight particular areas in the evening etc.

2.2.2 Assessment and selection of sites for development of leisure tourism

• Sites and areas will have to be selected keeping in mind the natural beauty and greenery of the area, if possible availability of water bodies around the site to add to the natural beauty and which adds to possibility of adding sports and entertainment to the site

• Easy and quick access to the site will be kept in mind while selecting the site

• An assessment of the cost of development of infrastructure for such sites and the land required for the purposes of development of the site will be carried out.

2.2.3 Assessment of sites for development of day trip entertainment centres

• Availability of a sufficiently large parcel of land in and around Greater NOIDA and Ghaziabad will be examined and plans for one or two entertainment centres will be developed.

• A concept for such day trip tourist centres will be developed. These may comprise of parks, picnic spots, nature walks. It may also comprise of water parks or mini Disneyland type of a centre.

• Requirement of infrastructure including connecting roads, water, power and drainage will have to be considered.

2.2.4 Assessment of sites for development of way side amenities

• With several highways which are emanating from Delhi and passing through the UP NCR the development of way side amenities will not only provide stopover facilities of high quality to tourists but they can also act as ‘get away’ leisure and dining centres for the residents of nearby towns

• Selection of such sites will depend on availability of suitable sites, availability of land and sufficient traffic for viability of setting up such facilities

2.2.5 An assessment of development of tourist traffic for viability of the developments proposed

While it is not always possible to accurately assess the kind of tourist traffic that an amenity may attract because it not only depends on the location and accessibility but also on the quality of the package developed and its marketing. Nevertheless this assessment forms a very important part of the feasibility of the proposed developments. For this purpose the following steps will be undertaken:

• Knowledgeable persons in the trade and in the respective areas will be interviewed with a view to ascertain the existing state of tourist activity in the area, their suggestion on steps required to promote tourism and their assessment of the potential.

• Besides we would also interact with the tour operators, other persons in the travel and tourist trade, fleet operators etc. to elicit their views on the developments proposed and its feasibility.

• Based on the development of the profile of the target tourist for each selected site and likely numbers, the feasibility will be assessed and the scope of the development will be modified in line with this assessment.

2.2.6 Finances Required

Based on the assessments provided above, the finances required will be estimated. These will be of three types viz:

• Finances required for development of infrastructure such as roads, water, drainage and power

• Finances required for restoration of the heritage sites and cost of development of the site including landscaping etc.

• Finances required for development of the tourist facilities which inter alia will comprise of development of hotels or shacks/huts, development of entertainment facilities, development and maintenance of the entire property

• This would also include assessing which of the sub-projects are fit for development by the private sector and possibility of P-P-P

2.2.7 Marketing and Communication plan

It is obvious that the effort to develop the tourist facilities envisaged above will be successful only if it is matched with an equally vigorous marketing and promotions campaign. The master plan will outline the communication and marketing plan required and the cost of development of such a marketing plan.

3 Current Status of Tourism in the Region

3.1 ASSESSMENT OF TOURISM SCENARIO IN THE REGION

Most of the sites in the region currently have a low potential for tourism development because of the lack of tourism infrastructure and poor maintenance.

Also all sites of this region are currently centres for pilgrims and not general interest tourists or high income pilgrims. There are however a few sites which have a high potential i.e. Hastinapur, Meerut, Garhmukteshwar, Greater Noida etc. and these could be developed. Overall the tourism infrastructure is poor / underdeveloped in the region.

3.1.1 Assessment of the Region as tourism destination

• Sites and Tourism attraction are isolated and not of grand scale.

• Heritage is mostly archaeological which is not of very high interest to general tourists.

• The region suffers from image of being rustic and socially unsafe.

• Poor accessibility

• Lack of proper tourist facilities and interpretation at sites.

3.1.2 ASSESMENT OF CONNECTIVITY

NH-24Delhi-Luknow, NH-91Delhi-Aligarh, NH-58 Ghaziabad-Muzzafar Nagar, SH-57Shahdra-Shamli, SH-47Meerut-Bijnor are the main highways passing through the NCR UP-Sub region. All the towns around Delhi-UP border area like Loni, Ghaziabad, Anand Vihar, Ghazipur, Mohan Nagar are facing traffic jam problems due to heavy traffic load at peak hours. The conditions of highways linking Delhi to rest of NCR-UP Sub region is already on improvising & construction stage. NH-24 passes all through Ghaziabad district and runs parallel with Northern Railway Delhi-Moradabad link which connects Delhi, Ghaziabad, Pilakhwa, Hapur and Garhmukteshwar. Major portion of the NH-24 is under construction stage due to conversion of NH to Expressway. As a result one can find major traffic jam in Sahibabad, Mohan Nagar and Garhmukteshwar. Fly over bridges are required at Gahmukteshwar and Mohan Nagar for the smooth movement of traffic. Due to lack of alternative route to cross Ganges at Brij ghat, Ghrhmukteshwar the NH is heavily blocked during festivals and fairs time. A

dedicated bypass for pilgrims to Brijghat and dedicated parking facility will improvise the existing situation. SH-57 passes through Ghaziabad and Baghpat districts. The Highway connects Delhi-Ghaziabad to Shamli runs parallel to Railway line via Loni, Baghpat and Baraut is two lane and faces bottleneck at Loni at most of the time. The public transport system is also not of very good quality and serves only local people. Baraut and Baghpat are the only two important railway stations along this route. NH-58 passes through Mohan Nagar, Modinagar, Meerut and Muzaffar Nagar along the Railway line. This route bears heavy influx of traffic as many workers come to Delhi on daily trips. The highway is getting crowded and needs to be broadened and maintained with quality road. Meerut and Modinagar are the two important railway stations along this stretch. NH-91 runs along the main railway line connecting Ghaziabad and Aligarh. Dadri, Sikandrabad and Bulandshahr are the nodes along this corridor. Generally there is a heavy traffic jam in these urban centres due to heavy traffic. The Highway needs to be broadened and upgraded with grade separators in these particular nodes for reducing the travel time and easy movement. Gautam Buddha Nagar is partially served by NH- 91. Noida-Greater Noida Expressway, Link road along river Yamuna are the main connecting corridors in the district. A network of Expressway like Ganga Expressway, Yamuna/Taj Expressway, Eastern Peripheral Expressway and link road from Greater Noida to Haridwar are in proposal and construction stage. The major tourist destinations in Bulandshahr district fall along the Ganga River e.g. Anupshahr, Rajghat, Narora etc. Curretly all these sites are indirectly connected through Bulandshahr. A direct link road (two lane) starting from Narora to Garhmukteshwar along the river banks of Ganga can be proposed which will directly connect all the major tourist destination. Except for Gautam Buddha Nagar District, Bulandshehar, Baghpat, Meerut and Ghaziabad district are also well connected with railway line. The proposal of Orbital rail, as per NCR Plan-2021, will improve the rail connectivity of Ghaziabad and Gautam Buddha Nagar at regional level. Presently, Indira Gandhi International Airport, Delhi is the only airport facility within the entire NCR region. To improve the accessibility of International and National tourist in the UP-subregion, there is a need to propose air services in the region. The primary survey and analysis revealed that only two sites were identified for air services in the region i.e. Meerut & Jewar near Greater Noida.

3.1.3 Major problems and Issues • Lack of accommodation facilities. • Poor water supply and sanitation at tourist destinations. • Poor connectivity and access. • Inadequate power supply. • Piling up of garbage near tourist places. • Lack of travel booking facilities. • Insecurity.

3.2 PROFILE OF TOURISTS VISITING THE REGION

3.2.1 International Tourists

Currently very few international tourists visit this region. Only Sardhana Church receives international tourists visiting it. Most of international tourists coming to India from U.K., U.S, Japan, Australia, South Asian, Africans regions etc. These countries abound in hill and beach resorts, water falls, forests etc. Hence, other nature based tourism products cannot be marketed to the international tourists beyond a point. The foreign tourists however show keen interest in historical, architectural and cultural heritage, monuments and temples of UP region of NCR. They enjoy the exquisite, unique, inspiring, extravagantly sculpted carvings in the temples.

3.2.2 Domestic Tourists

Tourists from all the Indian states visit UP region of NCR. The States which account for generating the maximum number of tourists to UP region of NCR are Delhi, Rajasthan, Madhya Pradesh etc. These tourists usually visit the religious destinations, wild life sanctuaries.

3.2.3 Local Tourists

The local tourists would have visited all the important tourist centres in the State especially at Ganga Ghat. With this target group in mind, the State Government has declared 26 centrally protected and 2 state protected sites in UP region of NCR. Intensive publicity and marketing will have to be undertaken to popularise these centres among the local tourists. The circuits will cover all the sites in which the cultural/ historical towns are located.

3.3 EXISTING STATUS OF MAJOR TOURIST DESTINATIONS

In order to determine the potential of the major tourist destinations, visits were made to the various sites of tourist interest, especially those with historical significance and the same were evaluated. Overall most of the sites appear to be in a dilapidated condition and except a few; there are hardly any visible buildings or monuments which can be an attraction for the tourists.

Based on this study we have summarized the status of the important tourist destinations, which will serve as the base for development of our strategy to turn the situation around.

4 SWOT Analysis & Development Options

Given below is the SWOT analysis from a Tourism Perspective

4.1 STRENGTHS

• Proximity to a large tourism market i.e. Delhi

• Major initiatives under way to improve access to the area by way of development of four lane highways

• The Region is endowed with religious sites of tremendous importance for various faiths.

5 Proposals for Development of Tourism Products

Based on a visit and study of the various historical sites and other sites of tourist interest, we have come to the conclusion that the solution lies in creation of “Theme-based Destinations” in order to compensate for the lack of significant monuments/buildings.

Before we detail our concepts of “Theme-based Destinations” we give below an analysis of the various themes and the development options that emerge:

5.2 THE PROPOSALS FOR DEVELOPMENT OF TOURISM PRODUCTS FOR THE UP SUB-REGION OF NCR

The proposal of the UP sub-region of NCR is divided into three parts as given below:

• Regional Tourist Hubs; this includes Development of tourism hub in Meerut, Ghaziabad (Garhmukteshwar and Recreational Hub along the Hindon River), Narora designated as Religious-cum- Recreational Hub and Gautam Buddha Nagar districts.

• Product Development and Identification of Schemes.

• Local sites development.

5.2.1 Development of Regional Tourist Hubs

The regional tourist hubs proposals mainly focus on five tourist hub development of:

1) Hastinapur designated as Mahabharata Theme Park,

2) Garhmukteshwar designated as Ganga Dhaam Pilgrimage center

3) Greater Noida designated as High income recreation/entertainment hub or can also be develop as entry gate of tourism in UP.

4) Recreational Hub along the Hindon River at Ghaziabad and

5) Narora designated as Religious-cum-Recreational Hub.

5.2.2 Product Development and Schemes

In order to promote the sustainable tourism we have critically analysed the potential of the sites. Based on the analysis we have identified tourism products and schemes like (a) Heritage Hotels, (b) Eco-Tourism and (c) Development of way side amenities d) development of fairs and festivals etc. which can be developed through PPP model.

5.2.3 Development of local sites for local tourism

During the site survey, it was observed that most of the sites were neglected, encroached, unmaintained, un-accessed etc. but still these were used by the local people for their historic and spiritual/religious significance. Hence, in this level, the proposal includes the development of sites at local level.

5.3 REGIONAL TOURIST HUBS PROPOSAL

5.3.1 HASTINAPUR DESIGNATED AS TOURIST HUB Introduction

Hastinapur, 37 Kms from Meerut, is a place of multiple attractions as it has places linked to historical events which appeal to Hindus and Jains alike. Also a wildlife sanctuary, adjacent to river Ganges has a potential for attracting nature lovers and recreationists.

Hastinapur used to be a very important capital in Mahabharata. It was located on the earlier course of the Ganges River and was washed away when the river changed its course. Later it was resettled in nearby area.

Places of Interest include: Jambudweep,Prachin Digambar Jain Mandir, Kailash Parvat, Shwetambar Jain Mandir, Ashtapad, Pandeshwar Mandir, Dropdeshwar Mahadev Mandir, Panch Pyarey Bhai Dharam Singh ki Janam Sthali Saifpur, Karna Mandir, Vidur Tila, Durga Mandir, Raghunathrao Palce, Nehru Park and Anand Budh Vihar.

Now, the place Hastinapur is very closely associated with Jain religion. Three gods of Jain religion names: Shanthinath, Khunthunath & Arahnath were born here and become 5th, 6th, 7th Chakravarti kings.

Historically Hastinapur had been the capital of the great empire of Pandavas mentoned in the epic of Mahabharata. The various sites and places mentioned in the epic can actually be located in the near by region of Hastinapur e.g. Lakshagrah (Barnawa), Parikshitgarh, Gandhari Talaaob etc. Lots of archaeological studies have been conducted and many evidences exist which proves that the Mahabharata was actually lived in this region. The historical and mythological value of these places is very significant and has very high potential for the tourism purpose.

Later, during the period of Ashoka, Hastinapur also became the centre of Buddhism. The jain religion also find solace in this historical site of Hastinapur. There are several jain temples complexes, Dharamshala’s etc. which attracts lots of regional tourist and Jain pilgrims. Jamboo Dweep is one of the very important jain temple shrine which also provides facility for spiritual centre and recreation.

The natural setting of Hastinapur near to the River Ganga, mid ganga canal, protected forest and its location away from urban chaos make Hastinapur a node of potential to be developed as a important tourist hub. The purpose of creating tourist hub will appeal to spiritual pilgrims, general tourist, scholors, local and regional people, children and senior citizes. The local employment will get boost and resources would be tapped for the overall development of Hastinapur- tourist hub. Moreover with the proposed airport at Meerut this proposed hub can become popular and viable.

• Vision for Development of Hastinapur Hub

Hastinapur is an historical city related to the epic of Mahabharata. There are many places like Parikshitgarh, Draupdi ki Rasoi, Ghats, Gandhari Talao etc. available in and around Hastinapur which narrates a story.

However, it is a hard fact, that there is no physical evidence or manifestations to watch out for visitors and relate them to the glorious past of Mahabharata or around which the story can be woven.

In order to recreate the grandeur of the Mahabharat era and to create an experience for the visitors, it is proposed that the journey of Hastinapur- Tourist Hub will start with a majestic gate with carvings and relief work of mahabharat events and characters to create a ‘flash back’ impact on the touerists while entering the city. This gate could be at the junction of Mawana Road.

The tourist will be royally welcomed at this place and will be guided to Mahabharata Theme Park (proposed to be created) by chariots/elephants/camel rides etc. The visitors will feel the grandeur while marching and experiencing the Hastinapur village, markets, signages and background music.

The Mahabharata Theme Park will have an interpretation centre, temple complex, sound and light shows, library, dioramas etc. which will comprehensively make an impact by showcasing the historic past and making people aware through different mediums like sound and light shows, theatre etc.

An amusement park for recreational purposes is also envisaged next to Mahabharata Theme Park where the people can have meals and children can enjoy joyrides, boating, bird watching in the adjoining reserve forest.

The reserve forest is proposed to be used on the lines of Eco-tourism with activities like jungle walk which will have trails, camping sites, emits of forest setting and jungle lodge.

The existing Jambudweep, Jain temple and archaeological sites will be an integral part and connected through the guided tours.

There is also proposal for connecting the hub to the holy river Ganges which flows in the east of Hastinapur village.

• Proposed Developments in Hastinapur - Tourist Hub

a) Development of entry gate at the junction of Mawana and Hastinapur Road.

The experience of entry to this historical site is lacking today and thus there is a need to create an experience of entry to this historically important place.

b) Development of Mahabharata theme park:

As explained earlier, though Hastinapur boasts of its association with the Mahabharta, today the tangible remains of this historic are not very attractive to the visitors due to their scale and present condition, thus there is need to create an interpretation and feel for this historic period. It is proposed to develop a theme park to highlight this aspect where visitors can experience the history in an entertaining format.

c) Development of Amusement park/Adventure Sports.

An amusement park is proposed as an adjunct to the Mahabharata Theme Park, where the visitors can relax, eat and drink and the children could take joy rides etc.

Adventure sports at Hastinapur – including diving, aero sports, aqua sports, adventure excursion, horse/camel ride, yoga and meditation, row boat/ motor boating and jungle safaris etc.  

d) Cycling along the Ganga Canal at Hastinapur

Riding a bicycle has always been a pleasure for a person who loves adventure and sports. And, when it is done amidst the luxurious surrounding of nature then, it becomes more delightful good things about biking (Bicycle) is, it does not emit any form of pollution as other means of transportation. Hence, it is good for our ecosystem too, as it does not harm the environment.

e) Forest walk/Mini Jungle Safari

Hastinapur has a large reserved forest which can be developed for Eco-Tourism. It is proposed to develop jungle walks and trails through the forest. Subject to getting permissions from the Forest Department, watch towers could be set up and ‘Treetop Canopy Walkway’ could be developed. Visitors could walk amongst the treetops and get a birds-eye view of the forest situated along the canal amidst a nature reserve, the Canopy Walkway would offer spectacular views over the top of the forest.

Provision of night stay would be made in the nearby lodge and research station, allowing time for personal exploration of this little known world.

Jungle Lodges – UP region of NCR has been bestowed with dense deciduous forests in which there are abundant wildlife, rare species of birds and landscapes full of greenery. Tourists love to visit places which abound with natural wealth, e.g., jungles. As the jungles fall under the "Reserved" forest areas, where taking up any major construction activity will endanger the extremely fragile ecology of the region, it is proposed to construct jungle lodges with minimum human intervention, which will be operated and maintained by the Forest Department.

The possibility of developing log huts in the villages which are located in the reserved forest could also be explored. The expertise and financial resources of the private sector could also be utilised in these ventures.

The jungle lodges will enable the tourists to watch the wildlife, flora and fauna etc. and offer to them the luxury of a star hotel in a natural elegant setting. There are numerous places where it may be worthwhile to take up construction of jungle lodges, e.g., Hastinapur Sanctuary.

• Details Activities of Forest Trails In Hastinapur Sanctuary • Walk through the treetops on the canopy walkway. • Bird watching excursions. • Experience nighttime excursions on foot and by canoe to look for nocturnal

birds, insects and mammals, spot caiman, enjoy the sounds of the forest at night. • Visit nearby Indian villages to learn of their native cultures and maybe a little

bartering for trade items. • Examine exotic plants and flowers and learn about the ecosystem in which they

live. • Fishing. • Creation of Botanical Garden. • Boat rides.

f) Educational Adventure Tour

Such tours could be organized for students of schools and colleges, where there could be learning of history and our heritage, as also visit to the Hastinapur sanctuary to learn about ecology and fauna and flora.

These tours support the regular curriculum and make lessons more meaningful and interesting. It becomes easier to learn when students are actually taken to see places of geographical and historical importance that they read about in their textbooks just plain fun -expect that we’ll take the students to locations that they probably would otherwise never visit. Experience the thrill of some of the most exotic and beautiful jungles, waterways and other litt1e- known adventure spots -far removed from the usual tourist spots DAY TRIPS.

g) Camping For School

Long camps conducted during vacations will give students an opportunity to learn first hand about outdoor life. They also get a chance to use the skills they learn during the regular course at school. Typical camp activities include: • Day and Night Treks • Setting up Camp -Selecting a Camp Site, Tents etc. • Night navigation • Cycle treks • Games and Quizzes • Campfire Activities • Cooking

h) Establishment of Tourist Information Bureau / Tourist Information centre.

A tourist information bureau would help in developing tourist information and guide system. Guides could help tourists in:

– Religious walks at Jambudweep complex, Archaeological Sites, Hastinapur Village etc. through tourist guide.

– Provision of rides with Chariot, Decorated Elephants, Horse, Camel.

i) Yoga Centre

In our modern daily routine life has become stressful and fast we do not find time for relaxation of body mind and soul. The cells with in our body needs rejuvenation from time to time, where as our mind and soul hungers for peace and happiness. To achieve good health, peaceful surrounding and calm minds we look for various options around us which can help us in achieving the calmness of mind and soul and the well being of our body.

j) Art of Living Centre

Today, more and more youngsters are visiting psychologists, psychiatrists and seeking help from counselors. Clearly stressful factors like an arduous education system, rising competition, increasing parental pressures, common teenage issues, tough careers and large expectations from the youth are taking their toll on these young minds. Gone are the days when yoga and meditation were considered activities for the middle aged and old generation.

k) Sound & Light Programme

Sound & Light shows will be set up at Hastinapur to attract more tourists. Beside the Sound and light show state of the art Laser show is also proposed in the theme park.

l) Visit to native place of Bhai Dharam Singh at Saifpur, Hastinapur. Located in close vicinity of Hastinapur this place is a popular place among the Sikhs. This place is proposed to be integrated within the Hastinapur Hub as an excursion point.

m) Boating and Water Cruise/House boats development at Hastinapur Most of the tourist destinations are located on the banks of River Ganga, since there is no direct connectivity through road to all these places like Garh Ghat, Brijghat, Anoopshehar, Rajghat etc. an alternative route through water ways is proposed. A cruise trip originating from Hastinapur to Brijghat along the Ganga River for tourism purpose would not only reduce the travel time but also induce the experience of excitement. Boat/ferry stations would be planned and linked to feeder services as per the detailed survey.

n) Adventure Sports

Most of the tourist travel from their native place to tourist destinations in the serarch of something new, exciting, appealing and experience. Tourist are already tired of their mundane routine and ususal life style. Adventure sports can be designed, constructed and fabricated on the natural settings or man made sites e.g. bungee jumping, forest walks, artificial climbing walls and full rope activities etc. Adventure sports activities will generate excitement and draw lot of tourist.

5.3.2 GARHMUKTESHWAR- TOURIST HUB

• Introduction

The proposal is mainly focused on pilgrimage and the area designated as ‘Ganga Dhaam Complex’.

Garhmukteshwar is situated on the National Highways 24 joining New Delhi with Lucknow. It is famous for its bathing fair that takes place on the Full Moon Day of the month of Kartik. About 8 Lacks persons/year come to have a dip in the river Ganga that they consider to be holy. Another fair, held on the occasion of Dussehra, attracts about around 50,000 devotees.

Attracts pilgrim traffic from W.UP, Haryana, HP, Rajasthan, Delhi etc (approximately 25 lakhs per annum during Karthik Purnima alone; approx. another 10 lakhs visit during the course of the year for bathing in the Ganga River)

Major regional mela during Karthik Purnima claiming a lineage of several thousands of years primarily involves: cattle and mules.

Special significance of Garh Mukteshwar as a cremation point and for immersion of ashes.

Garh Mukteshwar has of late been increasing in its significance as a site for cremation and post cremation rites especially immersion of ashes. Due to proximity of Garh to Delhi and the improvement in its access, it is gaining preference over Haridwar for immersion of ashes. Often people undertake various ceremonies post immersion such as shaving of heads, feeding the Brahmins etc. due to which the facilities for these activities are also developing.

a) Vision for Development of Garh-Mukteshwar Hub

With the historical background of Garh Mukteshwar as a religious pilgrimage centre, it is proposed to develop it as a religious tourism hub which can act as a counter magnet to Haridwar.

With a modern wide highway connecting Garh to Delhi, it now takes a mere two hours of painless driving to reach Garhmukteshwar from Delhi compared to four to five hours of difficult driving to reach Haridwar.

Our vision is to develop the facilities and infrastructure at Garh to a high level so that besides its importance as a pilgrimage center, it is also a place with enough activities to make a person stay over rather than make a day visit only.

Hence, besides developing the Ghats and the facilities for the visitors who come to immerse ashes of their loved ones, it is proposed to develop a “Ganga Dham Complex” whose centre piece will be a live working model with water flowing through it. It would depict the story of Ganga and the folk lore surrounding the holy river. This model may cover an area of about 2 acres and will show the journey of Ganga River from the Himalaya to the Bay of Bengal. Highlights at the appropriate place will bring out the relevant stories and legends. We envision a work of a scale and finesse such that it by itself becomes a talk of the town.

The Ganga Dham Complex will be an integrated complex which will have various facilities both for furthering one’s spiritual journey such as meditation centre, religious discourses, library, theatre etc.

We also envisage a health spa, with facilities for Yoga, naturotherapy and ayurvedic rejuvenation systems. Such a spa would have access to the river with private ghats and would be of a starred category so that visitors are tempted to spend a night or more instead of just making day visits.

In the western UP, Garhmukteshwar is very important pilgrimage centre and draws lakhs of people from the region for the religious purpose. Due to lack of facilities, activities and infrastructure, the stay of visitors in Garh is very limited.

The Ganga Dhaam Complex will introduce additional activities like meditation centre, ashram, ayurvedic centre/SPA, temple complex, theatre etc. therefore the proposal will bring in infrastructure and services to the destination point which will create interest and increase the length of stay of the visitors.

Places of interest include: Mukteshwar Mahadev Temple, Meerabai-Ki-Reti, Nahush Koop ( Nakka Kuan), Ganga Temple, Old Mukteshwar Temple and Jama Masjid.

• Proposed Developments at Garhmukteshwar Hub: b) Ganga Dhaam Complex

As explained earlier, this complex will be developed as an additional attraction for the city to supplement the existing activities of holy bath, last rites and immersion of ashes. The ingredients of the complex would be: • Live model of river Ganga with its story • Ganga interpretation center (theater) – Story of Ganga • Ganga Library • Meditation cum yoga Centre • Health Spa with star facilities and naturopathy/ayurvedic rejuvenation facilities • Holy bath at northern side of National Highway-24 • Ethnic Village In order to bring Ganga water in to the complex both for the live model as also for the hydrotherapy requirements of the spa, the feasibility of a barrage to divert a part of the water through the Ganga Dham Complex which would flow back to the main river about 5 Kms downstream would be examined.

c) Heritage/Religious walk at Garh Village

There are a number of heritage sites such as ‘Prachin Ganga Mandir’ which will be restored and improved and provided with proper signages. Guided tours with well trained guides’ heritage/religious walks would be organized to act as an attraction and additional activity for tourists visiting Garh.

The Garh village can be developed on the lines of CHOKI DHANI and should be equipped with infrastructure like budget hotels, heritage haveli’s and restaurants etc.

d) Yoga Centre

In our modern daily routine life has become stressful and fast we do not find time for relaxation of body mind and soul. The cells with in our body needs rejuvenation from time to time, where as our mind and soul hungers for peace and happiness. To achieve good health, peaceful surrounding and calm minds we look for various options around us which can help us in achieving the calmness of mind and soul and the well being of our body. Yoga weeks can be organised there under Dr. Igengar from time to time.

e) Art of Living Centre

Today, more and more youngsters are visiting psychologists, psychiatrists and seeking help from counselors. Clearly stressful factors like an arduous education system, rising competition, increasing parental pressures, common teenage issues, tough careers and large expectations from the youth are taking their toll on these young minds. Gone are the days when yoga and meditation were considered activities for the middle aged and old generation.

f) Sound & Light Programme

Sound & Light shows will be set up at Garhmukteshwar to attract more tourists. Beside the Sound and light show. Water screen multi media presentation is also proposed at Ganga Dham. 3D laser show in cinemadome on Ganga is also proposed.

g) Ganga Mahotsav

Ganga Mahotsav is a proposal for mega celebrations of holy river Ganga. It is a tribute to the holy river which will be organized twice a year for a period of 10-15 days at Garhmukteshwar. The main purpose of the Ganga Mahotsav would be spreading awareness of the holy Ganges and environmental sensitivity by drawing maximum number of tourists, pilgrims and mass gatherings. The other activities which will be associated will be fairs and festivals, temple complex, literature, exhibition and light and sound shows etc. The management of ganga mahotsav will be done by the proposed mela authority. It would be a association of professionals, volunteers, NGO groups etc. which would provide quality services & infrastructure during the mahotsav. Ganga mahotsav will also give exposure to the local skills , trade and handicrafts through exhibition spaces and mela.

h) Dedicated Ghat to be established as a separate bathing Ghat for

ladies.

Although a number of improvements have been made to the Ghats and efforts have been made to develop them on the Haridwar model, the ghats will need to be further extended and modernized.

The separate dressing areas for ladies are good but needs to be expanded. A separate ladies Ghat may be considered for ladies who would prefer a separate cordoned off area.

It will be useful to plan the ghats to include facilities for several other activities which are associated with bathing at the ghat. This could include accommodation for Pandas, facilities for computerization of family records, kitchen and seating facilities for those who wish to feed the poor as shraadh ceremonies. Facilities for aarti congregations may also be provided.

i) Up-gradation and improvement of Mela facilities

Although the bathing rituals continue every full moon and amavsya, there are times of the year when major congregations take place such as the ‘kartik Snan’ when lakhs of pilgrims congregate for a holy bath.

It is proposed to develop a permanent Mela Zone over about 20 acre on the outskirts of the temple area but distinctively separated. The concept is to upgrade the mela provide aesthetically designed shopping and entertainment zones, good quality of stalls which attract better quality of traders, and which in turn will encourage a better class of people to participate.

The mela program should be varied and different for each day so that sufficiently varied activities are available for visitors.

For bathing, gahts need to be made pucca and changing rooms etc. provided especially for ladies. To summarize, the improvement in infrastructure of mela would include: • Improving basic facilities for conduct of annual mela including hygienic toilets

in sufficient numbers. Similarly facilities for drinking water and shelter need to be provided.

• Provide facilities for display and keeping of animals including mules e.g.; special shade areas for animals; facilities for collective waste disposal; water pools for drinking by animals etc.

• In order to provide good quality accommodation for higher strata of pilgrims, setting up of Swiss tents should be considered. Currently tents are sufficient only to accommodate officials on duty.

• Additional facilities : Administration office, medical facilities (including veterinary)

• Special veterinary camp to be conducted during mela season and if required for “off-season” periods (to serve as a value added facility service)

• Certain portions of the area can be earmarked for weekend picnic getaway/ local melas in addition the annual mela festivities

• River cruise on steamer may be organized during the mela • Place to park bullock carts and other animal drawn carriages. • Development of parking area nearby Brijghat.

j) Water Cruise/House boats development at Hastinapur Most of the tourist destinations are located on the banks of River Ganga, since there is no direct connectivity through road to all these places like Garh Ghat, Brijghat, Anoopshehar, Rajghat etc. an alternative route through water ways is proposed. A cruise/houseboats trips originating from Garhmukteshwar to Narora via Anoopshehar along the Ganga River for tourism purpose would not only reduce the travel time but also induce the experience of excitement. Boat/ferry stations would be planned and linked to feeder services as per the detailed survey.

5.3.3 DEVELOPMENT OF GREATER NOIDA AS A RECREATION HUB

• Introduction

Delhi is a major gateway for the National and the International tourists; it is a residential centre with the offices of major embassies, multinational organizations and other private and government institutions. Western UP adjoins Delhi and hence has, in principle access to the high net-worth individuals in the NCR region.

The proximity to Greater Noida to Delhi and the upcoming world class planned development has led Gautam Buddha Nagar district to attract several capital investment projects.

The township of Noida, Greater Noida and proposed Ganga Experssway Development Authority already have sites earmarked for the recreational/tourist activities in their Master Plan

Places of interest include: Okhla Bird sanctuary, Ambedkar Park (Noida) and Dronacharya Village.

The proposal of tourism sites which are falling in the Master Plans will be developed by their respective development authorities on the PPP mode. The developed authorities will prepare detailed guidelines, norms and standards, development controls for the balance development of the tourist destinations. The allocation of the sites will be ensuring that adequate supporting infrastructure of tourism is provided.

13. Night Safari in Mursheedpur Pur Reserve Forest, Greater Noida.

The Night Safari would create awareness among people about environment and ecology. It would be a source for recreation to residents and boost tourism in Greater Noida. The Night Safari is being developed on the lines of open zoological gardens already established in China and Singapore and the concept note of the same is placed at Annexure-VII. It will unfold the mystery and drama of the wilds in the jungle after the dusk. Visitors can see the animals at night in the open backwoods. Night Safari at Noida is effort to create awareness about the biodiversity. However, these animals would be confined within specified areas. The safari would be adequately illuminated for night conditions. The project is proposed to build over the 150 acres of land near Mursheedpur Reserve Forest on the Taj Express Highway. We understand preliminary clearances have already been obtained form the ‘Ministry Of Environment And Forests’. It is the ambitious project which would cost around 1000-1500 crore and the project is being designed according to the international standards. A PPP model with an experienced party may be examined. 14. Bird Sanctuary

Intending to promote tourism in the state, the forest department has plans to create a bird sanctuary in Greater Noida. The sanctuary named ’Greater Noida Bird Habitat’ would be built on the lowland, natural water body — Surajpur Jheel — and is said to be one the largest bird sanctuaries of the country. The forest department, which has already started implementing the project, will treat and develop 330 hectares bird habitat on the lake area measuring 108 hectares. This includes plantation and beautification work in and around the lake area, which comes under the reserve forest area. The habitat would be developed for migratory and local birds, which would be provided protection and a safe habitat. The sanctuary believed to be the second largest after the Bharatpur Bird Sanctuary aims at giving boost to eco-tourism in the country, especially the NCR. The sanctuary will provide a safe habitat to more than 60 species of rare and migratory birds including the Little Egert, Night Heron, Indian Reef Heron, Painted Stork, Open bill Stork, Whitenecked Stork, etc. 15. Convention Centre

It is proposed to construct a massive Convention Centre with NRI / private sector support with 1500 capacity in Greater Noida . This Convention Centre will have World class facilities for conducting National and International Conferences. This project will be taken up as a joint-venture in an area of around 500 acres and will contain a Five Star Hotel with 1000 rooms, Mini Conference Halls, shopping arcade, Disney land, ethnic village, handicraft emporium, children park, textile museum, swimming pool, bar, theatre, all modern communication links, wide car parking area, huge exhibition mansion, art gallery, etc. The total cost will be worked out at the time of implementation since it is to be fully entrusted to NRI / Private Sector.

Concept

Initially, Ghaziabad was an industrial town which is gradually transforming to a hi-tech with world class infrastructure. The city is already adopting capacity building programmes to achieve the vision. In the scenario inducing tourism activities in Ghaziabad will not only improve existing resources but also built a potential site for revenue collections and capacity building.

The site identified for the recreational-cum-institutional hub lies next to the bridge of national highway – 24 and Hindon River. Connectivity , availability of land , proximity to natural water body (Hindon River) are main advantages for creating Ghaziabad as tourist hub which will also caters to the local and regional population.

The proposed recreational hub will include the following activities: a. Water Sports b. Amusement park c. Boating d. Garden of five sense/Chinese Garden e. Artificial Waterfalls and Fountains f. 5.3.5 NARORA DESIGNATED AS RELIGIOUS-CUM-RECREATIONAL HUB

Concept Narora is a small town, famous for Narora Atomic Power Plant. In the series of bathig ghats and Pilgrims centre along the Ganga River down stream, Narora is the last destination point in the NCR-UP sub region. The whole belt along the ganges from Anoopshahr to narora is full of rich cultural and religious tourism. Lots of fairs and festivals occur along with the religious activity. Hence the proposal to make Narora as a Religious-cum-Recreational Tourist Hub for the lpeople will facilitate and develop the area i.e development of Ghats, mela ground, restaurants, picnic spots, luxury houseboats, boating & ferry services etc. The Narora Tourist Hub embracing the local level activities will provide facilities of recreation and religious activities as well as can be a link to promote the Rural Tourism. Tourist Hub at Narora is situated next to Ganga Barrage. The adjoining land near Ganga Barrage/Canal belongs to Irrigation and Forest Deptt. UP tourism department needs to take land and approvals from the concerned agencies. Further the proposal of tourist hub at Narora would increase the influx of tourist and related activities like boating,cruise/house boats etc. from Narora to Garhmukteshwar. The Environmental guidelines issued from the Ministry of Environment, GOI needs to follow for development of tourist hub along the river side.

The proposed route of cruise/boating from Narora to Garhmukteshwar will be passing through various stretches like river embankment , railway and road bridges etc. hence a detailed survey has to be carried out with proper ferry route and get approval from NHAI, Railways, NIDM , Environmental, Irrigation and other concerned departments. Proposed Developments

a) River Front Development & Development of Narora designated as Religious-cum-Recreational hub

• Ghat Development at Naraura, Anoopshehar, Rajghaat, Karanbas and Ahar. • Creation of new markets/food joints at Ahar,Naraura, Rajghaat, Sardhana. • Provision of temporary accommodation, civic amenities and medical facilities at

Ahar,Garh, Rajghaat during mela and festivals. • Connectivity from Narora to Garh Mukteshwar along the Ganga River. • Civic Amenities at tourist destinations • The object of this scheme is to develop and improve basic amenities such as

drinking water supply, sewerage and sanitation systems, in particular “Pay and Use toilets”, provision of Cloak room facilities, hygienic eateries etc. at the Tourist Centres. Initially Narora tourist hub will be selected for this purpose and provision of basic infrastructural facilities in each towns. This amount would come from the Local Administration budget.

5.4 PRODUCT DEVELOPMENT AND IDENTIFICATION OF SCHEMES

In order to promote the sustainable tourism in the region we have critically analysed the potential of the sites. Based on that we identified tourism products and schemes like Heritage Hotels, Eco-Tourism, fairs and festivals and Development of way side amenities etc. can be develop through PPP model.

5.4.1 Identification of Schemes for development of way side amenities

Highway Tourism is an integral part of present day tourism promotion activity but in the present scenario, very few wayside amenities are available at the national highways and around the city in Uttar Pradesh. Therefore an initiative called “Aram” having the facility for parking, restaurant, restrooms, etc. was initiated in the 10th plan period. It is imperative that these initiatives are continued in the 11th five year plan period at new locations. Development of wayside amenities The primary survey at various routes within the NCR UP sub region revealed that the wayside amenities were either absent or placed in a fragmented manner.

The tourism master plan proposes a network of wayside amenities to be proposed in the sub-region. The facilities is to be provided in the wayside amenities are classified into three categories.

a. To be proposed at every important urban centre and equipped with tourist information centre, fuel stations, souvenir shops, internet, PCO, restaurant,2-3 star hotels, mobile medical and security. (Garhmukteshwar, Bulandshehar, Khurja, NOIDA, Greater NOIDA, Modinagar, Meerut, Mawana, Sardhana, )

b. Proposed at every 50 km stretch includes eating food joints, PCO, motor vehicle mechanics, ATM, souvenir shops, mobile ambulance and security systems. (Baraut, Dasna, Ghaziabad, Dadri, Sikanderabad, Jewar, Siyana, Anoopshehar)

c. Up gradation of existing dhaba’s with proper seating, light and meals facility, internet, PCO etc.

There are many amenities run by the private sector however they need to be upgraded to a certain standard for this govt can give grants/ subsidy/ incentives to the owners to be able to upgrade their facilities. The assistance can be in form of tax rebate, license fee etc, or even providing interior design, training, certifications etc. Wayside amenities imply facilities provided to tourists, some of these facilities are listed as under:

• Toilets • Cafeteria • Telephone booths • Motels • Petrol pumps • Guesthouses for resting and others. • Gym with green area • Happy club includes Indoor Games (i.e. Carrom, Table Ttennis, Badminton

etc.) • First aid • Grocery • Souvenir Shops

These facilities can be provided on the entrance points and can be classified into three different forms of amenities:

• Basic - Only with a washroom, and small café for refreshment • Washroom with restaurant to serve refreshments with some resting facilities,

lawn / garden, etc • A larger scale having dining facilities with washrooms, petrol pump, rooms

etc. " These facilities would be basic in nature for travelers who need a clean environment for a stopover during long road journeys. They are proposed at a distance of 50 km on major roads connecting Delhi- Haridwar, Delhi Nanital, Delhi Aligarh, Noida-Agra etc. These amenity centers/amenities would be set up along every 50-km stretch, with parking facility, food courts and rest rooms. Two such centers are functioning on the Vadodara-

Mumbai highway, in association with the Reliance group. The decision on locations will be left to the respective districts. These amenities could have different designs depending on the districts & theme (theme would be based on the type of tourism proposed), depicting their architecture and culture. These wayside amenities can play vital role for promoting rural tourism as well.

Establishment of Wayside Amenities

Wayside amenities on National Highways and state Highways would be proposed to be set up at regular intervals, which can be developed by: • Investments from state tourism boards and if required, through Central Financing

Assistance (CFA) • Public-Private-Partnership (PPP): Inviting private parties for construction of

wayside amenities based on BOT or BOOT model and Department of Tourism, UP can be issues the tenders for the same.

• Loan from financial institutions or banks: The Central Government can provide 30% cost and 10% can be provided by the State Governments. The remaining 60% would be raised as a loan from financial institutions or banks.

5.4.2 Identification of sites for Heritage Hotels.

There already 2 existing Heritage Hotels at Unchagaon and Kuchesar. They have high tourism potential and can be developed as destination on their own. There is a need for these destinations to be promoted and marketing. The access to these sites also needs to be improved. There could also be possibilities of promoting rural tourism at these places.

There are many other sites with potential to be developed as heritage hotels however incentives from the govt will be required for the owners. • Pili Kothi at Dasna, Ghaziabad Disctrict • Zali Kothi on Delhi-Meerut Road, Meerut city • Mustafa Palace at Meerut city • Begum Palace at Sadar Bazaar, Meerut Cantt.

5.4.3 Upgradation/Development of existing Hotels/Guest houses

The following existing hotels are also part of proposed tourist hub and will be upgraded through PPP model.

1. Hindon Motel, Ghaziabad (Landscaping, Gym, increase no. Of beds, indoor games complex (billiards, pool, carom, table tennis etc.)

2. Rahi Tourist Guest House, Garhmukteshwar (Landscaping, Gym, increase no. Of beds, indoor games complex (billiards, pool, carom, table tennis etc.)

3. Wayside amenities at Khurja, Bulandshehar ( Pottery Centre, increase no. Of beds, indoor games complex and lawns, fuel stations, play stations etc.)

4. Gazal Tourist Resort at Narora, Bulandshehar (Landscaping, Gym, increase no. Of beds, indoor games complex (billiards, pool, carom, table tennis etc.)

5.4.4 Promotion of Rural Tourism in the Region

Since most of the region is agrarian based, especiallly sugarcane and flower farming, there is a potential to develop farm tourism. Schemes for incentive can be considered for farmers who can develop this within their farm land by providing temporary accommodation etc. • Lakshagra/Barnava for Farm Tourism • Mawana/Daraula for Sugarcane • Khurja for Pottery • Muzaffar Saini Village near Meerut on Mawana Road , Garhgaj Minar • Garh Bangur near Garhmukteshwar famous for Mudhas • UNCHAGOAN • Kuchesar Village

Rural Tourism at Muzafarpur Saini, (Garhgaz minar), Garh Bangar, Bisrakh & Dhankor in Greater Noida, Kuchesar and Unchagaon, Kurja, Bhasuma - The new concept of Rural and Village tourism as envisaged by the Government of India aims at providing adequate infrastructural facilities while maintaining the rural ambience. The villages for promotion of village tourism are identified by the District Tourism Advisory Committees. The tourists may meet and mingle with the village community, halt overnight and observe the life-style of the rural folk before resuming their journey to their further destinations. Many foreign tourists like the experience of visiting and having further sojourn in a simple Indian village. As this will generate rural employment and advance development of these areas, bring out the rich and un-adulterated culture, tradition, fine arts, martial arts, games, worship forms, handicrafts, herbal cures etc. which are preserved, protected and maintained only in the villages, it is aimed to bring out these inbuilt talents and expose some of the salient features of rich tradition to the outside world.

5.4.5 Promotion of Farm Tourism and Plantation Complex

The UP sub-region of NCR has large numbers of Farms/Plantations which can be converted into tourism product with very minimum intervention. What is needed is to develop minimal facilities to receive tourists and to have some facade improvements to beautify the entrance area. It is also necessary to have stalls to showcase the products of the farm. The walkways inside the farm should be clean. There should be trained persons to guide the tourists inside the farm. Signages and name boards of various species and its importance, specialities, uses etc is important. Accommodation facilities in the form of traditional farm houses or estate bungalows are optional. The minimum infrastructure facilities required for tourists include parking area, toilets etc.

5.4.6 Sound & Light Programme Sound & Light shows will be set up at Hastinapur, Garhmukteshwar, and Meerut to attract more tourists.

5.4.7 Tourism Police

The Safety and Security of tourists is extremely important and is a critical factor for the promotion of tourism.

Tourists - foreign and domestic, have nightmarish experience at times at some of the tourist centres. Some of the tourists lose their travel documents, some encounter local anti-social elements while they visit places or during the stay in hotels. In some places they meet hostile youngsters. The local people forget that they are expected to be tourist-friendly and to extend all possible help to make their visit and stay pleasant so that the influx of tourists increases. Therefore, the Government has proposed to introduce Tourism Police facilities in all important tourists centres like Hastinpur, Ganga Ghats, Sardhana, Greater Noida and Baghpat as also at places like airports, railway stations, monuments etc., in a phased manner.

5.4.8 Eco-Tourism

Eco-Tourism is a form of “tourism that involves travelling to relatively undisturbed natural areas with the specified object of studying, admiring and enjoying the natural sceneries, wild plants, animals, as well as any existing unique aspects found in these areas ” according to the World Tourism Organisation. Natural environment is the primary attraction in Ecotourism.

Tourists especially from other countries are keen to enjoy visiting Ecofriendly environs. They never fail to include eco-friendly tourist spots in their itinerary while visiting UP region of NCR.

Two reserve forest (the Hastinapur Sanctuary and the Mursheedpur Forest) are located in UP region of NCR. In order to explore eco-friendly tourism potential in the Ganga Ghat, Narora, Hastinapur Sanctuary and Mursheedpur Forest will be introduced and Eco-friendly adventure tourism activities could be encouraged.

5.4.9 Promotion and Development of Fairs and Festivals • Infrastructure development in Pardarshni Ground, Bulandshehar, Sardhana,

Karnabas, Rajghaat, Nauchandi Mela etc. • Provision of designated fair grounds at Pura Mahadev, Ahar. • Creation of Mela Authority for mela infrastructure and management

improvement. The NCR UP sub-region is rich in religious and spiritual shrines. The presence of holy Ganga River and enchants the entire region and attracts thrusands of pilgrimage around the year. Many festivals and fairs are held at regional and local level i.e. Ganga Snaan, Nauchandi ka mela, Shivratri, Purnima and Amavasya etc. The primary survey revealed that most of these fairs and festivals /Mela happens at different interval of time. Mostly, these mela’s are organized by locals, private people, local group or gram panchyat samities as a result the pilgrimage faces huge problems of civic amenities, lack of accommodation , security etc. Mela Authority will be act as Special Purpose Vehice (SPV) which will be centrally operated. It’s main functions to provide civic amenities, infrastructure development and management and cater to the mass communication/mela’s etc at a professional level. Volunteer groups, Gram Panchayat, NGO’s etc. will be the key stakeholders for development of fairs and festivals.

5.4.10 Tourism Signages The existing tourism signages are either missing or in very poor conditions as a result many sites are overlooked and missed by the tourist while travelling through the region. The proposal of signages is divided in three categories.

i. Regional Level: These signages will be placed at tourist information centres, major road nodes, district headquarters, railway stations, inter-state bus terminal, proposed airport etc.

ii. Tourist Hub Level: It will demonstrate the spatial location of tourist hub with

respect to other hubs and urban centre. It will marked all the information related to the sites and activities proposed in the hub along with site map and tourist calendar.

iii. Site level: It will indicate the significance and background of the site along with the site map and photos. Such signage can also be placed at the nearest Way side amity to the destination to attract the curiosity of the visitors to the place for example an information board at Sardana amity site could direct visitors to the near by Sardana church.

5.4.11 Subsidy for Power Supply

The power supply in the entire region is irregular and inadequate. In the scenario the requirement of the power needs to be fulfilled at local, on-site level only. Various activities like light and sound shows, exhibition spaces, mela grounds, lighting of monument etc. would require huge consumption of power. The environmental friendly and innovative methods of power generation would be promoted e.g. Solar Energy, Wind Energy etc. Subsidy can be given to the stakeholders adopting these methods. Mela authority will be the key stakeholder in this regard.

5.5 LOCAL LEVEL TOURISM SITE DEVELOPMENT

During the site survey, it was observed that most of the sites were neglected, encroached, unmaintained, un-accessed etc. but still these were used by the local people for their historic and spiritual/religious significance. Hence, in this level, the proposal includes the development of sites at local level.

Proposal of local site development at district level are as given below:

Baghpat • Conservation/Restoration at Lakshagrah near Barnava Village. • Provision of signage at all tourist destinations.

Meerut • Development of picnic/recreational zone at Gandhari Talaab (Parikshitgarh) and

Bhole ki Jhaal at Meerut for local and regional people. • Light and Sound Shows at Victoria Park, Meerut. • Heritage walk in Meerut with special emphasis in sites of 1857. • Conservation/Restoration at Shah Peer, Hapur Road, Haji Kabristaan on Delhi-

Meerut road, sites of 1857 and Archeological Sites in Hastinapur • Cleanliness, Beautification and maintenance at Haji Kabristaan, Meerut • Creation of market, improvement of accessibility and accommodation for

a) Proposed Pottery Centre at Khurja World over Khurja is famous for its pottery works. The local skill of pottery handicrafts engages throusands of artisan and craftsman in the occupation. It’s labour intensive crafts and is done in a traditional manner. The pottery centre includes training institute, research centre, workshops, museum, exhibition hall, library and living experience of the pottery art work.

Khurja Pottery Centre could be developed along with a way side amenity through PPP model.

b) Proposal for development of Sardhana as a destination especially for Christians Sardhana is one of the oldest church in the western UP region. It directly indicates that how christianly was given favorable conditions to flourished in those times. Begum Samru Palace and Church has architectural values. It is very important shrine for Christians in this region and also attracts pilgrims of other religion for solace and tourism purpose. The conservation, protection and development of Begum Samru Palace will attract more pilgrims and improve local employment opportunities within the region.

c) Proposed Tourism Circuits

UP region of NCR can be developed as a “complete destination" for all reasons and seasons. To facilitate tourists visiting their desired destinations without any hardship as also to properly package and market the products holistically in an integrated manner, it is proposed to identify and develop ‘Tourism Circuits’. The infrastructure in these circuits would be created and up-dated keeping the twin objectives of attracting more tourists and extending their stay in Greater Noida, & Meerut in view. Accordingly, the following tourism circuits have been identified:

Delhi-(Lakshagrah)- Sardhana-Hastinapur- Meerut- Garhmukteshwar- Greater Noida-Delhi d) Regional Linkages and Connectivity- Transport Proposals

Air: • Two airports are proposed in the region one at Meerut and another at Jewer Greater NOIDA. Rail: • Needs to be improved esply between Delhi- Meerut, Delhi Bulanshahar, Delhi Garh. • Metro link should be extended to Ghazibad and Greater NOIDA. Road: • Many ongoing and proposed expressway like Access road Ghaziabad- Haridwar, Yammuna Expressway, Ganga Expressway, these will improve the connectivity of the region. • Timely completion of ongoing road and bridges construction by NHAI esply between Hapur and Garh. • Improvements to road between Delhi – Bagpat. • Proposed link road between Garh and Narora (60Km), connecting Ahar, Anoopshahar, Karanbas, Rajghat and Narora. • Proposed Brijghat bypass. • Proposed Railway over bridge for railway crossings at major highways esply for Garh Town and proposed GangaDham complex. • Improvements to Road between Hastinapur- Bijnor, and Hastinapur to proposed Ganga Ghat. • Flyovers and bypasses for major bottlenecks like Gazipur, Loni, Bulandshahar, Modinagar etc.

6 Tourism Promotion Strategy

6.1 OVERALL VISION

To promote the region as a tourism magnet for national and international tourists while promoting heritage and cultural resources and creating it as a hub for recreation.

6.1.1 Tourism Development Strategies

• Establishment of Tourist Information Centres at Meerut, Ghaziabad, Greater Noida, Garh Mukteshwar & Bulandshahar.

• Provision of Infrastructure facilities and important Tourist Centres

• Encouragement to joint venture schemes and PPP.

• Community Participation and Employment Generation.

• To encourage sustainable tourism to the region.

6.1.2 For increasing the tourist inflow

Aggressive marketing strategies will be adopted to publicise the tourist potential of UP region of NCR both nationally and internationally. Some of the main features of this strategy are as follows:

• Opening of Tourist Information Centres in UP region of NCR and other States.

• Appointment of marketing agents throughout the country.

• Publishing of high quality literature in Indian and foreign languages.

6.1.3 For promoting private participation

The Government will gradually assume the role of a catalyst/ facilitator and involve the private sector in restoring the prime position occupied by the State. Besides facilitating clearances to attract the private entrepreneurs, it is proposed to adopt a multi - pronged strategy, viz.

• A land bank will be opened where available government and private lands throughout UP region of NCR will be identified and pooled. Land from this bank will be made available to the private entrepreneurs on long term lease basis on concessional terms;

• The Project proposals submitted by the private entrepreneurs will be cleared instantaneously through single window clearance system;

• Attractive incentives will be offered;

6.2 GENERATING EMPLOYMENT OPPORTUNITIES AND CAPACITY BUILDING

It is a well known fact that tourism industry is capable of generating huge employment (both direct and indirect) opportunities. It is estimated that world wide tourism industry enjoys a 10 % share in generation of employment opportunities. Therefore, steps will be taken to train educated un-employed youth in the tourism related fields. i.e., Hotels, Guide, Recreation activities, Studio services, Theatres, Communication net work, Bar, Beauty parlour etc. The unskilled rural folk will be trained in the fields of Driving, Hospitality, Costumes, Traditional arts, Handicrafts etc. Proposals are also there to include Tourism studies in the Schools and College curriculum to create awareness among youth so as to fully prepare and sensitise the coming generations.

6.3 PROMOTION OF ECO-TOURISM

Rapid advancements in science and technology are threatening to turn the world into a concrete jungle. Hence the tourists nowadays yearn to visit eco-tourism centres like water falls, forests etc. Therefore, the endeavour will be to exploit the natural resources maintaining complete harmony with nature and without endangering the otherwise extremely fragile ecology and to introduce boating, water sports etc.

6.4 STAKEHOLDERS AND THEIR ROLE’S

The proposals and schemes contained in the Tourism Master Plan for UP NCR have been proposed/ suggested on the basis of their requirement/ demand taking into consideration their feasibility and sustainability. The statutory powers and other delivery systems to support tourism development (infrastructure development), however, rest and are spread over different government departments/ agencies.

• The transport systems to facilitate tourist movement are organized by the (Central) Ministries of Civil Aviation, Surface Transport, and Railways.

• The upkeep and management of tourist attractions like monuments are regulated by Home Ministry.

• Other infrastructure facilities like land, water, sewerage, electricity, roads are within the purview of State government departments.

• Tourism development therefore calls for effective coordination of all concerned departments, which is provided by the Ministry of Tourism.

The implementation of the Tourism Master Plan for UP NCR would require a decision making to be integrated at higher level. It would demand participation and interaction of experts and the leaders of tourism trade and industry from the private sectors. The approach is to be positive to ensure quality and to optimize the gains of the plan. Thus, on the lines of Punjab Heritage & Tourism Board, an Uttar Pradesh Tourism Commission/ Board is suggested.

6.4.1.1 Tourism Commission/ Board

• Tourism is a major source of jobs, income and revenue in the state and the expansion of this industry is vital, to the overall growth of the state economy;

• Tourism and recreational industries are important to the state not only because of the number of people they serve and the vast human, financial and physical sources they employ, but because of the benefits which tourism, recreation and related activities confer on individual and the society as a whole;

• Existing state government involvement in tourism and related activities need to be better coordinated at the state level as well as within local governments and private sectors to maximize the economic and the employment benefits of the industry;

• The entire state could benefit from promotion of lesser-known and under-utilised destinations (like Sardana, Kuchesar) within the state and additional state resources may be effectively utilized to assist such localities in order that they can participate and accrue benefits from tourism promotion.

6.4.1.2 Structure of the Commission/ Board

• The Commission/ Board to be chaired by an executive in the Government at a very high level say the Chief Minister or the Minister of Tourism;

• Five members of the Commission/ Board to be appointed by the government who are professionally active in the tourism industry representing its diverse segments;

• Two members of the Assembly to be nominated as per rules; and,

• Director tourism shall serve as Secretary to the Commission/ Board and provide staff and whatever supportive services necessary.

6.4.1.3 Functions of the Commission/ Board

The Commission/ Board shall, with the office of tourism adopt, annually update a tourism marketing plan for the state for international and domestic tourists and perform the activities as follows:

• Assessment of the activities and accomplishments of the office of tourism;

• Outline the intended programme of tourism promotion and visitor service activities for the oncoming year;

• Delineate the ways, means and programmes by which tourism shall be promoted, including any cost effective marketing methods and technique to be employed;

• Identify resources as are reasonably necessary, from all sources both public and private, to accomplish these promotion and marketing activities;

• Identify and articulate co-operative or shared cost programmes, or opportunities for these ventures, with private entities;

• Contain other information, data or recommendations that may be germane to the marketing efforts of the tourism plan.

6.4.1.4 Framework of Activities of the Board

• Facilitate travellers and visitors to and in the state to the maximum extent possible;

• Identify and assist in the development of a user-directed, computer based, public access information system serving the needs of the travelling and tourist public in urban and rural areas in the state;

• Develop and publish research to determine sources and characteristics of present and future visitors to UP NCR region and

• Represent the state at domestic and international travel trade shows that provide an opportunity to promote a significant amount of travel to and within UP NCR region;

• Co-operate with the central government in the development and the promotion of India as a destination for international tourism.

6.4.2 Consultancy Services

Implementation of the Tourism Master Plan for UP NCR would entail obtaining the skills of specialist Consultants, as the core team would need to be supported by experts. Under technical competence the following should be examined:

• The experience of the firm in a project of this nature;

• The adequacy of the proposed work plan in terms of the demonstrated understanding of the concerned project, responsiveness to the terms of reference and effective management of work;

• The qualifications of the person to be assigned, successful implementation in similar situations, experiences in developing countries, especially India (if the consulting firm is international). If overseas firms are used, efforts should be made to package assignments so that the experts’ time and cost can be shared by other projects in the region, so as to reduce costs on a particular project.

6.4.3 Department of Tourism

The Department of Tourism will be the nodal agency in the UP NCR region for the development of tourist facilities and services in the state. For undertaking the implementation of Tourism Master Plan for UP NCR, the Department of Tourism would require to operate in the following areas:

6.4.3.1 Monitoring and Evaluation Cell

For ensuring a balanced growth of tourism infrastructure on environmentally sustainable basis and coordinating and monitoring the marketing and promotional plans, a monitoring and evaluation cell should be established.

6.4.3.2 Investment Facilitation Cell

A single window mechanism to provide the private investors with the necessary advice and information and facilitate the clearance of various requirements should be created for establishing an Investment Facilitation Cell.

6.4.3.3 Task Forces

It would be necessary to constitute separate task forces, to manage the integrated development of various tourist areas under the Tourism Master Plan for UP NCR.

6.4.3.4 Rural Tourism Cell

A separate Rural Tourism Cell should be constituted so as to assist the elected panchayats for identifying locations, preparing detailed plan for development of tourist facilities, and appointing suitable staff to run and manage the rural tourism scheme envisaged under the Tourism Master Plan for UP NCR.

6.4.3.5 Accommodation Reservation

The right of reservation of accommodation including government department guest houses/ bungalows and circuit houses etc could be governed by the Department of Tourism.

6.4.4 PUBLIC PRIVATE PARTNERSHIP (PPP)

In hotel and tourism industry, the dominance of the private sector can be seen by the fact that the private sector accounts for over 70% of the market share mainly because this industry is highly capital intensive. In tourism, the travel agencies play a vital role. With the passage of time, travel agencies are adapting themselves to meet the diverse needs of travelers. At one time they were only offering ticketing services but today the range includes everything right from arranging hotel accommodation to transportation (by land/ air/ sea), local sightseeing and excursions, entertainment and leisure, recreational facilities, adventure tourism activities etc.

Defining the extent of privatisation

The following options are feasible which can be considered for privatisation:

• Joint venture

• Outright sale

• Lease

Whether all properties should be privatised or only some is a policy decision to be undertaken by the State government. Some options are stated below which can be taken into consideration by the State Government in finalising their policy decision in this regard.

Option 1:

Privatize where the industry is already developed: This will imply that UPT would focus its attention on playing a pioneering/need based role of servicing the requirements till the region or site area becomes more developed in this regard. The objective is to encourage tourist visitage to areas that are underdeveloped from an overall infrastructure perspective.

Option 2

Privatise only the loss making units: This policy option is sometimes suggested on the grounds that profit earning/revenue generating entities can be kept with the UPSTDC/UPT

• Implication/ Assessment: Loss-making reasons have to be carefully assessed; reasons could range from inappropriate management control/marketing to inappropriate location strategy. If loss making is because of the latter reasons, there could be “few takers” in the privatisation exercise.

Option3

Privatise all eventually on the policy principle that government is not to be in the business of “operations”; but in providing for policy guidelines, strategy, and facilitating the growth of infrastructure and industry.

Option 4

Privatise through “unbundling” of operations and by management contract: Under this option, the UPT brand name could be retained and ownership of land and assets would be vested with UPT. Some or all services, could be awarded to single or several entrepreneurs on the basis of management contract. There would be no lease under this concept and the same can be defined as limited privatisation.

Infrastructure Projects

Infrastructure projects benefit not only tourism but also the entire local regional community where undertaken. In principle, the feasibility and option to participate through structured BOT/BOOT and related models is proposed, especially for Hastinapur theme park, Greater Noida & Noida Hub and local level infrastructure facilities.

However, it is expected that the government will play the lead role and may have to continue to be the lead investor in these areas (especially in the context of the next 5~10 years), till the image of UP as an investment destination for industrial and commercial business is enhanced from an all-India perspective.

In this context, the main existing special financing institution catering to the tourism industry for promotion of tourism facilities is the Tourism Finance Corporation of India (TFCI). In operations, TFCI has been focussed primarily on the hotels sector and additionally on investment requirements of infrastructure projects.

These private sectors can be major corporate or local entrepreneurs. The latter would be local community members operating low cost facilities or offering primarily services (Small wayside amenities, boating clubs, animal rides, internet cafes, health club, yoga club etc.).

The Tourism Master Plan for UP NCR includes, among others, encouraging private sector investment. Availability of quality accommodation in the state is a pre-requisite for tourism promotion. It is therefore proposed to encourage private entrepreneurs to put up new hotels both in private and government land. The government land will be made available to them at reasonable lease rent. This would give a fillip to the tourism development in the state.

The following areas have been identified for direct participation of the private sector:

• Capacity building in accommodation, particularly paying guest accommodation;

• Organization of cultural programs/ events, and performances;

• Rrual haats;

• Unconventional power generation, particularly wind energy;

• Tours and travel services;

• Package tours;

• Tour guides, including guides for the disabled;

• Maintenance of heritage and historical monuments;

• Maintenance of places of scenic beauty;

• Organization of light and sound shows;

Detailed Marketing strategy for Tourism Master Plan for UP NCR is as follows:

6.5.1 Tourism Units as Export Houses

Tourism industry has been accorded the status of an export houses. Tourism units earning 6 crore in foreign exchange would be recognised as export houses. Such units are qualified to get benefits that are available to other export houses, such as –

• Special import licence (SIL);

• Free trading of SIL;

• Import of several equipments under the SIL;

• Waiver of bank guarantee for imports;

• Import of cars against foreign exchange earnings; and,

• Income tax exemption under section 80 HHD.

6.5.2 The Uniform Tax Structure for Hotel Sector

A uniform tax structure for the hotel and transport sector, as follows:

• 5% tax on hotel room tariff of Rs. 1000.00 per person;

• 10% tax on hotel room tariff over Rs. 1000.00 per person; and,

• 12% tax on hotel room tariff over Rs. 1500.00 per person

6.5.3 Publicity

Publicity through mass, print and electronic media gives new dimension to promotion and marketing of tourism interests. Effective publicity is vital for attracting tourists. Publicity material such as brochures, posters, maps etc. matching an international quality must be prepared and distributed to all tourists/ tourism enthusiasts through tourist offices and tourist information centres. An aggressive publicity campaign should be conducted in major cities as well as in potential overseas markets.

6.5.3.1 Printing of Special folders

Folders, if already available should be improved, restructured, and updated. These should be printed in a high quality, at an international standard. Folders for new/ potential destinations should also be prepared to attract the attention of uninformed/ ill-informed tourists.

6.5.3.2 Folders in Foreign/ Indian languages

As part of the steps to lure more number of tourists, efforts should be made and resources allocated for printing the special folders for all popular and potential destinations in Indian and foreign languages. An exercise as regards identifying these (Indian and foreign) languages should be taken up before venturing into printing. Some of the languages can be Hindi, Urdu, Bengali, Punjabi, Marathi, Telugu, Tamil, and Kannada. Apart from these, foreign languages can be identified as French, German, and Japanese.

6.5.3.3 Guide Book on UP NCR region

An authentic guidebook on the state in sufficient details shall help the tourist in deciding/ choosing the destinations, as well as lodging and boarding options.

6.5.3.4 Publicity Campaign

The state Tourism Department is engaged in popularising its tourism potential among different Indian states through its tourist offices/ tourist information centres. Intensive publicity campaigns at state capitals at regular intervals are suggested. These campaigns should include distribution of pamphlets among the enthusiast/ prospective tourist segments, and showcasing of its products, including its dance, cuisine, cinema etc. Sufficient research for identifying market segments should precede the actual campaigns.

6.5.3.5 Travel Marts

It has been a trend that much of the foreign exchange earned by the Department of Tourism is contributed by high spending foreign tourists. Such market segments can be targeted by participating in international tourism marts on a regular basis. This shall provide an excellent opportunity for interacting with the counterpart departments and ministries of various countries.

There are about nine leading travel marts, held in various countries during different parts of the year. These are –

• International Travel Mart, Berlin

• World Travel Mart, London

• Pacific Asia Travel Association Convention, Singapore

• Mauritius Travel Mart, Mauritius

• South African Travel Mart, South Africa

• Malaysian Travel Mart/ Japan Association of Travel Agencies, Malaysia

• Kuwait Travel Mart, Kuwait

• American Society of Travel Agencies, America

• Swiss Travel Mart, Switzerland

Some Indian states are already participating in international travel marts to market their state. UP NCR region should make its presence felt at such marts to present itself as the ultimate tourism destination in an aggressive and consistent manner.

6.5.3.6 FAM Tour

During 2001-2002, a sum of Rs. 6.00 lakh was sanctioned to conduct the familiarization tour for travel writers. As a maiden venture a familiarization (Fam) tour was organised during Feb. 2002. Eleven travel writers drawn from six states (Orissa, Madhya Pradesh, Maharashtra, Himachal Pradesh, Gujarat and West Bengal) have participated in the 14-day tour. These travel writers will document articles about the culture and splendours of UP NCR region. Articles would be published in the leading

dailies/ magazines of different languages.The photo journalists and journalists from India and abroad would be invited for Fam tours.

6.5.3.7 CD ROM

CD-ROM containing information about the various tourist destinations in UP NCR region would be prepared and released. It will be made available with all tourist offices, travel trade and travel writers. The CD-ROM is proposed to be upgraded/ updated regularly.

6.5.3.8 Commercials and Films

It has been proposed to prepare a documentary film on tourism and telecast through National Geographic, Discovery and BBC Channels on the Television. The commercial on tourism will be prepared and telecast in leading satellite channels. It will revolutionize UP NCR region Tourism in the near future.

6.5.3.9 Touch Screen

This advanced state-of-the-art equipment enables the tourists to obtain any information on the tourism by just having touched the screen. It is proposed to install touch screens at all tourist offices/ tourist information centres.

6.5.3.10 Signage and Billboards boards

To facilitate the visit of tourists to the places of tourist interest, glowsign boards on highways and at vantage points in all the districts of are proposed to be erected.

6.5.3.11 Rationalisation of Tax

Tourism is a major economic activity and is capable of multiplier effect on the state economy, effort should be made to not only attract the tourists to the state but also to retain them for a longer duration. There is a major segment of pilgrims visiting the state and they are budget tourists (with limited funds) of higher age group. There is concern about the different taxes charged from the tourists in various forms – luxury tax, sales tax, entertainment tax, entry tax etc. An effort to this effect needs made so as to rationalise these taxes in the larger interest of the tourism industry in the longer run. It is therefore proposed to fix a uniform tax structure of hotels and the transport sector. There can be imposed a 5% tax on hotel rooms that charge a tariff of upto Rs. 1000.00 per person, a 10% tax on tariff exceeding Rs. 1000.00 and a 12% tax on tariff exceeding Rs. 1200.
