2013 County Summary
SummaryIn 2013, the largest proportion of arrests in Washington County was for methamphetamine, followed by arrests for heroin, marijuana, and cocaine. The number of deaths related to heroin use in the county rose to a high of 12 in 2012, the latest data available. In addition, six deaths were attributed to methamphetamine abuse and three (3) to cocaine use. From 2008 to 2012, aAdmissions for treatment were highest in the county for marijuana, followed by methamphetamine, heroin, controlled prescription drugs, and cocaine.
The number of indoor marijuana plants seized in Washington County ranged from five (5) plants in 2008 to 2,089 plants in 2013. Outdoor plants seized in the county dropped from a high of 3,137 plants in 2007 to 25 plants in 2013. The number of medical marijuana cardholders in Washington County grew more than fivefold from April 2006 (726) to October 2013 (4,142). Washington County has reported 13 methamphetamine laboratory seizures since and one DMT lab since 2005.

County Arrests
The number of methamphetamine arrests in Washington County more than doubled from 2010 to 2013. From 2006 to 2013, marijuana arrests more than doubled and heroin arrests rose more than sixfold in the county, while arrests for cocaine declined more than 40 percent.

The number of drug arrests for Washington County was lower per capita when compared to the HIDTA counties and Oregon, rising 84 percent from 2008 to 2013.

With the exception of cocaine, admissions for abuse of major drugs have increased in the county since 2004. Admissions for use of controlled prescription drugs showed the sharpest increase (201%), followed by heroin (114%), marijuana (54%), and methamphetamine (9%). Cocaine admissions fluctuated only slightly during the same period with the same number of admissions (85) reported in 2004 and 2012.

With the exception of Clackamas County, the number of treatment admissions for major illicit drugs in Washington County was lower per capita when compared to the HIDTA Region and Oregon from 2006 to 2012.

Deaths from heroin use rose from a low of three (3) to a high of 12 in the county between 2004 and 2012. Deaths associated with methamphetamine use rose from a low of one (1) in 2010 to six in 2012. Cocaine-related deaths declined from a high of six (6) in 2004 to three (3) in 2012.

The number of drug-related deaths in Washington County was lower when compared per capita to the HIDTA region and Oregon from 2004 to 2012. The actual number of drug-related deaths in the county rose more than fourfold from 2006 to 2012 – largely driven by a rise in the number of heroin-related fatalities.
